How to Verify a Construction Worker’s OSHA Training Card or Certificate

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For an OSHA Outreach 10-hour or 30-hour student completion card, verification starts with the original authorized trainer—not OSHA’s headquarters. Ask the cardholder for the trainer’s name and contact information, then ask that trainer to confirm the class record. OSHA says trainers must retain those records for five years. If the card is plastic, scan the QR code on the back; it provides contact information for the OSHA Training Institute (OTI) Education Center that processed the card, which can explain its verification process.

OSHA does not individually verify student completion cards and does not maintain a national database for checking paper or plastic Outreach cards. Before relying on any document, confirm that it is actually an OSHA Outreach card; a certificate from another course, employer, state program or credentialing organization follows that issuer’s verification process.

First identify what the document actually is

Construction workers may carry several different documents that are casually called a “training card” or “certificate.” The process below applies specifically to an OSHA Outreach Training Program student completion card, normally marked as an OSHA 10-hour or OSHA 30-hour card. It is not a universal method for every construction credential.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Student completion card: Records completion of an OSHA Outreach course. The card may be paper or plastic.
  • Authorized trainer card: Shows a trainer’s name, authorization expiration date and the organization that authorized the trainer.
  • Other certificate: A first-aid certificate, equipment qualification, state-required card, union credential or employer certificate must be checked with the organization named on that document.

An OSHA Outreach card is evidence of course completion, not a professional certification or license. OSHA does not require every worker to take Outreach training, although a state, employer, union, project owner or other jurisdiction may require it. The card also does not replace the employer’s duty to provide training for hazards specific to the worker’s actual job. Confirm the project’s requirement separately before treating the card as sufficient.

OSHA’s explanation of the program and its limits is available in The Facts About Obtaining an OSHA Card and its Training pages.

Use the correct verification route

Document or situation First contact What that contact can address Important limitation
Paper OSHA Outreach student card The trainer who taught the class Whether the student appears in the trainer’s course record OSHA does not provide individual verification or a national student-card database
Plastic OSHA Outreach student card Scan the QR code, then contact the listed OTI Education Center; the trainer is also relevant Which center processed the card and how it handles verification The QR code is not a link to a national OSHA student database
Prospective or current Outreach trainer The authorizing training organization shown on the trainer card Trainer name, authorization status and expiration information Verify the trainer’s authorization, not a student card through OSHA
Lost, damaged or late student card The original trainer Replacement eligibility or delivery status One replacement per student per class, only when the class was completed within the last five years

The document type, the person being checked and the purpose of the check should all be written down. Confirming that a worker attended a class is a different task from confirming that a trainer is currently authorized, and both differ from replacing a missing card. Using the wrong contact can create unnecessary delays and may expose personal information to an unrelated party.

How to verify an OSHA Outreach student card

  1. Read the card before contacting anyone. Record the worker’s name, whether it says 10-hour or 30-hour, the course completion date, the trainer’s name and any training organization or contact information printed on it. Check whether the document identifies itself as an OSHA Outreach student completion card. If it names another issuer, stop and use that issuer’s process instead.
  2. Ask the cardholder for the original trainer’s contact details. OSHA’s published route is to have the trainer confirm the training record. Request the trainer’s full name, business or training-company name, telephone number and email address. A worker who cannot identify the trainer may still have a legitimate card, but the missing contact makes independent verification harder.
  3. Ask the trainer to confirm the record. Provide the student’s name, course type and completion date, and ask whether the trainer’s records show that person completing that class. OSHA requires trainers to keep training records for five years. The trainer, rather than OSHA, is the party expected to hold the underlying student record.
  4. Document the response without requesting unnecessary personal information. Keep the date of your inquiry, the trainer’s name, the course type and the confirmation or explanation received. OSHA states that, for privacy reasons, it does not provide individual verification of student course completion cards or authorized trainer cards. Its exact statement is: “For privacy reasons, OSHA does not provide individual verification of student course completion cards or authorized trainer cards.” Read the OSHA verification guidance for that policy.

A useful confirmation should identify the student, the 10-hour or 30-hour course, and the approximate completion date, but an employer should request only what is needed to make its project decision. Do not ask the trainer to send unrelated identity documents, medical information or a complete class roster. Store the response according to the employer’s privacy and document-retention rules.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If the trainer’s reply is incomplete, ask a focused follow-up: whether the name appears in the class record, whether the course level matches the card, and whether the date falls within the trainer’s five-year record-retention period. A refusal to share private details is not automatically proof of fraud; OSHA’s privacy policy means the trainer or processing center remains the practical verification contact.

