builder warranties

New-build vs resale homes: which is better for your budget and maintenance costs?

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Neither a new-build nor a resale home is automatically cheaper over time. The better choice for your budget depends on the two specific properties: their purchase and financing costs, transaction expenses, condition, likely repair work, written warranty terms, local taxes and insurance, utilities, and how long you expect to own them.

A new home can reduce some early repair uncertainty, but a builder warranty is limited and does not cover every cost. A resale can have a lower purchase price or a more established location, yet inspection findings and deferred work can change the total. Compare both homes over the same ownership period instead of relying on a general “new is cheaper to maintain” rule.

What “better for your budget” actually means

Budget is more than the advertised sale price. For either property, calculate the cost of owning it from contract signing through the period you expect to keep it.

Up-front acquisition costs

  • Sale price and any separately priced options, upgrades, appliances, landscaping or site work.
  • Mortgage amount, interest rate, points, loan fees and the cash required at closing.
  • Inspection, appraisal, survey, title, recording and other transaction charges.
  • Taxes, commissions and other fees associated with buying or, eventually, selling.

The Consumer Financial Protection Bureau (CFPB) emphasizes that buying and selling involve fees, taxes and commissions. A lower list price can therefore produce a higher cash requirement if the home needs extensive work or has less favorable financing.

Recurring ownership costs

  • Property taxes and homeowners insurance, which depend on the property and location.
  • Utilities, including the effect of the home’s size, insulation, equipment and local rates.
  • Routine maintenance and occasional major repairs, such as roof replacement.
  • Planned improvements, which should be tracked separately from routine maintenance.

The CFPB also advises owners to be able to cover repairs and maintenance and to maintain an emergency fund for unexpected expenses. Include that reserve in both comparisons; a warranty is not a substitute for cash you can access when a claim is excluded, delayed or capped.

The time horizon changes the answer

Use the same ownership period for both homes. If you may move after only a few years, buying and selling costs can consume more of the financial benefit of either choice. The CFPB recommends considering whether you are willing to stay for a few years because fees, taxes and commissions apply on both transactions, and a fall in prices can make a short-term move harder.

What the available upkeep data does—and does not—show

U.S. Census Bureau reporting published in 2023, based on the 2021 American Housing Survey, gives useful context for owners of older homes. It is not a controlled comparison of new-build and resale properties, and its “overall upkeep” measure includes improvement projects as well as routine maintenance.

Group or measure Median annual spending How to interpret it
Owners who had moved into older homes within the prior two years $3,900 Overall upkeep, including improvements and routine maintenance
Owners who had lived in older homes for at least 10 years About $1,500 Overall upkeep, including improvements and routine maintenance
Owners of older homes Around $540 Maintenance-only spending

The $3,900 versus approximately $1,500 difference may reflect projects people undertake soon after moving in, not an annual penalty that every older home imposes. The roughly $540 figure is maintenance alone and should not be compared with the total-upkeep figures as though they measured the same thing. The report also does not establish what owners of comparable new homes would spend, so it cannot support a universal percentage saving for new construction.

Compare the actual condition of each home

Resale: turn inspection findings into a cost plan

Order an independent inspection and obtain written estimates for material defects or near-term work. Review the seller’s maintenance records, invoices, permits and information about prior insurance claims where available. Separate findings into three groups:

  • Immediate safety or water issues: work that must be addressed before or soon after move-in.
  • Likely near-term replacements: systems or components approaching the end of their useful life.
  • Optional improvements: projects that improve comfort or appearance but are not required for safe operation.

Price the first two groups before making an offer or waiving a contingency. A resale seller may agree to a credit, repair or price change, but do not assign a value until you have a contractor’s estimate and understand whether the work is permitted and insurable.

New-build: verify construction, specifications and punch-list work

A new home has no prior owner’s maintenance history, but it can still have construction defects, incomplete work or items that are not included in the base price. Compare the contract, plan set, specifications and selections schedule with the finished home. Before closing, document unfinished or defective items in a punch list and ask who will correct each item, by what date and under which warranty procedure.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Check what is included for appliances, heating and cooling equipment, drainage, grading, windows, finishes and exterior work. An allowance or “standard” specification may not match the features you assumed were included. Obtain the builder’s written warranty before committing, not just a sales summary.

