A U.S. microgrid does not have one universal permit or approval sequence. The required work depends on the electrical boundary, operating modes, generation and storage equipment, property arrangement, serving utility, state rules, local code adoptions, and the authority having jurisdiction (AHJ). Plan two coordinated tracks from the beginning: utility interconnection and islanding approval, plus local building, electrical, fire, land-use, and environmental reviews that apply to the actual site.
Start by defining the microgrid and its point of common coupling, then identify every authority and the utility process before final equipment selection. Treat stationary battery storage as its own permitting and fire-safety workstream, and investigate additional retail-service and franchise issues if the system will serve more than one property or customer.

What counts as a microgrid for permitting purposes?
The U.S. Department of Energy (DOE) describes a microgrid as interconnected loads and local energy resources within clear electrical boundaries that can act as a single controllable entity with respect to the larger grid. A project may operate while connected to the utility and may intentionally island, meaning it separates from the utility and serves designated loads independently.
Those characteristics determine what must be studied and approved. Before asking which permits apply, document:

- Every load and energy resource inside the proposed electrical boundary.
- Each point of common coupling (PCC) with the utility.
- Whether the system can island, and which loads remain energized during an outage.
- How the system transitions into islanded operation and reconnects to the utility.
- Ownership of generation, storage, switchgear, controls, and any private distribution lines.
- Whether the project serves one facility, several facilities under common ownership, or multiple customers.
A behind-the-meter campus system and a network crossing several parcels may both be called microgrids, but they can face very different utility, land-use, and retail-electricity questions.
Why there are two approval tracks
Utility interconnection and local construction approvals answer different questions. The utility evaluates how the project affects its distribution system and whether it can operate and island safely at the PCC. Local officials evaluate whether the physical work complies with adopted building, electrical, fire, energy, planning, and land-use requirements. Neither track replaces the other.
There is no nationwide permit list or mandatory sequence for every microgrid. Requirements vary with state law, municipal amendments, the serving utility’s tariff and procedures, project size and configuration, ownership model, and the code editions adopted at the site. The practical objective is a project-specific approvals matrix, not a generic permit checklist.

The utility process can include an application, screening, engineering studies, protection review, witness testing, agreement execution, and permission to operate. The exact stages and thresholds come from the serving utility and applicable state rules. Ask the utility to identify its current forms, study methods, technical requirements, fees, upgrade rules, and operating obligations for the proposed size and configuration.
DOE’s Distributed Energy Interconnection Checklist, published September 7, 2021, organizes questions by utility process step and is intended for most distributed-energy types and sizes. Use it to structure conversations, but do not treat it as a substitute for the utility’s current tariff, interconnection rules, or study determinations.
Local permits and inspections
The AHJ may include a building official, electrical inspector, fire-code official, planning or zoning authority, and environmental reviewers where applicable. Confirm which office receives each submittal, whether separate permits are required for equipment and site work, what inspections are staged during construction, and what documentation is required before energization.
Verify the locally adopted editions of the building, electrical, fire, and energy codes, including state or municipal amendments. A model code or federal technical publication is not automatically enforceable at a particular address.

Step-by-step approval map
1. Establish the electrical boundary and operating intent
- Draw a one-line diagram showing all generation, storage, controllable loads, protection devices, switchgear, controls, and PCCs.
- Mark which loads are inside the microgrid and which remain utility-only.
- Describe normal grid-connected operation, loss-of-grid detection, island formation, load shedding, black start if applicable, and reconnection.
- Identify intended export, non-export, or limited-export behavior and any parallel operation with the utility.
- List the proposed ownership and service arrangement for each major asset.
This definition supports both the utility study and the AHJ’s review. Changes to the boundary, PCC, or islanding sequence late in design can trigger revised studies and resubmittals.
2. Identify every governing authority
- Confirm the serving utility and its distribution voltage, tariff, interconnection portal, and engineering contact.
- Identify the building, electrical, and fire officials, plus planning or land-use staff.
- Ask whether environmental, emissions, hazardous-material, stormwater, noise, or generator-specific reviews apply to the proposed equipment.
- Record adopted code editions and local amendments in a requirements register.
- Confirm who can approve commissioning, witness tests, and final occupancy or operation.
DOE’s explanation of IEEE 1547-2018 emphasizes that states and relevant authorities decide whether and how the standard’s functions are implemented. The same principle applies to other model-code provisions: verify adoption rather than assuming the newest publication governs.
3. Build the utility work plan before ordering equipment
Request the utility’s current interconnection package for the project’s size and configuration. Obtain written answers to questions such as:
- Which application and study screens apply?
- What technical data, one-line diagrams, protection settings, and equipment certifications are required?
- Will the utility study islanding, inadvertent energization, fault contribution, voltage, frequency, power quality, and reclosing coordination?
- What anti-islanding, transfer, communications, telemetry, or remote-disconnect functions are required?
- What witness testing, commissioning records, and operating agreement are required before parallel operation?
- How are study fees, network upgrades, construction responsibility, and schedule handled?
DOE’s Distribution Grid Code Framework (2023) describes microgrid interconnection procedures as including utility interconnection and islanding studies, defined study practices and methods, and documented technical procedures. It is a framework for developing codes and practices, not evidence that every utility uses an identical process.