What to do with a plastic card’s QR code

A plastic Outreach card may have a QR code on the back. Scan it with a phone camera or QR-scanning application and follow the resulting contact information. OSHA says the code leads to information for the OTI Education Center that processed the card. Contact that center and ask what documentation it can confirm and what information it needs.

Do not interpret the QR code as proof that OSHA itself has checked the student. OSHA says it does not operate or acknowledge a national database for paper or plastic Outreach cards. A QR result that opens a center’s page is therefore a routing and contact mechanism, not a nationwide authenticity certificate. If the code is unreadable, use the trainer’s name and contact information printed on the card or supplied by the cardholder.

Compare the information returned by the code with the physical card: the student name, course level, issuing or processing organization and any date shown. A mismatch should be referred to the center or trainer rather than “corrected” by editing a copy of the card. Keep a note of the date you scanned the code and the destination contact, since web pages and contact details can change.

How to verify an OSHA Outreach trainer

Sometimes the question is not whether a worker completed a class, but whether the person offering the class is authorized to teach it. Inspect the trainer card before accepting a course or relying on the trainer’s representation.

  1. Check the trainer’s name. Make sure the name on the card matches the person presenting the training. If the person uses a company name or nickname, ask how it relates to the name on the authorization card.
  2. Check the authorization expiration date. The trainer card displays an expiration date. A card that is expired, altered, illegible or missing the date requires clarification before the course is accepted.
  3. Identify the authorizing training organization. The card identifies the organization that authorized the trainer. Contact that organization with questions about the trainer’s current status; this is the appropriate route for trainer authorization questions.
  4. Separate authorization from a student’s completion. A trainer’s valid authorization does not by itself prove that a particular worker attended a particular class. Verify the student’s record through the trainer’s course records as described above.

When a company is arranging a class, obtain the trainer’s card before employees attend, not after a project deadline. Confirm the expiration date will cover the course being offered and identify the authorizing organization in the project file. This check addresses who may teach the Outreach course; it does not make OSHA responsible for verifying each student’s attendance.

OSHA’s page Can OSHA verify a student course completion card or an authorized trainer card? explains why OSHA does not perform individual card checks and identifies the relevant verification contacts.

Replacing a lost, damaged or missing card

Lost or damaged card

Contact the trainer who conducted the class. OSHA says a replacement may be issued only when the class was completed within the last five years, and only one replacement card may be issued per student per class. OSHA does not keep the student’s course record for this purpose and does not issue the replacement itself.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When contacting the trainer, provide the student’s full name, approximate course date, 10-hour or 30-hour course type and any employer or class-location information that helps locate the record. The trainer can determine whether the record is still within the five-year period and whether a replacement has already been issued.

There is no OSHA headquarters replacement form that bypasses the original trainer. If the trainer changed businesses, ask for the trainer’s current contact information or the relevant OTI Education Center’s assistance. Keep copies of the request and any response so a project manager knows whether the request is pending, denied because of the time limit, or completed.

Class completed more than five years ago

If more than five years have passed, OSHA says the student must retake the class to receive a new card. The same applies when the original trainer cannot be located and no authorized party can access the required record. A new course is not a replacement of the old record; it creates a new completion card under the current training process.

Card never arrived

OSHA says trainers are required to issue a student completion card within 90 days after course completion. If that period has passed, contact the trainer first and ask for the issuance or mailing status. Keep proof of the course date and any prior communication. If the trainer cannot resolve the delay, use the contact information for the relevant OTI Education Center when available and explain that the card was never received.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The 90-day rule concerns issuance of the student card; it does not create a national OSHA tracking service. A worker should not assume that contacting OSHA will produce a duplicate. The trainer and, for a plastic card, the processing center are the practical contacts.

The official replacement guidance is How do I get a replacement card?. OSHA’s broader Outreach Training Program FAQs also address record retention, issuance timing and replacement limits.

Red flags that require clarification

  • Someone claims OSHA will look up the card for you. OSHA does not provide individual verification of student completion cards.
  • The seller promises an “OSHA-issued” student card. OSHA Outreach student cards are issued through authorized Outreach trainers; OSHA’s program information should be used to check the claim.
  • The document has no identifiable trainer or issuer. Without an original trainer or processing center, the normal verification route is missing.
  • The card type does not match the course described. A 10-hour and a 30-hour card are different course completions. Do not assume one satisfies a requirement written for the other.
  • A trainer card is expired or the authorizing organization cannot be identified. Resolve the trainer’s authorization before accepting new training.
  • Someone guarantees a job because the worker has the card. OSHA states that completing Outreach training does not guarantee employment.
  • The card is offered as a substitute for site-specific instruction. Outreach training does not remove the employer’s responsibility to train workers about hazards and controls at the particular workplace.

