Before paying a deposit or registering a Chennai apartment, verify three separate things: whether the building was permitted, whether the completed structure has the certificate required for its category and period, and whether the seller can transfer the specific land, flat and undivided interest described in the sale documents. No single approval, online listing or encumbrance certificate answers all three questions.
Use the process below as a document cross-check. Planning permission is not a title opinion, and an encumbrance certificate (EC) is only one part of title review. For a missing link, conflicting area or undivided-share figure, suspected deviation or disputed ownership, have a qualified Tamil Nadu property lawyer examine the original records before you commit money.

What you are actually verifying
Apartment transactions combine records issued by different authorities. Keep the questions separate so that one document is not treated as proof of something it was never designed to establish.

| Question | Records to request | What the record can and cannot establish |
|---|---|---|
| Was this project permitted to be planned and built? | Planning permission, local-body building permit, sanctioned plan and approved revisions | Shows the permission route and approved scope. It does not prove the applicant owns the land or can sell the flat. |
| Does the completed building correspond to the approved project? | Completion certificate or other applicable completion/occupancy record, as-built drawings and required clearances | Helps establish completion under the applicable process. The exact certificate and requirements depend on building category, authority and period. |
| Can this seller transfer this apartment? | Registered sale deeds and prior title documents, apartment deed and floor plan, declaration and supporting records | Shows the claimed title chain and unit particulars. A permit or tax receipt is not a title determination. |
| What registered transactions or interests appear against the property? | EC obtained through TNREGINET for the correct property and period | Provides a registered-document search result. It is not a guarantee that every claim, defect or unregistered arrangement is absent. |
Use the same property identity in every search: complete address, survey or town-survey particulars where available, project and tower, flat number, floor, seller’s name and registration details. A mismatch in identity can make an apparently clean record irrelevant to the apartment you are buying.

Step 1: Establish the competent authority and the property’s identity
Start by asking the seller or developer for the complete approval file, not just a brochure or a single approval letter. Request the planning permission, building permit, sanctioned plan, every approved revision, and the completion certificate or applicable occupancy/completion record.
Confirm whether GCC or CMDA is the relevant route
Greater Chennai Corporation (GCC) publishes a permit route for specified building categories. Its guidance directs applications for other buildings to the Chennai Metropolitan Development Authority (CMDA) for planning permission. Therefore, do not assume that every Chennai apartment follows the same approval path. Confirm the project’s location, building category and the competent authority that handled the application. Procedures and portal labels can change, so check the authority’s current instructions for a live transaction.
Create a property-identity sheet
Write the following details exactly as they appear on the records:
- Survey number, sub-division, town-survey number or other land identifier.
- Door number, street, village, taluk, district and postal address.
- Project name, tower or block, flat number, floor and phase.
- Seller’s full legal name and the document numbers and dates of the seller’s deeds.
- Promised carpet area, built-up or saleable area, and the undivided share or interest in the land.
Use this sheet when requesting records and when comparing documents. Marketing names, door numbers and flat labels can change between a launch brochure and a registered deed; the land identifiers and registration particulars are the stronger cross-check.
Step 2: Separate planning permission from building approval
Planning permission and local-body building approval are related but distinct. A CMDA planning-permission document expressly cautions that planning permission is not final and directs the applicant to obtain building approval from the concerned local body before beginning construction. Ask for both records wherever both apply, along with the sanctioned plan to which they refer.

