Start with the current installation date, then work backward through supplier lead time, travel, gate restrictions, unloading resources, staging space and crew readiness. Treat the ETA as a coordination signal—not a promise that the truck can enter the site or that the crew should wait for it.
This approach prevents both costly mismatches: a crew standing idle because materials are late and a site crowded with deliveries that cannot be unloaded, protected or installed. It also gives the project team a defensible way to react when an ETA moves.

What an ETA means on a construction project
An ETA is the carrier’s current estimate of when a load may reach a stated destination. It is not automatically the time when the truck will be admitted, unloaded or ready for installation. Weather, traffic, loading delays, route restrictions, driver hours, gate queues and changing site conditions can all move the estimate.

- Need date: when the installation activity requires the material at the work area.
- Receiving window: when the site can safely admit and unload the vehicle.
- Supplier or carrier appointment: the time communicated to the shipper and transport provider.
- Installation readiness: when the crew, tools, access and preceding work are ready to use the material.
A truck can be “on time” against its carrier ETA and still be unusable if the gate is closed, the crane is occupied or the installation area is not ready. Conversely, an early load can create congestion, double handling, damage or theft exposure. The schedule must therefore connect the arrival to people, equipment, space and sequence.
Begin with the installation activity, not the purchase-order date
Open the current lookahead schedule and identify the activity that consumes the material. Record the work area, planned start, planned completion, responsible trade, crew size and any equipment needed to place the material. The date on an order or a supplier acknowledgement is only useful when it supports that installation sequence.
Check the activity’s readiness
- Confirm that preceding work, inspections and approvals will be complete.
- Verify that the work face is accessible and has room for the delivered material.
- Identify the crew that will install or place the load and whether it is scheduled for that shift.
- List equipment such as a crane, telehandler, forklift, pump, spreader bar or unloading crew.
- Note whether the activity is controlling or near-critical work, or whether another ready task can replace it.
Recheck the need date whenever the sequence changes. Procore Australia’s guidance links procurement lead times to the construction programme and site logistics; treating each purchase as an isolated transaction breaks that connection.

Capture dependencies before asking for an ETA
A delivery may depend on shop drawings, fabrication, release of a purchase order, batching, inspection, export or local haulage. Put those dependencies beside the activity rather than hiding them in a procurement spreadsheet. The project team can then see whether a reported shipping date still supports the installation date.
Define a receiving window the site can actually use
Convert the installation need into a practical receiving window. The window must describe more than a clock time; it must define the conditions under which the load can be received safely and efficiently.
Access and gate conditions
- Opening and closing hours for the gate or booking system.
- Vehicle dimensions, axle limits, turning radii, height clearances and route restrictions.
- Required induction, escort, security check or delivery paperwork.
- One-way traffic plans, road closures and conflicts with concrete pours, lifts or public access.
Unloading and staging conditions
- The exact drop point and a backup location.
- Available laydown area and its ground, weather-protection and security conditions.
- The unloading machine, rated capacity, operator and banksman or spotter.
- Time needed to inspect, count, photograph, secure and move the material.
- Whether another truck, trade or lift already occupies the same space.
People and communications
- Name and phone number of the site receiving contact.
- Supplier or carrier dispatcher and driver contact, where available.
- Trade foreperson who must know the arrival and any change.
- Person authorized to reject damaged, short or incorrectly identified material.
If any of these conditions is missing, the carrier’s ETA is not yet a usable site plan. Resolve the constraint or move the appointment before the vehicle is dispatched.
Work backward from the receiving window
Once the site window is known, work backward to create the appointment. Start with the latest arrival that still allows inspection, unloading and movement before the crew needs the material. Then account for the supplier’s preparation and the carrier’s journey. Ask the supplier or dispatcher which parts are confirmed and which remain estimates.
Do not invent a precision the carrier cannot support. A broad arrival range may be more honest than a minute-by-minute promise. The available sources establish the need to coordinate travel and site restrictions, but they do not establish a universal ETA formula, route-prediction algorithm or standard booking-window width.

