How Urban Circular Roads Reduce Traffic—and What They Do Not Solve

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Urban circular roads—also called ring roads or orbital roads—can reduce congestion on selected central streets by giving through traffic an alternative route. They do not automatically reduce the number of car trips, clear feeder roads, or solve a city’s wider transport and land-use problems. Their lasting effect depends on the connections they make, the traffic they attract or divert, and the policies built around them.

Do ring roads reduce traffic?

Sometimes, but the answer depends on what “traffic” means and where it is measured. A ring road may reduce delay on a central corridor, move through trips away from local streets, improve journey times for particular origins and destinations, or make peak traffic less concentrated. Those are real benefits when they are measured after a project opens.

They are not the same as reducing total vehicle travel across an entire urban area. Faster or more reliable driving can change people’s choices about routes, departure times, destinations, trip frequency and travel mode. Some trips that were previously avoided, postponed or combined may become feasible. Traffic can therefore return to a road or appear on another part of the network.

The most accurate verdict is conditional: a ring road can solve a specific through-traffic problem when it is correctly connected and supported by the rest of the network, but it is rarely a complete congestion strategy on its own.

How a circular road changes urban traffic

It diverts through traffic from the centre

The primary function of an orbital road is to let drivers cross the city without entering the central area. A vehicle travelling from one outer district to another may use the ring instead of a radial street through the central business district. Removing those movements can free capacity on central streets, especially where the previous route was carrying a mixture of through traffic, local access trips and public transport.

The benefit depends on the road’s connections. A partial ring, poorly placed interchange or congested approach may capture too few through trips to make a noticeable difference. A complete orbital route can offer more route choices, but it can also create new bottlenecks at interchanges and on roads leading into the ring.

It redistributes traffic across routes and times

Drivers do not respond only by choosing a different road. They may leave earlier or later, select a different destination, alter how often they travel, or switch between car and public transport. An evaluation of Amsterdam’s orbital motorway reported substantial changes in peak periods and route choice, alongside reduced congestion delay and travel-time gains. The study treated those changes as part of the project’s effect, rather than looking only at vehicle counts on the new road.

It can improve a local bottleneck without reducing total travel

A ring road may make one corridor work better while total vehicle kilometres remain similar or increase. Conversely, traffic volumes may rise on the orbital route while central streets become less congested. A credible assessment therefore reports several outcomes separately: delay, travel time, reliability, traffic volume, central-street traffic, public-transport performance and conditions on feeder roads.

What the Amsterdam case shows

The crossing that completed Amsterdam’s orbital motorway opened on 28 September 1990. Rijkswaterstaat’s summary of the before-and-after evaluation reports less time lost in congestion and travel-time improvements during the evaluation period. It also records major shifts in traffic peaks and route choice: travellers changed when and where they travelled as well as which road they used. The findings are documented in the Rijkswaterstaat final report for phase 1.

The same record found little influence on public transport. Destination choice, trip frequency and mode choice changed very little in the studies summarised, and the evaluation reported limited generation of latent-demand or induced traffic during that period. That does not mean Amsterdam’s outcome is a permanent or universal rule. It describes the measured response around a particular project, network and study period.

The Amsterdam example is useful because it separates several effects that are often collapsed into one claim. The orbital route helped particular journeys, altered peak timing and route selection, and reduced measured congestion delay. It did not demonstrate that a ring road eliminates congestion throughout a city or shifts large numbers of travellers away from cars.

What the Tokyo case shows

Japan’s Ministry of Land, Infrastructure, Transport and Tourism says congestion was mitigated after Tokyo’s Central Circular Route opened in December 2007. This is a dated case finding, not a guarantee for future orbital projects. The ministry’s road information page also contains a historical ring-road completion table that identifies Tokyo’s status as of April 2012, along with completion dates for other cities. Those figures should not be presented as current completion rates.

Tokyo illustrates why network context matters. A central circular route can provide an alternative for cross-city movements that would otherwise use inner roads, but the result depends on the links to radial expressways, the capacity of interchanges and the traffic conditions on approaches. A statement that congestion was mitigated after opening is narrower—and more defensible—than a statement that Tokyo solved congestion.

Why does traffic come back after a new road opens?

Route reassignment

Some drivers move from an old route to the new one. Congestion may fall on the original corridor while rising at an interchange or on the ring itself. Australian Transport Assessment and Planning guidance notes that reassignment to different routes can be a substantial contributor to traffic changes, but its size varies by location and the evidence for some induced-demand mechanisms remains limited. Its model-design guidance explains why route responses must be estimated for the particular network.

Departure-time changes

If a ring road shortens a peak journey, some travellers who previously avoided the busiest period may begin travelling then. Others may shift to a newly attractive time. The peak can spread across a longer period rather than disappear.

Suppressed or newly enabled trips

When roads are very congested, people may combine errands, postpone a visit, choose a nearer destination or avoid a trip altogether. Additional capacity can make some of those trips possible. The resulting traffic is sometimes called induced travel, but its scale is not fixed and should be measured rather than assumed.

Changes in destinations, frequency and mode

Improved road access can influence where homes, jobs, shops and services are located over time. It can also affect how often people travel and whether they use a car, public transport, cycling or walking. These longer-term responses are difficult to separate from population growth, development and other transport investments.

The UK Department for Transport’s 2018 evidence review on induced travel demand examines the size of these effects and the circumstances in which they occur. Follow-on work in 2021 addressed measurement and transport modelling. A later report, How additional road capacity affects travel demand, published on 28 May 2026, considers how added capacity and induced demand affect traffic forecasts, appraisal and value-for-money judgments.

