Neither age category is automatically better. The right apartment is the one whose total cost, lease, building condition, energy performance, location and contract terms fit your finances and plans. A new build may offer a warranty, modern specification and a stronger average EPC score; it can also involve reservation deadlines, unfinished work, estate charges and warranty exclusions. An older apartment lets you inspect an occupied building and see its established management history, but its age does not tell you whether it is sound, cheap to run or good value.
Compare the specific homes line by line. Add the purchase price to mortgage and transaction costs, service charges, ground rent where applicable, insurance and estate charges, utilities, likely maintenance and any foreseeable major works. Use an independent conveyancer and an appropriately scoped surveyor rather than relying on a sales brochure or an EPC alone.

Start with the costs you will actually pay
A headline asking price is only the entry point. Build a five-year and ten-year cash-flow view for each apartment so that a lower price does not hide higher ownership costs.

- Purchase price and deposit.
- Mortgage interest, valuation and lender fees.
- Stamp Duty Land Tax or the applicable devolved transaction tax, based on your circumstances and location.
- Conveyancing, searches, registration and moving costs.
- For a new build, a reservation fee, optional upgrades, parking or storage charges and any payment needed to meet the developer’s exchange timetable.
- For an older flat, survey, specialist reports and the cost of checking or regularising alterations.
Ask for every incentive in writing. A contribution to legal fees, upgraded fittings or a mortgage contribution can change the effective price, but it should not stop you comparing the apartment with similar completed sales.

Recurring and irregular costs
Leasehold flats commonly have service charges and may have ground rent. England-wide figures provide context, not a quotation for your block: leasehold owner-occupiers reported a median annual ground rent of £120 and median annual service charge of £1,700 in 2024/25. The House of Commons Library cautions that respondents may not always report amounts accurately; the figures are summarised at Leasehold housing in England: Statistics.
Budget separately for buildings insurance (often collected through the service charge), utilities, contents insurance, parking, communal heating or cooling, and a reserve for repairs. Service charges can rise when cleaning, lifts, concierge, energy, insurance or compliance costs rise. Ask for the latest accounts, budget, reserve-fund balance, arrears and any consultation notices for major works.
For an older building, investigate likely roof, façade, window, lift, plumbing, heating and fire-safety expenditure. For a new scheme, check estate-facility charges, private-road or landscaping obligations and whether the developer’s initial budget is artificially low. The lease, not the sales pitch, determines what you must pay.

Contract, reservation and completion
Before paying a reservation fee, obtain the reservation agreement and ask when it is refundable, the exact exchange deadline, what happens if the developer changes the price or specification, and how long completion can be delayed. Confirm whether the property is sold with a fixed completion date, a notice-to-complete mechanism or a long-stop date. Your conveyancer should explain the consequences if your mortgage offer expires or your sale falls through.
Government guidance on buying a home says a buyer is not obliged to use a developer’s recommended mortgage adviser or solicitor. Choose professionals who will independently review the lease, management arrangements and warranty. Read the full guidance at GOV.UK’s How to buy a home.
Have the reservation form, lease plan, specification, parking allocation, estimated service charge and incentives sent to your conveyancer before exchange. A show apartment may contain upgrades that are not included. Record the make, model, finish and energy specification of appliances and fittings, and ask what substitutions are permitted if an item becomes unavailable.

Snagging is normal, not a sign that a home is worthless
Snagging means defects or unfinished work. Typical examples include uneven flooring, damaged finishes, sticking doors, missing sealant, incomplete communal areas, poor ventilation or fittings that do not match the specification. GOV.UK advises considering a snagging survey after construction and before completion, and recommends agreeing what will be fixed and what happens if you dispute the developer’s response. See the government’s new-build buying guidance.