Builder warranty versus a paid home warranty

The Federal Trade Commission (FTC) distinguishes a builder warranty from a paid home-warranty service contract. A builder warranty generally covers permanent components of a new home, while a home warranty commonly covers selected repairs or replacements in an existing home for an extra fee. As the FTC puts it: “A home warranty is really a service contract, and costs extra.”

Coverage type Typical scope described by the FTC Important limitations
Builder warranty Many new homes include about one year for workmanship and materials on many components, two years for HVAC, plumbing and electrical systems, and up to 10 years for major structural defects in some warranties. Terms vary by builder and contract. Exclusions, claim deadlines, standards of proof and dispute procedures apply.
Paid home warranty or service contract Optional contract, commonly used with existing homes, for specified appliance or system repairs or replacements such as air conditioning. Costs extra; coverage is limited to listed items and conditions. It is not the same as a builder warranty.

Many builder warranties do not cover appliances, items covered by a manufacturer’s warranty or out-of-pocket costs such as temporary housing while repairs are made. A service contract may also have exclusions, service fees, limits and a contractor-selection process. Read the written terms, covered components, exclusions, claim process, response obligations and who pays incidental costs.

Why a new-home price does not prove a resale premium

National statistics can provide context but cannot substitute for a matched local comparison. The National Association of Home Builders (NAHB) reports that 2021 American Housing Survey medians were $429,204 for new homes and $318,185 for all homes purchased. These are historical medians for different groups, not prices for otherwise comparable new and resale homes. They do not establish a current nationwide premium or saving.

The Census Bureau’s characteristics portal publishes annual new-housing data; its 2025 data were published July 1, 2026. Such data can show market conditions for new homes, but you still need local listings, financing quotes and property-level costs to compare your two choices.

How surveyed new-home prices were composed

NAHB’s construction-cost survey, published January 20, 2025, estimated the following shares of a typical surveyed new single-family home’s sales price. The survey covered fall 2024 responses from 41 builders with usable data. NAHB cautions that these national averages are not an estimate for a particular home or location.

Cost or margin category Share of surveyed sales price
Construction costs 64.4%
Finished lot costs 13.7%
Builder profit before tax 11.0%
Overhead and general expenses 5.7%
Sales commission 2.8%
Financing 1.5%
Marketing 0.8%

These percentages explain what a surveyed new-home price can contain; they are not a maintenance forecast and should not be used to mark up or discount a resale home.

An apples-to-apples comparison method

  1. Set one ownership horizon. Choose the period you are genuinely considering for both homes. Record the expected purchase date and an estimated sale date so selling costs are treated consistently.
  2. Collect complete price and financing terms. Record the contract price, options, upgrades, appliances, site work, down payment, loan amount, rate, points, lender fees and estimated monthly payment for each home.
  3. Add transaction costs. Include inspection, appraisal, title and recording charges, taxes, commissions and other buyer costs. Ask how any builder incentives affect the rate or loan balance rather than counting an incentive twice.
  4. Document condition. For the resale, attach the inspection report, maintenance history and contractor estimates. For the new build, attach plans, specifications, change orders, completion records and the punch list.
  5. Estimate recurring local costs. Obtain current property-tax information, insurance quotes and realistic utility estimates. Use the actual home’s size, equipment and location; national averages cannot determine these bills.
  6. Build a maintenance and improvement schedule. List routine tasks, expected replacements and optional projects separately. For the resale, use inspection evidence and the age and condition of components. For the new build, use manufacturer information, builder specifications and your own risk tolerance rather than assuming zero repairs.
  7. Apply warranty terms to specific risks. For every major system, write down the covered party, coverage period, exclusions, claim deadline, deductible or service fee and any limit on labor, parts or temporary accommodation. Treat manufacturer coverage separately from the builder’s promise.
  8. Stress-test the result. Recalculate if the interest rate, insurance premium, tax bill, repair estimate or completion date changes. Keep an emergency reserve after closing so an excluded or delayed repair does not force expensive borrowing.

