Open Architectural Competition vs Invited Competition: Which Process Is Better for Public Schools?

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Neither format is automatically better. An open competition is the stronger choice when a school client wants the widest design exploration, visible equal access and the possibility of finding new talent. An invited competition is safer when the board needs a small field of teams with proven school experience, safeguarding awareness, available staff and a predictable programme. For many public-school projects, a limited or two-stage competition is the practical middle course: prequalify teams against objective capability criteria, then compare paid design responses from a manageable shortlist.

The correct decision depends on the school’s jurisdiction, procurement rules, project value, site and educational brief. In England, schools and academy trusts must follow applicable procurement requirements and may be able to use Department for Education (DfE) framework routes. Other jurisdictions set different thresholds, professional rules and competition practices.

What the two competition formats mean

Open architectural competition

An open competition allows the broadest range of architects to enter. The Office of the Victorian Government Architect (OVGA) describes it as giving all entrants an equal opportunity to be selected, with the decision based predominantly on design merit rather than proven capability or prior experience. That makes it attractive when the client wants a wide search, unexpected ideas or access for practices that have not yet delivered the same building type.

“Open” does not mean that every submission can be accepted without checks. The conditions still need to state eligibility, required professional roles, submission requirements, assessment stages, the jury, fees or prizes, intellectual-property arrangements and what happens after the result. A winning design team’s capacity, registration, cost plan and ability to deliver must be verified before appointment.

Invited or select competition

An invited competition limits participation to a small group chosen by the client, commonly after an expression-of-interest review of previous work and relevant capability. OVGA describes select competitions as a way to focus design effort on teams the client believes can perform the commission; invited entrants are typically paid a fee that covers the cost of substantial proposal work.

RIBA’s guidance distinguishes Open Design and Invited Design competitions and expects the competition conditions to explain eligibility, jury membership, participation conditions, payments, prizes, publication of results and related procedures. An invited process is fair only when the invitation criteria are transparent, consistently applied and protected from conflicts of interest.

Which process fits a public school?

Use the school’s priorities rather than a default preference. The following comparison shows the central trade-offs identified in OVGA, RIBA, DfE and Harvard guidance. It does not establish a universal cost or time advantage for either format.

Decision axis Open competition Invited competition
Idea diversity Broadest field and greatest chance of an unexpected concept or a practice new to the project type. Narrower field, but the client can target educational, accessibility, sustainability or other specialist expertise.
Legitimacy and access Visible openness and equal opportunity can build public confidence. Legitimacy depends on defensible invitation criteria, consistent evaluation and strong conflict controls.
Capability assurance Capability must be checked alongside design merit and again before appointment. Experience, capacity and compliance can be screened before teams spend money developing designs.
Client workload A larger entry can increase administration, jury time and evaluation effort. Fair conditions and remuneration must be designed for the field. A small field reduces review effort. Participants should still be paid fairly for substantial proposals.
Timetable Set-up and assessment can take longer because more submissions and queries must be handled. Often quicker to organise and evaluate, although approvals and procurement rules still control the programme.
Delivery risk The winner’s ability to deliver must be verified after selection; design merit alone is not a delivery qualification. Preselection can reduce capacity risk, but may exclude strong new, local or smaller teams.

Choose open when exploration and public access lead

An open competition is most defensible when the school is a project of public significance and the board wants the public interest, new ideas or design excellence that a competition can generate. It can be appropriate for a new campus, a major civic-facing school, an unusual site or a brief where the client cannot confidently predict the best architectural solution.

The board must be willing to fund and administer the larger field. It should define a realistic submission burden, publish clear questions and answers, allow enough time, and provide the stated fee or prize arrangements. Before any contract is signed, the preferred team still needs a capability and compliance review covering professional registration, staff availability, safeguarding arrangements, cost control and programme.

Choose invited when assurance and control lead

An invited competition is better suited to a constrained school project where the board needs teams that can demonstrate work in operating educational environments, inclusive access, safeguarding, phasing, maintenance or a particular procurement route. It is also useful when the timetable, site logistics or decision-making capacity cannot support a very large entry.

Use a limited or two-stage process for the common middle ground

Many school boards can obtain the benefits of both formats through two stages. First, invite or openly seek expressions of interest and prequalify teams against objective capability and compliance requirements. Second, ask a shortlist to prepare a paid design response to the same brief. This preserves meaningful design comparison while keeping the jury’s workload and the entrants’ unpaid exposure manageable.

The first stage should not quietly become a design contest. Score capability and eligibility as stated. At the second stage, publish the design brief, evaluation method, jury, fee, timetable and appointment terms. A shortlist can be drawn from an open call or from a transparent invited field; the important point is that the transition and scoring rules are known before teams participate.