Random freezes, missing sound and display glitches usually trace back to one bad driver. If access before completion is refused, ask for a pre-completion inspection or a written process for recording defects immediately after handover. Photograph each issue, identify its room or elevation, date the report and send it through the developer’s formal customer-care channel. Keep evidence of missed appointments and incomplete remedial work.
Understand the warranty rather than assuming ten years of total cover
GOV.UK says most new builds have a 10-year warranty for major structural problems and a two-year warranty for general defects. It also warns that coverage may not include every part of the property or attached land. These are typical government descriptions, not a guarantee for a particular development. Obtain the actual warranty provider, policy wording, exclusions, claims deadlines, developer obligations and dispute route before exchange.
Check whether balconies, retaining structures, parking spaces, communal roofs, plant rooms and landscaping are included or excluded. Ask who is responsible for defects in shared areas and how a claim is made if the developer, management company and warranty provider disagree. A warranty does not replace a survey, and it may not pay for wear, condensation caused by use, cosmetic damage or work outside its defined period.
What an older apartment lets you discover
Inspect the home and the building as they exist
An older flat can be viewed in normal use. Visit at different times to assess daylight, traffic and neighbour noise, water pressure, heating response, storage, mobile reception and the condition of communal entrances, lifts, bin stores and gardens. Ask residents or the managing agent how repairs are reported and how long they take. Look for staining, cracking, condensation, mould, loose balcony finishes, damaged fire doors or recurring lift failures; record concerns for your surveyor and conveyancer.
Commission the right survey
Select a survey level and specialist reports that match the building’s age, construction and visible risks. A surveyor may recommend checks for movement, damp, timber, roof coverings, cladding, asbestos-containing materials, drainage, fire separation or services. Clarify what the inspection cannot cover, especially concealed communal elements. Obtain the block’s maintenance plan, recent major-works notices, fire-risk information where available, insurance schedule and correspondence about defects or claims.

The seller’s replies, title, lease and records of alterations should be reviewed by your conveyancer. Confirm that extensions, internal reconfiguration, replacement windows, balconies, air-conditioning units and hard flooring had required landlord consent, planning permission or building-regulation approval. Missing consent can delay a mortgage or create a liability after completion.
Established charges are evidence, not a promise of low costs
An older block may provide several years of accounts and service-charge budgets, which helps you see trends. It does not prove that charges are low or predictable. A major roof, lift, façade or fire-safety project can produce a large one-off demand. Ask whether a reserve fund exists, whether there are arrears, and whether the proposed works have been tendered and funded.
Leasehold, freehold and the terms that control apartment ownership
Flats are often leasehold, but not every flat is; official statistics include some freehold flats. The lease grants possession for a term and sets responsibilities, restrictions and payment obligations. Read it before committing, with independent legal advice.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsQuestions to ask about every lease
- How many years remain, and is the term acceptable to your lender and future buyers?
- What ground rent is payable, how can it increase, and does the wording create financing or affordability concerns?
- How is the service charge calculated, what does it cover, and can the landlord recover major works?
- Who appoints the managing agent, how can owners challenge charges, and are there resident-controlled or right-to-manage arrangements?
- Are subletting, pets, alterations, flooring, short-term letting, business use or keeping bicycles restricted?
- Who repairs windows, balconies, roofs, pipes and structural elements, and how are shared defects allocated?
- Are there estate charges separate from the block service charge, and is a parking or storage space separately leased?
The scale of leasehold means these checks are not niche. The Ministry of Housing, Communities and Local Government estimated 4.90 million leasehold dwellings—20% of England’s housing stock—in 2024/25, with a 95% confidence interval of 4.71 million to 5.10 million. Its lease-term analysis is labelled Official Statistics in Development; see Leasehold dwellings, 2024 to 2025. The House of Commons Library reports that 98% of flat sales recorded by HM Land Registry in 2025 were leasehold; that is a statistic about recorded sales, not every apartment or every UK jurisdiction.
Remaining term and reform are time-sensitive
The same Ministry release estimated that 10% of leases in England had 80 years or less remaining in 2024/25. A short term can affect mortgage availability, resale and the cost or route of an extension, so obtain a professional calculation rather than relying on a seller’s estimate.
England’s rules are changing. The government’s Leasehold toolkit says the two-year qualifying period for lease-extension and enfranchisement claims was abolished from January 2025, Right to Manage improvements have applied since March 2025, and certain building-safety protections have applied since July 2024. It also describes service-charge and insurance transparency measures, a ban on new leasehold houses and commonhold reforms as measures being implemented or planned. A draft Commonhold and Leasehold Reform Bill was published in January 2026. Check commencement and transitional rules at the point of purchase; do not treat proposals as current law.