When a new build may fit better

  • You value current layouts, finishes, energy features or accessibility and the premium for those choices fits the financed budget.
  • The builder supplies clear specifications, reliable completion documentation and a written warranty whose coverage matches the systems you are most concerned about.
  • You prefer to avoid known deferred work in a resale and have enough cash for options, site costs and the move-in period.
  • You expect to stay long enough for purchase and selling costs to be spread over the ownership period.

These are decision factors, not guarantees of lower maintenance. New construction can still require corrections, routine servicing and repairs outside the warranty.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When a resale may fit better

  • The purchase price and financing leave room for a realistic repair reserve after inspection-based work is funded.
  • The inspection and maintenance records show no unacceptable deferred work, or the seller’s credit makes the remaining work affordable.
  • You need an established neighborhood, mature landscaping or a completed home rather than a construction timeline.
  • The home’s taxes, insurance and utilities are demonstrably lower than those of the new alternative after obtaining current quotes.

A lower price is useful only if the condition, recurring costs and likely improvements have been priced honestly.

Questions to ask before choosing

Questions for a builder or new-home seller

  • Which components are covered for one year, two years and any longer structural period?
  • What is excluded, including appliances, manufacturer-covered items, cosmetic defects and temporary housing?
  • How do I submit a claim, what deadlines apply and who decides whether a defect is covered?
  • What happens if a repair is disputed or is not completed by the promised date?
  • Which appliances and systems are installed, and what manufacturer warranties transfer to me?
  • What work remains on the punch list, and will it be completed and documented before closing?
  • Which options, utility connections, drainage work, landscaping and fees are included in the contract price?

Questions for a resale seller and inspector

  • What repairs, replacements and improvements were completed, by whom and under what permit?
  • What maintenance records, invoices and warranties are available for major systems?
  • Which inspection findings require immediate attention and what are the written estimates?
  • Are there signs of water intrusion, structural movement or unsafe electrical, plumbing or heating conditions?
  • Which projects are optional improvements rather than necessary repairs?
  • What insurance, tax and utility bills can be verified for the property?

Common comparison mistakes

  • Using a universal maintenance percentage. Costs vary with climate, size, materials, workmanship, age and owner choices; the cited Census figures do not establish a percentage for every home.
  • Calling all older-home upkeep “maintenance.” The $3,900 and approximately $1,500 medians include improvements as well as routine work.
  • Comparing unmatched national medians. The $429,204 new-home and $318,185 all-home-purchase figures describe different 2021 groups and are not a current matched comparison.
  • Treating a warranty as comprehensive insurance. Coverage is component-specific, time-limited and subject to exclusions and claim procedures.
  • Ignoring transaction costs because you plan to move soon. Buying and selling fees, taxes and commissions can dominate a short ownership period.
  • Counting incentives without checking the loan. A credit, rate buydown or included upgrade can change both the immediate cash requirement and the long-term financing cost.
  • Failing to reserve cash after closing. Either home can produce an expense that is outside warranty terms or arrives before a claim is resolved.

A practical decision worksheet

Create one column for each home and fill in the same categories:

  • Contract price and every separately priced option.
  • Down payment, loan amount, interest rate, points and lender fees.
  • Inspection, appraisal, title, recording, tax and other closing costs.
  • Verified property taxes, insurance and utility estimates.
  • Immediate repairs, near-term replacements and optional improvements.
  • Routine maintenance allowance based on the property’s actual condition and equipment.
  • Warranty coverage, exclusions, deadlines, deductibles or service fees and likely uncovered expenses.
  • Emergency reserve remaining after closing.
  • Estimated selling costs at the end of the same ownership horizon.

Then compare the totals and the uncertainty around each estimate. A home with a slightly higher expected cost may be the safer choice if its major risks are documented and affordable; a cheaper home may be a poor fit if one uncertain repair could exhaust your reserve.
