Provincial authorities in Tshopo announced a price of 44,650 Congolese francs (FC) per bag of grey cement type 42.5 in Kisangani, and 39,950 FC for type 32.5. The measure is intended to address rising prices and ease household expenses; available reports do not establish whether sellers have adopted the prices or whether the market has stabilized.
What prices did Tshopo authorities announce?
Radio Okapi reported on October 10, 2026, that the provincial authorities set the following prices after a consultation with economic operators on Friday, October 9. A second local report also quoted the governor’s spokesperson on the same figures.

The FC amounts are the reported announced prices. The dollar figures are Radio Okapi’s approximations, not a separate conversion. The reports do not specify bag weight, so these figures cannot be reliably compared with prices for bags of a known weight elsewhere.
When does the measure take effect, and what is its status?
Radio Okapi reported that the decision applies from the date of signature. The signed decision itself was not available in the cited coverage, so its exact legal wording, covered area, exceptions and enforcement procedure have not been established. The report says the government called on sellers to comply and warned of sanctions under applicable laws and regulations, but does not detail those sanctions.

These are prices announced by provincial authorities, not verified evidence of a uniform retail price. The available reports do not show whether sellers consistently charged these amounts, whether enforcement occurred, or whether the intervention stabilized the market.
What prompted the announcement?
Sellers told Radio Okapi that a bag of type 42.5 cement had previously been around 34,000 FC and had reached as much as 50,000 FC in recent days. Those are attributed market observations; the report does not give a seller count, sampling method or measured price series.

The sellers attributed the increase to low water levels on the Congo River and cement scarcity. A separate local report says Tshopo receives cement from Kinshasa and Kongo-Central, substantially by boat along the Congo, with some supply from Uganda. It also reports that provincial minister Claudine Atisandi visited distributor PPC Barnet to ask about stock and supply conditions. Shipping data and a direct company statement are not provided in that coverage, so the supply explanation should be understood as reported context rather than independently verified cause.
How did officials describe the price setting?
Radio Okapi reported that provincial government spokesperson Claudine Atisandi said: « Cette mesure vise notamment à alléger les dépenses des ménages. » The statement describes the measure’s aim, not evidence that household costs have fallen.

BETO reported that the provincial executive reiterated that operators retain price freedom subject to applicable law. It quoted governor’s spokesperson Me Michel Lumumba Biambe as saying the announced prices take account of beneficiary margin, state charges and operators’ purchase prices from industrial companies. The available reporting does not provide a breakdown of those components.

Do not choose a grade solely because it costs less. Check the product’s specification and ask a qualified local construction professional which type is appropriate for the design and work involved.
