Choose LEED for broad environmental performance and market familiarity, WELL for occupant health and experience, and BREEAM when local policy, investors, tenants or an established assessor network make it the better fit. The right decision is not a universal ranking. Building type, country, available version, evidence burden and the outcomes your owner will measure can matter more than the label.
This guide explains what each system covers, how certification work is evidenced, what to budget for, when combining systems makes sense and how to make a defensible choice before design commitments are fixed.

LEED is administered by the U.S. Green Building Council (USGBC), WELL by the International WELL Building Institute (IWBI), and BREEAM by the Building Research Establishment (BRE). Their governance and review routes are different, so a team experienced in one system is not automatically equipped to deliver another.

What each certification is designed to achieve
LEED: a broad environmental and performance-management framework
USGBC describes LEED as a green-building project and performance-management system covering design, construction, operations and performance. In practice, the project first selects a rating system that matches its building type and scope. It then commits to prerequisites that are required and chooses additional credits where the project can earn points. The final point total determines the certification level.
This structure suits an owner who wants one framework to coordinate energy, water, carbon, materials, resilience and related environmental decisions across the project life cycle. It also gives the design team a way to prioritize credits rather than treating every possible measure as mandatory. The trade-off is administrative: every selected credit needs a responsible party, evidence and a submission path.
WELL: a people-first standard
WELL starts with how a building affects the people who use it. Its 10 current concepts cover indoor air and water, food-related choices, light, physical movement, thermal comfort, sound, material impacts, mental wellbeing and community. Preconditions establish the baseline; optimization points allow a project to pursue a higher level of ambition.
Unlike a documentation-only exercise, WELL includes performance verification. Onsite measurements test aspects such as air, water and lighting quality. That makes commissioning, sampling plans, access to occupied or representative spaces and corrective work part of the certification strategy rather than tasks left to the end.
WELL certification is valid for three years. Maintaining the credential therefore requires an operating plan that includes recommissioning and recertification, not just a successful handover.
BREEAM: an assessor-led process tied to place
BREEAM assesses a building from concept design through construction. The process includes an interim design-stage rating and a post-construction certificate. An approved assessor manages the assessment, checks evidence and applies the relevant regional standards.

- Ergonomically Designed: Work in tight areas with a compact design that gets into tough spots
- Both tools are designed to fit into difficult to reach spaces
- Complete a wide range of applications with a high-performance motor that delivers up to 300 UWO, and an impact driver delivering up to 1,400 in-lbs of torque
- Both the DEWALT impact driver and drill driver feature integrated LED work lights with a convenient 20-second delay, ensuring enhanced visibility in dimly lit or challenging work areas
- One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips
That regional structure is a strength when a project is in a market where BREEAM is embedded in planning, investment or leasing expectations. It can also be a constraint if the needed adaptation, approved standards or assessor capacity is unavailable for the project location. Confirm those details before adopting BREEAM as a headline requirement.

Choose LEED when environmental breadth is the brief
LEED is generally the strongest starting point when the brief emphasizes whole-building environmental performance, carbon reduction, energy and water efficiency, material choices, resilience and a credential familiar to a broad market. It can also provide a common language for design, construction and operations teams when the owner wants performance management rather than a single design feature.
Choose WELL when health and experience drive the business case
WELL fits a project where indoor environmental quality, comfort, employee experience, public-health objectives or occupant wellbeing are central outcomes. Its testing requirements are valuable when the owner wants measured conditions rather than design intent alone. The three-year renewal cycle should be treated as part of the operating model from the start.
Choose BREEAM when local acceptance is decisive
BREEAM is often the practical choice when local policy, investors, tenants or a mature assessor network in the project’s market already recognize it. Its assessor-led workflow can be advantageous where the team wants one accountable specialist to coordinate evidence through design and construction.

Match the project to the correct rating system
LEED requires the project to select the rating system that fits its building type. USGBC guidance includes a 40/60 rule for cases in which multiple systems seem applicable; the project must document how the relevant floor area is distributed before deciding which system governs. Do this during concept design, because changing systems after design decisions are embedded can invalidate assumptions about prerequisites, credits and evidence.

