Use as-built drawings as a controlled record of what exists, not as a stand-alone quantity source. Before measuring, reconcile the record set with the issued-for-construction drawings, approved change orders, addenda, RFIs, clarifications, shop drawings, schedules and field records. Freeze that document state, define exactly what your bid includes, calibrate every drawing viewport, measure by the specification’s bid item and unit, and preserve an audit trail from each marked plan to the priced total. Re-measure any affected scope whenever a revision or addendum changes the source documents.
What as-built drawings contribute to a bid
As-built drawings (also called record drawings) document installed conditions and authorized changes. They can reveal relocated walls, resized equipment, revised routes, abandoned work, field-approved details and other conditions that an original bid set no longer represents. That information is valuable when pricing renovation, maintenance, additions, phased work or a contract that must tie into existing construction.

A record drawing is not automatically complete or contractually controlling. The Los Angeles Bureau of Engineering describes record drawings as incorporating contractor markups and changes such as change orders, plan clarifications, addenda, notices to bidders, RFI responses, jobsite memos and additional details not shown on the as-bid plans. Treat that description as a reminder to assemble the complete record, not as permission to trust one PDF without checking its supporting documents.

Accuracy has two separate meanings in a bid:
- Measurement accuracy: the physical quantity calculated from a defined drawing and verified dimension.
- Commercial accuracy: the correct unit, scope responsibility, waste or yield treatment, productivity assumption, rate and contractual measurement method.
A perfectly measured length priced under the wrong unit can still produce the wrong bid. California Department of Transportation (Caltrans) states, “A change in the unit or the method of measurement changes the contract.” Use the project specification as the governing rule whenever it differs from a general estimating convention.

Freeze the document state before taking off quantities
Do not begin measuring while files are arriving in email. Establish a dated source state so another estimator can reproduce the work and identify what changed.
Assemble the complete source set
Collect the latest available record drawings and the original bid or issued-for-construction set. Add the specifications, every addendum, approved change order, RFI response, clarification, relevant shop drawing, schedule, site instruction, jobsite memo and field markup. Include discipline drawings that can alter another trade’s quantities: architectural, structural, civil, mechanical, electrical, plumbing, fire protection and technology sheets as applicable.
Create a document register
| Register field | What to record | Why it matters |
|---|---|---|
| Sheet number and discipline | For example, A-201 or M-301 | Prevents a dimension from being attributed to the wrong drawing. |
| Sheet title | Plan, elevation, detail, schedule or diagram | Shows the context of each measurement. |
| Issue date | Date printed on the sheet or transmitted with the file | Establishes which document state was used. |
| Revision or addendum | Revision letter/number and addendum number | Allows changed scope to be isolated and remeasured. |
| Status | Current, superseded, record or for information | Stops superseded sheets from entering the takeoff. |
| File name and storage location | Controlled file name and folder or document-management ID | Lets a reviewer open the exact source. |
Save a read-only copy of each source state. When a revision arrives, identify the affected sheets, retain the prior marked plan, and create a comparison rather than overwriting the old file. A revision is a new measurement state even if only one detail changed.
Write a bid-state note
At the top of the estimate, state the project, pricing date, drawing and specification issue, included addenda, record-drawing date, and unresolved information. Note whether the bid is for existing-condition work, a new phase, a repair, or a change order. This single note prevents a later reviewer from confusing a record condition with the design condition to be priced.
Define scope boundaries before measuring
Make inclusions and exclusions explicit by trade, building area, level, phase and bid package. Mark the boundary on a plan when possible and describe it in the estimate. Scope definition is where many apparent quantity errors actually begin.
Resolve responsibility and interfaces
- Identify which contractor supplies and installs each assembly.
- Separate owner-furnished, contractor-furnished and existing-to-remain items.
- Assign demolition, patching, temporary protection, testing, commissioning and closeout responsibilities.
- State who provides openings, sleeves, embeds, penetrations, firestopping and final connections.
- List alternates separately from the base bid and identify the phase or area where each applies.
Mark physical limits
Define the rooms, elevations, grid lines, site zones, levels and work phases included. Record whether quantities cover both sides of a wall, all floors or only a selected area. Identify demolition and replacement separately; a record drawing may show a wall in its final location while the bid still requires removal of an earlier wall.
Handle uncertainty openly
If an as-built dimension conflicts with a schedule or field note, do not average the values. Identify the conflict, name the governing document if one exists, and carry an assumption or request for clarification. An unresolved assumption belongs in the bid risk register and scope letter, not hidden inside a rounded quantity.

