Open-Plan vs. Traditional School Buildings: Which Layout Works Better for Learning?

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Neither layout is a universal winner. The strongest direct comparison available found greater reading-fluency development during enclosed-classroom phases than during open-plan phases for 7- to 10-year-old pupils. That result comes from one school setting, one outcome and one study design; it does not prove that every traditional building outperforms every open-plan building.

Open and flexible spaces can support several groups and teaching modes at once, but only when speech intelligibility, privacy, quiet work and scheduling are deliberately designed. Enclosed rooms provide clearer physical boundaries for sound-sensitive tasks, yet enclosure alone does not guarantee good learning conditions. For a new build or retrofit, the practical question is which arrangement best matches the school’s activities, pupil population, environmental conditions and teaching methods.

What “open-plan” and “traditional” mean in school construction

In an open-plan or flexible school, two or more class groups share one larger physical area, often with furniture, partial partitions or specialist zones defining activities. Boundaries may be movable, and the same room can host whole-group teaching, workshops, collaborative work and independent study at different times.

A traditional, enclosed or cellular plan gives each class group a dedicated room bounded by full-height walls and a door. Collaboration can still happen through movable furniture, breakout rooms, shared halls, libraries, specialist rooms or operable partitions; the difference is that the primary teaching space has a more definite acoustic and visual boundary.

Real buildings sit on a spectrum. A school might combine enclosed classrooms with a shared project area, use sliding partitions between two rooms, or place quiet rooms beside a larger studio. Therefore, “open” and “traditional” describe broad spatial strategies rather than two perfectly uniform building types.

What the best direct evidence found

The most direct recent comparison is Gary Rance, Richard C. Dowell and Dani Tomlin’s longitudinal study, The effect of classroom environment on literacy development, published in npj Science of Learning on 3 April 2023. The researchers worked with pupils aged 7–10 in spaces where an open-plan condition meant multiple class groups occupied one physical area, while the enclosed condition housed one class group per space. Conditions alternated term by term during the school year. A portable sound-treated dividing wall was used to create the enclosed phase; this was a study intervention, not a test or endorsement of a particular commercial partition.

Of 196 pupils assessed at baseline, 146 completed repeat assessment after three school terms. Reading-fluency development was greater during the enclosed-classroom phases, with P < 0.001 and a 95% confidence interval of 3.7–10.0. The full study is available at Nature.

That result should be read narrowly. It measures within-child change over an academic year in one participating setting and focuses on reading fluency. It does not establish effects for every age group, subject, building configuration, teacher, timetable or long-term attainment measure. The study also cannot tell a school that simply adding walls will improve all outcomes; the intervention changed the acoustic and spatial conditions together.

Which pupils showed the largest difference?

In that study, pupils with weaker speech perception in noise and/or poorer attention skills showed some of the greatest open-versus-enclosed differences. This is a finding from that sample, not a clinical placement rule. It does, however, support an inclusive-design question: a space that is manageable for a pupil who can filter competing speech may be exhausting or inaccessible for a pupil who cannot.

What broader reviews say about open classrooms

A government evidence review by the New South Wales Department of Education’s Centre for Education Statistics and Evaluation describes the built environment as one of many influences on learning. Its page, originally published on 21 October 2015 and updated on 4 August 2026, says evidence on open classrooms and student outcomes is little or mixed. It also notes that teacher quality is the greatest in-school influence on engagement and outcomes. Read the review at NSW Department of Education.

The same review summarizes the HEAD project, which examined 3,766 students in 153 classrooms across 27 UK primary schools. Researchers associated 16 per cent of the variation in learning progress over one year with a broad set of classroom physical characteristics. That figure is not an open-plan-versus-enclosed estimate: it combines characteristics such as light, temperature, air quality, colour and other conditions. It should not be used to claim that openness alone explains 16 per cent of progress.

For construction decisions, the implication is important. Layout matters, but it operates within a system that includes teaching practice, acoustics, lighting, ventilation, thermal comfort, equipment, maintenance and the way staff schedule activities.

Why acoustics are the central trade-off

Speech is the main working signal in most primary classrooms. In a shared area, a teacher’s voice, pupil discussion, chair movement and practical activity can become competing sound for another group. Physical separation can reduce that exposure, but an enclosed room with hard, reflective surfaces, poor seals or noisy services can still have unsatisfactory reverberation and intelligibility.

Bridget Shield, Emma Greenland and Julie Dockrell’s review of four decades of research on noise in open-plan primary classrooms describes the effects evidence as limited. It compares noise in open and enclosed classrooms and discusses acoustic criteria and controls intended to protect speech intelligibility and privacy. The review is available through PubMed. It supports treating acoustics as a design and management problem, not declaring a universal decibel penalty for every open plan.

Questions an acoustic brief should answer

  • Can a teacher be understood at the intended listening positions while another group is speaking?
  • Can pupils hold a discussion without broadcasting it to neighbouring groups?
  • Where can a pupil go for sustained reading, assessment or individual work?
  • How will doors, furniture, ventilation plant and circulation noise affect the teaching signal?
  • What happens acoustically when several activities run simultaneously rather than one after another?

