None of these checks is sufficient alone: authenticity is established by a consistent chain of markings, packaging, purchase records and, when necessary, confirmation from the Bureau of Indian Standards (BIS).
What you are verifying on a cement bag
A cement bag can carry an “ISI” graphic or words such as “as per IS” without being a legitimately licensed BIS product. The legally meaningful indication is the BIS Standard Mark accompanied by a seven-digit licence number written in the form CM/L-xxxxxxx. BIS describes the mark as showing that the product conforms to the relevant Indian Standard certified by BIS. The licence number identifies the manufacturing unit, so it must agree with the manufacturer and product information printed elsewhere on the bag.

Verification has four separate questions:
- Is the prescribed Standard Mark present, and is the CM/L number complete and plausible?
- Does that licence and the named manufacturer apply to this exact cement type and designation?
- Can the batch or control-unit code establish when and where the bag was packed?
- Can the dealer show a traceable sale record and a source that matches the bag?
A valid-looking mark supports that the marked product is covered by a BIS licence. It does not prove that a dealer stored the bag correctly, that the bag was not opened and refilled, or that every bag in a mixed delivery is genuine. Those questions require physical inspection and purchase evidence.
Step 1: Inspect the BIS Standard Mark and CM/L number
Look for the prescribed mark, not an “ISI” reference
Find the BIS Standard Mark printed on the bag. It should be accompanied by a seven-digit licence number in the format CM/L-xxxxxxx. A decorative ISI-style logo, a statement that cement is “as per IS,” or wording such as “fitted with ISI” is not a substitute for the prescribed mark and licence number. BIS treats wording or graphics that imitate the mark, as well as these unsupported claims, as spurious marking.

Inspect the print at several points around the bag. A number that is blurred, partly missing, covered by another label, or visibly added after the original printing deserves clarification before you accept the delivery. Photograph the complete mark and number in good light, including enough of the surrounding text to identify the product.
Record every digit exactly
Write down all seven digits after CM/L-; do not rely on a memory or a dealer’s transcription. Compare the number with the manufacturer name and the product designation on the same bag. The licence number is tied to a manufacturing unit, so a number associated with a different company, plant or product is a material discrepancy. Do not assume that a familiar brand name makes a mismatched number acceptable.
A number alone is not a certificate of the individual bag. It is an identifier that should be checked against current BIS licence information where available through BIS’s official standards and licence services. If the number cannot be found, is shown in a different format, or does not correspond to the named manufacturer, pause the purchase and ask the dealer for documentary clarification rather than accepting a verbal assurance.
Step 2: Identify the exact cement product
Read the complete label
Record the manufacturer or registered brand, the cement type and designation, net quantity, and the manufacturer’s address. The applicable BIS product scheme controls the exact fields required on the bag, so compare all of the printed information rather than checking only the front-panel brand name.
Type matters. A licence and label for one cement designation do not automatically authenticate a different designation from the same company. Ensure that the type ordered on your quotation, purchase order or invoice is the type printed on the bag. If the bag uses an abbreviation, ask the dealer to state the full designation on the invoice.

Compare bags within the same delivery
Choose several bags from different parts of the stack and compare the manufacturer, cement type, net quantity, CM/L number and address. All bags sold as one product should carry consistent core information. Differences can be legitimate when a delivery contains multiple batches, but an unexplained change in manufacturer, licence number or designation is a reason to segregate the bags until the dealer explains it.
Step 3: Read and preserve the batch or control-unit code
Understand what the code is for
Cement marking schemes require a batch or control-unit number for traceability. It is commonly expressed using the week, month and year of packing, although the exact layout and variable data depend on the applicable product scheme. Product manuals allow information such as the manufacturing date, week number and batch number to be printed conspicuously in black.
The code lets a manufacturer, dealer, inspector or laboratory link a bag to a production run. It also helps you assess freshness and investigate a delivery problem. It is not, by itself, a guarantee that the cement is genuine: a code can be copied or altered, which is why BIS complaint guidance asks consumers to retain the product, its packing, the batch number and purchase details.
Photograph before opening
Before a bag is cut or emptied, photograph the batch or control-unit code, the CM/L number, the product description, the net quantity and all sides that carry source information. Make the image readable and keep the original file. If the code is faint, photograph it at an angle as well as straight on; do not rewrite an uncertain digit from memory.
Check consistency and age
- Look for a code that is rubbed out, overprinted, covered by a second stamp or inconsistent with adjacent bags.
- Compare the week, month and year sequence with the delivery date and the invoice. A code that appears later than the sale date, or differs sharply from every other bag without explanation, needs confirmation.
- Ask the dealer to explain any separate packing date and manufacturing date. A bag packed at another facility can have additional source information, but the dates and identifiers should still form a coherent record.
- If the bag is older than the period specified by its applicable cement scheme, follow that scheme’s direction about testing before use. There is no single age limit that applies to every cement standard, so do not substitute a generic “three-month” or “six-month” rule.
Step 4: Check packing-source information
Some cement is packed at a facility different from the original manufacturer. Where that arrangement applies, the bag should show the source details and the relevant CM/L number. Read the original manufacturer, the packing source, the addresses and the licence information together.