Information to confirm with the supplier or carrier
- Material description, quantity, package count and any special handling.
- Loading status: ordered, in production, ready, loaded or departed.
- Origin, destination and planned route.
- Vehicle type, trailer length and unloading requirements.
- Current ETA and the conditions that could change it.
- Driver instructions, site contact and appointment reference.
Ask for an update that distinguishes a planned departure from a live location estimate. Record the time of each update so the team can tell whether the ETA is stable or continually moving.
Put the delivery in the same schedule as the crew and equipment
A delivery record should sit beside the activity it enables. The following fields are enough for a paper log, spreadsheet or scheduling system:
| Field | What to record |
|---|---|
| Linked activity | Work package, area and trade that will use the load |
| Material | Description, quantity, package or batch identification |
| Need date | Planned installation date from the current lookahead |
| Receiving window | Earliest acceptable and latest workable arrival times |
| Supplier/carrier | Company, dispatcher and driver details when available |
| Site contact | Person receiving and approving the load |
| Unloading resources | Crane, forklift, operator, banksman or crew |
| Staging location | Drop point and protection requirements |
| Current ETA | Latest estimate and the time it was received |
| Actual events | Arrival, unloading complete, inspection and installation start |
| Change reason | Traffic, production, weather, access, paperwork or other known cause |
The Philippine construction FAQ describes schedules that show approximate start and completion dates, equipment and worker numbers. That example comes from a specific national contract framework, but the underlying lesson is broadly useful: dates without the people and equipment needed to execute them are incomplete schedule information.
Choose just-in-time delivery or an earlier buffer deliberately
Just-in-time (JIT) delivery arranges materials, plant and labour to arrive close to installation instead of stockpiling them. It can preserve scarce laydown space, but it makes the project more dependent on accurate coordination and timely supply. Earlier delivery can provide resilience when a delay would stop critical work, but it consumes space and increases exposure to damage, weather, theft and double handling.
| Decision factor | JIT-leaning plan | Earlier or buffered plan |
|---|---|---|
| Storage and laydown | Useful where space is constrained and material can move directly to the work face | Requires secure, suitable storage and a plan for protecting the load |
| Consequence of delay | Appropriate only when a late load will not leave the crew without productive work | More resilient when a missed delivery could stop controlling work |
| Supply and travel uncertainty | Needs dependable production, dispatch and route information | Allows more time to absorb uncertainty before installation |
| Handling capacity | Unloading must be synchronized with the crew and equipment | May require a separate move or additional handling later |
| Work-sequence stability | Best when the installation date and work face are stable | Safer when preceding work or design releases may move |
| Material condition | Limits time exposed to site conditions | Needs protection against weather, damage and theft |
There is no evidence-supported universal buffer of hours or days. Set the buffer by considering the consequence of a missed load, available substitute tasks, supplier reliability, route uncertainty, storage conditions and contract requirements.
A repeatable delivery-and-crew workflow
1. Identify the next material-dependent activity
Use the current lookahead, not an obsolete baseline, to identify the activity, area, crew and equipment. Confirm what “ready” means for that activity and the latest time the material can arrive without affecting the shift.
2. Validate procurement status
Check that the material is released, fabricated or otherwise ready to ship. A carrier ETA cannot solve a production or approval delay. If the supplier cannot confirm readiness, show the risk against the activity and escalate it through procurement.
3. Establish the receiving window
Check gate hours, vehicle access, staging, unloading equipment, operator availability and competing site operations. Obtain a named receiving contact and a backup.

4. Coordinate the appointment
Give the supplier or carrier the access instructions, vehicle restrictions, booking reference, delivery window and contact details. Request the most useful ETA the carrier can provide and state that arrival outside the window may require rescheduling.
5. Publish the plan
Place the delivery beside the affected activity in the lookahead. Share it with the site manager, logistics coordinator, receiving contact, unloading operator and trade foreperson. Include the staging location and the consequence of a missed arrival.
6. Reconfirm according to risk
The sources do not prescribe one confirmation interval for every project. Set the cadence according to material criticality, route uncertainty, site restrictions and the tracking information available. A critical, time-sensitive load warrants closer checks than a noncritical delivery with abundant storage and substitute work.

