New Construction in Honolulu: Common Buyer Questions About Costs, Timelines, and Warranties

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Buying a newly built home in Honolulu requires more than comparing the advertised price. You need a cash plan for deposits and closing, a schedule that distinguishes construction from your own closing and move-in, a warranty you have read rather than assumed, and current tax and financing information for the specific property. State guidance, secondary estimates and a developer’s contract answer different questions, so keep them separate while you evaluate a project.

What should you budget for a new-construction purchase?

Start with the complete ownership picture, not only the down payment. The Hawaiʻi Housing Finance and Development Corporation (HHFDC) tells buyers to plan for a down payment, closing costs, a good-faith deposit, monthly mortgage payments, HOA or maintenance charges, property tax and insurance. Your purchase agreement, lender estimate, escrow or title statement and association documents should replace broad planning figures with property-specific amounts.

Item Planning figure or possible charge How to use it
Down payment Typically 3%–5% on the HHFDC homebuyer page Agency planning guidance, not a promise of the amount your lender or contract will require.
Closing costs $5,000–$10,000 on the HHFDC page A general agency estimate; obtain a lender loan estimate and the final escrow or title statement.
Good-faith deposit Typical $500 on the HHFDC page Confirm the actual amount, due date and refund or forfeiture rules in the purchase agreement.
New-construction closing costs About 3%–5% of purchase price in a Hawaiʻi-focused guide updated July 6, 2026 A secondary estimate used as a checklist, not a Honolulu-wide quote.

The 2026 secondary guide identifies line items that can sit inside or alongside closing costs: HOA setup or working-capital fees, reserve contributions, a first month of dues, lender charges, title-insurance charges and tax prorations. The contract can allocate a charge to the buyer or developer, and a developer-paid incentive can still be reflected in the negotiated price. Ask for every line item in writing instead of assuming that “closing costs included” covers association reserves, upgrades or prorated taxes.

Cash due before closing versus cash due at closing

Request a dated cash-flow schedule. It should show when the initial deposit, any construction-stage deposits, upgrade payments, lender fees and final funds are due. A deposit may be refundable during a stated contingency period and nonrefundable later; only the signed contract controls that result. Compare the amount required before closing with the amount needed at settlement, including credits, prorations and prepaid insurance or escrow items.

Compare ownership, not just sticker price

When comparing two Honolulu developments, put these items in the same worksheet:

  • Total cash required before closing and on the closing statement.
  • Deposit timing and the contract’s refund or forfeiture conditions.
  • Interest rate, points and lender fees after any developer incentive expires.
  • Monthly HOA dues and one-time setup or reserve contributions.
  • Expected assessed value, tax classification and exemptions.
  • An insurance quote for the actual building and coverage requirements.
  • Included appliances and finishes versus paid upgrades.
  • Fee-simple or leasehold ownership and the land terms.

HHFDC describes leasehold ownership as a structure in which the State remains the landowner under a long-term ground lease and the land cost is removed from the purchase price. A lower leasehold price is therefore not directly comparable with a fee-simple price until you account for ground-lease terms, remaining lease years, rent provisions and resale implications.

How long does new construction in Honolulu take?

There is no single Honolulu schedule that applies to every project. The quoted date may refer to an entire development, a temporary certificate of occupancy, first closings, your unit’s closing or the day you receive keys. Those milestones can be separated by weeks or months.

Pre-construction purchase to closing 18 months or more Secondary estimate in the same 2026 guide; actual contract dates and extensions govern.

Why the stages are easy to confuse

In an early presale, the site may still be in design, permitting or financing while buyers wait for construction to begin. A project already under construction can offer a quicker occupancy date than an early presale. After physical work is substantially complete, the developer may still need inspections, approvals, unit-by-unit documentation, lender conditions and association setup. A public “completion” announcement can therefore precede your closing and key handover.

Questions to ask before signing

  1. What is the contract’s target completion date, and is it a date for the project, building, unit or occupancy approval?
  2. What event legally constitutes completion for this contract?
  3. What is the outside closing date?
  4. Which extensions are permitted, for how long and for what causes?
  5. How will the developer notify buyers about delays?
  6. What deposit schedule applies while construction proceeds?
  7. What cancellation or refund rights, if any, apply to a missed date?
  8. Could a rate lock expire before the unit is ready, and who bears the resulting cost?

The available guidance does not establish a universal right to cancel for delay or a standard deposit-refund remedy. Have a Hawaiʻi real-estate attorney explain the actual language before you rely on a date.

What warranty comes with a new home?

A local Hawaiʻi guide updated July 6, 2026 describes a commonly offered “1-2-10” format: one year for workmanship, two years for systems and ten years for structural defects. That description is a market pattern, not proof of a statewide mandate or a uniform legal entitlement. Your warranty certificate and purchase documents control.