BIS instructions do not permit batch mixing from different licensees. A bag that appears to combine material from multiple licensees, or that has a brand name unrelated to the stated source, should be treated as a red flag until the manufacturer or BIS confirms the arrangement. Repacking that removes the original manufacturer’s source or CM/L information is not made acceptable by a new outer sack or a dealer label.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Ask the dealer to identify whether the bag came directly from the manufacturer, an authorised stockist or another distribution point. The answer should be consistent with the source printed on the bag and with the invoice. If the dealer cannot identify the source, keep the bag separate and do not use it in structural work while the discrepancy is unresolved.
Step 5: Match every bag to the dealer record
Insist on a usable invoice
Record the dealer’s legal or trade name, shop address and phone number. Obtain an invoice or cash memo showing the purchase date, brand, cement type or grade, quantity and price. If delivery is made by a vehicle, retain the delivery note or vehicle details when available. The invoice should describe what was sold, not merely say “cement.”
Compare the invoice with the physical bags:
- The brand or registered manufacturer must match.
- The type or grade must match the designation printed on the bag.
- The number of bags and stated net quantity must match the delivered quantity.
- The purchase date must be plausible when compared with the batch or packing code.
A dealer who refuses an invoice, will not identify the source, or asks you to discard the bag before a discrepancy is resolved is creating an evidence problem. Do not let a low price or an urgent pour remove your ability to trace the material.
Inspect the physical packaging on delivery
Check that the bag is intact, dry and sealed as supplied. Look for tears, stitched seams that appear to have been reopened, patches, glue marks, damp areas, caked cement, unusual weight, or a second sack placed over the first. Packaging damage does not prove counterfeiting, but it changes the risk: moisture can affect cement performance, and an opened bag cannot be treated as traceable in the same way as an intact bag.

Count the bags and record the condition before unloading them into storage. If a delivery contains damaged or suspect bags, mark them, photograph them and notify the dealer in writing on the delivery record. Keep them physically separate from accepted stock.
Step 6: Confirm through BIS or escalate a discrepancy
Use the official BIS standards and licence information available for the relevant product and manufacturer. Check the licence number, named manufacturing unit and product scope against the information printed on the bag. Licence records can change, so treat a current official entry as more useful than an old photocopy or an undated dealer certificate.
Escalate to BIS Consumer Affairs when the mark appears imitated, the CM/L number is missing or inconsistent, the batch and manufacturer details conflict, or the dealer will not provide a traceable record. BIS consumer guidance asks for the product name, type, size or grade, source and date of purchase, batch number, licence number, whether the Standard Mark is present, and the nature of the complaint.
Keep the cash memo if available, and keep the product and its packing in safe custody until an inspecting officer can visit. Do not wash off, cut away or throw out the printed panel. Preserve photographs, messages with the dealer, delivery notes and a short written chronology of what you found.
How to interpret the main markings
| Marking or record | What it should tell you | What it cannot prove alone | Action when it conflicts |
|---|---|---|---|
BIS Standard Mark plus CM/L-xxxxxxx |
The marked product is represented as covered by a BIS licence; the seven-digit number identifies the manufacturing unit. | That a dealer stored, transported or sold the bag correctly, or that an opened bag was not refilled. | Stop acceptance and compare the number with current BIS licence information and the named manufacturer. |
| Manufacturer or registered brand | Who is responsible for the labelled product and which brand is being sold. | That the licence number printed beside it belongs to that manufacturer. | Require a manufacturer/licence match; do not accept a different company’s number without confirmation. |
| Cement type and designation | Which product and applicable Indian Standard the bag claims to meet. | That another type from the same brand has the same licence scope. | Match the exact designation to the order and invoice. |
| Batch or control-unit code | Production or packing traceability, commonly using week, month and year. | Authenticity by itself; a copied or altered code is possible. | Photograph it, compare bags and dates, and retain the bag for investigation. |
| Packing-source details | Where applicable, the original manufacturer, packing source and associated CM/L information. | That repacking was authorised if source information is missing or contradictory. | Ask for an explanation and segregate bags that omit the required source details. |
| Invoice or cash memo | The dealer, purchase date, quantity and description of the transaction. | That the physical bags match the document unless you compare them. | Correct the invoice before payment or record the discrepancy on delivery. |
What the checks can and cannot establish
A licence mark is not a dealer-quality certificate
The Standard Mark and CM/L number address conformity of the marked product under the relevant BIS licence. They do not establish how long the dealer kept the bags, whether the stack was exposed to rain, or whether a bag was opened after manufacture. Storage and handling require a separate physical inspection and a credible delivery record.