What the 10% and 20% figures actually mean

An OECD publication from 2022, citing Goodwin (1996), describes an average road improvement as having a short-term induced-traffic level of around 10% of base flow and a longer-term level of about 20%. These are broad estimates for an “average road improvement,” not ring-road-specific predictions or universal constants. The qualification and attribution appear in OECD’s 2022 Urban Planning and Travel Behaviour report. A city should not apply either percentage to a proposed orbital road without local modelling and monitoring.

What problems do ring roads not solve?

Congestion on feeder roads and interchanges

Traffic that is diverted around the centre still has to enter and leave the ring. Junctions, radial roads, bridge approaches and terminal sections can become the new constraints. A project that reports smoother movement on the orbital carriageway but ignores queues on connecting roads gives an incomplete picture.

Local access and short urban trips

Ring roads are designed mainly for longer through movements. They do not remove school traffic, deliveries, parking searches, construction vehicles or short trips within neighbourhoods. Central streets may continue to experience delay even when cross-city traffic has been diverted.

Growth in travel demand

Population growth, employment expansion and new development can consume spare capacity. A ring road may provide useful relief at opening and still face heavy congestion later as travel patterns change. That is why short-term opening-day counts should be separated from results after people and businesses have had time to adapt.

Public-transport, walking and cycling performance

A road project does not automatically improve bus reliability, rail use, walking conditions or cycling safety. Amsterdam’s evaluation found little influence on public transport, while broader planning evidence shows that transport outcomes depend on how roads, public transport, active travel and land use are integrated.

Land-use conflicts and uneven impacts

Orbital routes can divide neighbourhoods, alter development pressure and create conflicts with schools, housing, freight access or environmental objectives. Infrastructure Australia’s assessment of Adelaide’s inner and outer ring routes identifies conflicts created by population and travel growth, cross-city traffic, development density and school locations. It concludes that a single investment is unlikely to resolve the problem and calls for an integrated urban-mobility approach. The assessment is available at Adelaide’s Inner and Outer Ring Route capacity improvements.

The Big Almaty Ring Road warning

A 2019 peer-reviewed case study of the Big Almaty Ring Road examines whether added capacity can deliver lasting congestion reduction without demand-management measures. Its authors argue that induced traffic may erode the initial benefit and discuss combining road investment with public transport, walking, cycling, land-use planning and other travel-demand measures. The study explicitly says its findings and recommendations are specific to that case and are not necessarily transferable to every city. It is therefore best used as a warning about long-term conditions, not as proof that all ring roads fail. The case record is published by Monash University.

How to judge a ring-road proposal

Before approving or defending an orbital project, compare the claim against the following questions.

Question What to check
What outcome is being promised? Separate traffic volume, delay, travel time, reliability and traffic on central streets. An improvement in one measure is not proof of improvement in all of them.
Which trips will use it? Identify through movements, local access trips, freight, school traffic and journeys that would otherwise cross the centre.
Where are the bottlenecks? Map interchanges, feeder roads, radial approaches, bridges and terminal junctions before and after opening.
What is the time horizon? Report opening-period effects separately from conditions after route, departure-time, development and travel-demand responses occur.
How will travellers respond? Test route reassignment, departure-time shifts, new or recovered trips, destination changes, trip frequency and mode choice.
Who gains and who bears costs? Assess central streets, neighbourhood access, public transport, walking, cycling, land use, noise and communities near the route.
What policies accompany construction? Check public transport, active-travel provision, parking and demand management, freight planning and land-use controls.

This framework follows the outcome categories used in the Amsterdam evaluation, the UK induced-demand evidence and integrated-planning assessments. It also prevents a common error: treating a reduction in congestion on one road as a reduction in all urban travel problems.

Why integrated land-use and transport planning matters

Road capacity is only one part of an urban mobility system. The UK Department for Transport’s 2025 assessment of integrated land-use and transport planning reports potential benefits from coordinating development and transport decisions, including shorter journeys, more active travel and better public-transport performance.

For a ring road, integration means deciding where housing, employment, schools, logistics sites and services will be located; protecting reliable public-transport corridors; designing safe crossings and walking and cycling connections; and managing parking and demand where additional road capacity would otherwise encourage more driving. The appropriate combination differs by city. The evidence supports integration as a planning principle, not one standard package that guarantees the same result everywhere.

Practical monitoring after opening

A ring road should be evaluated as a network project, not judged by a single traffic counter. Monitoring plans should include:

  • Travel times and reliability on the ring, central streets, feeder roads and interchange approaches.
  • Traffic volumes by time of day, including whether the peak spreads or shifts.
  • Origin-destination patterns showing whether through trips have moved around the centre.
  • Public-transport speeds and patronage on affected corridors.
  • Walking and cycling conditions where the route changes crossings or street design.
  • Changes in trip frequency, destination and mode where those data can be measured.
  • Development and land-use changes that may alter demand over several years.

Results should identify the city, route, opening date, study period and measurement method. A short-term improvement can be reported honestly without implying a permanent citywide solution.

The bottom line for urban construction decisions

Urban circular roads are most defensible when they address a clearly identified through-traffic movement, have enough connected capacity to avoid simply moving the queue, and form part of a wider transport and land-use plan. Amsterdam and Tokyo provide documented examples of local congestion mitigation and changed route patterns. They do not establish a common long-term effect size for every city.

Additional capacity can release useful time and reliability while also changing travel behaviour. The central question is not whether ring roads are always good or always ineffective. It is whether the proposed route solves a defined network problem, how its benefits and costs will be measured, and what complementary policies will prevent the next bottleneck from becoming the new centre of congestion.
