The machine excavates the face while hydraulic jacks push a string of sewer pipe behind it; guidance keeps the drive on its designed line and grade, and spoil is removed as the machine advances.
Because the jacked pipe can support the excavated opening and remain as the finished sewer, crews can install a new line beneath roads, railways, waterways, and developed sites without opening a continuous trench. The exact equipment, pipe design, and construction controls must be selected for the project’s soil, groundwater, geometry, and specifications.

What “trenchless tunnel boring” means in sewer work
For sewer projects, the term usually describes microtunneling, a pipe-jacking method. A steerable MTBM cuts the ground at the face, while a jacking frame pushes the machine and successive pipe sections forward from a launch shaft. Operators control the machine remotely from the surface rather than working inside the small excavation.

It is designed to withstand installation forces and can become the sewer conduit itself, so a separate carrier pipe is not automatically needed. The U.S. Environmental Protection Agency describes the method as combining a face-supporting excavation head, guidance for line and grade, pipe-jacking propulsion, and remote surface control (EPA, State of Technology for Rehabilitation of Wastewater Collection Systems).

Pipe jacking is the broader practice of advancing pipe while excavation proceeds. Microtunneling generally adds remote control, active guidance, and an arrangement that normally prevents worker entry into the machine or the small pipe. Specifications and regional practice use these terms differently, and there is no single diameter cutoff that applies everywhere. The equipment, access arrangement, and control system specified for the job are more useful definitions than a claimed universal size limit.
FHWA’s sample specifications and method overview provide the practical framework for the process (FHWA, Appendix C. Sample Trenchless Technology Specifications; FHWA, Reducing Pavement Cuts by Integrating Technology).
The equipment and work areas
Launch and reception shafts
A drive begins with a launch shaft at one end and a reception shaft at the other. Shafts provide access for the jacking frame, pipe, MTBM, guidance equipment, seals, and spoil-handling systems. Their depth and layout follow the sewer profile, existing utilities, groundwater conditions, and the space available for lifting and handling pipe.
The launch shaft receives the thrust structure and guides that establish the initial line and grade. The reception shaft is prepared to accept the machine after it completes the drive. Shaft support, dewatering, entry seals, traffic control, and protection of adjacent structures are part of the temporary works—not afterthoughts once boring starts.
Microtunnel boring machine
The MTBM has a cutting or excavation head matched to the anticipated ground. It must maintain a stable face while separating excavated material from the soil and groundwater entering the excavation. Steering cylinders or an articulated body let the operator make controlled corrections instead of relying on a fixed bore path.

Jacking frame and pipe string
Hydraulic jacks in the launch shaft apply thrust to the pipe string. A thrust wall or other reaction structure transfers that force into the ground. Each pipe section is coupled to the previous section, and the joints must transmit jacking loads without cracking, crushing, or losing watertightness. Lubrication placed around the pipe can lower skin friction and help control the force required to advance the string.
Guidance and control station
A guidance system, often laser-based in the specifications summarized by FHWA, measures the machine’s position against the design line and grade. Sensors and a remote control console allow the operator to steer, monitor face conditions, regulate jacking, and coordinate excavation and spoil removal without sending a worker into the machine.

