How to Walk Safely Through Roadworks and Temporary Pedestrian Detours

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Follow the temporary pedestrian signs, stay behind barriers, and use the designated crossing or walkway. Never enter the work area or step into moving traffic to bypass a closure. If the route is missing, unclear, inaccessible, or appears dangerous, stop at a safe place and contact the road or works authority using any site contact shown.

What to do when a pavement is closed

A pavement (footway or sidewalk) closure means the normal route is unavailable; it does not mean pedestrians should walk through the construction site, squeeze past machinery, or continue along the carriageway. Barriers identify the closed area, while temporary signs show where pedestrians are expected to go. The Department for Transport (DfT) describes the purpose directly: “Barriers are used to mark the boundaries of an area of the highway closed to vehicular and pedestrian traffic.”

  1. Stop before the barrier. Read every temporary sign, including arrows, crossing symbols and any additional plate explaining the closure.
  2. Find the continuous signed route. It may remain on the same side behind a protected walkway, or it may lead to a crossing and continue on the other side.
  3. Stay within the route. Do not move cones, climb barriers, walk through gaps, or take a shortcut between work vehicles.
  4. Use the indicated crossing. Cross only where the temporary layout directs you or where a clearly suitable, safe crossing is available.
  5. Recheck signs as the work changes. A route that was correct yesterday may be altered when the next phase of work begins.

The exact arrangement depends on the site. Do not assume that every closure requires crossing the road, or that you should always remain on the original side. Follow the signs installed for the current phase of work.

How a temporary pedestrian detour should work

A properly arranged detour preserves the useful qualities of the original route as far as the construction and traffic conditions allow. Guidance from Transport for London (TfL), the Federal Highway Administration (FHWA), Texas Department of Transportation (TxDOT) and Caltrans consistently emphasizes continuity, accessibility, clear identification and separation from hazards.

Possible arrangement What to look for Decision for the pedestrian
Existing side remains open A protected, unobstructed footway past the works, with signs and barriers separating people from the operation Stay on the signed path; do not enter the work area even if it appears quiet
Protected temporary walkway A temporary surface or walkway with a continuous edge, adequate room to pass, and separation from vehicles and equipment Use the complete walkway and follow its entrance and exit signs
Detour to the opposite side Advance signs before the decision point, a suitable crossing, and a clearly signed route after crossing Cross at the indicated location, then continue along the marked route
Route around a larger closure A longer path that remains continuous and avoids traffic and construction hazards Allow extra time; do not shorten it by crossing outside the signed location

TfL’s handbook states, “In all situations, an alternative diversion route needs to be identified.” Its guidance is for work on the Transport for London Road Network, not a universal rule for every street. Similar principles appear in US practitioner guidance, but local standards and legal duties differ.

Step-by-step: navigating the detour

1. Approach slowly and read the whole layout

Reduce your pace before the first barrier. Look for a pedestrian symbol, directional arrow, “footway closed” message, crossing indication, or a sign explaining that a crossing facility is temporarily out of use. Temporary signs can be placed before the point where you must choose a direction; do not walk past that decision point before working out where the route goes.

At night or in poor weather, pause where you are visible to approaching road users but outside the work area. Use the signs and physical barriers rather than relying on a view through the site. A quiet-looking excavation can still contain open trenches, uneven ground, reversing vehicles or materials that are not obvious from the pavement edge.

2. Identify the route entrance and its boundaries

Follow the pedestrian signs to the actual entrance of the diversion. A cone line or barrier may guide you around a temporary obstruction, but it is not permission to pass on the work side of that line. Keep your body and belongings inside the marked pedestrian space, including when waiting for a crossing.

If the route appears to disappear, retrace your steps to the last clear sign. Search for a second sign on the opposite side of a junction or at the end of a barrier line, but do not enter an unmarked lane or roadway while searching.

3. Walk at the pace the surface allows

Check for loose gravel, mud, standing water, raised edges, temporary plates, cables, abrupt level changes and slippery materials. Keep your eyes ahead rather than assuming the surface is equivalent to the original pavement. Hold a handrail where one is provided, and leave enough room for another person to pass without stepping outside the route.

Where a temporary walkway crosses a verge, TfL guidance calls for a temporary covering or compacted granular material suitable for pedestrians, with particular consideration for wheelchair users, visually impaired people and people with restricted mobility. This is TfL guidance, not a promise that every site has met it; report a surface that is unstable, impassable or hazardous.

4. Cross only at the indicated location

A detour may lead to an intersection corner, an existing crosswalk, a temporary crossing or another location judged suitable for the work layout. TxDOT guidance favors these kinds of safe crossing locations and says signs should appear in advance so pedestrians can make an informed decision before reaching the crossing.

