New construction vs. resale homes in Orlando: costs, warranties and trade-offs

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

There is no universal cheaper choice in Orlando. A resale may have a lower contract price but need a roof, air conditioner, plumbing or electrical work soon after closing. A new home may cost more once lot premiums, options, landscaping and window treatments are added, yet reduce early repair exposure and come with builder coverage. Compare both with a five-year, all-in worksheet that includes taxes after reassessment, HOA and any Community Development District (CDD) charge, insurance, financing and maintenance—not just the listing price.

Orlando’s broad market provides context, not a quote for a particular subdivision. The Orlando Regional REALTOR® Association (ORRA) reported a June 2026 median price of $416,308, a 6.5% interest rate, 62 average days on market and 4.1 months of supply. Its 2025 annual summary reported a $385,000 median, a 6.4% average rate and 73 average days on market. Conditions, incentives and carrying costs vary by property and contract.

What the Orlando numbers mean for your decision

ORRA’s June 2026 figures describe the Orlando-area market, not a guaranteed price, rate or negotiation result in a specific community. A median is a midpoint: half of recorded sales were higher and half lower. The 4.1-month supply and 62-day average marketing time can give a buyer more opportunity to compare homes, but they do not establish that a builder or resale seller will accept a particular offer. Your rate depends on credit, loan type, points, down payment and lender pricing.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use the market data to set a realistic search range, then evaluate the exact parcel. A new subdivision can have a different tax bill, HOA budget, insurance profile and commute from a resale only a few miles away. A resale’s seller may have an attractive existing tax assessment that does not carry over to you, while a new home may be assessed after completion at a materially different value.

Build a five-year, all-in cost comparison

Start a worksheet for each candidate. Put the same time horizon—five years is practical—on both sides. Record one-time cash needs, recurring ownership costs and likely capital work. Do not treat a builder incentive as a discount until you compare it with an independent Loan Estimate from a lender.

Cost or credit New construction Resale How to verify
Contract price Base price plus lot premium, structural options and design selections. Negotiated purchase price for the existing home. Signed contract and all addenda.
Down payment and cash to close May change as options are added; deposits can be due at reservation or contract. Usually set by the purchase contract and loan approval. Loan Estimate, Closing Disclosure and deposit schedule.
Rate, points and mortgage insurance Builder-affiliated lender may offer a credit or temporary/permanent buydown. Shop lenders and compare the same loan type and term. Independent Loan Estimates showing rate, APR, points and monthly mortgage insurance.
Builder credit or allowance Could cover closing costs, a rate buydown, design items or upgrades; terms can change by community and month. Seller concessions may be negotiated but are contract-specific. Written incentive sheet, lender disclosure and contract language.
Property tax Model the first full assessment at likely just value and local millage; a vacant-lot or partial-year bill is not a reliable long-term figure. Seller’s accumulated assessment limitation does not automatically become your basis. County property appraiser estimate and tax collector records.
HOA Obtain the current budget, dues, transfer fees, rules and planned increases; developer control may still apply. Review current budget, reserves, violations, litigation and pending assessments. Governing documents, estoppel and latest financials.
CDD assessment May fund roads, utilities, ponds or amenities and can appear on the tax bill or as a separate assessment. May exist in the subdivision or not; confirm rather than assume. Public assessment records and community disclosure documents.
Homeowners insurance New roof, code-compliant systems and mitigation features may help underwriting, but savings are not guaranteed. Roof age, prior claims, construction type and mitigation condition can materially change the quote. Address-specific quotes, deductibles and inspection requirements.
Flood coverage Required by a lender or prudent because of the parcel’s flood exposure, regardless of age. Same property-specific analysis. Flood map, lender requirements and a separate flood quote where needed.
Utilities and maintenance New systems may reduce early repair exposure; lawn, fencing, blinds, appliances and landscaping are often extra. Budget for deferred roof, HVAC, water-heater, plumbing, electrical and drainage work. Inspection, service records, included-features list and reserve plan.
Transaction and moving costs Inspection stages, survey, title, recording and moving costs still apply. Same categories; inspection findings can add negotiating or repair costs. Written estimates from the closing agent, inspectors and movers.

Enter actual numbers rather than broad assumptions. A new home’s headline price can look higher until a resale’s immediate capital repairs, insurance deductible exposure and utility or landscaping costs are included. Conversely, a resale can win when its established lot, location and finished improvements avoid expensive new-community extras.

Value builder incentives correctly

Ask what you receive, when it expires and what you must give up. A $10,000 closing-cost credit is not equivalent to $10,000 off the price if the credit is restricted to allowable costs or requires use of a particular lender. A temporary rate buydown lowers payments for a defined period but does not permanently reduce the note rate. A design allowance may be worth less than its face amount if the builder’s catalog prices differ from comparable retail products.