WELL offers typology-specific features and pathways. Confirm that the intended pathway covers the project’s use, scope and occupancy pattern, especially where a development combines offices, retail, hospitality, residential or shared amenities.
BREEAM uses regional adaptations and approved standards. Ask which adaptation applies to the site, whether the building type is eligible and which assessor is authorized to deliver it.
Test geographic recognition
Recognition is not identical in every country. A certification that is familiar to an international investor may be less useful than one referenced by the local planning authority, lender, tenant brief or procurement policy. Ask the parties who will value the credential to name the system and version they expect, then verify that requirement with the relevant program body or an accredited professional.
Confirm the version open for registration
USGBC identifies LEED v5 as the newest LEED system. Most commercial LEED v4 and v4.1 systems are scheduled to close for registration on June 30, 2027. The exact transition rules depend on the project and rating system, so confirm the version available for registration, applicable addenda and eligibility before signing a consultant contract.
Compare the evidence burden before you set the programme
LEED documentation and credit management
LEED work is organized around prerequisites and selected credits. Create a responsibility matrix that assigns each requirement to the architect, engineers, contractor, commissioning provider, facilities team or owner. For every credit, record the design decision, calculation or drawing that proves compliance, the person who owns it and the date by which evidence is needed.
Because optional credits compete for design attention and budget, hold a credit workshop early. Remove credits that cannot be evidenced or maintained rather than carrying them as optimistic points until construction is complete.

WELL documentation plus measured performance
WELL adds performance verification to written policies and design evidence. Plan the testing sequence with the verification provider: identify representative locations, confirm that systems are operating as intended, allow time for retesting and preserve records of corrective actions. Air, water and lighting results can be affected by construction dust, flushing, filter condition, controls, occupancy and commissioning status, so a late test with no recovery time is a programme risk.
Recommended Free Tools
Policies covering nourishment, movement, mind or community also need an operational owner. A feature that exists on paper but is not communicated, maintained or available to occupants will not deliver the intended outcome.
BREEAM assessor coordination
BREEAM’s assessor-led model requires the assessor to be engaged early enough to influence concept and detailed design. The assessor identifies evidence, checks whether proposed measures meet the regional criteria and tracks outstanding items through construction. Waiting until practical completion turns an assessment process into a document chase and may leave no time to correct a non-compliant detail.
Budget the real cost of certification
There is no single universal price for LEED, WELL or BREEAM. Registration, review or assessor charges depend on the selected system, project scope and market. Professional fees and construction measures can exceed the program fee itself. Obtain a current fee schedule and proposal for the exact project before presenting a capital figure.
LEED cost categories
- USGBC registration and review charges for the selected rating system.
- Certification-management time for credit selection, calculations, drawings and submissions.
- Energy and water modelling, commissioning, materials documentation and specialist studies where credits require them.
- Construction administration to collect product data, installation records and field evidence.
- Operational monitoring or performance-management work if the chosen pathway extends beyond construction.
WELL cost categories
- IWBI registration and review charges for the applicable WELL pathway.
- WELL consulting and coordination across design, construction and facilities teams.
- Onsite performance verification, including air, water and lighting testing, with allowance for repeat tests if results fail.
- Physical improvements, policies, communications and programmes required by the selected preconditions and optimizations.
- Recommissioning and recertification planning every three years.
BREEAM cost categories
- Registration and certification charges under the applicable regional scheme.
- Fees for an approved assessor across concept, design and post-construction stages.
- Design changes, modelling, materials evidence and site inspections needed to meet the assessment criteria.
- Staff time to maintain an evidence trail from concept through construction.
Compare proposals on the same basis: included certification fees, consultant hours, testing, modelling, site visits, retesting, construction support and post-occupancy obligations. A low fee that excludes testing or construction evidence is not a low total cost.
When pursuing LEED and WELL together makes sense
An owner does not have to choose between environmental performance and occupant wellbeing. USGBC and IWBI publish crosswalks and a streamlined submittal process for projects pursuing LEED and WELL together. The pathway can reduce duplicated evidence where requirements overlap, but it does not eliminate the need to satisfy each system’s distinct requirements.