At the crossing, obey the current signal, stop line and any temporary control. Watch for turning vehicles even when you have a pedestrian signal. Construction vehicles may have restricted visibility, and a driver may be concentrating on a temporary lane arrangement. If the crossing is blocked, closed or directs you toward moving traffic, do not improvise; return to a safe point and seek the works contact or road authority.

5. Continue until the detour rejoins a normal route

Temporary routes can include more than one turn. Keep following the signs until you reach the point where the normal footway resumes or another clearly marked pedestrian route begins. Do not leave the detour early through a vehicle entrance, driveway or gap in the fencing.

Accessibility checks before and during the walk

People with disabilities must be considered while construction is taking place, not only when the permanent facility is finished. FHWA’s Applying the Americans with Disabilities Act in Work Zones: A Practitioners Guide explains the US approach: temporary traffic-control plans should address pedestrian needs, including those of people with disabilities, maintain the existing path where possible, or provide an alternative when closure is necessary.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

From a pedestrian’s viewpoint, check the following:

  • Continuity: the route has no unexplained gap, dead end or forced step into traffic.
  • Surface: the walking surface is firm enough for the people using it and free from obvious slip and trip hazards.
  • Level transitions: ramps or other transitions connect the route without an abrupt edge that prevents a wheelchair, pushchair or wheeled aid from passing.
  • Passing space: the route is not narrowed by signs, barriers, stored materials or parked vehicles so that people must leave it to pass.
  • Detectable guidance: tactile or otherwise detectable features are present where the applicable local design requires them, especially near crossings and changes in direction.
  • Separation: fencing, barriers or a clearly defined edge keeps pedestrians away from excavations, work vehicles, equipment and live traffic.
  • Visibility: signs, crossings and changes in direction can be seen in the conditions in which the route is used.

No single width, slope or tactile specification applies worldwide. Those details come from the governing jurisdiction and the site’s approved design. If a wheelchair user, person with limited mobility, blind or partially sighted person, or anyone pushing a child cannot use the signed route, do not attempt a hazardous workaround. Stop in a safe location and contact the responsible authority or works contact shown on the site.

What to do if the signs are missing or confusing

When the route simply stops

Do not continue into the gap. Go back to the last point where the route was clearly marked and inspect the other side of the junction or barrier line from a safe position. If there is still no clear continuation, contact the road or works authority. Some UK roadworks signs may provide a telephone number for the responsible traffic authority.

When the only apparent option is the carriageway

Remain behind the barrier. A closed footway is not an instruction to walk in moving traffic. Look for an advance sign directing you to a crossing or an alternative side of the street. If the arrangement appears to funnel people into traffic, treat it as a hazard and report it rather than making your own crossing.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When a crossing is closed

A temporary sign may indicate that a crossing facility is out of use. Follow the replacement route shown by the signs. Never cross at the closed facility just because the road looks clear; the closure may reflect changed signals, visibility, lane movements or work vehicles.

When the route is technically signed but unusable

Examples include deep mud, standing water, a ramp too steep for the person using it, a barrier that leaves no passing room, or equipment occupying the walkway. Photographing the problem is optional, but do not stand in the roadway to do so. Move to a safe place, note the location and contact the authority or contractor through the displayed number. The appropriate reporting process varies by jurisdiction, and there is no single universal contact procedure.

How responsibilities differ by location

England, Scotland and Wales

The DfT page Signs for road works and temporary situations, updated 5 December 2023, applies to England, Scotland and Wales. It explains that barriers mark areas closed to vehicular and pedestrian traffic, cones can mark routes through or past temporary obstructions, and signs identify temporary pedestrian routes. Its descriptions help you interpret UK signage, but the signs actually installed at the worksite control your immediate route.

TfL’s Temporary Traffic Management Handbook is more specific: it applies to work on the Transport for London Road Network. It asks designers to keep an alternative diversion as close as possible to the original “desire line,” make it accessible and reasonable for people with mobility impairments, examine the surface for slip and trip hazards, and provide a suitable temporary surface where a route crosses a verge.

United States

FHWA’s 2012 practitioner guide addresses applying the Americans with Disabilities Act in work zones. It is useful guidance for temporary traffic-control planning, but it is not a substitute for current legal advice, state requirements or the standards adopted by the agency responsible for the road.

TxDOT’s pedestrian-accommodation guidance says affected routes should be adequate and accessible, clearly identified, continuous and free from hazards. It also calls for advance signing before decision points and safe crossing locations when a route is moved across the street. These are Texas design instructions; they do not guarantee that every current site complies.

Caltrans’ construction manual instructs contractors to avoid conflicts between pedestrians and work vehicles, equipment, operations and passing traffic, and to provide a reasonably safe, convenient and accessible path that replicates the desirable characteristics of the existing route as nearly as practical. California requirements and enforcement are distinct from those in other states.