4. Design to the locally applicable technical rules
IEEE 1547-2018 defines performance and functionality for distributed energy resources connected to distribution grids and includes testing for safe interconnection. It can influence ride-through, voltage and frequency response, abnormal-condition behavior, interoperability, and verification testing. However, IEEE 1547 alone is not a permit, tariff, or complete microgrid approval process. Determine which functions the state, utility, and AHJ require and how compliance must be demonstrated.
Coordinate the controls engineer, protection engineer, equipment suppliers, and utility reviewer early. A controller that can technically island is not necessarily configured in the way the utility or local code requires.
5. Submit coordinated site and equipment plans
Local plan sets commonly need enough information for officials to evaluate equipment location, access, clearances, structural support, wiring methods, disconnects, grounding and bonding, emergency shutdown, ventilation, and fire protection. The exact contents depend on the adopted codes and AHJ forms. Include the same equipment ratings, one-line diagrams, and operating descriptions used in the utility application so that agencies are not reviewing contradictory designs.

6. Complete inspections, testing, and permission to operate
Schedule construction inspections required by the building, electrical, and fire officials. Separately complete utility-required functional and witness tests, including islanding and reconnection tests where required. Retain approved drawings, settings, test results, equipment listings, commissioning records, operating procedures, and maintenance documents. Do not close the project on a utility study approval alone; the site also needs the local approvals required for lawful construction and operation.
Stationary energy storage is a separate permitting workstream
Battery and other stationary energy-storage systems (ESS) often bring additional construction and operational requirements beyond those for generation and ordinary electrical equipment. The 2024 International Fire Code (IFC), Section 1207, states that permits are required for stationary ESS installations, subject to the section’s provisions. It directs ESS design, construction, installation, commissioning, operation, maintenance, and decommissioning to NFPA 855, required listings, manufacturer installation instructions, and applicable code sections.
The 2024 IFC provisions address subjects that can affect both site design and the fire plan, including:
- Fire plans and emergency information.
- Detection and suppression systems where required.
- Explosion control and deflagration hazards.
- Ventilation and management of hazardous gases.
- Vehicle-impact protection.
- Fire-department access and working clearances.
NFPA identifies NFPA 855 as the Standard for the Installation of Stationary Energy Storage Systems and currently displays a 2026 edition. That listing does not prove that a jurisdiction has adopted the 2026 edition. Ask the AHJ which NFPA edition, IFC edition, amendments, ESS thresholds, listings, and inspection procedures are enforceable at the project address.
Storage submittal questions to resolve early
- Is the ESS indoors, outdoors, in a dedicated room, in a container, or in another enclosure?
- What chemistry, capacity, enclosure rating, and listed equipment are proposed?
- What separation distances, barriers, ventilation, detection, suppression, and emergency-response information apply?
- Are construction and operational permits separate?
- What commissioning, maintenance, monitoring, and decommissioning records must be maintained?
Use the manufacturer’s installation instructions and listing documents as design inputs, but reconcile them with the adopted code and the fire official’s interpretation. A vendor’s generic package cannot establish local compliance.

- Who owns and operates generation, storage, switchgear, controls, and private lines.
- Whether energy is being sold or supplied to multiple customers.
- Whether state or local law reserves retail electric service or distribution franchises to a utility.
- Whether crossing parcels requires easements, rights-of-way, planning approvals, or utility consent.
- Which entity bears responsibility for protection, maintenance, emergency access, and outages.
Unclear procedures can create cost and schedule uncertainty, including utility-required equipment upgrades. Do not assume that a campus system and a multi-customer system have identical regulatory treatment.

Common failure modes and practical fixes
Assuming a national permit checklist exists
Problem: A generic list omits a local amendment, utility tariff requirement, or separate fire permit.
Fix: Create an address-specific matrix naming each authority, adopted code edition, submittal, inspection, fee, test, and operating approval.
Starting utility contact after equipment is selected
Problem: Required protection, communications, export limits, or upgrades force redesign.
Fix: Send the preliminary one-line, PCC information, operating modes, and equipment data to the utility during concept design and obtain its current process requirements.