These questions should be answered through the project’s acoustic design, commissioning and post-occupancy checks. A visually impressive open area is not successful if its normal operating condition makes speech difficult to follow.

Open, semi-open and enclosed layouts compared

Decision axis Open-plan or flexible space Enclosed or traditional rooms
Collaborative and varied teaching Can accommodate multiple groups and activity types in one shared area. Groups may need to move rooms or use dedicated breakout space.
Speech privacy and distraction Needs deliberate acoustic design and management when groups work at the same time. Physical separation can reduce cross-group sound exposure, although it does not guarantee good acoustics.
Individual and concentrated work Usually needs quiet zones, partitions or scheduled use to protect focus. A class can work in a more acoustically bounded room, subject to its actual condition.
Flexibility Shared space can be rearranged for different group sizes and activities. Flexibility can come from movable furniture, operable partitions and nearby shared areas.
Whole-room conditions Lighting, temperature, ventilation, indoor air quality and acoustics must be evaluated as an interacting system. The same environmental checks apply; enclosure alone does not assure a healthy or effective room.
Evidence certainty Outcomes depend heavily on use and context; evidence for open classrooms as a category remains mixed. One direct study found greater reading-fluency development in enclosed phases, but that is not a universal guarantee.

This is an evidence-informed comparison, not a building-rating system. A semi-open arrangement can outperform a poorly planned open hall, and a well-designed open environment can be more useful than a set of inflexible rooms for a particular curriculum.

When flexible shared space can work well

Flexible environments are most defensible when the activities genuinely require several group sizes or simultaneous modes. A teacher might bring pupils together for explicit instruction, split them into workshops, provide a discussion zone and reserve a quieter area for independent practice. The value comes from matching space to activity, not from removing walls as an end in itself.

The 2021 review A Ten-Year Review of Primary School Flexible Learning Environments: Interior Design and IEQ Performance examined primary-school research published from 2010 to 2020. It reports one comparison in which a semi-open space had lower noise and better speech-perception scores than a linear open-plan triple layout, even though the semi-open setting contained more than twice as many children. That is a useful reminder that geometry, zoning and acoustic treatment can matter as much as headcount. It is one included comparison, not a general ranking of all semi-open and triple layouts. The review is published in Buildings at MDPI.

Conditions to specify in an open or flexible brief

  • Activity zoning: identify where whole-class teaching, group discussion, practical work, reflection and quiet study occur.
  • Acoustic separation: use the project’s acoustic strategy to limit competing speech and protect privacy between zones.
  • Quiet capacity: provide enough genuinely calmer places for reading, assessment, regulation and pupils who need reduced distraction.
  • Operational rules: agree when activities may run concurrently, who controls movable elements and how staff avoid incompatible combinations.
  • Visibility with refuge: preserve useful supervision and daylight without making every pupil permanently exposed to movement and sound.

Why an enclosed plan is not automatically better

Walls can reduce cross-group speech, but they do not fix glare, overheating, stale air, reverberation, uncomfortable furniture, poor teaching layouts or inadequate equipment. A sealed room may even create new problems if ventilation is weak or if doors and finishes are selected without acoustic coordination.

Enclosed classrooms can also make some activities less convenient. A school may need more circulation, storage, breakout provision or room-booking discipline when every class has a dedicated room. Those are manageable planning issues, but they belong in the brief rather than being discovered after construction.

The correct comparison is therefore between complete operating models: how pupils and staff move, teach, hear, ventilate, supervise and use equipment over a normal week. “Traditional” should not be treated as shorthand for “high performing.”

Environmental conditions that interact with layout

The NSW review emphasizes that physical attributes work together. A layout that looks successful on a plan can perform poorly if temperature, ventilation, indoor air quality or lighting are inconsistent across the occupied area. Open spaces may expose more pupils to a single noisy service zone or make it harder to provide thermal conditions that suit different activities. Enclosed rooms may experience uneven conditions if controls, windows or air distribution are poorly coordinated.

For a construction or refurbishment project, evaluate at least:

  • speech intelligibility and competing sound during realistic simultaneous activities;
  • ventilation and indoor air quality under normal occupancy;
  • thermal comfort in perimeter and internal zones across the school day;
  • daylight, glare control and electric-light quality at teaching and display surfaces;
  • equipment, storage and furniture layouts that either support or obstruct the intended teaching model;
  • fire safety, accessibility, safeguarding, circulation and maintenance requirements.

The UK Department for Education’s School and college design and construction collection, first published on 11 February 2026 and last updated on 3 July 2026, gathers current official guidance covering acoustics, fire safety, ventilation, thermal comfort, indoor air quality and area guidance. Use the collection at GOV.UK alongside the project’s jurisdiction-specific approvals and professional advice. It is design context, not evidence that one classroom layout produces better academic outcomes.