The House of Commons Library notes that the Leasehold and Freehold Reform Act 2024 restricts new-build houses being sold as leasehold, but that provision had not yet come into force in its briefing. That restriction concerns houses and does not amount to a current ban on new leasehold apartments. Leasehold law also differs across the UK, so do not apply England’s position automatically in Wales, Scotland or Northern Ireland.
Energy performance: useful signal, not a condition report
Compare the actual EPC for each apartment, its expiry date, recommendations and assumed heating system. Then ask for recent energy bills and details of communal or district heating charges. An EPC is a visual assessment of energy-related features and assumes components are working correctly; GOV.UK explains why it is not a structural or maintenance survey at Buying a home: Deciding on a home.
| Measure | England | Wales | How to use it |
|---|---|---|---|
| Median EPC score for new dwellings, five years to March 2025 | 84 | 84 | Group-level median for new dwellings, not an apartment-specific prediction. |
| Median EPC score for all homes, records from ten years to March 2025 | 69 (Band C) | 68 (Band D) | Shows the distribution across homes, not the condition or bill of a particular flat. |
These figures come from the Office for National Statistics’ Energy efficiency of housing in England and Wales: 2025. They cover dwellings with valid EPC records and are not limited to apartments. A new apartment’s higher score may reflect insulation, glazing and efficient systems, but it does not prove that the heat pump, boiler, controls, windows or ventilation are operating properly. An older apartment with a lower score may still be comfortable, affordable to improve and cheaper overall once purchase and service-charge costs are included.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Location, layout and how long you will stay
Compare the homes on the things age cannot settle: walking access to work, schools and services; public transport; parking and cycle storage; outlook and daylight; room dimensions; furniture fit; storage; outdoor space; noise; flood or coastal exposure; and the quality of surrounding development. Visit at rush hour, evening and a weekend. Check mobile signal and broadband availability in the actual room where you will work.
Match the apartment to your expected ownership period. A compact new flat may suit a first home or a short, predictable stay, while an older building’s larger rooms or established neighbourhood may matter more if you expect to remain for many years. Conversely, a new scheme’s construction phase, incomplete amenities or changing traffic pattern may be disruptive initially. Ask what remains to be built, who will own future phases and whether promised facilities are legally committed.

Do not assume a new-build premium will persist or that an older flat is automatically better value. No general resale advantage is established here. Use local, like-for-like, dated transaction evidence and adjust for floor, outlook, parking, lease term, service charge, condition and building works.