For suspected fraud involving the Outreach program, use the Outreach Training Program contact route described by OSHA rather than trying to validate the document through an unofficial database. OSHA’s official FAQ explains the program’s authorized-trainer and card rules.

A practical employer or general-contractor checklist

Use this sequence when a worker submits an OSHA Outreach card for a project file:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Identify the issuer and confirm that the document is an OSHA Outreach 10-hour or 30-hour student card, not a different credential.
  2. Record the worker’s name, course level and completion date exactly as shown.
  3. Obtain the original trainer’s name and contact information from the worker or card.
  4. Ask the trainer to confirm the course record; retain only the confirmation details your privacy and recordkeeping policy requires.
  5. If the card is plastic, scan the QR code and note the processing OTI Education Center contact. Treat it as a route to the center, not as a national OSHA database result.
  6. Compare the card’s course level with the owner, employer, union, state or project requirement. Do not assume that an OSHA card is required everywhere or that it satisfies every site rule.
  7. Check that the worker has also received the employer’s job- and hazard-specific training before performing the work.

If verification is still unresolved, mark the file as pending rather than labeling the worker dishonest. Tell the worker exactly which item is missing: the trainer’s contact, a legible card, a matching course date or confirmation from the processing center. A clear deficiency notice lets the worker seek a replacement or retake the class without confusing a documentation problem with a safety finding.

This checklist establishes a reasonable verification trail without representing an Outreach card as a license. The project’s contract, applicable jurisdiction and employer safety program determine what additional training or documentation is required.

Where the official rules are published

Use OSHA’s own pages when a trainer, employer or worker needs the governing explanation:

These pages should be checked again when a project has an unusual requirement or a trainer’s status is unclear. The document itself cannot expand the authority of the person who issued it, and an employer’s site rules may require more than the Outreach card records.

Frequently Asked Questions

Can OSHA verify an OSHA 10 or OSHA 30 student card for an employer?

No. OSHA says, for privacy reasons, it does not provide individual verification of student course completion cards or authorized trainer cards. Ask the original Outreach trainer to confirm the student’s record. OSHA also does not operate or acknowledge a national database for paper or plastic Outreach cards.

How can I verify a plastic OSHA card?

Scan the QR code on the back. OSHA says it provides contact information for the OTI Education Center that processed the card. Contact that center and ask what it can confirm. The QR code is a routing tool, not proof that OSHA has independently checked the student.

How do I verify a paper OSHA Outreach card?

Obtain the trainer’s name and contact information from the cardholder or the document. Give the trainer the student’s name, course level and completion date and ask whether the course record confirms completion. Trainers are required to retain training records for five years.

What if the worker lost an OSHA card?

Contact the trainer who conducted the class. A replacement may be issued only if the class was completed within the last five years, and OSHA allows only one replacement card per student per class. OSHA does not issue the replacement itself.

What’s actually slowing this PC down?

Pick the symptom - the matching free tool is one click away.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What if the class was more than five years ago?

OSHA says the student must retake the class to receive a new card. Retaking the course creates a new completion card; it is not a replacement of the old record.

What if the trainer cannot be found?

Try the contact information on the card and, for a plastic card, the OTI Education Center identified by its QR code. If no authorized party can access the record, OSHA says the student must retake the class to receive a new card.

How long should a trainer take to issue the card?

OSHA says trainers are required to issue a student completion card within 90 days after course completion. If it has not arrived, contact the trainer first, keep proof of the course date, and ask about issuance or mailing status.

Is an OSHA Outreach card a license or certification?

No. OSHA describes the 10-hour and 30-hour Outreach cards as records of course completion, not professional certifications or licenses. They do not replace employer training on hazards specific to the worker’s job.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Does an OSHA 10 card satisfy an OSHA 30 requirement?

Do not assume it does. A 10-hour and a 30-hour card document different course completions. Compare the card with the exact requirement set by the employer, project owner, union, state or other jurisdiction.

Does having an OSHA card guarantee a construction job?

No. OSHA states that completing Outreach training does not guarantee employment. Be cautious of anyone selling a card with that promise or claiming that OSHA will issue a card directly.

The Bottom Line

Verify an OSHA Outreach card through the original authorized trainer. For a plastic card, use the QR code to reach the OTI Education Center that processed it; OSHA does not run a national student-card database or provide individual card verification. Check trainer authorization separately, remember that the card is course completion—not a license—and request replacements from the original trainer within the five-year limit.
