Waterproofing a concrete water tank base is a system detail, not simply a matter of painting the floor. On sound, stable concrete, use a lining that the manufacturer specifies for water-retaining structures. Treat the base-to-wall construction joint, movement joints, cracks and penetrations as separate waterproofing details. If the concrete is settling, moving or structurally cracked, a rigid coating alone is not a reliable repair.
Start by establishing whether you mean the tank’s internal floor, the base-to-wall joint, or the exterior underside of the slab. The correct product, preparation and repair depend on that distinction. For drinking-water storage, also verify approval for the exact product formulation and the market in which the tank will operate.

What “waterproofing the tank base” can mean
The word base is used for several different areas of a tank. Identify the work area before selecting a product or method.
Internal tank floor
This is the water-contact surface inside the tank. A cementitious lining may be suitable when the concrete is sound and stable and the product is specified for reservoirs, water tanks or other water-retaining structures. The lining must be compatible with the intended water service and applied exactly as directed in the current local product data sheet.

Base-to-wall construction joint
This joint is where the floor slab meets the tank wall. It is a common leakage path because it is a discontinuity in the concrete, and it needs a joint-sealing detail in addition to any floor coating. Depending on the joint design and access, a system may use a cast-in waterstop, a post-applied joint tape or an injection hose.
Movement or expansion joint
A joint that is designed to open, close or shear requires a waterstop or sealant system that can accommodate that movement. A product intended for a non-moving construction joint should not be substituted.
Exterior underside or perimeter
Waterproofing below or outside the tank addresses a different exposure from lining the water-contact side. The reviewed tank-lining guidance does not establish one product as suitable for every exterior base condition. The external water source, drainage, hydrostatic pressure and access must be assessed separately.
Check the concrete before choosing a lining
A rigid lining is appropriate only when the substrate is capable of remaining stable. Inspect the concrete and identify the leak path before buying materials.
Confirm structural stability
- Look for settlement, distortion, differential movement, displaced walls or a floor that is no longer bearing evenly.
- Map structural cracks and determine whether they are dormant or changing.
- Check whether water is entering through the slab, a joint, a crack, a penetration or the wall-to-floor interface.
- Determine whether the concrete is sound enough to receive a bonded lining. Delaminated, weak or friable areas must not be hidden under a coating.
Sika’s tank-system guidance limits rigid mortar linings to prepared concrete where cracking and structural settlement are not expected. That limitation is important: a coating can provide a water barrier, but it cannot restore a moving or unstable structure.

Separate surface porosity from joint leakage
Small areas of absorption or a generally porous surface point toward a surface-lining problem. A narrow, persistent leak at a straight line usually indicates a construction joint. A leak that opens, closes or reappears after movement requires a movement-capable detail. Treating all three conditions with the same coating often produces a short-lived repair.
Stop and obtain a structural assessment when needed
Do not proceed with a rigid lining as a stand-alone fix when there is active settlement, widening structural cracking, displaced concrete or an unexplained high-rate leak. The structure and the water path need to be resolved first; otherwise the new lining may crack or debond as the substrate moves.

Choose a water-retaining system, not a generic paint
Compare systems against the actual service conditions. The following questions should be answered in writing before purchase.
| Decision point | What to verify |
|---|---|
| Water contact | Whether the product is intended for immersion and water-retaining structures. |
| Drinking-water use | Current approval for the exact formulation, product version and country or market. |
| Substrate condition | Whether the lining is permitted on sound, stable concrete and what repairs are required first. |
| Joint behavior | Whether the detail is a non-moving construction joint or a movement joint, and whether the selected waterstop is designed for it. |
| Exposure location | Whether the work is on the internal water-contact face or an exterior, below-grade or underside surface. |
| Execution | The current local data sheet’s requirements for preparation, mixing, layer build, curing and commissioning. |
Example: SikaTop Seal-107
Sika identifies its two-component, polymer-modified cementitious SikaTop Seal-107 for drinking-water tanks, reservoirs and clearwells. Sika’s United States product information states potable-water approval. That statement should be treated as market-specific: the product name alone does not prove that every regional formulation or package carries the same approval.
Sika Canada describes NSF/ANSI Standard 61 approval as “special order only.” Before ordering, ask for the current data sheet, safety information and approval documentation for the exact product supplied to your project. Keep that documentation with the project records.

Rigid lining limits
A rigid cementitious lining is a surface barrier for a stable substrate. It is not a substitute for a flexible movement joint, structural crack repair or settlement correction. If the concrete is expected to crack or move, select a system designed for that behavior or correct the underlying construction issue before lining.

The floor coating and the joint system perform different jobs. Complete the joint design before treating the surrounding concrete as a continuous surface.
Non-moving cold construction joints
A cold construction joint that is intended to remain static can use a waterstop selected for that condition. ConSeal describes CS-235 for non-moving cold construction joints, including storage tanks, and states that it is NSF Standard 61 certified for drinking-water applications. The same manufacturer says CS-235 is not intended for expansion or moving joints. That limitation must remain attached to the product choice.
Movement joints
Use a waterstop, seal or joint system rated for the expected movement. A static-joint product can fail when the joint opens or shears. The joint width, movement range, continuity at corners and terminations, and compatibility with the lining all need to be checked against the manufacturer’s instructions.
Other joint-waterproofing options
Tank systems may combine suitably modified concrete with selected waterstops, post-applied joint tape or injection hoses. The appropriate option is project-specific. For example, an injection hose can be useful where a designed route is needed for later remedial injection, while a post-applied tape may suit an accessible existing joint. Do not select one solely because it is convenient to install.