7. Record actual progress
Log arrival, unloading completion, quantity and condition, and the time the material became usable. Update the schedule with actual progress rather than leaving the original ETA in place.
What to do when a delivery is late
Act on a changed ETA as soon as it is credible. Waiting for a missed appointment to become a confirmed failure wastes the time needed to protect the crew’s shift.
- Verify the change. Confirm the latest position or status with the supplier or carrier and record when the estimate changed.
- Notify the site. Tell the receiving contact, unloading operator and affected foreperson the revised arrival and its confidence level.
- Check whether the resources can move together. A new arrival may conflict with gate hours, another delivery, a crane booking or the crew’s working time.
- Protect the crew’s productive time. Choose a ready alternative activity, resequence work or release the crew if no safe productive task exists.
- Reschedule the receiving window if necessary. Do not ask a truck to arrive when the site cannot admit or unload it.
- Update the lookahead and procurement record. Show the revised delivery, affected activity and known reason for change.
- Record actual impact. Note lost access, changed sequence, standby, additional handling or other objectively observed effects.
A supplier delay does not automatically change the project’s contractual completion date. Entitlement to an extension, compensation or another remedy depends on the contract, notice provisions, cause and governing jurisdiction. Escalate through the contract’s required process rather than promising an outcome to the field.
What to do when a delivery is early
An early truck is not automatically good news. First verify that the site can receive it safely and that the material can be protected until installation.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problems- If the work area and storage are ready, receive, inspect and secure the load, then update the material status.
- If the planned laydown area is occupied, arrange a safe alternate location or ask the carrier to hold the load.
- If unloading equipment or an operator is unavailable, do not improvise an unsafe lift merely to preserve the original ETA.
- If early arrival would obstruct access or create congestion, coordinate a new appointment and inform the supplier.
Veyor’s vendor guidance treats early material as a potential congestion problem and late material as a cause of crews waiting. Use that as qualitative planning guidance, not as a measured cost or downtime claim.

Use schedule evidence to distinguish a late material from dormant work
When an activity appears inactive, investigate material availability before assuming poor crew performance. FHWA’s 2002 scheduling guide identifies late materials as one possible reason work appears dormant and recommends checking materials for controlling activities while developing a progress schedule to determine contract time.
Keep the investigation factual:
- What material was required, and for which controlling activity?
- When was it released, ready, dispatched and received?
- Was the site able to receive it during the stated window?
- Was the crew and unloading equipment available?
- What work, if any, proceeded while the load was delayed?
- What schedule update recorded the change and its effect?
FHWA also warns that production-rate data may not correlate reliably with actual highway projects. Use observed progress, material records and contemporaneous schedule updates rather than applying a generic productivity assumption to explain a delay.
Account for contract and jurisdiction requirements
Schedule obligations differ between public and private work and between jurisdictions. The U.S. Federal Acquisition Regulation identifies project nature and complexity, construction seasons, required completion date, material and equipment availability, contractor capacity and separate completion dates as factors when setting realistic delivery or performance schedules. It is U.S. federal procurement guidance; private and non-U.S. projects must follow their own contracts and local rules.
The FAR states: “Schedules that are unnecessarily short or difficult to attain—(1) Tend to restrict competition, (2) Are inconsistent with small business policies, and (3) May result in higher contract prices.” In context, this is a federal procurement principle, not a measured finding about every construction delivery schedule.
Before changing a contractual milestone or claiming delay, check notice periods, approved baseline procedures, owner reporting requirements, weather provisions, force-majeure language and documentation rules. A practical field adjustment and a legal entitlement are separate decisions.
Common planning failures and their fixes
Using the ETA as a guaranteed appointment
Failure: The team schedules a crew to wait for a single exact time.
Fix: Record the ETA, receiving window, confidence level and a ready alternative task.
Booking before checking unloading capacity
Failure: The truck arrives while the crane, forklift or operator is committed elsewhere.

Daily delivery coordination checklist
- Which installation activities need material during the next lookahead period?
- Is each material released, ready to ship or already dispatched?
- What is the latest workable arrival for each activity?
- Can the gate, route and drop point accept the vehicle?
- Is the unloading equipment, operator and receiving contact assigned?
- Is there protected staging space that will not block other work?
- What crew will install the material, and what alternative task is ready if it is late?
- Has the latest ETA and its timestamp been shared with the affected people?
- What happens if the truck is early, late or arrives with a quantity or condition problem?
- Have actual arrival, unloading and installation times been recorded?
- Do contract notices or schedule updates apply to the change?
Bottom line for project teams
Plan from the installation need, build a receiving window around real site constraints, coordinate the carrier’s ETA with the crew and unloading resources, and record what actually happens. Choose JIT or earlier delivery based on storage, uncertainty and the consequence of delay—not habit. When an ETA changes, communicate immediately, protect productive crew time, resequence where possible and update the schedule. This turns an uncertain arrival estimate into a useful field-control process without pretending that any carrier can guarantee the exact moment a construction site will be ready.
