Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteBefore an office fit-out contractor mobilizes, confirm five things in writing: the exact scope and existing conditions, coordinated design documents, every required landlord and authority approval, a qualified and insured delivery team, and the inspections and handover evidence needed at the end. A permit or checklist from another city cannot substitute for the rules of your building and local authority having jurisdiction (AHJ).
Use the sequence below as a start-readiness review with your landlord or property manager, design professionals, contractor and AHJ. Record each decision, responsible person and outstanding document; do not set a construction start date until unresolved items have an owner and a deadline.

What “ready to start” should mean
A fit-out is ready for construction when the team can identify exactly what will be altered, show it in coordinated drawings, demonstrate that the work is permitted and approved, and explain how the site will be kept safe. Readiness also includes the end of the job: required inspections, certificates, as-built information and final sign-off should already appear in the programme and contract.

Requirements vary with jurisdiction, building, lease, occupancy and scope. An office refresh limited to finishes may follow a different route from work that moves partitions, changes occupant load, replaces air-conditioning equipment or alters fire-protection systems.

1. Lock down the scope and existing conditions
Write a room-by-room scope
Describe the premises by building, floor and suite, then list every affected area. State the intended use, demolition, new partitions, ceilings, floors, joinery, furniture fixed to the building, equipment and changes to electrical, mechanical, plumbing, fire alarm or sprinkler systems. Identify work that is excluded as clearly as work that is included. This scope becomes the reference for design, pricing, permits and change control.
Review the lease and building rules
Ask the landlord or property manager for the current fit-out manual and approval route. Confirm permitted working hours, noisy-work restrictions, loading-bay and lift bookings, delivery protection, contractor induction, access cards, hoarding, dust control, shutdowns, waste removal and protection of common areas. Establish whether the owner requires a no-objection certificate (NOC), specific insurance wording, named contractors, security deposits or use of building-approved vendors.
Have the lease, building rules and proposed scope reviewed together. A landlord approval is not the same as a building permit, and an authority permit does not grant permission to use shared loading areas or alter landlord-owned systems.

Verify what is actually on site
Existing conditions should be established before the design is finalized. New York City Department of Buildings owner guidance recommends engaging a registered design professional and a licensed surveyor for this work. Record dimensions, floor-to-floor heights, columns, shafts, risers, ceiling voids, fire-rated construction, exits, accessibility features and the location and capacity of existing services.
Check whether drawings match reality by opening representative ceiling and service areas where the landlord permits it. Note asbestos or other hazardous-material information, water ingress, damaged fire stopping, structural limits, live services and building operating constraints. A laser distance measurer can help collect preliminary notes, but it does not replace a professional survey or approved drawings when those are required.
2. Make the design package complete and coordinated
Show the whole contracted scope
Ask the design team to issue a coordinated set that clearly describes the work the contractor will build. New York City registrant guidance says approved drawings should convey the project scope and that the contracted work should reflect the approved scope. Compare the drawings, specification, room data and contractor pricing line by line; an item that appears in only one document is a likely change-order dispute.

Include the information reviewers need
A commercial tenant-improvement submission can include the following, depending on local rules:
PC Slower Than It Used to Be?
A free scan shows the junk files, broken settings and background clutter dragging Windows down - then fixes them in one click.Free scan · Windows 10 & 11Outdated Drivers Are Slowing You Down

- Partition types, wall and ceiling finishes, floor finishes, reflected ceiling plans and key details.
- Door, frame and hardware schedules, glazing and access-control information.
- Accessible routes, clearances, fixtures, signage and other accessibility elements.
- Fire and life-safety information, including occupant load, exit paths, door swings, fire ratings and emergency lighting where applicable.
- Equipment layouts and schedules, with loads, connections and service clearances.
- Structural, mechanical, electrical, plumbing, fire-alarm, sprinkler or other specialist plans when the scope triggers them.
Do not assume every fit-out needs every discipline. Ask the design professional and AHJ whether replacing equipment, adding kitchens or toilets, moving wet services, changing ventilation, modifying electrical capacity or altering fire systems creates additional submissions.
Resolve interfaces and deferred work
Hold a coordination review before submission and again before procurement. Resolve clashes between partitions and ducts, lights and sprinkler heads, doors and access control, furniture and accessible clearances, and new services and landlord risers. New York City design-professional guidance recommends minimizing deferred submittals because they can delay review. If a detail genuinely must be deferred, name its author, approval route and deadline in the programme.
3. Confirm every approval and permit before mobilization
Build a local approval matrix
Ask the AHJ which building permit and associated trade permits apply to this exact scope and address. Interior alterations can require separate electrical, mechanical, fire-alarm or fire-protection permits, particularly when existing systems are significantly changed. Montgomery County, Maryland, commercial interior-alteration guidance illustrates this scope-dependent approach; it should not be treated as a rule for another jurisdiction.
Create a matrix with the approval, issuing body, submission owner, required documents, status, conditions and expiry. Include:

