Rail-rake movements of blast-furnace (BF) slag to Indian cement companies fell 6% year-on-year in H1FY27, covering April through September 2026, according to a BigMint market-insights listing dated October 17, 2026. The listing does not disclose the number of rakes, tonnage, routes or companies involved, so the percentage shows a change in movement volume but not its absolute scale.
Rake availability is a documented constraint in slag logistics. Cement companies can substitute road transport when rail capacity or loading slots are unavailable, but the available evidence does not establish that rake shortages alone caused this six-month decline.

What the 6% decline measures
H1FY27 is the first half of India’s April–March fiscal year: April 1 through September 30, 2026. “Year-on-year” compares that period with H1FY26, April through September 2025. BigMint reported that BF-slag rake movements to cement companies were 6% lower in H1FY27 than in the comparable prior-year period.
The measure is rail movement in rakes, not necessarily total BF-slag consumption. A rake is a train formation used to move bulk material. Without the underlying count and average loading weight, a 6% change in rakes cannot be converted reliably into tonnes. The accessible listing also does not identify the steel plants dispatching slag, cement plants receiving it, origin and destination regions, or the quarterly pattern.

Why BF slag is important to cement makers
A steelmaking by-product with a cement use
Blast-furnace slag is produced during hot-metal manufacture. When granulated, it is used as a cement raw material. Rourkela Steel Plant describes granulated slag as “primarily an input raw material for cement industry” and says it can be evacuated by road or rail.
BF slag is not the same material as basic-oxygen-furnace or LD slag. Nuvoco’s investor communication distinguishes the two and notes that the quantity of usable slag available to cement is limited. That limitation matters because cement plants depend on a consistent supply of suitable material, rather than simply any steelmaking residue.

How much of India’s slag goes to cement
JSW Cement’s 2025 prospectus estimates that cement consumed 65–70% of all blast-furnace slag generated in India in Fiscal 2025. The same prospectus cites estimated BF-slag demand growth of about 7.9–8.6% compound annual growth for FY2025–30P. Those figures indicate why a change in rail flows is relevant to cement procurement, even though they do not reveal the tonnage behind BigMint’s H1FY27 movement statistic.

Rakes are a procurement constraint
Nuvoco states: “And hence, rake availability is a big challenge for the cement industry.” Its explanation is operational: when rakes are not available, cement companies may be unable to lift slag from steel producers on the planned schedule, and material can move by road instead.

Road can be faster but is not a like-for-like substitute
A NITI Aayog freight-efficiency case study identifies low wagon supply and uncertainty in cement and clinker movement as reasons for a shift from rail to road. In the operating context cited by the study, the interval between placing a rake indent and receiving wagons can be three to four days, compared with less than one day for road movement. Actual timing varies by corridor, loading point, traffic and fleet availability.
That mechanism makes a rail decline plausible even if cement plants continue receiving slag: some loads may have been diverted to trucks, delayed into a later period, or replaced with material from another source. The evidence does not show what share, if any, of the 6% rail reduction was replaced by road.

Steel plants also need timely evacuation
Rourkela Steel Plant has said that BF-slag evacuation is important because storage space is limited. It also reported that improved logistics enabled rake dispatches to distant cement markets. If dispatch slots, wagons or destination handling are constrained, steel producers may face a buildup of material while cement plants experience irregular deliveries.

What the H1FY27 result does—and does not—show
- Established: rail-rake movements of BF slag to cement companies were down 6% year-on-year in April–September 2026.
- Established: BF slag is a major cement raw material, and cement used an estimated 65–70% of India’s BF slag in Fiscal 2025.
- Documented constraint: wagon and rake availability can delay lifting and encourage road movement.
- Not established: the absolute number of rakes, tonnes moved, affected corridors, named suppliers or recipients, and the specific cause of the H1FY27 decline.
- Not established: that India faced a nationwide BF-slag shortage or that cement production fell because of the rail statistic.
The six-month change could reflect several factors, including wagon allocation, maintenance or loading interruptions, inventory timing, changes in steel output, cement-plant procurement, quality requirements, route economics or a switch to road. BigMint’s accessible headline alone cannot rank those explanations.

What it could mean for cement supply and construction
A lower rail flow matters most where a cement plant is dependent on a particular steel source and has limited road alternatives. Delayed deliveries can require higher on-site inventories, rescheduling of inbound material or additional truck movements. Plants with multiple suppliers, nearby sources or spare storage may be less exposed.
The statistic should therefore be read as a logistics warning, not as proof of an immediate cement-supply crisis. Construction companies buying cement should ask suppliers about delivery lead times and regional availability rather than infer a national shortage from the 6% figure alone. Any effect on cement costs, production or project schedules would depend on the local balance between slag availability, substitute materials, transport capacity and inventory.
Data needed to explain the decline
| Analysis | Why it matters | Status in the reported figure |
|---|---|---|
| Rakes versus tonnes | Shows whether train frequency and physical volume moved changed by the same amount. | Absolute rakes and tonnage not stated. |
| H1FY27 versus H1FY26 by quarter | Separates a sustained trend from a one-month or one-quarter disruption. | Quarterly data not stated. |
| Steel-origin and cement-destination regions | Identifies corridors where wagon or road substitution is most important. | Routes and companies not stated. |
| Rail share versus road share | Shows whether cement plants replaced missing rail capacity with trucks. | Mode split not stated. |
| Slag grade, quality and price | Tests whether procurement changed because of suitability or economics rather than transport alone. | Quality and pricing data not stated. |
| Company inventories and procurement | Shows whether plants absorbed delays or reduced intake. | Company-level data not stated. |
What to monitor after September 2026
- Monthly rake dispatches and tonnes, with a direct comparison to H1FY26.
- Rake indents, waiting times and cancellations at major steel-loading points.
- Road-versus-rail volumes on corridors serving slag-dependent cement plants.
- Steel-plant output and storage levels, which influence the amount available for evacuation.
- Cement-plant inventory days, alternative suppliers and changes in inbound freight.
- Whether the H1FY27 decline reverses in the second half of FY2027 or persists across quarters.
Until those data are available, the clearest conclusion is limited but useful: rail movement of BF slag to Indian cement companies weakened by 6% in the first half of FY2027, while known wagon constraints provide a credible route for disruption or modal substitution. The headline does not, by itself, quantify the material affected or prove a single cause.