Spoil and slurry handling
Excavated material must leave the face continuously enough to keep the excavation stable and the drive moving. Depending on the machine and ground, systems may use buckets, conveyors, vacuum equipment, or slurry-based conveyance. FHWA’s overview discusses these approaches in the context of tunneling methods; a project should not assume that every MTBM uses one standard spoil-removal arrangement.
How one sewer drive proceeds
- Investigate the alignment and ground. The owner and designer establish the sewer profile, drive limits, anticipated soil and groundwater, existing utilities, structures, obstructions, and access constraints. A geotechnical investigation is essential because no trenchless method suits every ground condition.
- Build and support the shafts. The contractor excavates and supports the launch and reception shafts, manages groundwater, installs safe access, and protects nearby assets. The shaft design must accommodate the jacking frame, pipe handling, seals, spoil equipment, and the final connection work.
- Set the jacking frame and guides. In the launch shaft, the frame and pipe guides are aligned to the designed centerline and invert. The thrust structure must be capable of resisting the planned jacking forces without unacceptable movement.
- Install and calibrate guidance. The laser or other guidance equipment is referenced to the design line and grade. The control system is checked before excavation so that position readings are meaningful from the first advance.
- Launch the MTBM. The machine passes through the shaft entry seal and begins cutting at the face. Face-support pressure, cutting action, and spoil removal are adjusted to the actual ground and groundwater encountered.
- Advance and steer. Hydraulic jacks push the MTBM and the pipe behind it. The operator compares the machine’s measured position with the design and makes small steering corrections. Stable face conditions and controlled advance reduce the chance of ground loss or surface movement.
- Complete a jacking cycle. When the available stroke is used, the jacks retract. Workers in the shaft place and couple another pipe segment, check the joint and thrust-transfer surfaces, and reset the jacks for the next push.
- Manage friction and loads. Lubrication may be injected around the pipe to reduce friction. Jacking pressure, machine thrust, steering corrections, and ground response are monitored so the pipe and joints remain within their allowable installation loads.
- Remove spoil and inspect conditions. Excavated material is conveyed away using the project’s selected system. Changes in material, groundwater inflow, pressure, torque, or jacking force are evaluated before the drive continues.
- Break through at the reception shaft. The MTBM enters the reception shaft, where it is recovered or handled according to the project plan. The installed pipe is then connected to manholes, existing sewers, or structures, and the shaft and surface are restored.
How the machine holds its path and controls the ground
Face support
The excavation face must remain stable under the expected combination of soil pressure and groundwater pressure. The excavation method and support medium are selected to prevent uncontrolled soil loss and excessive water inflow. FHWA sample specifications emphasize controlling water, preventing soil loss, and minimizing settlement (FHWA sample trenchless technology specifications).
Face pressure that is too low can allow ground to run into the machine and create settlement above. Pressure that is too high can heave the surface or drive slurry into surrounding ground. Operators therefore adjust excavation and support to observed conditions rather than applying one pressure value to every drive.

Guidance and steering
The guidance system reports horizontal and vertical position relative to the design. Steering is deliberately incremental: large corrections can increase joint loads, overcut the bore, or cause the pipe string to bear against the ground. Continuous position records also provide evidence that the installed sewer followed the specified alignment and grade.

Pipe, joints, jacks, thrust walls, and intermediate stations (where specified) form one load path. The pipe must resist temporary compressive forces during installation as well as its long-term earth, groundwater, traffic, and service loads. Lubrication, proper joint assembly, and controlled advance help prevent excessive friction and concentrated damage.
Settlement and surface-asset monitoring
Nearby roads, buildings, railways, buried utilities, and waterways may require baseline surveys and monitoring during the drive. Warning levels and response actions are set in the project controls. There is no universal settlement amount, production rate, or cost saving that can be promised for an unspecified project; outcomes vary with soil, groundwater, jacking forces, equipment, and crew skill.
Why the pipe design matters
A sewer pipe installed by jacking experiences forces that a pipe installed in an open trench may never see. The engineer checks the pipe wall, joints, seals, allowable compressive stress, buckling resistance, and load distribution during the push. The final design also considers burial depth, groundwater, external loads, corrosion environment, flow requirements, and connections at shafts or manholes.
ASTM International lists C1885-21, precast concrete pipe for pipe jacking, as a standard covering that product. ASTM also lists C1208/C1208M-18R22, vitrified clay pipe and joints for trenchless applications. These references illustrate available standards; they do not make either material automatically suitable. The engineer and owner’s specification determine the required material, joint system, design calculations, and applicable edition.

