An international panel of four experts completed its eighth technical review of Andhra Pradesh’s Polavaram Irrigation Project on October 17, 2026. The inspection concentrated on the Earth-cum-Rock-Fill (ECRF) dam, including Gap-1 and Gap-2, and ended with a positive assessment: instrumentation readings showed no deviation from prescribed design parameters, and the works were reported to be progressing in line with centrally approved designs.
What the experts said about Polavaram
The panel’s overall assessment was favorable. The New Indian Express quoted the experts’ description of the project’s condition and progress as “very well.” That judgment followed a technical examination rather than a ceremonial visit: the team reviewed construction records, inspected physical works, checked monitoring data and observed quality-control testing.

The finding means that the measurements available to the panel did not show departures from the project’s prescribed design parameters. It does not mean that every construction activity is finished or that the project has received a final completion certificate. The visit was one stage in the panel’s continuing safety and construction-management oversight.

What was inspected at the ECRF dam
The Earth-cum-Rock-Fill dam is the main embankment structure under review. The October inspection covered both named work areas, Gap-1 and Gap-2, along with the systems used to verify construction quality and structural behavior.
| Inspection area | What the panel examined |
|---|---|
| Dam construction | Progress on the ECRF dam, including Gap-1 and Gap-2 |
| Instrumentation | Readings checked against prescribed design parameters; no deviations were reported |
| Foundation and seepage-control work | Grouting activities at G Hill and G-Dash Hill |
| Material quality | Moisture content, compaction and strength-related checks |
| Field verification | Test pits directed in Gap-2 |
| Laboratory control | Live material-testing demonstrations at the project laboratory |
| Documentation | Historical reports and earlier technical records |
Direct observation was part of the process. The experts watched live material-testing demonstrations, directed test pits in Gap-2 and audited historical reports rather than relying only on summary presentations.

Why Gap-1 and Gap-2 matter in the review
Gap-1 and Gap-2 are identified sections of the ECRF dam that require their own construction checks and design verification. The panel’s work in these areas combined physical inspection with testing and instrumentation review. In Gap-2, test pits provided a way to examine the constructed material and conditions below the visible surface. The review also considered the grouting work at G Hill and G-Dash Hill, which forms part of the project’s ground and seepage-control activities.
The available reports do not publish a quantified percentage of completion for either gap, a new cost figure or a firm completion date. Those figures should not be inferred from the experts’ positive technical assessment.

What earlier reviews had already addressed
The panel’s role extends beyond a single visit. A Ministry of Jal Shakti parliamentary record says the four-member international panel advises on technical and construction-management issues connected with Polavaram’s safety and completion. Earlier reviews identified several issues and work packages for follow-up:

- Seepage through or around the cofferdams and remedies based on test results
- The health and strengthening of the cofferdams, including buttress berms for both structures
- Ground improvement beneath the ECRF dam
- Monsoon de-watering and a broader water-management plan
- Planning and construction of a new Gap-2 diaphragm wall
- Final ECRF design testing for Gap-1 and Gap-2
These recommendations show why the October inspection included instrumentation, grouting, compaction and laboratory demonstrations. They are the types of controls used to determine whether design assumptions are being met as construction proceeds and whether earlier corrective measures have been implemented adequately.

What the positive finding does—and does not—establish
What it establishes
- The panel completed its eighth technical review in October 2026.
- Four named international experts examined ECRF dam work with central and Andhra Pradesh authorities.
- The inspection covered Gap-1, Gap-2, instrumentation, grouting, compaction, material moisture and laboratory quality control.
- The reported instrument readings showed no deviation from prescribed design parameters.
- The experts considered construction to be proceeding according to centrally approved designs.
What remains outside the published finding
- No new completion percentage was published.
- No final project completion date was announced in the October reports.
- No new project-cost figure was provided.
- The “very well” assessment is a technical-review conclusion, not a declaration that all construction and commissioning work is complete.
Why continued technical reviews are important
Large embankment dams depend on the relationship between design, materials, foundation treatment, water control and long-term monitoring. A favorable reading at one visit is useful because it indicates that the monitored parameters were within the prescribed range at that time. Repeated reviews are necessary to check whether construction quality remains consistent, whether seepage-control measures perform as intended and whether recommendations from earlier inspections are carried through during later stages.
For Polavaram, the eighth review therefore provides reassurance about the conditions examined in October 2026 while preserving the panel’s continuing role in safety and timely completion. The next meaningful assessment will depend on subsequent construction records, monitoring data and implementation of the outstanding technical measures.
