Do not pay an agent, broker or intermediary because someone says your housing allotment is ready. First identify the exact scheme and location, find the record through the responsible government channel, match the record’s identifiers and status, and confirm any uncertainty with the authority that issued it. For India’s urban Pradhan Mantri Awas Yojana (PMAY-U and PMAY-U 2.0), this process can establish whether a name appears on an official beneficiary list or whether a document is only an application acknowledgement—not whether you personally qualify without the authority’s decision.
The procedure below is specific to PMAY-U. Do not apply its fee rule or portal process automatically to a state scheme, a rural housing programme, another country, or a private property transaction.

Start with the direct answer: verify the record, not the person asking for money
A genuine-looking letter, WhatsApp image or forwarded PDF is not proof of an allotment. The reliable sequence is:

- Use a government page to reach the official PMAY portal or the responsible state or urban local body (ULB). For PMAY-U, the Ministry of Housing and Urban Affairs (MoHUA) portal provides beneficiary search, including search by name.
- Compare the portal or dated official list with the document you received: scheme and vertical, locality and project, list date or version, name, identifier and status stage.
- Ask the issuing ministry, state department or ULB to resolve any mismatch and to state what the record actually means.
- Do not pay an alleged PMAY-U enrolment or registration fee to an intermediary. MoHUA’s 29th Central Sanctioning and Monitoring Committee minutes (27 December 2017) state: “Thus, no individual/agency/organization can collect any money/application fee from the beneficiary for enrolment under PMAY (U).”
Keep the official page, date checked, reference number and payment request in your records. Never give an unverified caller an OTP, password or more identity and bank information than the authority requires.

1. Identify exactly which housing scheme and jurisdiction is involved
“Housing list” is not a single national record. Ask the person who contacted you to provide the complete scheme name and the authority responsible for it. A claim that uses only “PMAY” leaves out information needed to verify it.
Record these details before opening a link
- Full scheme name: for example, Pradhan Mantri Awas Yojana–Urban (PMAY-U) or PMAY-U 2.0.
- State or Union territory and the district or city.
- Urban local body, development authority or other named implementing agency.
- Project, ward, colony or locality.
- Application, beneficiary, registration or reference number exactly as printed.
- The date and version of the list, letter or message.
- The person’s name as submitted, including spelling, initials and any local-language version.
PMAY-U 2.0 has four verticals. The relevant rules and records can differ, so identify which one the claim concerns:

If the caller will not identify the scheme, location or authority, stop the payment discussion. You cannot authenticate an unspecified claim.

Start from a government ministry, state department or ULB page that you locate independently. Search results, forwarded PDFs and social-media posts can copy a government scheme name while pointing to an unofficial page. A padlock or government-looking logo alone does not prove that a page is the responsible portal.
For PMAY-U and PMAY-U 2.0
- MoHUA’s PMAY-U service includes “Search Beneficiary” and “Search By Name.” Use the search that corresponds to your scheme and location.
- For PMAY-U 2.0, MoHUA describes a Unified Web Portal for applications. States, Union territories and ULBs validate applicants and scrutinize beneficiary lists, so the central portal and the local authority may each have a different role.
- Follow the portal’s current instructions for an application or reference number, name, locality and any verification field. Do not ask an agent to perform a search using your OTP.
Portal labels, contact details and lists can change. If a page is unavailable, obtain the current contact route from another official government page rather than accepting a replacement link sent by the person seeking payment.
3. Match every material field in the official record
Finding a similar name is only a lead. Compare the alleged letter or message with the official result field by field. A record from one city cannot authenticate an allotment in another city, even if the names match.

Save a copy of the result or dated list showing the URL and the date you checked it. If the portal permits printing or downloading, retain that version without editing the content.

4. Understand what each status stage does—and does not—prove
Housing records move through stages. Treating one stage as another is a common source of false certainty.
Application received
This shows that an application or data entry was submitted or recorded. It does not establish eligibility, selection, sanction, a specific dwelling or a handover date.
Eligibility validated
Under PMAY-U 2.0, States, Union territories and ULBs validate beneficiaries against the scheme’s eligibility criteria. Validation means the authority has assessed the submitted information against those rules; it is not automatically a unit allotment.
Provisional selection or beneficiary-list entry
A name on a dated list can show that the person appears in that list version for the named locality or project. Ask whether the list is provisional and what further scrutiny or documents remain.
Sanction
Sanction is an approval stage. Ask whether it is a central, project or individual sanction and what conditions must be met before assistance or a unit is released.
Allotment
An allotment should identify the responsible authority and the specific benefit or unit. Confirm the allotment number, project, terms, required documents and the official channel for any legitimate charge.
Handover or completion
A completed or delivered house is a later stage than selection or sanction. Do not treat a beneficiary-list entry as proof that possession is ready.

When a caller says “your name is approved,” ask which of these exact words appears in the official record. If the answer is vague, obtain written clarification from the authority.
5. Confirm uncertain information with the authority that issued the record
Use contact details obtained independently from MoHUA, the responsible state or Union territory department, the ULB or the official scheme portal. Do not use only the phone number in an unsolicited letter or message.
Questions to ask
- Does this application or reference number exist in your system?
- Which scheme and PMAY-U 2.0 vertical does it belong to?
- Which city, project or ULB is attached to it?
- Is the current stage application receipt, eligibility, provisional selection, sanction, allotment or handover?
- Is the list or letter dated and issued by your office? If not, which document is authoritative?
- Are any documents, inspections or corrections still required?
- Is there an official fee for this specific service, and where is it published? Who is authorized to collect it?
- What is the formal correction or grievance route, and is there a deadline for this case?
There is no single universal appeal deadline established for every PMAY-U case. Ask the authority for the deadline that applies to your project and keep the response with your records.
6. Treat payment requests as a separate verification question
MoHUA’s 29th Central Sanctioning and Monitoring Committee minutes, dated 27 December 2017, state that the Ministry had not authorized individuals or organizations to collect an application or registration fee for applying for PMAY-U houses. The minutes’ wording is explicit: “Thus, no individual/agency/organization can collect any money/application fee from the beneficiary for enrolment under PMAY (U).”
This is a scheme-specific warning about enrolment under PMAY-U. It is not a blanket statement that every possible government service or transaction is free, and it does not authorize an intermediary to collect money for you. If someone requests a payment, ask the responsible authority—using independently sourced contact details—whether that exact charge exists, its legal basis, the official receipt and the authorized payment channel.

