Low-carbon cement is not one product. In the United States, the term usually includes portland-limestone cement (PLC, Type IL), other blended hydraulic cements such as Types IP, IS, and IT, and limestone calcined clay cement (LC3). Their strength, setting behavior, carbon emissions, price, and availability depend on the formulation and the concrete mixture.

PLC is designed for many of the same applications as Type I Portland cement and is described by the American Cement Association (ACA) as having similar performance. Some mixtures containing supplementary cementitious materials (SCMs) gain strength more slowly at early ages. No general price premium or discount is established. The defensible comparison is a project-level one: use the governing specification, test the proposed mixture at the required age, obtain a delivered quotation, and compare product-specific environmental declarations.

What “low-carbon cement” includes

Ordinary Portland cement (often shortened to OPC) is not a single strength grade either. In U.S. practice, ASTM C150/C150M-24 defines eight Portland cement types, each with its own required properties and test methods. The type selected depends on the project’s performance and exposure requirements. Concrete strength then depends on the entire mixture, not just the cement label.

Product family What it contains Typical standards or description Performance and use context
Portland-limestone cement (PLC), Type IL Portland clinker with more than 5% and up to 15% ground limestone by mass ASTM C595; also referenced through AASHTO M 240 ACA describes performance similar to Type I Portland cement and says it may be used as a one-to-one cement substitution when the specification and mixture support it.
Portland-pozzolan cement, Type IP Portland cement combined with a pozzolanic material such as coal ash, natural pozzolan, or calcined clay ASTM C595 SCM reactions can improve later-age properties but may change setting and early-strength development.
Portland blast-furnace slag cement, Type IS Portland clinker and ground granulated blast-furnace slag ASTM C595 Behavior varies with slag content, temperature, curing, and the rest of the mixture.
Ternary blended cement, Type IT Portland cement with two supplementary constituents, such as slag plus a pozzolan ASTM C595 Can reduce clinker content while requiring mixture-specific control of workability, setting, and strength gain.
Limestone calcined clay cement (LC3) Limestone and calcined clay with reduced clinker content A distinct formulation; local approval and standards must be confirmed The LC3 project reports production in existing plants with limited modifications and comparable concrete performance when properly designed.

These categories are candidates, not automatic substitutes. A structural engineer, concrete technologist, or other responsible project professional must confirm that the binder is permitted for the exposure, strength class, curing regime, and construction method.

Is low-carbon cement as strong as ordinary Portland cement?

There is no single yes-or-no answer because “strength” can mean cement-paste test strength, concrete compressive strength, or the strength available at a particular construction age. A 28-day compressive-strength result is common, but specifications sometimes use 56- or 90-day strength so slower-reacting SCMs have time to contribute.

PLC compared with Type I Portland cement

The ACA describes Type IL PLC as having performance similar to Type I Portland cement. That statement supports considering PLC for familiar concrete applications, but it does not guarantee identical results in every plant or mixture. Limestone characteristics, fineness, water demand, admixture compatibility, curing temperature, and aggregate all affect the measured result.

Blended cements and SCMs

SCMs can change the rate at which strength develops. The ACA notes that some SCM-containing mixtures have lower 28-day strength development even when later-age strength is satisfactory. Lower early strength is a scheduling issue, not proof that the finished concrete will be weak. Conversely, a project that needs stripping, post-tensioning, traffic opening, or winter construction at an early age may not be able to rely on a later strength gain without changing the mixture or schedule.

What to test

Compare the proposed binder and the reference OPC mixture using the same aggregates, water-to-binder ratio, admixture system, curing method, and specimen procedure. Record:

  • compressive strength at the specification age and at useful interim ages such as 7, 28, 56, or 90 days;
  • durability indicators required by the exposure, such as permeability, resistance to freeze-thaw cycles, sulfate resistance, and shrinkage; and
  • compatibility with air-entraining and water-reducing admixtures.

A 2024 technical chapter on PLC specifications highlights that limestone properties and admixture interaction can matter, including the dosage of air-entraining admixture in freeze-thaw applications. Treat this as a mixture-design consideration, not as a blanket defect in PLC.