Read the warranty certificate before closing

Identify the warranty provider, start date, covered parties and claim channel. Check exclusions for ordinary maintenance, cosmetic settlement, wear, owner-caused damage, landscaping or alterations. Note notice deadlines, emergency procedures, inspection rights, repair-versus-payment remedies, dispute steps and whether a transfer to a later owner is allowed. Keep the certificate, manuals, approvals and all submission confirmations with your closing file.

Should you inspect a newly built home before closing?

New does not mean every item is complete or defect-free. A Hawaiʻi new-development buyer guide describes a pre-closing walkthrough and an independent inspection. Ask the developer when and how an inspector may access the unit, whether utilities will be operating and whether the inspection must occur before a particular closing deadline. Where access is permitted, hire an independent qualified inspector rather than relying only on the developer’s punch list.

  1. Schedule the walkthrough and inspection early enough to leave time for written corrections.
  2. Check visible finishes, doors and windows, plumbing fixtures, electrical devices, appliances, ventilation, drainage and safety equipment against the plans and specifications.
  3. Photograph each incomplete or damaged item and label its location and date.
  4. Send a written list through the contract’s designated channel; do not rely on a verbal promise at the walkthrough.
  5. Ask who will correct each item, by what date and how completion will be documented.
  6. Reinspect or obtain written verification before closing where the contract allows.

Inspection access, repair timing and the ability to delay closing vary by project documents. An inspection report does not amend the contract by itself, so obtain written acknowledgment of any agreed repair or credit.

What happens if you find a construction defect?

Hawaiʻi has a statutory pre-litigation process for covered construction-defect claims. Under HRS §672E-11, the sale contract for a new structure must include notice of the contractor’s opportunity to resolve alleged defects before litigation. The statutory notice states: “UNDER THE LAW, A CONTRACTOR HAS THE OPPORTUNITY TO MAKE AN OFFER TO REPAIR AND/OR PAY FOR THE DEFECTS.”

HRS §672E-3 generally requires a written claim to be served no later than 90 days before an action against a contractor. The description must be specific enough to identify the alleged defect or problem; when available, include photographs, video, testing or other evidence. The current chapter describes the contractor’s response, inspection and repair-or-payment offer process. Missing a contractual or statutory notice step can affect your position, so obtain legal advice about a live dispute rather than treating this as an individualized legal opinion.

Preserve a usable defect file

  • Keep dated photographs and videos, inspection reports and moisture or other test results.
  • Save the purchase agreement, warranty, plans, change orders, manuals and closing documents.
  • Record when you first noticed each problem and whether it is worsening.
  • Send notices in the required written form and retain delivery confirmations.
  • Keep every response, proposed repair, access appointment and completion record.

HRS §444-25.5 separately requires covered licensed contractors to explain lien rights and the homeowner’s option to demand bonding, disclose contract-performance information and provide a written signed contract before covered work begins. The contract must include defect-resolution notice. Check which disclosures apply to the work and documents in your transaction.

How are Honolulu property taxes calculated for a new home?

Do not estimate your bill by applying a broad statewide rate to the purchase price. The City and County of Honolulu’s Real Property Assessment Division warns new owners to prepare for potentially higher-than-expected taxes and explains assessment appeals. Your bill depends on the property’s assessed value, classification, applicable exemptions and the tax year; the purchase price alone does not settle those questions.

Before closing, ask the escrow or title company and the City to confirm:

  • The current assessed value and property classification.
  • Whether a homeowner exemption or another exemption may apply and what filing deadline controls.
  • The relevant assessment and tax-year dates.
  • How taxes will be prorated on the closing statement.
  • How to review the assessment and meet the appeal deadline if the value appears wrong.

The City’s 2026 assessment notice deadline and other dates can change, so use its current assessment information rather than an older calendar or a secondary example.

Can HHFDC programs help finance a new Honolulu home?

HHFDC’s June 16, 2026 Hale Kamaʻāina FAQ lists new or existing single-family residences, townhomes, planned unit developments and condominiums among potentially eligible property types, subject to program price limits and other requirements. The FAQ also notes statutory amendments that require rule amendments before certain updates can be implemented.

Eligibility, available funds, rates and participating lenders are time-sensitive. Check HHFDC’s current program page and ask a participating lender to confirm the rules that apply when you apply. Do not treat a prior FAQ, an advertised rate or a preliminary eligibility opinion as a reservation of funds or approval.

A practical document checklist

Before you commit, assemble one folder—digital and paper—with the documents that answer each cost, schedule and warranty question:

  • Purchase agreement, addenda, deposit schedule and delay provisions.
  • Construction specifications, included features, upgrade orders and change approvals.
  • Target completion, outside closing and occupancy language.
  • Lender loan estimate, rate-lock terms and final closing disclosure.
  • Escrow or title statement showing prorations, insurance and credits.
  • HOA declaration, budget, dues, reserve or working-capital requirements and rules.
  • Warranty certificate, claim instructions and manufacturer warranties.
  • Inspection report, walkthrough list, photographs and written repair commitments.
  • Assessment notice, exemption application information and tax-proration details.
  • Any HHFDC program approval, lender confirmation and current program terms.