Calibrate every scale and validate the measurement environment
Scale is a property of a specific viewport, detail or sheet—not a guarantee for an entire PDF. A plan, enlarged plan, elevation and detail on one sheet can each use a different scale.
PDF takeoff procedure
- Open the drawing at its native page size and confirm the title block has not been cropped.
- Select the exact viewport or detail you will measure.
- Calibrate the takeoff tool against a labeled dimension within that viewport.
- Measure a second known length that was not used for calibration.
- Record the scale, calibration dimension and check result in the quantity schedule.
- Repeat calibration after changing sheets, details, page sizes or measurement tools.
A scanned sheet, resized print or exported image can have nonuniform distortion. If two known dimensions do not agree, stop and obtain a reliable file or use a verified physical measurement; do not compensate by guessing a scale factor.
Printed-sheet procedure
Confirm the sheet was printed at its intended size. Check a labeled dimension with an architectural or engineering scale ruler, then spot-check a second dimension. A print marked “fit to page” is not suitable for scaled takeoff unless you establish a new scale from known dimensions and document that calibration.
Record calibration evidence
| Field | Example entry |
|---|---|
| Sheet and viewport | A-201, enlarged north plan |
| Reference dimension | 12′-0" grid spacing |
| Calibrated result | 12′-0" measured |
| Independent check | 8′-6" door opening measured 8′-6" |
| Estimator and date | Name, date and software or ruler used |
Build a measured quantity schedule by bid item
Take off one trade or work-breakdown section at a time. Measure the base condition first, then apply commercial assumptions in separate columns. This separation makes a change review possible without rebuilding the estimate.
| Schedule column | Required content |
|---|---|
| Bid-item number and description | The specification’s item name and number, if provided. |
| Location | Building, level, room, grid, elevation, phase or site zone. |
| Source reference | Sheet, detail, schedule row, revision and related RFI or change order. |
| Measurement method | Length, area, volume, count, weight, time or another specified method. |
| Raw dimensions | Length, width, height, thickness, count and other observed inputs. |
| Formula | A visible calculation such as (24 ft × 10 ft) − (3 ft × 7 ft opening) = 219 sq ft. |
| Base quantity | The measured amount before waste, laps, yield or package rounding. |
| Commercial adjustments | Waste, laps, conversion, yield, minimum order, package size and productivity assumptions, each identified separately. |
| Unit and price basis | The specification unit and the labor, material, equipment or subcontract rate basis. |
| Preparer and checker | Names, dates and review status. |
Use the specified unit and method
Read the measurement clause before choosing a formula. A material may be paid by cubic yard while purchased by truckload, or installed by linear foot while priced by each assembly. Keep those conversions visible. Caltrans’ general rule is that calculated values should be accurate to a level consistent with the unit price; its Construction Manual, Section 3-902B, gives a general range of 0.2% to 0.5%. Project specifications may control instead, so do not apply that range as a universal contract requirement.
Keep raw quantity separate from allowances
Do not bury a 10% waste factor in the measured area. Show the measured area, the stated waste assumption, the adjusted buy quantity and the package rounding independently. The reviewer should be able to remove an assumption and see the physical quantity without remeasuring the drawing.
Reconcile plans, schedules and record information
As-built information often appears in several forms. Cross-check plan dimensions against elevations, sections, enlarged details, schedules and approved records. A schedule may govern a door count; an elevation may reveal a changed height; a field markup may relocate equipment without changing the plan title.

