Verify two separate things before accepting a steel sustainability claim: the recycled-content percentage must be traceable to defined scrap inputs and production records, while an environmental product declaration (EPD) must be current, programme-registered, PCR-compliant and independently verified. Neither document replaces the other, and neither replaces the steel’s grade, conformity or heat/batch documentation.
What you are actually verifying
Recycled content is a material-input claim
A recycled-content statement answers a narrow question: what proportion of the purchased steel, by the stated calculation basis, came from recycled inputs? Ask whether the percentage is calculated by mass or another basis, and require the supplier to separate pre-consumer scrap from post-consumer scrap. “Recycled steel” without a percentage, basis and product scope is not an auditable claim.

The claim must apply to the steel you are buying, not merely to a company-wide average or a different product family. The relevant scope includes the grade, product form, production facility, manufacturing route and period covered by the calculation. A section, plate, bar or rebar made at one facility cannot automatically inherit a percentage published for another product or mill.
An EPD is an independently checked life-cycle disclosure
An EPD reports environmental impacts calculated through a life-cycle assessment (LCA) under specified programme rules and a product category rule (PCR). It should identify the EPD programme, PCR and version, LCA method, declared unit, system boundaries, life-cycle modules, verifier and validity dates. It is evidence about the environmental performance of the declared product and scope; it is not a certificate of mechanical performance or a substitute for conformity documents.

Why the claims must be checked separately
Scrap input affects an LCA, but an EPD does not by itself prove the recycled-content percentage for every shipment. Conversely, a recycled-content declaration does not disclose all the impact categories, boundaries or life-cycle stages covered by an EPD. Keep both evidence trails and reconcile them to the same product and plant.
The evidence package to request from a steel supplier
Make the request part of the tender or purchase order. The following package gives you enough information to test identity, validity, recycled content and environmental comparability.

Retain the PDF, registry capture or record reference, supplier correspondence and mill records with the purchase file. A marketing page without the underlying declaration and traceability documents is not an equivalent evidence package.

Seven-step verification workflow
1. Define the exact product before reviewing claims
- Record the steel grade and required conformity standard.
- Specify dimensions, finish and product form, such as section, plate, bar or rebar.
- Identify the proposed production facility and manufacturing route if known.
- State the quantity, delivery period and any project-specific environmental requirement.
This definition prevents a broad corporate claim or an EPD for a different form of steel from being applied silently to your order.
2. Request the complete evidence package
Ask for the current EPD PDF and its programme-register record, declaration number, issue and expiry dates, applicable PCR and version, verifier statement, recycled-content calculation or declaration, and mill certificate or heat/batch traceability. Require the supplier to identify which documents apply to the quoted product, plant and production period.
3. Verify the programme and PCR
ISO 14025:2026 specifies principles and requirements for EPD programmes and associated EPDs and points to ISO 14040 and ISO 14044 LCA methods. Confirm that the document names a programme operator and identifies the PCR used for the product.

For construction products, check the applicable EN 15804 framework. AENOR lists UNE 36904-1:2018 for basic steel structural products and UNE 36904-2:2018 for processed products. The correct rule depends on what is being purchased, so do not assume that a PCR for a basic product covers a processed product or fabrication service.
4. Check independent verification
EPD Central describes the test this way: “EPD verification under ISO 14025 checks the LCA and the finished declaration against the applicable PCR and program rules.” Look for the verifier’s name, the verification date or statement and the programme’s prescribed wording.
Do not treat an unsupported marketing page as an EPD. An ISO 14021 self-declaration is a different evidence level and does not automatically receive outside review. If the supplier offers only a self-declared recycled-content statement, record it as such rather than calling it independently verified EPD evidence.
5. Reconcile the recycled-content percentage
Ask for the percentage and its basis, then require separate pre-consumer and post-consumer shares. The Joint Research Centre study notes that steel EPDs report these scrap inputs; use that information as a cross-check, not as permission to assume that every product from the producer has the same composition.
Match the calculation to the product, plant, period and manufacturing route described in the EPD and procurement documents. If the EPD covers a facility average but the supplier claims a batch-specific percentage, obtain the batch or heat records supporting the more specific claim. If the calculation boundary changes between documents, ask the supplier to explain the difference before accepting the number.

Use the issuing programme’s register, not only the date printed on a downloaded PDF. Confirm the declaration number, issue date and expiry date. AENOR’s active-declarations register exposes these fields and shows that steel declarations remain in force only until their stated expiry.

Then compare the register and EPD with the offer: product description, grade or family, plant, production route, declared unit and covered modules must align. A current declaration for another mill is still the wrong declaration.
7. Compare only like with like
Before comparing impact results, align the declared unit, PCR version, product function or scope, system boundary and life-cycle modules. Also compare the same impact indicators and distinguish mandatory declared information from optional information. If one document reports a cradle-to-gate result and another includes additional life-cycle stages, the numbers are not a fair ranking.
How to read the critical sections of an EPD
Programme identification and declaration metadata
At the front of the EPD, locate the programme operator, declaration number, publication or issue date, expiry date, manufacturer, product name and production site. These fields establish which document you are looking at and whether it is still valid. A PDF copied from an old tender folder is not current merely because its layout looks official.
PCR, version and product scope
The PCR controls the modelling choices and reporting format for the product category. Record its exact title and version. A change of PCR can alter boundaries, assumptions or impact presentation, so results from different versions should not be placed in a simple league table without a documented comparability limitation.
Declared unit
The declared unit is the reference quantity for every result. It may be a mass of steel or another stated quantity. A registered hot-rolled-plate example reports results per one tonne under EN 15804+A2 modules, illustrating why unit alignment matters. Do not compare a result per tonne with one per square metre, metre or finished component unless you have a transparent, justified conversion and equivalent product function.
LCA method and assumptions
Check the identified ISO 14040 and ISO 14044 LCA methods or other method references, data period, electricity assumptions, transport assumptions and allocation rules where reported. These details explain why two apparently similar products can produce different results. They also show whether the EPD reflects a specific plant or an average across facilities.