Appoint one integration lead, map overlapping prerequisites and features, and identify requirements that remain unique to each system. Reserve budget for WELL performance verification and for the ongoing three-year cycle even if LEED certification is completed at handover.
A practical selection process for a live project
- Write the decision statement. Define whether the primary objective is broad environmental performance, occupant health and experience, local market acceptance, or a combination.
- List the project facts. Record building type, gross area, occupancy, location, delivery stage, ownership model and intended certification boundary.
- Check eligibility and versions. Confirm the applicable LEED rating system and 40/60 analysis where relevant, the WELL pathway and typology, and the BREEAM regional adaptation and assessor availability.
- Ask the market. Obtain written requirements from planning authorities, investors, lenders, tenants and corporate sustainability teams. Distinguish a mandatory condition from a preference.
- Run an evidence workshop. For each candidate system, list prerequisites, likely credits or optimizations, required measurements, responsible parties, decision deadlines and recovery time for failures.
- Build a total-cost and operations view. Include registration, review or assessor fees, consultants, modelling, commissioning, testing, construction documentation, corrective work and any renewal obligations.
- Score the options against the brief. Weight the outcomes that matter to the owner instead of awarding every system an equal generic score.
- Lock the system before procurement. Put the chosen version, scope, evidence responsibilities and deliverables in consultant and contractor appointments.
Typical project situations
A new commercial office targeting broad sustainability goals
Start with LEED when the owner needs a broad framework covering energy, carbon, water, materials and resilience and expects recognition across a wide stakeholder group. Add WELL if employee experience, indoor environmental quality and measured wellbeing outcomes are also material. Confirm the LEED v5 transition position and budget for WELL’s testing and three-year renewal before making the combined commitment.
A headquarters where occupant experience is the primary value
WELL may be the lead system when the project’s success measures concern air, water, light, thermal comfort, sound, movement, mental wellbeing and community. Include facilities and human-resources stakeholders early; many WELL features depend on policies and ongoing operation, not only on the shell and services.

Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →A project in a market with established BREEAM procurement language
BREEAM may offer the clearest route when investors, tenants or local policy already specify it and approved assessors are readily available. Engage the assessor during concept design, confirm the regional criteria and plan for both the interim design-stage rating and post-construction certificate.
A mixed-use development
Do not assume one rating system automatically covers every use. Test the LEED 40/60 rule where multiple systems could apply, confirm WELL typology-specific pathways and ask the BREEAM assessor how the regional scheme treats the different components. Define boundaries for shared plant, public areas and tenant spaces before modelling or procurement.
Pitfalls that cause avoidable cost and delay
- Choosing by reputation alone: A globally familiar label may not be the one required by the local authority, investor or tenant.
- Using an outdated version: Confirm registration availability and addenda; commercial LEED v4 and v4.1 registration is scheduled to close on June 30, 2027.
- Leaving evidence until construction: Credit, prerequisite and assessor requirements can change equipment, specifications or layouts. Bring the certification lead into concept and procurement decisions.
- Treating WELL testing as a final inspection: Allow commissioning, flushing, corrective work and retesting before the verification window.
- Ignoring operations: WELL’s three-year validity and recommissioning requirement make facilities ownership essential. Clarify who will maintain policies, records and performance.
- Counting overlapping systems as free: Crosswalks can streamline submittals, but each system retains unique requirements, fees and verification steps.
- Failing to define the boundary: Mixed-use, landlord-and-tenant or phased projects need a documented certification scope before design evidence is produced.
How to make the final decision
Select the system that best matches the outcome you must prove, the market that will recognize it and the evidence your team can reliably deliver. LEED is the broad environmental and market-recognition choice. WELL is the health-and-experience choice, with explicit onsite testing and a three-year recertification cycle. BREEAM is the assessor-led choice whose value is strongly shaped by geography, regional standards and local acceptance.
Before approval, obtain a system-specific scope and fee proposal, confirm the current registration version, appoint the required assessor or verification provider, and put evidence responsibilities into the design and construction programme. If the owner needs both environmental and health outcomes, use the official LEED–WELL coordination route rather than treating one certificate as a substitute for the other.