Check the permission itself
For each permission or permit, compare:
- Permission or permit number and date.
- Applicant or owner name and the stated site particulars.
- Permitted use, number of floors, blocks, dwelling units and any special conditions.
- Sanctioned plan sheets, plan revision numbers and the authority’s stamps or digital authentication.
- Any later amendment, revised plan, regularisation document or condition-compliance record supplied by the authority.
Do not treat a planning-permission letter as evidence that the applicant owns the property. CMDA’s own wording is explicit: “Issuance of Planning Permission by CMDA under the statutory provisions does not confirm any ownership or title over the property.” The same document advises an acquiring party to independently ensure the applicant’s ownership and right before acquiring the property.
Compare the sanctioned plan with the building and flat
Obtain the approved plan and, where available, the as-built drawing. Compare the tower and floor count, flat number, internal layout, use of rooms, balconies, parking, common areas, setbacks and access. Check whether the unit being sold appears in the plan and whether its stated area and boundaries are consistent.
Record any difference in floor, use, unit numbering, common-area allocation, terrace or parking. Do not decide from the document alone that a difference is “minor,” regularised or lawful. Ask the issuing authority or an independent professional to explain its effect before signing.
Step 3: Verify completion or occupancy evidence
People often use “occupancy certificate” as a general term for a move-in or completion record. Authorities may instead use “completion certificate,” and the terminology and required documents are not interchangeable for every building type or period. Identify the certificate actually issued for this project and building category.
Use the certificate, not just a search result
CMDA publishes a completion-certificate checklist for special buildings, group developments, multi-storeyed buildings and institutional buildings. The checklist refers to the completion-certificate application, local-body building permit, as-built drawing, photographs and applicable clearances. Its detailed filing guidance is dated 2015, so confirm current requirements with CMDA rather than treating that historical checklist as a universal present-day rule.

CMDA also publishes an issued-certificate list; the available search result showed entries from 2025. Use that list as a lookup aid, then obtain the actual issued certificate. Match the certificate number, project and address, block or building description, applicant and other identifying particulars. An online listing without the underlying certificate does not establish that the document belongs to your tower or that the as-built structure complies in every respect.
Check the as-built position
Compare the completion record and as-built drawing with the sanctioned plan and the apartment you inspected. Look for extra floors, altered setbacks, enclosed common areas, changed access, unapproved use or a unit layout that is absent from the approved records. If a certificate refers only to a phase, block or specified structure, make sure it covers the tower and flat in your contract.
Step 4: Obtain and read the encumbrance certificate
TNREGINET’s user manual describes an online EC process: a registered user submits the application, pays online, the Sub-Registrar processes it, and the completed document is made available in the registered login. Follow the portal’s current instructions and retain the application, payment and delivered-document details.
Make the EC search fit the property
Check that the application uses the correct village, survey or town-survey particulars, subdivision and other search fields. Confirm that the period searched covers the relevant title history and that the result identifies the same land and registrations as the seller’s deeds. If the property has been re-surveyed, subdivided, amalgamated or converted into apartment units, ask a professional how older identifiers should be searched.
GCC’s published planning-permission checklist asks for a 13-year EC in that application context. That figure is not a universal legal requirement for every buyer’s title search. The appropriate period depends on the transaction and title history; a lawyer may require a longer chain or additional records.

Understand what an EC does not prove
An EC records registered transactions or interests captured by the relevant search. It does not by itself prove marketable title, confirm that every deed in the chain is valid, reveal every unregistered claim or establish planning compliance. Read it beside the original registered deeds, release or partition documents, court orders where relevant and the approval file.
Step 5: Cross-check the sale deed and apartment records
Read the seller’s registered deed and prior title documents for a continuous, intelligible chain. Names, parentage or entity details, land identifiers, boundaries, consideration, registration numbers and dates should make sense from one transfer to the next.
Compare unit particulars across records
Prepare a side-by-side comparison of:
| Particular | Records to compare | What to investigate if different |
|---|---|---|
| Flat number, tower and floor | Sale deed, apartment deed, floor plan, approved plan and completion record | Whether the labels refer to the same physical unit and approved block. |
| Area and boundaries | Agreement, registered deed, apartment deed, floor plan and sanctioned/as-built plans | Whether the difference is a measurement convention, correction or an unsupported alteration. |
| Undivided share or interest in land | Sale deed, apartment deed, declaration and prior conveyances | Whether the stated share matches the project structure and prior transfers. |
| Common areas, parking and appurtenant rights | Sale documents, declaration, approved plan and association records where supplied | Whether the promised right is legally conveyed or merely described in marketing material. |
The Tamil Nadu Apartment Ownership Act text addresses registration of a deed of apartment and floor plan and identifies unit and undivided-interest particulars. The 2024 rules’ declaration form calls for authenticated permits, the approved plan and a relevant completion certificate where applicable. Request those supporting records and compare them rather than relying on a declaration’s existence alone.
Use municipal tax records correctly
GCC revenue guidance lists a registered title deed, an approved building plan if obtained and, for a flat, a construction agreement among property-tax assessment documents. A tax assessment or paid-tax receipt can support an administrative record check, but it is not proof of ownership or planning compliance. Treat it as corroboration, not a substitute for title and approval documents.
How to resolve discrepancies before paying
Do not let a seller’s assurance close a material gap. Classify the discrepancy and obtain a written explanation supported by the issuing authority or a qualified professional.