A practical comparison method
- Define your non-negotiables. Set a maximum monthly housing cost, minimum room sizes, accessibility needs, commute limit, parking requirement and acceptable lease term.
- Collect primary documents. For a new build, obtain the reservation agreement, specification, plans, warranty details, estimated charges and completion timetable. For an older flat, obtain the lease, title information, seller’s forms, EPC, accounts, budgets, insurance schedule and major-works notices.
- Price the whole ownership period. Model mortgage payments, transaction costs, service charge, ground rent, estate charges, utilities, insurance, maintenance and plausible major works. Run a higher-interest-rate and higher-service-charge scenario.
- Inspect independently. Use a snagging inspection for a new build when access permits. Use a survey suited to an older building and commission specialist reports where the surveyor identifies risk.
- Test the management. Ask who controls the freehold or common parts, how complaints are handled, whether accounts are current, and whether litigation, safety remediation or insurance claims are pending.
- Have the conveyancer reconcile documents. Check that the plan matches the apartment, parking and storage; that alterations have consent; that incentives are disclosed to the lender; and that lease, service-charge and warranty obligations are understood.
- Set a walk-away trigger. Decide in advance what you will do if the lease is too short, charges are unexplained, the warranty excludes a critical element, the survey finds serious defects or the completion date no longer works.
Side-by-side checks
| Decision area | New-build apartment | Older apartment |
|---|---|---|
| Purchase contract | Check reservation-fee refund conditions, exchange deadline, specification, incentives, completion and developer commitments. You may choose your own adviser and solicitor. | Review seller information, title, lease, alterations and building works through the conveyancer. |
| Condition | Confirm construction status, arrange snagging, document defects and understand warranty and dispute procedures. | Commission an appropriately scoped survey and investigate the block’s condition, maintenance history and planned works. |
| Tenure and charges | Do not assume new means freehold or cheap. Check lease term, ground-rent escalation, service charge, estate facilities and management control. | Apply the same checks. Established records help analysis but do not prove charges are lower or more predictable. |
| Energy | Compare the actual EPC, system design and likely bills; treat national new-dwelling medians as context only. | Check EPC, heating, insulation and bills; ask whether improvements are feasible and who pays. |
| Fit and resale | Assess dimensions, light, storage, transport, amenities, construction phasing and your expected stay. | Assess the same factors plus lease term, building condition, management and works that could affect saleability. |
Warning signs and what to do
The developer wants exchange before documents are ready
Do not let a deadline replace due diligence. Ask for the lease, plan, specification, warranty and charge estimate; instruct your conveyancer to report outstanding items in writing. If a mortgage offer or sale depends on timing, obtain an agreed long-stop date and understand the consequences of delay.
The snagging list keeps growing
Prioritise water ingress, electrical safety, heating, ventilation, fire doors, glazing, locks and anything that prevents safe occupation. Keep a dated log, insist on written completion dates and use the warranty or formal complaints route when the developer’s customer-care process stalls. A snagging survey identifies issues; it does not guarantee a particular remedy.
Service charges are vague or unusually low
Request budgets, accounts, reserve-fund information, managing-agent agreements and major-works correspondence. A low introductory estimate can be followed by a large adjustment once lifts, insurance, cleaning or facilities operate fully. Compare the specification of services, not just the first-year figure.
The EPC looks good but the apartment feels damp or cold
Report the discrepancy to your surveyor and investigate ventilation, thermal bridges, controls, leaks and actual bills. The EPC’s assumptions do not verify that equipment works, so do not use its band as evidence that a defect is absent.
The lease has fewer than 80 years remaining
Pause and obtain specialist lease-extension and mortgage advice. Confirm the exact term, premium estimate, landlord identity, eligibility and timing under the current law in the relevant nation. Do not rely on a general England rule if the property is elsewhere in the UK.
Which buyer may prefer which option?
A new build may fit when
- You value a modern layout, current accessibility features, lower initial maintenance risk and a documented warranty, while accepting snagging and specification checks.
- You can meet the exchange and completion timetable without relying on an uncertain sale or expiring mortgage offer.
- The lease, service charge, estate charges and management arrangements remain affordable after stress-testing.
- The exact location, light, storage and construction programme work for your expected stay.
An older apartment may fit when
- You want to inspect the lived-in home and established block before committing.
- You value a mature neighbourhood, larger rooms or a particular building that a new scheme cannot match.
- The survey, accounts, reserve fund, insurance and major-works history are clear and affordable.
- The lease term, restrictions and management quality meet your lender’s and your own requirements.
In both cases, the deciding evidence is property-specific: the legal documents, survey findings, actual charges, EPC, location and your time horizon. A careful comparison can make either a new or older apartment a sensible purchase; skipping those checks can make either one expensive.