- Trade permits for electrical, mechanical, plumbing, fire alarm, sprinkler or other systems, if triggered.
- Landlord, owner or property-manager approval and any NOCs.
- Fire authority, accessibility, environmental or other authority approvals identified by the AHJ.
- Utility shutdown or connection approvals and building engineering sign-off.
Keep jurisdiction-specific documents separate
The Dubai Development Authority’s fit-out process lists a contractor appointment letter, lease documentation, owner and relevant-authority NOCs, and approved and proposed drawings among its documents. Those are Dubai-specific examples, not a universal package. Confirm the current checklist, forms, fees, drawing standards and submission portal directly with the authority serving your project.

Check conditions attached to approvals
Read every permit note and landlord condition. A permit may limit work hours, require protection of occupied areas, mandate a special inspection, or prohibit changes to base-building systems without separate consent. Put those conditions into the construction plan and subcontract orders; approval is not complete if the team cannot comply with its conditions.
4. Appoint a capable, insured delivery team
Verify contractor status
Confirm the general contractor and each regulated trade contractor hold the licence, registration or appointment required where the work occurs. Check that the legal entity on the permit and insurance certificates is the entity signing your contract. New York City owner and registrant checklists include contractor licensing and insurance checks in project preparation.
Match insurance to the building’s requirements
Obtain current certificates and endorsements before access is granted. Confirm limits, additional-insured wording, workers’ compensation, employer’s liability, automobile coverage and any pollution or professional-liability cover required by the landlord or scope. Set expiry reminders so a certificate does not lapse mid-project.

Name the person responsible for permits, inspections, site safety, design queries, landlord communication, shutdowns and close-out. Require written approval for changes that affect the approved drawings, cost, programme, occupant load, accessibility, fire performance or building systems. The contractor should not treat a field instruction as permission to build outside the approved scope.
5. Schedule inspections and safety controls
Identify inspections before work starts
Ask the design professional, contractor and AHJ which progress, special or third-party inspections apply. Confirm who engages the inspection agency, what credentials it must have, which work must remain visible, and how reports reach the permit file. New York City guidance addresses special inspections and approved drawings as part of project preparation.
Put inspection hold points in the programme for concealed fire stopping, structural connections, pressure tests, life-safety systems and other work identified by the AHJ. Do not close ceilings or walls until the responsible inspector has released the area or documented an approved alternative.