Start with the school brief, not the competition label

A competition method cannot compensate for an incomplete brief. Before deciding on open or invited, the board should document the conditions that will affect both design quality and delivery.

  • Educational model: age ranges, curriculum, specialist teaching, inclusion and the relationship between classrooms, shared learning areas and outdoor space.
  • Safeguarding and supervision: sightlines, controlled access, visitor management, secure boundaries, staff supervision and arrangements for construction beside an occupied campus.
  • Inclusive access: accessible routes, sensory considerations, toilets, changing facilities and the needs of pupils, staff and visitors.
  • Community use: shared sports, halls, libraries or other facilities, with clear separation between public access and safeguarded school areas.
  • Site and phasing: surveys, planning constraints, existing buildings, decanting, temporary accommodation, traffic, construction access and keeping the school operational.
  • Budget and programme: available funding, cost plan, inflation assumptions, approvals, opening date and the consequences of missing a milestone.
  • Carbon, energy and maintenance: operational targets, embodied-carbon expectations, durability, cleaning, replacement cycles and the school’s ability to operate proposed systems.
  • Professional and delivery capacity: required disciplines, registration, insurance, health and safety, safeguarding checks and experience with the intended contract and procurement route.

Turn the brief into an evaluation plan. State which requirements are pass/fail, which receive scored marks and how design quality will be balanced with price, whole-life performance, compliance and deliverability. A beautiful scheme that cannot be built within the approved budget or safely phased around pupils should not win on appearance alone.

Check procurement and jurisdiction before advertising

Public-school procurement is jurisdiction-specific. Confirm the legal entity commissioning the work, applicable thresholds, funding conditions, professional rules, framework obligations and any required notices before publishing a competition.

England: schools, academy trusts and DfE routes

In England, schools and academy trusts must follow the procurement rules that apply to them. DfE buying guidance says a mini-competition must define how bids will be assessed, evaluate them fairly and select the supplier offering best value for money. A framework agreement can provide a list of pre-approved suppliers with agreed terms and legal protections, but the school still has to follow the framework’s call-off procedure.

The DfE Construction Framework 2025 covers schools and educational buildings and offers mini-competition and direct-allocation options. Its published value bands include a high-value core band of £12 million or more and/or above 2,600 m² new-build gross internal floor area, and a low-value core band of £4.4 million to £12 million, extended up to £15 million, or below 2,600 m². These are framework procurement bands for England, not evidence that open or invited competitions perform better. Confirm the current framework terms and the project’s classification before relying on any band.

Other jurisdictions

Outside England, the school board may face different public-contract thresholds, design-contest regulations, registration requirements, transparency rules and intellectual-property conventions. Obtain local procurement and legal advice before selecting a procedure. A process that is permissible for a privately funded school may be unsuitable for a public authority.

How to run a defensible school design competition

  1. Confirm the authority and constraints. Identify the client entity, jurisdiction, funding source, budget, procurement threshold, framework options, planning route and required approvals.
  2. Decide whether a competition is necessary. OVGA says competitions are most appropriate for projects of public significance where public interest, new ideas or design excellence are priorities. If the school has a routine, tightly defined project and the procurement rules permit another route, compare the administrative burden before committing.
  3. Select the format and field size. Use open entry for broad exploration, invited entry for targeted capability, or a two-stage route when both matter. Set a field size the jury and client team can genuinely assess.
  4. Appoint independent support. Use a competition adviser and obtain probity and legal support. Define who handles questions, eligibility checks, complaints, conflicts and communications.
  5. Write the brief and conditions. Include the educational and safeguarding requirements, site information, budget, programme, deliverables, submission limits, evaluation criteria, pass/fail tests, jury, timetable, fees or prizes, publication arrangements, intellectual-property terms and post-competition appointment.
  6. Publish or issue the invitation consistently. For an open call, make eligibility and submission information equally available. For an invited call, publish the selection logic and send identical information to every participant. Keep a controlled question-and-answer record.
  7. Protect fairness during submissions. Use one communication channel, log clarifications, manage conflicts, keep assessors separate from participants where appropriate and do not change scored requirements without a documented, communicated process.
  8. Evaluate against the published method. Check pass/fail requirements first, then score the stated criteria. Record reasons for scores, identify any departures from the brief and ensure the jury’s recommendation is supported by the evidence.
  9. Verify the preferred team before appointment. Confirm professional registration, insurance, key-person availability, financial and technical capacity, safeguarding arrangements, cost plan, programme, subconsultants and ability to deliver the intended contract.
  10. Make the result and next step clear. Publish or communicate the outcome as promised, explain the appointment route, preserve records and move into contract negotiations only within the terms stated in the competition conditions.

