A safe movable canal bridge maintenance program combines documented bridge inspections with hands-on hydraulic, mechanical, electrical, and control-system tests. Before work starts, identify the bridge’s inspection requirements and operating limits, isolate stored energy, control traffic and waterway movements, and use qualified personnel. Then inspect pumps, motors, reservoirs, cylinders, valves, joints, sensors, interlocks, and structural interfaces in a controlled sequence.
Use this checklist with the bridge owner’s manual, hydraulic schematic, previous defect records, and the applicable jurisdictional inspection program. No single service interval applies to every bridge; the owner’s specified limits and inspection schedule determine when work is due and whether the bridge can return to service.

1. Plan the inspection and make the bridge safe
Inspection is not optional paperwork. The Federal Highway Administration states that “Periodic and thorough inspections of our Nation’s bridges are necessary to maintain safe bridge operation and prevent structural and functional failures.” Plan and document the work under the applicable bridge-inspection program, owner requirements, and jurisdictional rules.

Confirm the scope before arriving on site
- Identify the bridge type, span arrangement, drive system, hydraulic schematic, control architecture, and manufacturer’s operating limits.
- Review prior inspection reports, open defects, repairs, alarm history, leakage records, and any restrictions placed on bridge movement.
- Determine whether the work is a routine inspection, a hands-on or thorough inspection, a post-event inspection, or a targeted examination of a known defect.
- Confirm who may authorize movement, who will operate the controls, and who is the inspection team leader. National Bridge Inspection Standards (NBIS) inspection types require a team leader on site.
Establish isolation and site controls
- Coordinate with the bridge operator, road authority, canal or waterway authority, and affected utilities. Set traffic, pedestrian, rail, and vessel controls before opening equipment or entering the operating envelope.
- Apply lockout/tagout to electrical, hydraulic, mechanical, and other energy sources. Block or mechanically secure movable members where the written procedure requires it.
- Release or restrain stored hydraulic, electrical, gravitational, and accumulator energy according to the bridge procedure. Verify zero energy before hands-on work.
- Provide fall protection, safe access, lighting, and rescue arrangements. Apply confined-space controls where pits, chambers, or enclosed machinery spaces meet the applicable definition.
- Keep personnel clear of pinch points, sheaves, cylinders, counterweights, gears, and other potential travel paths.
- Do not move the bridge during hands-on work unless the written method statement calls for a controlled functional test. A designated operator must announce each movement and maintain communication with the inspection team.
Occupational Safety and Health Administration requirements apply to both above-water and below-water bridge inspections, according to the FHWA’s inspection-safety guidance. The owner’s written procedure should identify the applicable regulations, permits, personal protective equipment, and emergency contacts.