Is low-carbon cement cheaper?

No universal purchase-price result is established. “Cost” may refer to the cement delivered to a batch plant, the price of concrete per cubic yard or cubic metre, installed construction cost, or whole-life cost. Those figures can move in different directions.

LC3 project material describes the technology as cost effective, and a 2024 study by Huang and co-authors modeled an LC3 concrete-structure scenario with a 39% lower total life-cycle cost. That result applies to the studied structure and its assumptions; it is not evidence that every LC3 product or every order of cement will have a lower invoice price.

What a useful quote comparison includes

Ask suppliers for delivered quotations for the exact cement type, quantity, location, and date. Then compare the complete concrete solution rather than the price per tonne alone:

  • cement or binder dosage needed to meet the specified strength;
  • admixture dosage and any required compatibility trials;
  • aggregate, water, and other SCM costs;
  • delivery, storage, minimum-load, and supply-continuity charges;
  • labor or equipment effects from slower setting or finishing;
  • testing, trial batches, and quality-control requirements;
  • schedule effects if early strength is slower; and
  • maintenance, repair, and service-life assumptions when a whole-life analysis is appropriate.

A low-carbon binder can be economically attractive when it is locally available, meets the specification without excessive dosage, and avoids schedule or durability penalties. A product that has to be transported long distances or requires costly mixture adjustments may not produce the same result.

Claim Reported figure How to interpret it
American Cement Association, PLC Up to 10% lower carbon in concrete mixtures when PLC replaces Portland cement A category-level upper-bound statement. The actual reduction depends on the product, mixture, materials, transport, and accounting boundary.
LC3 Project and UNIDO collaboration Up to 40% lower CO2 than conventional Portland cement The project’s upper-bound claim for its LC3 formulation and comparison context, not a guarantee for every LC3 cement or concrete.
Huang et al., Journal of Cleaner Production, 2024 39% lower total life-cycle cost, 30.5%–65.4% lower CO2, and 18.5%–58.9% lower energy consumption Results from a particular modeled LC3 concrete-structure scenario incorporating other materials. They are not a universal cement-price or product-comparison result.

The ACA reported that U.S. PLC shipments exceeded Portland cement shipments in mid-2023. That is a shipment comparison for that period, not a current market-share statement.

Use EPDs on a like-for-like basis

For procurement, request the current product-specific environmental product declaration (EPD). Check the declared unit, life-cycle modules, geographic scope, clinker and SCM inputs, electricity assumptions, transport, and the global-warming-potential result. A cement-only cradle-to-gate value does not describe the impacts of placing, using, maintaining, or replacing a completed structure.

The ACA says its U.S. industry-average EPD categories for Portland cement, PLC, blended hydraulic cement, and masonry cement were extended through July 2027 while new data are collected under a 2025 cement product-category rule. Confirm that an EPD is current when the comparison is made and that the competing documents use equivalent boundaries and units.

Where each type can be used

PLC for general concrete

Type IL PLC is intended for common concrete use and is the most straightforward lower-carbon option when it is available under the project specification. ACA guidance describes one-to-one substitution for Portland cement in concrete mixtures, subject to the governing specification and mixture requirements. Confirm requirements for air entrainment, finishing, curing, temperature control, and strength at the specified age.

Types IP, IS, and IT

These blended hydraulic cements are useful when the project benefits from pozzolanic or slag constituents, such as a lower-clinker mixture or a durability strategy suited to the exposure. Their allowed constituents and proportions differ. Do not infer the behavior of one blend from another: a Type IS mixture may set and gain strength differently from a Type IP or Type IT mixture made with the same water-to-binder ratio.

LC3

LC3 combines calcined clay and limestone and can use abundant low-grade clays. The LC3 project reports that existing cement plants can produce it with limited modifications. Its suitability still depends on a reliable local clay and limestone supply, plant capability, applicable standards, quality control, and a mixture demonstrated to meet the project’s requirements.