Corners, penetrations and terminations
Inside corners, pipe penetrations, sleeves, drains and the ends of waterstops need continuity. A lining that is carefully applied across the middle of the floor can still leak where it terminates at a fitting or turns through a corner. Follow the selected system’s detail drawings rather than improvising a coating-only transition.
Step-by-step workflow for a sound internal tank base
The sequence below is a practical framework. Product-specific dimensions, waiting periods and acceptance criteria must come from the current data sheet for the exact material and site.
- Define the service. Record whether the tank will hold drinking water, process water, fire water or another liquid; whether the work is internal or external; and whether the tank will remain in service during the work.
- Empty and make the area safe. Isolate inflows, remove stored water and control access. Provide ventilation and a safe method for working in a confined tank. The coating cannot be inspected properly while the substrate is wet with uncontrolled inflow.
- Survey and mark leak paths. Photograph the floor, wall-to-floor joint, cracks, penetrations and previous repairs. Mark each location on a plan so that the joint treatment and final inspection can be verified.
- Confirm stability. Resolve evidence of settlement, movement or structural cracking before choosing a rigid lining. A surface system should not be used to conceal an unresolved structural defect.
- Remove unsound material. Prepare the concrete as the product data sheet requires. The receiving surface must be sound, clean and free of contamination that would prevent adhesion. Remove loose coatings and weak repairs rather than burying them beneath the new lining.
- Repair the substrate as specified. Fill or rebuild defective areas with materials compatible with the selected lining. Crack treatment depends on whether a crack is dormant, leaking or moving; do not apply the same repair detail to every crack.
- Install or repair joint details. Treat the base-to-wall construction joint and other joints with the specified waterstop, tape, seal or injection system. Verify that the chosen detail matches the joint’s movement category and potable-water requirements where applicable.
- Prepare the surface for the lining. Follow the manufacturer’s requirements for cleanliness, surface profile and moisture condition. Do not assume that a preparation method or dampness level suitable for one cementitious product is correct for another.
- Mix and apply the lining exactly as documented. Use the supplied components and mixing sequence, respect the stated working time, and build the system in the specified layers. Do not invent a thickness, dilution, additive or application interval. If the local data sheet differs from a general product page, the local document controls.
- Protect and cure the work. Keep the lining protected from damage, contamination, rapid drying and conditions prohibited by the data sheet. The required cure period and environmental limits vary by product and site.
- Inspect before commissioning. Check coverage, corners, terminations, repaired joints, pinholes, debonded areas and visible cracking. Record any defects and repair them using the approved system before the tank is returned to service.
- Commission according to the product instructions. Follow the current manufacturer’s requirements for final cure, cleaning, flushing, testing and refilling. There is no universal refill time that applies to every lining or water temperature.
Potable-water approval is not transferable by product name
For drinking-water storage, approval is part of the specification, not a marketing assumption. Verify all of the following:
- The exact product name and formulation, including any regional variant.
- The country or market in which the tank will be used.
- The current listing or certificate and its scope of use.
- Whether approval applies to the complete system or only to a particular component.
- Any special-order status, batch documentation or conditions stated by the manufacturer.
- The cleaning, curing and commissioning instructions required before water is introduced.
Sika’s United States and Canadian information illustrates why this check matters: one page states potable-water approval, while the Canadian information describes NSF/ANSI Standard 61 approval as special order only. Obtain the applicable documentation before materials are delivered, not after the tank has been coated.
Common failure modes and the correct response
The coating peels or sounds hollow
This usually indicates a substrate or application problem: weak concrete, contamination, unsuitable moisture condition, poor mixing or a layer applied outside the product’s limits. Remove unsound material, determine why adhesion failed and repair with the approved system. Adding another coat over a debonded layer does not restore the bond.

Water returns along the base-to-wall line
The floor lining has not solved the joint detail. Investigate whether the joint is static or moving, then install or repair the appropriate waterstop, tape, seal or injection arrangement. A coating bridge across the joint is not a substitute for a joint system.
A crack reopens through the lining
Reopening indicates movement or an inadequately treated crack. Determine whether the movement is structural, thermal or joint-related. A rigid lining should not be expected to remain intact over a moving defect.
Efflorescence or damp patches remain
Moisture may be arriving through a different path, such as a penetration, external hydrostatic pressure or an unsealed joint. Trace the path instead of repeatedly adding surface coats. Internal lining guidance does not by itself establish an exterior drainage or below-slab solution.
The product was selected without potable approval
Do not place the tank into drinking-water service until the exact product and system have been verified for that market. If documentation cannot be obtained, stop and specify a product with suitable, current approval.
The tank was refilled too soon
Premature filling can interfere with cure and commissioning. Follow the exact product data sheet for cure, cleaning, testing and refill conditions; do not use a generic number taken from another coating.
Records that make the waterproofing defensible
Keep a concise installation file with the tank drawings, joint classification, product batch numbers, approval documents, substrate repairs, environmental conditions, mixing records, application dates, inspection photographs and commissioning sign-off. These records help distinguish a lining defect from later structural movement or a new leak path.
When to bring in specialist help
Obtain specialist assessment when the tank has active structural movement, recurring leaks after repair, inaccessible joints, contaminated water, uncertain construction history or a requirement for regulated drinking-water service. The specialist’s role is to identify the water path, classify the joint or crack and select a compatible system; it is not simply to apply more coating.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsFor a stable internal base, the dependable approach is therefore layered: verify the concrete, select a water-retaining lining, detail every joint for its actual movement, confirm potable-water approval where required, and execute the current local instructions without inventing thicknesses or cure times.