Proposals are not the same as current rules

A GOV.UK consultation about updating the safety-at-street-works and road-works code of practice discussed accessible routes, minimum footway widths, restricted-width lengths, temporary walkway standards and support for disabled and other vulnerable road users. Consultation material describes proposed changes, not final requirements. Treat it as such unless a later official publication confirms adoption.

Choosing between a longer detour and an unsafe shortcut

The safest route is the one that keeps you separated from hazards while remaining usable for the people who need it. Use these questions when two signed options or an apparent shortcut are available:

  • Does the option remain within a protected pedestrian space?
  • Is it continuous from the current sign to the destination?
  • How many road crossings does it require, and are they clearly indicated?
  • Is the surface firm, stable and free of obvious trip or slip hazards?
  • Does it provide enough room to pass without entering traffic or the work area?
  • Are signs placed before each decision point rather than after the turn?
  • Can the person using a wheelchair, mobility aid, pushchair or visual navigation support use it?

A route that adds several minutes is still preferable to an unprotected shortcut through a live lane, excavation or vehicle access. If neither signed option appears safe or accessible, stop and seek assistance rather than choosing an unsignposted path.

Practical advice for common situations

Walking with a wheelchair, mobility aid or pushchair

Approach the diversion early enough to assess the entrance. Check the transition at the kerb or ramp, the clear width around barriers and the surface beyond the first few metres. If the route cannot be used, remain in a safe area and call the displayed works or authority contact. Do not ask another pedestrian to move a barrier unless the site explicitly provides a movable, supervised arrangement.

Walking with a child

Keep the child on the side away from traffic and construction activity, hold hands near crossings and narrow walkways, and do not allow climbing on barriers or touching equipment. A child’s height can make temporary signs and vehicle movements harder to see, so pause at corners and entrances.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Walking with a visual impairment

Use tactile or detectable guidance where provided and listen for vehicle movements at crossings and work entrances. Temporary barriers can alter familiar landmarks. If the route is not detectable or has an unexpected obstruction, ask for assistance from a safe position or contact the responsible authority instead of entering an unmarked area.

Walking at night or in poor weather

Allow more time to read signs and identify surface changes. Wet boards, compacted aggregate, mud and temporary metal plates can behave differently from the normal footway. Stay within the lit and protected route; do not step around a puddle into the traffic lane or excavation.

When a work vehicle approaches

Stop inside the pedestrian area and give the vehicle room. Never pass between a reversing vehicle and a barrier, and never assume the operator can see you. If the vehicle blocks the walkway, wait for a clear instruction or retreat to a safe point rather than walking around its front or rear.

What road authorities and contractors should provide

Although pedestrians cannot redesign a site, knowing the expected features helps identify a genuine problem. A workable temporary arrangement should:

  • identify the closure and the alternative route before the point where a decision is required;
  • keep pedestrians separated from excavations, machinery, work vehicles and passing traffic;
  • maintain a continuous route or provide a clearly connected alternative;
  • preserve accessibility for people with disabilities and others with restricted mobility;
  • use a stable, reasonably slip-resistant surface and address trip hazards;
  • provide a safe, clearly indicated crossing when the route changes sides;
  • be inspected and adjusted as construction phases alter the street.

These principles recur across the cited UK and US guidance, but the legal duty, design detail and inspection process belong to the relevant road authority and jurisdiction.

When to stop and report

Stop before entering the hazard if any of these conditions applies:

  • the signs point in conflicting directions or end without a route;
  • the barrier line leaves no safe pedestrian space;
  • the alternative requires walking in moving traffic without a clearly arranged crossing;
  • the surface is unstable, flooded, deeply muddy or obstructed;
  • the route cannot be used by the person travelling because of a missing ramp, excessive level change or insufficient passing space;
  • a crossing shown on a sign is closed, occupied or controlled in a way that does not match the instruction.

Move to the nearest safe waiting place, then use the telephone number or other contact displayed on the roadworks information. Give the street name, nearest junction, direction of travel and a precise description of the obstruction. If no contact is shown, report the issue to the responsible road or works authority through the locally available channel. Do not remain in the carriageway while making the report.

Key points to remember

  • Signs and barriers, not the apparent shortest line, define the pedestrian route.
  • Never enter a closed work area or use moving traffic as a footway.
  • Cross only at the signed or otherwise clearly suitable location for the temporary layout.
  • Check continuity, surface condition, level changes, passing room and separation from hazards.
  • Accessibility applies during construction; a route that another pedestrian can use may still be unusable for a wheelchair user or someone with restricted mobility.
  • Detours change as work progresses, so read the current signs on every journey.
  • If the route is unclear or unsafe, stop in a safe place and contact the responsible authority or works contact.