Situations requiring extra review

  • Concrete exposed to repeated freezing and thawing, deicing salts, sulfates, chlorides, or seawater;
  • mass concrete where heat generation and temperature gradients control the design;
  • cold-weather placements or work with a very short finishing window;
  • precast, prestressed, post-tensioned, or high-early-strength work;
  • projects with a prescribed cement type, maximum water-to-binder ratio, or maximum SCM percentage; and
  • projects using unfamiliar aggregates or admixtures.

A practical selection procedure

  1. Identify the governing documents. Record the jurisdiction, edition of the standard, project specification, exposure classes, required strength, and required test age. ASTM C150/C150M-24 covers Portland cement; ASTM C595 covers blended hydraulic cement and Type IL PLC in the U.S. Local standards may differ.
  2. Define the comparison. State whether you are comparing cement, fresh concrete, hardened concrete, installed work, or whole-life performance. A cement-only comparison cannot answer a whole-structure carbon or cost question.
  3. Shortlist locally available binders. Ask suppliers whether Type IL, IP, IS, IT, or LC3 is currently produced and delivered to the project. Obtain technical data, a current EPD, certificates of compliance, and supply lead times.
  4. Design trial mixtures. Keep the performance target constant and adjust water, admixtures, and binder proportions only through a documented mix-design process. Use the actual aggregates and curing conditions where possible.
  5. Test fresh and hardened properties. Measure workability, air, temperature, setting, early strength, specified-age strength, and durability indicators. Include later-age tests when the binder is expected to react slowly.
  6. Check construction operations. Confirm placing, pumping, finishing, curing, form-stripping, jointing, and opening schedules. A mixture that passes a 90-day strength test may still be unsuitable if the crew needs a reliable 12-hour finishing or stripping window.
  7. Compare delivered and life-cycle costs. Use dated local quotes and include dosage, delivery, trials, testing, schedule, maintenance, and replacement assumptions.
  8. Obtain approval. Submit the selected binder and mixture to the engineer of record or other responsible authority before placing structural concrete.

Common mistakes and how to avoid them

Assuming the label determines strength

Cement type is only one input. Two concretes made with different binders can meet the same specified compressive strength, while two batches using the same binder can perform differently because of water content, aggregates, curing, or admixtures.

Using a 28-day number as the only decision point

Early strength matters for schedule, but later-age strength and durability may be central to the design. Specify the age that controls acceptance and test the ages that control construction decisions.

Calling every blended cement interchangeable

Type IP, IS, IT, PLC, and LC3 have different compositions and supply chains. Verify the exact product and its permitted uses rather than substituting by name alone.

Comparing incomparable carbon numbers

Check whether each figure is for a tonne of cement, a cubic metre of concrete, or an entire structure; whether it is cradle-to-gate or includes later life-cycle modules; and whether transport and electricity assumptions match. Functional-unit and supply-chain choices can materially change the result.

Assuming a lower cement invoice means a cheaper project

Material price is only one component. Finishing time, curing, testing, delivery reliability, and maintenance can outweigh a small difference in cement cost.

What the evidence supports

PLC is the clearest near-term alternative for many ordinary concrete applications in the United States because Type IL is covered by ASTM C595 and is described as similar in performance to Type I Portland cement. Other blended cements and LC3 can also be appropriate, but they require a more deliberate mixture and supply evaluation.

There is no defensible universal statement that low-carbon cement is weaker, stronger, cheaper, or 40% lower in emissions. The answer changes with the product, mixture, age, exposure, location, and accounting boundary. In a December 2024 press release, Mike Ireland, then President and Chief Executive Officer of the Portland Cement Association, said: “The definition of ‘low carbon’ is becoming increasingly subjective, with little attention paid to either upstream and downstream impacts or short-term and long-term strength, durability, and resiliency concerns.” That is an industry leader’s warning about how claims are framed, not a standards definition.

For a real project, select the lowest-carbon binder that is permitted, locally supplied, demonstrably capable of meeting the required fresh and hardened properties, and supported by comparable cost and EPD information. The ACA’s Design and Control of Concrete Mixtures, 17th edition, is a current reference for readers who need deeper guidance on concrete, ASTM, AASHTO, and ACI practice.