System boundary and modules
Identify which life-cycle modules are included: product-stage modules, construction process, use, end of life or benefits and loads beyond the system boundary. An EPD that reports only product-stage information cannot be compared directly with one that includes later modules. Record whether each result is declared, optional or presented as additional information.
Impact-results tables
Read the unit, module and indicator labels together. Compare the same indicator, in the same unit, for the same module set and declared unit. Do not select a favourable value from one EPD’s optional table and compare it with mandatory declared information from another. Preserve the EPD’s qualifiers when copying values into a project comparison sheet.
Verification statement
The statement should identify independent verification under the programme rules and the applicable PCR. It is evidence that the calculation and finished declaration were reviewed against those rules; it is not a guarantee that the steel meets your specified grade or structural design requirements.
How to audit a recycled-content claim
Start with the calculation basis
Write the claimed percentage exactly as supplied, including whether it is mass-based or uses another basis. Record the denominator: finished steel, a product family, a plant output or another defined quantity. A percentage without a denominator cannot be tested.
Separate pre-consumer and post-consumer scrap
Require two figures where available. Pre-consumer scrap is material diverted from a manufacturing process before reaching a consumer; post-consumer scrap has completed its intended use. The categories have different interpretations in many procurement schemes, so do not merge them into a single “recycled” figure without preserving the split.

Ask which production months, heats, batches or annual average support the number. Match that period to the delivery and to the EPD’s data period. If the supplier changes route, furnace mix, scrap supply or site, request an updated calculation or an explanation of why the original percentage remains applicable.

Use records that can be reconciled
- Supplier recycled-content declaration with calculation basis and scope.
- Mill or plant records identifying input scrap categories and quantities.
- Heat or batch numbers linking the input record to the delivered product.
- Production-route and facility information matching the EPD.
- Any mass-balance or allocation explanation used to assign scrap to the product.
Do not infer recycled content from the steel’s appearance, country of origin, furnace label or a generic statement that the mill uses scrap. Those facts may be relevant context but do not establish the percentage for your purchase.

A practical comparison sequence
- Place the two declaration numbers, programme names, issue dates and expiry dates side by side.
- Highlight product form, plant, route, PCR version and declared unit.
- Mark the exact modules and indicators available in both documents.
- Exclude any result that lacks a matching unit, module or indicator.
- Compare the remaining values with their qualifications attached.
- Report non-comparability explicitly rather than ranking one product by default.
If the documents do not align, you can still use each EPD for project-specific disclosure or specification, but you should not present their impact numbers as a like-for-like performance contest.
What an EPD does not prove
- Mechanical properties: Yield strength, tensile strength, toughness, ductility and weldability require the applicable product standard and test evidence.
- Grade and conformity: Require the mill certificate, conformity declaration and test results specified by the project.
- Shipment identity: Confirm heat or batch numbers, dimensions, finish and quantity on delivery.
- Every product from a producer: An EPD is limited to its named product, plant, route, data and validity period.
- A universal recycled-content percentage: The percentage must be tied to its stated calculation boundary and period.
- Project-wide environmental superiority: Different boundaries, PCRs or declared units can reverse an apparent ranking.
Common red flags and corrective actions

Put the checks into your procurement process
Before tender or quotation
- Define the required product form, grade, quantity, plant or acceptable production scope.
- State whether recycled content must be reported by total, pre-consumer and post-consumer shares.
- Specify that the EPD must name a programme, PCR and version, independent verifier, declared unit, boundaries, modules and validity dates.
- Require the supplier to provide the registry record and supporting mill or batch documentation with the quotation.
At technical review
- Check that the EPD and recycled-content documents describe the same product and facility.
- Record all dates and declaration numbers in the tender evaluation file.
- Use a comparison table only after PCR, unit, boundary and module alignment is confirmed.
- Escalate discrepancies to the supplier rather than filling gaps with assumptions.
Before award
Repeat the register check immediately before award because declarations can expire and programme records or PCRs can change. Make acceptance conditional on delivery of the identified product and its traceability records.
At delivery and closeout
- Match heat or batch numbers and mill certificates to the delivered steel.
- Confirm that substitutions have not changed the plant, route, product form or EPD scope.
- Store the accepted EPD, registry record, recycled-content evidence and conformity documents together.
- Record any limitation, such as a plant-average recycled-content figure or non-comparable EPD, in the project sustainability file.
A simple decision example
Imagine receiving one EPD for hot-rolled plate and another for a processed steel product. Even if both suppliers advertise high recycled content, you cannot rank their impact results immediately. First determine whether each declaration uses the applicable steel PCR, whether the product functions and plants match the purchase, and whether both report per the same declared unit and EN 15804 modules. The hot-rolled-plate example reported per one tonne under EN 15804+A2 modules demonstrates the type of reference that must be aligned. If the second declaration uses a different unit, PCR version or boundary, record the environmental data separately instead of converting it into a misleading single score.
For the recycled-content decision, request each supplier’s pre-consumer and post-consumer shares and the records supporting the specific product, plant and period. A supplier may have a valid EPD and still fail to substantiate the percentage claimed for the offered batch; the two reviews lead to different procurement decisions.