  2. Request an independent Loan Estimate for the same loan amount, term and assumptions without the incentive, then one showing the incentive.
  3. Compare total interest, cash to close and payment over the period you expect to own the home; include the payment after any temporary buydown ends.

Taxes: why the first post-purchase bill matters

Florida’s Save Our Homes rule limits annual increases in a homesteaded property’s assessed value to the lower of 3% or the prior-year change in the Consumer Price Index. The Florida Department of Revenue’s January 2026 guide lists a 2.7% cap for 2026. That cap applies to qualifying homestead property after the limitation is established; it is not a promise that a buyer’s first assessment will rise only 2.7%.

For a resale, the seller’s accumulated limitation generally does not transfer as your tax basis. For a new build, the assessor may initially value the land and then reassess after construction is complete. Therefore, model the first full-year bill from the likely just value and the relevant local millage, not from a seller’s current bill or a preliminary construction-year statement.

Homestead and portability checks

  • Ask the county property appraiser whether you qualify for the Florida homestead exemption based on occupancy and filing deadlines.
  • If you previously had Florida homestead, ask whether portability of your Save Our Homes benefit is available and what filing is required.
  • Request the projected assessment for the completed home, including finished square footage, pool, additions and other taxable improvements.
  • Recheck the bill after the first full assessment; escrow estimates can be short if the lender used an incomplete construction-year value.

Insurance, roofs and storm exposure

Florida insurers may consider construction type, year built, roof age and type, location, square footage, wind-mitigation features, prior claims and prior insurance. New construction often has a newer roof and systems built to current code, but the underwriter still needs the address, permit information and mitigation documentation. A new label does not guarantee a lower premium.

For either home, obtain an address-specific quote before the inspection or financing deadlines expire. Compare the all-perils deductible with the separate hurricane deductible, exclusions, roof settlement terms and water-loss limits. Ask whether a four-point or other inspection is required for an older home and whether a wind-mitigation inspection could document discounts.

Ordinance and Law coverage

The Florida Insurance Consumer Advocate advises comparing Ordinance and Law coverage. Regulated insurers must include at least 25% of the dwelling limit and offer 50%; selecting a higher limit can increase the premium. This coverage can matter when a damaged older home must be rebuilt to current code. Ask for the offered limit and price in writing instead of assuming a new or old home has the better protection.

Stronger construction materials and wind-mitigation features may save on premiums, but any discount is a quote result, not a guaranteed characteristic of every new subdivision. Check roof attachment, opening protection, garage-door features and other documented measures with the insurer.

Warranties and condition risk

Single-family new construction

Your primary protection is the builder’s written contract and warranty booklet, not the marketing description. Before signing, obtain the complete documents and mark:

  • Coverage periods for workmanship, systems and structural elements.
  • What is excluded, including normal settling, cosmetic cracking, homeowner maintenance and damage caused by alterations or storms.
  • How and when a claim must be submitted, including any short notice deadline.
  • The workmanship standard, inspection or arbitration process, and the forum for disputes.
  • Whether coverage transfers if you sell during the term.
  • Which appliances and equipment rely on separate manufacturer warranties and how service is requested.

Schedule an independent inspection where the contract and construction stage permit it. A pre-drywall inspection can reveal framing, flashing, plumbing or electrical issues before they are concealed; a final inspection documents incomplete work and creates a punch list. Keep photographs, inspection reports, permit records and every warranty communication.

Resale homes

A resale normally has no builder warranty. Any seller-paid warranty or third-party home-warranty service contract must be read for service fees, coverage caps, exclusions, pre-existing-condition rules, contractor choice and claim procedures. It is not a substitute for an inspection or a reserve fund. Have the inspector focus on roof life, HVAC age and performance, water heater, supply and drain lines, electrical panels, drainage, moisture, windows and signs of unpermitted work.

Florida condominium distinction

Florida Statutes section 718.203 provides an implied three-year warranty for each condominium unit, up to five years for roof, structural and shared mechanical, electrical or plumbing elements, and one year for other property conveyed with the unit. That statutory condominium framework does not automatically create the same coverage for a detached single-family house. Confirm whether the property is legally a condominium and obtain the governing documents before relying on a warranty period.

Timing, inspections and financing risk

New construction timeline

A new purchase can involve a reservation, contract deposits, permitting, construction, inspections, financing requalification and a closing date that moves. Ask for the current construction stage, estimated completion range, outside closing date, extension rights, deposit treatment and rate-lock strategy. Do not schedule a lease termination, sale of another home or moving truck solely on an early verbal estimate.