2. Inspect pumps, motors, and the reservoir
Hydraulic cleanliness is a primary reliability control. The Indiana Department of Transportation’s 2017 Bridge Inspection Manual, Part 5, Chapter 5, calls adequate and proper filtration “the most important aspect of maintaining a movable bridge hydraulic system.” Abrasive particles can wear pumps, valves, seals, and cylinders, eventually causing loss of control or catastrophic failure.
Pump and motor checklist
- Inspect pump and motor mounting bolts, brackets, baseplates, and supports for looseness, cracking, distortion, or corrosion.
- Check shaft alignment and coupling condition. Look for worn elastomers, damaged guards, excessive play, fretting, or evidence that the coupling is running out of alignment.
- Listen for abnormal noise and check for unusual vibration, heat, or pulsation during an approved operating test.
- Inspect pressure-line and case-drain connections for leakage, chafing, looseness, and incorrect routing. Verify that hoses are supported and cannot rub against moving parts.
- Confirm that suction shut-off valves are fully in the required operating position. A partially closed suction valve can starve a pump and cause cavitation or rapid damage.
- Check motor supports, electrical connections, cooling paths, and protective guards. Do not operate exposed rotating equipment.
- Record pump pressure, case-drain behavior, noise, vibration observations, and any alarm or fault code against the owner’s acceptance limits.
Reservoir, filtration, and fluid condition
- Verify reservoir level with the bridge in the specified position and at the specified fluid temperature. Do not infer an acceptable level from a sight glass unless the manual identifies the correct operating range.
- Inspect fluid appearance for discoloration, cloudiness, foam, water, metal particles, or other contamination. Follow the owner’s sampling and analysis procedure where one exists.
- Check filler caps, breather filters, clean-out openings, gaskets, and seals. Keep filler caps and breathers fastened and clean so airborne dirt and moisture cannot enter.
- Inspect inlet strainers and return filters for damage, blockage, incorrect element type, or bypass-indicator activation. Replace elements with the specified part and rating.
- Examine relief valves, manifolds, drains, and hose connections for leakage or tampering. A relief setting must be checked against the bridge manual, not adjusted by guesswork.
- Keep dirt out of every opened component. Cap hoses and ports immediately, use lint-free materials, and clean tools before opening the system.
- Never return leaked hydraulic fluid to the system. The AASHTO Movable Bridge Inspection, Evaluation and Maintenance Manual, 2nd Edition with 2024 interim revisions, gives the direct instruction: “Never return leaked hydraulic fluid to the system!”
- Use only a hydraulic fluid grade approved by every component manufacturer. A fluid suitable for the pump may still be incompatible with seals, valves, hoses, or the reservoir coating.
3. Examine cylinders, actuators, valves, and pressure equipment
Hydraulic cylinders and mechanical attachments
- Inspect cylinder barrels, rods, wipers, seals, ports, and welds for scoring, pitting, dents, corrosion, and leakage.
- Check rod and barrel alignment through the full permitted stroke. Side loading, binding, or uneven motion can indicate worn pins, clevises, bearings, guides, or structural misalignment.
- Examine pins, bushings, clevises, retainers, and mounting bolts for wear, looseness, elongation, cracking, or missing locking devices.
- During a controlled test, check for drift while stopped, hesitation, jerking, unequal movement, failure to reach the required position, or excessive cycle time.
- Inspect hoses and hard lines at cylinder connections for abrasion, bulging, twisting, inadequate bend radius, and evidence of rubbing through the movement envelope.
Valves, manifolds, accumulators, and gauges
- Inspect directional-control and pressure-control valves, manifolds, cartridge cavities, and mounting hardware for leakage, contamination, damage, and loose fittings.
- Check accumulators for secure mounting, correct identification, visible damage, and pressure-test or recharge status where the manufacturer requires it. Treat every accumulator as stored energy.
- Verify that pressure gauges are readable, correctly ranged, undamaged, and connected at the locations specified by the bridge manual.
- When the approved checkout procedure calls for it, install a calibrated portable pressure gauge at the pump pressure line. Record the gauge identification, reading, test condition, and comparison with the installed indication.
- Do not change relief or sequence settings without authorization, calibrated test equipment, and the manufacturer’s written limits.
4. Test sensors, interlocks, alarms, and operator controls
A visual inspection cannot prove that a sensor or interlock will stop an unsafe movement. Functional testing must show that each device responds at the specified condition and that the resulting control action is correct.

Functional test sequence
- Review the control schematic and identify every pressure switch, temperature sensor, position or limit switch, interlock, alarm, emergency stop, selector, and operator control associated with bridge movement.
- Confirm test conditions, permissible pressure and temperature ranges, travel limits, pump cycle-time limits, and cylinder-performance criteria in the owner’s manual.
- Test pressure switches and transmitters at the specified trip points. Verify both the indication and the commanded response, such as pump shutdown, alarm, or movement inhibit.
- Test temperature sensors and high-temperature alarms under the approved method. Do not bypass a temperature protection circuit to keep the bridge operating.
- Operate position and limit switches through the full intended travel. Confirm that the bridge stops or changes state at the correct position and that a failed or misaligned switch produces the required fault.
- Verify interlocks between traffic signals, gates, navigation signals, locks, span position, pump availability, and operator authorization. A bridge must not receive a permissive signal when a required condition is absent.
- Test emergency stops and local and remote controls. Confirm that stopping occurs as designed and that restart requires the prescribed reset and authorization.
- Record pressure, temperature, pump cycle time, cylinder performance, switch states, alarms, and fault codes. Compare every result with the manufacturer’s or owner’s limits.
Adjust or replace a component that cannot be brought within its specified limit. Do not leave the bridge in service with out-of-specification pressure or temperature, defeated interlocks, unreliable position feedback, or an emergency stop that fails its test.