Design the evaluation around school risk

Separate eligibility from design judgement

Eligibility checks should address registration, insurance, conflicts, required disciplines, safeguarding and capacity. Do not allow a team to compensate for a failed mandatory condition with attractive drawings unless the published rules expressly allow that treatment.

Score what pupils and staff will experience

Design criteria can cover educational fit, safeguarding and supervision, accessibility, spatial adaptability, site and phasing, environmental performance, maintenance, community use, cost certainty and architectural quality. Explain the weighting and the evidence expected. A short narrative and diagrams may be more proportionate than an expensive fully developed scheme, especially at shortlist stage.

Include cost and deliverability without reducing design to the lowest price

Ask for a cost plan, assumptions, programme and key risks. Evaluate whether the proposal can be delivered under the funding and procurement route, while retaining a separate assessment of design quality. The board should not announce a winner and only then discover that the concept relies on unavailable land, an unrealistic opening date or systems the school cannot maintain.

Fees, workload and timetable: what can and cannot be claimed

An open field normally creates more administration and jury work than an invited field, while a shortlist reduces the number of submissions to review. Invited participants should be paid fairly for substantial proposal work; an open competition also needs clear remuneration, prize or reimbursement terms. The competition conditions should state exactly what is paid, when, what expenses are included and what happens if the process is cancelled.

No directly comparable, school-specific published statistic establishes that one format is cheaper, faster or more successful than the other. Treat any proposed saving or programme advantage as a project estimate, not a general fact. Build a schedule that includes brief development, approvals, advertising or invitations, questions, submission, technical checks, jury deliberation, notification, standstill or challenge periods where applicable, capability verification and contract award.

How to judge whether an invited competition is fair

Fairness is about the method, not the number of entrants. An invited process is defensible when the board can show that:

  • the invitation criteria were set before names were chosen and relate to the school’s actual risks;
  • the same information, deadlines and opportunity to ask questions were provided to every invited team;
  • jury members and advisers declared and managed conflicts of interest;
  • the scoring method, fees, intellectual-property terms and appointment route were published in the conditions;
  • the field was not restricted for an undisclosed reason such as personal familiarity;
  • the client kept an auditable record of decisions and gave the promised result notification; and
  • the preferred team still passed the post-selection capability and compliance checks.

If the board cannot explain why the field was selected or how conflicts were controlled, an open or transparently prequalified route may provide stronger legitimacy.

Common failure modes and practical fixes

The brief rewards a striking image but ignores operation

Symptom: entries focus on form while supervision, accessibility, maintenance or phasing remain vague. Fix: make those matters explicit scored criteria and require diagrams, area schedules, access strategies and a cost and programme response.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The open field overwhelms the client

Symptom: the board receives more entries than the jury can read consistently. Fix: use a proportionate first-stage eligibility screen, cap the design submission, appoint an independent adviser and consider a two-stage process with a paid shortlist.

The invited field lacks credible access

Symptom: local practices, emerging teams or relevant specialists were excluded without a documented reason. Fix: publish objective criteria, invite expressions of interest or add an open first stage, and record the basis for every shortlist decision.

The winner cannot deliver

Symptom: the preferred design is compelling but the team lacks capacity, registration, safeguarding arrangements, cost control or the necessary consultants. Fix: state capability requirements early and complete verification before appointment; if a condition is mandatory, test it before the final recommendation.

The procurement route is chosen too late

Symptom: the competition conditions promise an appointment that conflicts with a framework, threshold or statutory procedure. Fix: confirm the route and legal advice at project definition, then write the post-competition appointment terms into the conditions.

A decision checklist for the school board

  • Is the project sufficiently significant that public design exploration is a core objective?
  • Can the client fund, administer and evaluate the likely number of entries?
  • Does the brief require demonstrated school, safeguarding, accessibility or phasing experience?
  • Would excluding new or local practices create a legitimacy problem?
  • Which requirements are mandatory, and which are scored design qualities?
  • What fees or prizes make the workload proportionate and fair?
  • Who sits on the jury, and how will conflicts be managed?
  • What procurement threshold, framework or statutory procedure applies in the project’s jurisdiction?
  • How will the preferred team’s capacity, registration, cost plan, programme and safeguarding arrangements be verified?
  • What happens if the preferred team cannot agree the design appointment or fails a verification check?

Bottom-line decision

Choose an open architectural competition when the school’s primary need is broad access, public legitimacy and fresh design thinking, and the client can manage the larger field and the uncertainty that follows selection. Choose an invited competition when the project’s dominant risks are specialist educational performance, safeguarding, capacity, programme or delivery certainty, and publish defensible criteria for selecting participants.

For a large proportion of public-school projects, a limited or two-stage competition provides the best balance: prequalify against objective capability requirements, pay a manageable shortlist to develop comparable responses, evaluate those responses under a published brief and jury process, and verify the winning team before contract award.