Plan a safe occupied-building site
Agree on hoarding, segregated routes, emergency exits, fire extinguishers, hot-work permits, dust and noise controls, material storage, waste removal and daily housekeeping. Define how alarms, sprinklers, electrical boards, lifts and other live systems may be isolated, who authorizes an isolation and how occupants are notified.
New York City registrant guidance states: “The Contractor must maintain their work site in a safe condition during construction and must minimize the risk of accidents and fire.” Apply that principle to the building’s own emergency plan, not just the contractor’s internal method statement.
Set emergency and stop-work rules
Post contacts for the site supervisor, building engineer, landlord, emergency services and utility providers. Establish who can stop work for an unsafe condition, water leak, unexpected live service, damaged fire separation or discovery of hazardous material. Record incidents and near misses, then document the corrective action before restarting.
6. Turn approvals into a mobilization gate
Use a signed start-readiness review one to two weeks before the planned start, or earlier if the authority review is lengthy. The tenant, landlord, designer and contractor should verify:
- The final scope, contract drawings, specifications and finish schedule are the same revision.
- Existing-condition issues have an agreed design or contingency response.
- All required permits, trade permits, landlord approvals and NOCs are issued or formally authorized for mobilization.
- Insurance, licences, appointments, bonds or deposits and access documents are current.
- Long-lead materials, samples and equipment have been approved and can be delivered without breaching building rules.
- Inspection agencies, hold points, testing procedures and reporting routes are booked.
- Site logistics, protection, emergency arrangements, shutdowns and occupant communications are ready.
- The process for requests for information, substitutions and changes is active, with named decision-makers.
Keep the signed review with the project records. If one item is conditional, state the condition and the person who must close it; do not rely on a verbal promise that it will be resolved after demolition begins.
7. Plan completion before construction begins
Define the close-out evidence
Ask the landlord and AHJ what is needed to close the permit and occupy or use the space. Depending on location and scope, this can include inspection reports, test and balancing records, electrical or pressure-test certificates, fire-alarm and sprinkler acceptance records, accessibility confirmation, warranties, operation and maintenance information, as-built drawings and final authority sign-off.

New York City owner and registrant guidance calls for inspections and final sign-off. The Dubai Development Authority fit-out process requires a Civil Defense completion certificate before its fit-out completion certificate. These examples demonstrate why close-out must be confirmed locally rather than assumed from another project.
Make the handover usable
Put the handover package in the contract and assign an owner for each item. Require marked-up drawings that reflect field changes, equipment schedules with model and serial numbers, maintenance intervals, filter sizes, warranties, spare parts, access credentials and training records. Agree whether files must be submitted in a particular format or through the landlord’s facilities platform.
How requirements differ by jurisdiction
There is no single permit route to merge into a universal legal checklist. Compare projects on the work scope and systems affected, the AHJ’s permit and inspection route, landlord conditions, and the evidence required for completion and occupancy.

| Official example | What it highlights | How to use it |
|---|---|---|
| New York City Department of Buildings owner guidance | Design professional and surveyor involvement, contractor and insurance checks, inspections and final sign-off. | Use it as a model for assigning professional, inspection and close-out responsibilities; verify NYC requirements for the actual address. |
| New York City Department of Buildings registrant checklist | Approved drawings, minimizing deferred submittals, site safety, insurance and inspection coordination. | Use it to test whether the approved set and site-management plan are construction-ready. |
| City of Vancouver, Washington, commercial tenant-improvement checklist | Dimensioned layouts, finishes, accessibility, fire and life-safety information, and scope-dependent structural, mechanical and plumbing plans. | Use it to audit drawing content, not to determine requirements outside that jurisdiction. |
| Dubai Development Authority fit-out process | Contractor appointment, lease documents, NOCs, approved and proposed drawings, and a Civil Defense completion certificate before fit-out completion certification. | Use the current Dubai process if that is your authority; do not transplant its document list elsewhere. |
| Montgomery County, Maryland, commercial interior alterations | Associated trade permits can be triggered by the nature of the interior work and affected systems. | Ask the local permit office which trades are triggered instead of assuming an interior permit covers everything. |
Common start-date failures and practical fixes
“The drawings are approved, but they do not match the contract”
Stop procurement of affected work, mark the conflicting revisions, and obtain a coordinated issue. If the change alters the approved scope, route it through the designer, landlord and AHJ before construction.
“Demolition exposed an unknown service”
Make the area safe, isolate only through the building’s authorized process, photograph and survey the condition, and obtain a documented design response. Do not conceal or reconnect an unidentified service on assumption.
“The landlord approved the concept, but the permit is missing”
Treat landlord consent and authority approval as separate gates. Confirm the permit number, issued drawings and conditions with the AHJ before mobilization.
“An inspection was missed before concealment”
Notify the designer, contractor and inspection agency immediately. Keep the work accessible, follow the AHJ’s direction for opening or alternative verification, and record the resolution in the inspection file.
“Close-out is delayed by missing certificates”
Use the handover register from the start, require certificates as work packages finish, and make final payment milestones depend on the agreed evidence rather than on a promise to submit it later.