Joint and connection checklist
- Inspect mechanical joints, pins, bearings, couplings, housings, and bolted connections for looseness, abnormal wear, cracking, corrosion, fretting, and missing retainers.
- Check pressure-line and case-drain connections, housing joints, suction shut-off valves, motor supports, and shaft couplings specifically identified in the Indiana manual.
- Examine expansion interfaces, seals, drainage paths, and debris barriers. Blocked drainage can trap water against steel, bearings, seals, or electrical equipment.
- Look for oil tracks, fresh drips, wet seals, damaged hose covers, and fluid collecting in pits or below moving joints. Identify the source rather than wiping away evidence.
- Check alignment between cylinders, pins, guides, racks, gears, and the bridge frame. Uneven clearances or polished contact marks can reveal progressive movement or binding.
- Inspect accessible structural members and connections for section loss, distortion, cracks, loose fasteners, impact damage, and corrosion. Escalate findings that could affect capacity or safe movement to the responsible bridge engineer.
Document each defect so it can be closed
For every defect, record the exact location, component identification, observed condition, severity, photograph or measurement, immediate operational control, responsible person, required repair, and closure evidence. A vague entry such as “hydraulic leak” is not enough; identify the line, fitting, cylinder, reservoir, or valve and state whether movement was restricted.
6. Close out the work and decide whether the bridge can return to service
- Restore guards, filler caps, breather filters, strainers, return filters, valves, access covers, drain plugs, and other protective parts.
- Remove temporary gauges, hoses, tools, rags, absorbents, lifting gear, and barriers that are no longer required. Dispose of contaminated materials and contain any released fluid.
- Verify housekeeping around pumps, motors, reservoirs, pits, control cabinets, walkways, and drainage points.
- Confirm that lockout/tagout is cleared only by authorized personnel and that all workers are accounted for.
- Perform the final approved operational test. Verify normal indications, alarms, interlocks, travel limits, emergency stopping, and communication with the operator.
- Enter readings, defects, corrective actions, parts and fluid used, personnel, test equipment, restrictions, and the next due date in the bridge asset record.
- Escalate before returning the bridge to service any defect involving uncontrolled movement, failed emergency stopping, defeated interlocks, structural capacity, hydraulic containment, unsafe access, or inability to meet the owner’s operating limits.
Preventive maintenance or condition-based work?
Owners often combine scheduled preventive tasks with condition-based decisions. Neither approach replaces the inspection program or the manufacturer’s limits. Compare the approaches against the evidence available for the specific bridge.

| Decision factor | Preventive approach | Condition-based approach |
|---|---|---|
| Safety risk | Uses planned replacement and inspection before expected deterioration. | Relies on measured condition and must include conservative alarm and escalation limits. |
| Inspection evidence | Depends on a documented calendar, task list, and completion record. | Depends on reliable readings, trend history, defect measurements, and functional tests. |
| Contamination control | Schedules filter, breather, strainer, and fluid checks at defined service points. | Uses filter indicators, fluid condition, sampling, and trend changes to trigger work. |
| Sensors and interlocks | Tests every protection device at scheduled intervals. | Uses continuous or periodic diagnostics but still requires proof testing of protective functions. |
| Downtime | Predictable outages can be coordinated with traffic and waterway closures. | May reduce unnecessary outages but can create urgent downtime when a threshold is crossed. |
| Parts availability | Allows seals, filters, hoses, and switches to be ordered before planned work. | Requires dependable inventory or rapid sourcing when measured deterioration accelerates. |
| Life-cycle cost | Can prevent expensive failures but may replace serviceable parts early. | Can extend component life when measurements are trustworthy, while increasing monitoring and analysis costs. |
The available guidance does not establish one universal maintenance interval for every movable canal bridge. Set frequencies, acceptance limits, and service triggers from the bridge manufacturer’s manual, owner requirements, operating environment, defect history, and applicable inspection program. Increase scrutiny after abnormal noise, impact, flooding, contamination, uncontrolled drift, repeated alarms, or a repair that changes system performance.