A decision process for a new school or major refurbishment

Use the following sequence before committing to a building-wide layout. It keeps the decision tied to the school’s actual programme rather than to a fashionable label.

  1. Map the teaching model. List the proportion of the week spent in whole-class instruction, collaborative projects, small-group teaching, independent work, specialist lessons and intervention. Record which activities must happen concurrently.
  2. Describe the pupil population. Include age ranges, language-learning needs, pupils who are sensitive to noise, attention demands, hearing or communication requirements and spaces needed for regulation or support. Do not assume one average learner.
  3. Create an acoustic brief. Identify speech, privacy and quiet-work requirements for every zone. Test the worst credible combination of simultaneous activities, not only an empty-room condition.
  4. Compare complete spatial options. Draw an enclosed-room scheme, a fully shared scheme and any semi-open alternatives. Show circulation, storage, toilets, specialist spaces, breakout areas, staff work points and escape routes so that the comparison is not limited to classroom walls.
  5. Model environmental conditions. Coordinate daylight, glare, ventilation, thermal comfort, indoor air quality, equipment and acoustics. Check whether a shared area has local conditions that differ materially from its edges or centre.
  6. Plan operation and governance. Define who schedules shared zones, moves partitions, supervises transitions, controls noise-producing activities and responds when a space is not working as intended.
  7. Prototype where possible. Before a large commitment, trial furniture, zoning and acoustic treatments in a representative area with staff and pupils. Observe real lessons, including quiet reading and simultaneous group work.
  8. Commission and review. Verify the completed building under realistic occupancy, gather teacher and pupil feedback, and correct acoustic, ventilation, lighting or layout problems rather than assuming the design intent has been achieved.

Retrofitting an existing open area

If an existing shared space is causing distraction or poor speech intelligibility, a retrofit does not have to begin with permanent reconstruction. The 2023 literacy study created its enclosed phase with a portable sound-treated dividing wall. That demonstrates a possible intervention category, not proof that any particular divider will reproduce the study’s result.

A responsible retrofit sequence is:

  1. Observe and record when problems occur: whole-class teaching, simultaneous discussion, corridor movement, practical work or independent reading.
  2. Measure or professionally assess the relevant acoustic conditions, including speech intelligibility and reverberant behaviour, rather than relying on visual impressions.
  3. Trial movable separation, furniture zoning or timetable changes in the affected area.
  4. Check that the intervention preserves sightlines, accessibility, fire strategy, ventilation, daylight and safe supervision.
  5. Review pupil groups who were previously struggling to hear, attend or work independently.
  6. Retest during normal occupancy and retain only changes that improve the intended activities without creating a new bottleneck.

Products should be selected through the project’s performance requirements and professional specifications. The cited study did not test consumer products, and its result cannot be transferred to a partition with different height, seals, absorption or placement.

How to judge an existing building fairly

Before deciding that a layout has failed, separate design defects from operating defects. Ask teachers to identify the exact activities and locations that are difficult. Compare a quiet period with a normal busy period. Check whether furniture, doors, mechanical equipment or circulation routes are creating avoidable sound. In an enclosed room, inspect reverberation, ventilation noise and temperature just as carefully as in an open area.

Use evidence from several sources: structured observations, pupil and teacher feedback, acoustic and environmental measurements, attendance or behaviour patterns where available, and work samples or assessment data interpreted by education professionals. Avoid attributing a change in attainment to the building without considering teaching, curriculum, staffing and cohort differences.

Common design mistakes

  • Treating openness as a teaching method. Removing walls does not create collaboration; activities, staffing and routines must make productive use of the space.
  • Designing for an empty room. Acoustic and thermal performance can change substantially with pupils, furniture and simultaneous activity.
  • Providing no quiet alternative. A shared area needs a credible place for concentration, assessment and pupils who are sensitive to competing speech.
  • Using one study as a universal verdict. The enclosed-phase reading result is important but specific to its population, intervention and outcome.
  • Using the HEAD statistic incorrectly. The 16 per cent figure concerns broad physical classroom characteristics, not open-plan design alone.
  • Assuming enclosure solves everything. Poor ventilation, lighting, temperature or room acoustics can undermine an otherwise cellular plan.
  • Leaving operation until handover. Shared spaces need timetables, responsibilities and staff development from the start.

Bottom-line decision rule

Choose an enclosed-first plan when the school’s priority is dependable speech privacy, concentrated work or protection from competing activity, particularly where the pupil population includes many learners who struggle with speech in noise or sustained attention. Choose a flexible or semi-open strategy when varied group work and shared resources are central, and when the design can demonstrate acoustic separation, quiet capacity, environmental control and workable daily management.

For most projects, the strongest answer is a deliberate combination rather than a building-wide absolute: acoustically bounded rooms for activities that need focus, connected shared areas for collaboration, and partitions or scheduling that allow the balance to change. The layout works when the completed building supports the school’s real teaching practices and pupils under normal conditions.
