What is a smart home under Nepal’s proposed bill?
OnlineKhabar’s October 4, 2026, report describes “smart homes” as residential structures built to standard designs and intended to be safe and earthquake-resistant. In this proposal, “smart” refers to the home’s design and safety standards, not simply connected appliances.

The report says qualifying smart homes—and buildings using traditional technologies—could receive full exemptions from map-preparation and map-approval fees. Local governments could also provide standard designs free of charge. These are proposed incentives, not confirmed current exemptions.

The proposal would allow federal, provincial and local governments to coordinate with banks, financial institutions, insurers and cooperatives on subsidised loans for safe, technology-friendly homes. It may also permit grants, tax exemptions and other incentives. OnlineKhabar reports that the specific mechanisms would be established through guidelines and financial procedures after passage. The report does not establish that a lender is offering a government-backed product now.

OnlineKhabar gives an illustrative proposal example of a Rs 500,000 down payment and monthly instalments of about Rs 11,000. Those figures are not a confirmed loan offer or final pricing: the available reporting does not state loan duration, interest rate, participating lenders, qualification rules or when applications might open.
Who could receive the proposed housing grant?
A separate assistance track in OnlineKhabar’s report is aimed at extremely poor families building a first home for their own use. Families recommended by their local government could be entitled under the proposal to direct grants of at least Rs 50,000 from the federal government and Rs 25,000 from the provincial government. The figures are Nepalese rupees (Rs/NPR); the reported minimums total Rs 75,000.

The proposed tracks should not be conflated: loan coordination and fee relief relate to safe-home construction more broadly, while the direct grant and practical assistance are described for a defined group of extremely poor first-time homebuilders.

Has the bill passed, and when could benefits begin?
OnlineKhabar reported that the Ministry of Infrastructure Development tabled a bill seeking to amend the Building Act, 1998. The Kathmandu Post reported its registration in the House of Representatives. These reports describe proposed legislation, not enacted law. They do not establish whether the bill has since advanced, passed or taken effect, nor provide an implementation date.
Radio Nepal’s October 3, 2026, report attributes this description to Prime Minister Balendra Shah: “The new Building Act and Regulations have proposed a system to build and provide safe, earthquake-resistant and smart homes that meet basic standards for middle-income citizens.” This is Radio Nepal’s quotation of his statement, rather than independent confirmation of the original post.

What remains unsettled for prospective homebuilders?

- Which households and buildings will qualify for each benefit.
- Loan rates, duration, lender participation, repayment rules and application timing.
- How the proposed fee exemptions, tax relief, grants and other incentives would be administered.
- The criteria and process local governments would use to recommend families for first-home assistance.