  1. Confirm the lot, elevation, included features, structural options and design selections in the contract and exhibits.
  2. Ask the lender how long approval and the rate lock remain valid if completion slips, and what a re-underwrite could require.
  3. Book permitted pre-drywall and final inspections; give the inspector the plans and specification sheet.
  4. At the orientation and final walk-through, test doors, windows, plumbing fixtures, outlets, HVAC operation, drainage and appliances, and record unfinished items.
  5. Obtain certificates, warranties, manuals, permits and a written punch-list completion plan before or at closing.

Resale timeline

Resale usually offers a known structure and possession date, but inspection results can reopen negotiations, trigger repairs or make the transaction less attractive. Use the inspection period to obtain insurance, review title and survey, verify permits, check flood exposure and confirm the actual HOA and tax obligations. A fast closing is useful only if the home and documents have been checked.

Neighborhood and livability trade-offs

Consideration New community Established resale area
Landscaping and streets New plantings, active construction and unfinished common areas are possible. Mature trees, established drainage patterns and visible maintenance history.
Amenities and governance New amenities may be planned; the developer may control the HOA during build-out. Operating history, reserves, rules, pending assessments and election records are available to review.
Lot and layout Current plans and options, but lot premiums and smaller or differently oriented lots may apply. See the exact finished home, neighboring uses and established setbacks.
Future construction Later phases can add traffic, noise, homes and amenities; ask for the full site plan. Future change is still possible, but the existing pattern is easier to observe.
Energy and systems New equipment and code-compliant systems may reduce early replacement risk. Performance depends on age, maintenance and prior upgrades; utility bills can provide evidence.
Resale competition You may compete with the builder’s remaining inventory and incentives when selling. Comparable sales and neighborhood turnover are more established.

For either option, verify school assignment rather than relying on a listing, test the commute at relevant times, inspect flood exposure and drainage, note airport or road noise, check lot orientation and review HOA rules on rentals, vehicles, fencing, paint, solar equipment and landscaping.

A practical Orlando buying process

  1. Set the five-year budget. Include principal and interest, mortgage insurance, taxes after reassessment, HOA, CDD, insurance, utilities, maintenance reserves and transaction costs.
  2. Collect primary documents. For new construction, obtain the contract, addenda, feature sheet, site plan, incentive terms, warranty booklet and HOA/CDD disclosures. For resale, obtain the seller disclosure, inspection reports, permits, survey, title information, HOA package and insurance history where available.
  3. Get competing financing and insurance numbers. Compare Loan Estimates on identical assumptions and secure an address-specific homeowners quote, including hurricane and flood deductibles.
  4. Inspect at the right stage. Use an independent resale inspection, and use pre-drywall and final inspections for new construction when allowed.
  5. Stress-test the choice. Recalculate if the rate rises, the closing moves, the tax assessment reaches the completed value, the HOA increases or a major repair occurs.
  6. Decide from written obligations. Select the home whose documented five-year cost and risks fit your cash reserves, timeline and tolerance for uncertainty.

Which type fits which buyer?

New construction is a stronger fit when you value

  • Builder warranty procedures and newer major systems.
  • Choice of floor plan, finishes or lot, with enough cash for upgrades not included in base pricing.
  • Lower near-term repair exposure and the ability to document construction stages.
  • A willingness to accept construction noise, future phases, changing completion dates and possible developer-controlled HOA decisions.

Resale is a stronger fit when you value

  • Immediate possession and a visible, finished neighborhood.
  • A mature lot, established landscaping, known traffic and an observable pattern of nearby homes.
  • The ability to inspect the exact house and negotiate based on its condition.
  • Enough reserves to handle deferred maintenance, insurance deductibles and upgrades that an inspection reveals.

Neither list overrides the numbers. A well-maintained resale with a durable roof and manageable HOA can outperform a heavily optioned new home. A new home with transparent incentives and sound documents can justify a higher price when it materially reduces repair and customization risk. The defensible answer comes from the same worksheet, documents and quotes for both properties.

Questions to resolve before you sign

  • What is included in the advertised price, and what are the lot, elevation, structural, design and appliance charges?
  • Which incentives are available today, what are their expiration and lender conditions, and what happens if completion is delayed?
  • What will the first full tax assessment likely be, and how will homestead exemption or portability affect it?
  • What are the current HOA dues, budget, reserves, rules, transfer fees and planned increases?
  • Is there a CDD assessment, how is it billed, and what facilities or debt does it support?
  • What are the all-perils, hurricane and flood deductibles, and what Ordinance and Law limit is offered?
  • Which warranty documents govern, what deadlines apply, and how are disputes handled?
  • What inspections, permits, surveys, title work and walk-throughs can be completed before closing?
  • What construction phases, roads, commercial uses, schools and other changes are planned nearby?