When microtunneling is a sensible option
Method selection starts with the project’s constraints rather than a preference for a particular machine. The design team normally weighs:
- Ground and groundwater: Can the proposed excavation and face-support system maintain stability in the expected soils and water pressures?
- Line, grade, and drive geometry: How tightly must the sewer follow the profile, how long is each drive, and what diameter is required?
- Surface sensitivity: Would an open trench disrupt a major road, railway, river, building, airport, or dense utility corridor?
- Obstructions and interfaces: Can the alignment avoid existing foundations, utilities, contaminated ground, or other obstacles, and can shafts be placed where needed?
- Pipe and joint capacity: Can the selected pipe safely carry temporary jacking loads as well as permanent service loads?
- Shaft and site logistics: Is there room for excavation support, cranes, pipe storage, spoil handling, traffic control, and dewatering?
- Spoil or slurry treatment: How will excavated material be conveyed, separated, stored, tested, and disposed of?
- Delivery capability: Are the required MTBM, guidance equipment, pipe, experienced crew, and maintenance support available for the drive?
FHWA stresses the importance of site investigation and notes that no trenchless method works for every situation (FHWA method overview). A geotechnical report, sewer hydraulic and structural design, utility information, and the owner’s specification should govern the final choice.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Construction controls that prevent common failures
Unexpected groundwater or running soil
Symptoms include rising inflow, unstable face conditions, rapid changes in spoil, or a sudden drop in measured face pressure. The response may involve adjusting the support system, slowing the advance, improving shaft dewatering, or revising the approved means-and-methods plan. Continuing at the same settings can enlarge the overcut and increase settlement risk.
High or erratic jacking forces
Increasing thrust can indicate friction, misalignment, inadequate lubrication, a damaged joint, a blocked face, or changing ground. The crew should verify guidance, inspect accessible joints and equipment, check lubrication delivery, and compare the readings with the pipe and jacking-force limits established by the design.

Loss of line or grade
Position drift can result from poor initial setup, a guidance reference problem, excessive steering, or uneven ground resistance. Corrections should be gradual and documented. If the installed tolerance cannot be recovered, the engineer and owner determine whether the drive can continue, requires a controlled intervention, or must be redesigned.

Surface movement or utility impact
Monitoring results that approach action levels require an immediate, preplanned response: pause or slow the drive, verify instruments, stabilize face conditions, and protect the affected asset. Utility records alone are not enough; potholing, survey control, and direct coordination with utility owners may be required before excavation reaches a crossing.
Shaft and entry problems
Entry seals, shaft support, and the thrust structure must be ready before the machine is launched. Leaks, shaft movement, or inadequate reaction capacity can compromise the drive before the MTBM reaches the ground. Shaft inspections and hold points should be tied to the project quality plan.
How to compare trenchless alternatives for a real project
A useful comparison is project-specific rather than a claim that one trenchless method always wins. Put each proposed method through the same questions:
| Comparison axis | Question for the design and construction team |
|---|---|
| Ground and groundwater | Can the excavation face be supported and water controlled across the full alignment? |
| Accuracy | Can the system achieve the specified line and grade over the planned drive length? |
| Pipe and joints | Will the product transfer installation loads without damage while meeting sewer service requirements? |
| Surface risk | What controls are available to limit settlement, heave, vibration, and utility or structure impacts? |
| Shaft footprint | Can launch and reception shafts, lifting, storage, traffic control, and dewatering fit the site? |
| Spoil management | What conveyance, separation, storage, testing, and disposal arrangements are practical? |
| Delivery resources | Are suitable equipment, pipe, specialist operators, maintenance, and contingency plans available? |
The answer may be different for each drive in the same sewer program. A short, shallow crossing with open access can have a different risk profile from a deep, long drive beneath a congested corridor.
What the owner should require in the project documents
Specifications should identify the design line and grade, allowable tolerances, geotechnical baseline information, groundwater assumptions, face-support requirements, pipe and joint standards, maximum jacking forces, lubrication and spoil-handling procedures, shaft and entry-seal details, monitoring points, hold points, emergency responses, and acceptance records. They should also state who may authorize changes when actual ground differs from the assumptions.
Because the FHWA material includes agency sample specifications with different dates and scopes, it should be treated as technical guidance rather than a single current national specification. Confirm the governing owner requirements, regulations, and ASTM edition for the contract.
Quick Recap
Key takeaways
- An MTBM excavates from a launch shaft while jacks push pipe behind it toward a reception shaft.
- Remote guidance controls line and grade; face support and spoil removal control the excavation and groundwater response.
- The jacked pipe can both support the tunnel and serve as the finished sewer, but it must be designed for temporary installation loads and permanent service loads.
- Successful work depends on geotechnical investigation, shaft and thrust design, pipe and joint capacity, lubrication, monitoring, and a response plan for changing conditions.
- Method selection is a site-specific engineering decision governed by ground, groundwater, geometry, surface assets, logistics, equipment, and the owner’s specifications.