Approval number or address does not match
Stop and verify whether the document covers a different phase, survey number, tower or neighboring parcel. Ask for the complete permission schedule and approved plan. Do not rely on a similar project name.
Flat, floor or area differs between documents
Check whether the difference results from renumbering, a revised plan, carpet-versus-built-up measurement or an actual change to the unit. Require the corrected registered document or authoritative clarification before registration.
Undivided share is inconsistent
Have a property lawyer recalculate and trace the share through the land conveyances, apartment declaration and proposed deed. Do not infer that a small numerical difference is harmless.
Completion record is missing or covers only part of the project
Ask which authority issued the applicable record, whether the project was completed in phases and whether the certificate covers the tower and unit. Confirm the current procedure with the authority; do not treat a portal list, possession letter or utility connection as an automatic substitute.
EC is clean but the title chain is incomplete
Obtain missing parent deeds, release deeds, partition records, powers of attorney and court or succession documents as applicable. A clean EC does not cure a break in ownership or prove that an unregistered claim is absent.
A practical Chennai apartment verification checklist
- Record the exact address, survey or town-survey particulars, project, tower, flat, floor and seller details.
- Identify the building category and confirm whether GCC, CMDA or another competent local authority handled each approval.
- Collect planning permission, local-body building permit, sanctioned plan and every approved revision.
- Match permission numbers, dates, applicant, site, permitted floors, use and unit layout to the property being sold.
- Obtain the actual completion certificate or applicable occupancy/completion record and the as-built drawing; verify its number and coverage.
- Apply for the EC through the current TNREGINET process using the correct property particulars and a period appropriate to the title history.
- Read the seller’s registered deed and prior title chain; compare names, land identifiers, boundaries and registration details.
- Compare flat number, floor, area, undivided share, parking and common-area rights across the sale deed, apartment deed, floor plan, declaration and project approvals.
- Use GCC tax or assessment records only as supporting administrative evidence.
- Give every unresolved mismatch to a qualified Tamil Nadu property lawyer before paying a non-refundable deposit or signing the final sale deed.
When professional title review is essential
Obtain independent legal review when the seller cannot provide originals or authenticated copies, the approval route is unclear, the project has multiple phases, the EC search uses changed land identifiers, a title deed is missing, the unit or undivided share differs, a deviation is visible, a power of attorney is involved, or ownership is inherited, partitioned or disputed. The lawyer should review the title chain and encumbrances together with planning and completion records; an approval-only check cannot answer the ownership question.
How to compare two apartments or projects
If you are choosing between properties, use the same evidence grid for each rather than ranking one certificate type as universally sufficient.

| Comparison axis | Questions to answer |
|---|---|
| Authority and route | Which competent authority handled planning and building approval, and does that route fit the location and building category? |
| Permission scope | Do the permission number, date, sanctioned-plan revisions, floors, units and use match the completed structure? |
| Completion status | Is the actual certificate available, and does it identify the correct project, tower and building? |
| Title chain | Can the seller’s ownership and right to transfer be traced through registered documents? |
| Apartment particulars | Are unit identity, area, boundaries and undivided share consistent across all records? |
| EC coverage | Does the EC search the correct property and a period suitable for that title history? |
A property with more papers is not automatically safer if the papers describe another survey number, phase or unit. Consistency and the ability to explain every gap matter more than the thickness of the file.