- “Pay today or your name will be removed.”
- A fee described as registration, file opening, release, activation, clearance or “agent commission” for adding your name.
- Payment to a personal bank account, wallet, cash courier or a QR code supplied only by the caller.
- A demand for an OTP, banking password, card PIN or remote access to your phone.
- A promise that an intermediary can guarantee selection, sanction or a particular house.
- A request to keep the payment or conversation secret from the ULB or ministry.
Do not click a payment link while you are still establishing whether the record exists. A genuine record and a genuine payment, if any, are two separate things to verify.
7. Check how assistance is supposed to move in BLC cases
PMAY-U guidelines describe BLC central assistance as transferred electronically through the Public Financial Management System (PFMS), direct benefit transfer (DBT) or Aadhaar-based payment to beneficiary bank accounts. The guidelines also call for an electronic eligible-beneficiary list before individual construction or enhancement projects are sanctioned.

These provisions explain the intended mechanism; they do not authenticate every text message that claims a transfer. If a message asks you to “unlock” assistance by paying an intermediary, contact your bank and the scheme authority through independently obtained details. Ask whether a transfer has actually been initiated, what reference identifies it and what official action—if any—is required from you.

A municipal corporation or other ULB may publish dated PMAY lists for its own area. For example, Nanded Waghala City Municipal Corporation displays PMAY-U 2.0 beneficiary-list entries dated through 9 September 2026. That date demonstrates a local publication, not a national list or proof of an applicant’s allotment elsewhere.
When you find a local list, record:
- The exact ULB and project name.
- The list’s publication or revision date.
- The document title and page or row containing the name.
- Any application, beneficiary or project identifier.
- Instructions on the page for corrections or confirmation.
If the person’s city, project or ULB differs from the published list, do not use the list as supporting evidence. Find the authority for the actual jurisdiction.
9. Resolve conflicting letters, lists and portal results
Do not choose the document that looks more polished or carries a larger logo. Compare the six decisive axes in this order:
- Exact scheme and vertical.
- Issuing authority and jurisdiction.
- Locality and project.
- List or letter date and version.
- Name and application or reference identifier.
- Status stage.
For example, a portal may show an application received while a letter says “allotment approved.” That is not a minor wording difference: ask the issuer which stage is current and request the official allotment record if one exists. If two lists have the same project but different dates, ask whether the later list replaces the earlier one, whether names were removed or corrected, and which version is used for sanction.
Keep both records and the authority’s response. Never alter a PDF, crop away identifying fields or forward a partial screenshot as proof.

Verification should not require handing control of your accounts to an intermediary. Share only the information the official portal or authority requests for the stated purpose.

- Mask unnecessary portions of identity and bank documents when asking a general question.
- Use the official portal on your own device where possible, rather than a link opened by a caller.
- Save messages, phone numbers, payment instructions and receipts in their original form.
- Note the date, time, URL or office contacted and the name or designation of the official who responds.
This record helps the authority trace a real application and gives you a clear account of what was requested if a payment dispute arises.
11. If you already paid or shared information
Stop further payments and preserve the evidence. Contact your bank or payment provider promptly using its official channel, explain that the transaction may be unauthorized or induced by a false housing claim, and ask what reversal or account-protection steps are available. Change exposed passwords and report any compromised OTP or banking credentials through the bank’s official process.
Then contact the responsible ULB, state department or MoHUA channel with the application details and copies of the request, receipt and messages. Ask whether an application exists and where a formal complaint should be filed. Do not send additional money to a person who promises to recover the first payment.
12. Keep national programme numbers in perspective
MoHUA reported 127.68 lakh houses sanctioned, including 16.20 lakh under PMAY-U 2.0; 121.03 lakh grounded; and 99.07 lakh completed or delivered. These figures are the ministry’s national status as of 13 July 2026, reported by the Press Information Bureau on 27 July 2026. They describe programme progress, not an individual’s eligibility, application, allotment or possession.
A national total cannot validate a letter, and a local list cannot establish a claim in another jurisdiction. Only the responsible authority’s record, matched to your identifiers and status stage, can answer your case.
Final verification checklist before handing over money
- Have I written down the full scheme, vertical, state or Union territory, city, project and ULB?
- Did I reach the portal or contact details from an independently located government page?
- Does the official record match the name, identifier, locality, date and issuing authority?
- Do I know whether the record is an application, eligibility decision, selection, sanction, allotment or handover?
- Has the responsible authority confirmed any discrepancy directly?
- Has the authority confirmed whether the exact requested charge exists, who may collect it and what official receipt is issued?
- Have I refused to share OTPs, passwords, PINs or unnecessary bank information?
- Have I saved the dated record, URL, correspondence and payment request?
If any answer is no, pause the payment. Verification is complete only when the responsible authority can match the record to your case and explain the status in its own terms.