- Clog resistant tip writes on dusty, wet and oily surfaces and is optimized for rough surfaces such as OSB, cinderblock and concrete

A batch code is traceability, not a laboratory test
A readable week, month and year code supports a freshness and traceability check. It cannot prove chemical or physical performance, and it cannot rule out tampering. If the cement is old under its applicable scheme, has been exposed to moisture, or is being considered for critical structural work after a long delay, obtain the testing or professional advice required by that scheme and project specification.
Price is not evidence of authenticity
A lower or higher price does not establish whether a bag is genuine. Compare licence and manufacturer match, freshness, intact packaging, stated quantity, invoice transparency and dealer responsiveness. Use price only after those identity and traceability checks are satisfied.
Red flags that warrant rejection or investigation
- An ISI graphic appears without the prescribed Standard Mark and seven-digit CM/L licence number.
- The bag says only “as per IS” or uses language that imitates the mark rather than displaying the required identification.
- The CM/L number has fewer or more than seven digits, is unreadable, or does not correspond to the named manufacturer or manufacturing unit.
- The manufacturer, cement designation, net quantity, address, batch/control code or other field required by the applicable scheme is missing.
- The batch or date code is rubbed out, overprinted, inconsistent from bag to bag, or inconsistent with the invoice.
- A repacked bag omits the original manufacturer’s source or CM/L information.
- Bags in one delivery carry unexplained combinations of brands, manufacturers, licence numbers or designations.
- The packaging is damp, caked, patched, re-stitched, unusually light or otherwise appears to have been opened.
- The dealer refuses an invoice, will not identify the source, or asks you to discard the bag before resolving a question.
One red flag may have an innocent explanation, such as a mixed delivery or a damaged bag during transport. The correct response is to document it and obtain confirmation, not to silently blend the material into accepted stock.

- Prepare the record. Have the purchase order, quotation or delivery schedule available. Note the expected manufacturer, exact cement type and number of bags.
- Photograph before unloading. Capture the vehicle, pallet or stack, intact bags, Standard Mark, CM/L number, product designation and batch code.
- Sample across the load. Check bags from the top, middle and bottom of the delivery rather than inspecting only the first bag.
- Match the documents. Compare brand, designation, quantity and date on the invoice with the bags. Record the dealer’s name, address and phone number.
- Separate exceptions. Mark wet, torn, opened, mismatched or unreadable bags and keep them away from accepted stock.
- Resolve before use. Ask the dealer or manufacturer to explain discrepancies and obtain written confirmation. Do not use suspect bags in concrete, mortar or plaster while the identity is uncertain.
- Store accepted cement properly. Keep intact bags protected from ground moisture and rain, and retain the photographs and invoice with the project records.
How to compare two apparently legitimate dealers or brands
When both options pass the basic marking check, use a consistent comparison rather than choosing on price alone.
| Comparison point | Questions to ask | Why it matters |
|---|---|---|
| Exact cement type and Indian Standard | Is the designation the one specified for this work, and does the invoice state it? | Different cement types have different intended uses and licence scopes. |
| Licence and manufacturer match | Does the CM/L number match the named manufacturer and manufacturing unit? | A genuine-looking logo is insufficient if the licence identity conflicts. |
| Freshness and traceability | Are the batch or control-unit codes legible and consistent with the delivery date? | Traceability supports freshness checks and later investigation. |
| Packaging and quantity | Are bags dry, intact and marked with the stated net quantity? | Damage, moisture and unexplained weight differences increase risk. |
| Invoice and source transparency | Will the dealer provide a detailed invoice and identify the supply source? | A traceable transaction preserves evidence if a problem occurs. |
| Responsiveness | Will the dealer answer a licence, batch or packing-source question in writing? | Cooperation makes discrepancies resolvable before material is used. |
What to retain if you need to complain
Make one evidence file for each delivery. Include:
- Product name, cement type, size or grade and net quantity.
- Photographs of the Standard Mark, the complete CM/L number and the batch or control-unit code.
- Manufacturer name, address and any separate packing-source information.
- Dealer’s legal or trade name, shop address and contact number.
- Invoice or cash memo, purchase date, delivered quantity and delivery or vehicle note when available.
- A description of the discrepancy, including which bags were affected and when you notified the dealer.
- The physical product and its original packing, kept safely for inspection.
When contacting BIS Consumer Affairs, provide the product source and date of purchase, batch number, licence number, whether the Standard Mark is present and the nature of the complaint. Keep the material available until an inspecting officer has had the opportunity to examine it. Do not send away the only original bag or destroy the printed evidence.
When it is safe to proceed
Proceed only when the exact product, manufacturer, CM/L number, batch information, packing source, quantity and dealer record agree; the bags are intact and dry; and any unusual marking has been resolved through a reliable source. If one of those links remains uncertain, quarantine the affected bags and obtain confirmation before they enter a concrete or masonry mix. A short delay protects both the work and your ability to prove what was supplied.