Classify every change
| Change class | Estimating treatment |
|---|---|
| Added | Create a new measured line with its source and authorization. |
| Deleted | Remove or credit the affected line and retain the prior quantity for comparison. |
| Relocated | Delete the old location, measure the new one and check interface work. |
| Resized | Recalculate dimensions, material quantities, supports, openings and labor. |
| Substituted | Replace the specification and rate basis; check lead time and installation requirements. |
| Phase-shifted | Move the quantity to the correct phase and revisit access, protection and productivity. |
| Unresolved | Record the conflict, assumption, responsible party and pricing contingency or clarification. |
Use a change log
For each revision, record the previous value, new value, affected bid item, source reference, estimator, checker and date. Attach a marked comparison showing what moved or changed. Re-measure all dependent scope: relocating a wall can change flooring, ceiling, paint, firestopping, electrical outlets, ductwork and demolition even when the wall length changes only slightly.

Price only after quantities pass a separate review. The checker should work from the frozen source set and marked plans, not merely inspect a spreadsheet total.
Use independent geometric checks
- Compare façade length measured by elevation with perimeter measured on the plan.
- Compare room counts with door, finish and equipment schedules.
- Compare structural bay counts with column and footing counts.
- Compare duct or pipe route lengths with riser diagrams and vertical drops.
- Compare concrete volume with plan area, thickness and section details.
- Compare demolition quantities with the existing-condition plan, not only the proposed plan.
Investigate material differences rather than averaging them. A mismatch can indicate a missed opening, a duplicated area, a changed revision or a unit conversion error.
Prioritize high-risk lines
Review items with large value, unusual units, extensive repetition, complex interfaces, long lead times, uncertain existing conditions or multiple revisions first. Confirm that alternates, owner-furnished items and temporary work are not silently included in the base bid.
Maintain the audit trail
Caltrans requires source documents to include the bid-item number, installation location when applicable, measurements, calculations, preparer name and checker name. Its Section 3-902D instruction is to “Create a clear and easily followed trail for the total pay quantity in the proposed final estimate back to the first measurement or calculation for each bid item.” Retain the marked plan, calculation sheet, source revision and review sign-off together.

Convert verified quantities into a transparent price
Once the physical quantity is approved, connect it to a unit-rate build-up. Show material, labor, equipment, subcontract, delivery, escalation, tax, overhead and markup according to your estimating practice and contract requirements.
| Layer | Example treatment | Keep separate from |
|---|---|---|
| Measured quantity | 219 sq ft of net wall area | Waste and productivity |
| Buy quantity | Net area plus documented waste or package rounding | Installed quantity |
| Productivity | Labor hours per unit under stated access and phase conditions | Physical dimensions |
| Unit rate | Material, labor, equipment and subcontract components | General conditions and markup |
| Risk allowance | Specific unresolved condition with a stated basis | Hidden contingency in a quantity |
For example, if a record plan shows a 24-foot by 10-foot wall with one 3-foot by 7-foot opening, the raw area is (24 × 10) − (3 × 7) = 219 sq ft. A documented 5% material waste assumption produces 229.95 sq ft before package rounding; it does not change the measured 219 sq ft. If the specification measures wall finish gross to openings rather than net, use that method instead and show the contract rule.

Re-measure when addenda or revisions change the source
Do not edit only the visible line item. Start with the revised sheet and trace every dependent assembly. An addendum that changes a door width can affect masonry, framing, lintel, finishes, hardware, firestopping, electrical devices and schedule duration.
- Log the addendum or revision and its receipt date.
- List every affected sheet, detail, schedule and specification section.
- Overlay or compare the prior and current documents.
- Mark added, deleted, relocated, resized, substituted and phase-shifted work.
- Recalculate affected raw quantities and commercial adjustments.
- Run the independent checks again.
- Update the estimate revision, assumptions and bid submission record.
Preserve the previous takeoff so the team can explain the delta. Never overwrite a prior estimate in a way that destroys the quantities used for an earlier bid decision.

The right method depends on revision volume, repetition, collaboration and the reliability of the model or drawings. No software eliminates the need to read the specification and verify record conditions.
| Method | Strengths | Risks and controls | Best fit |
|---|---|---|---|
| Manual ruler and marked PDF | Low setup cost, direct visual control and easy use on small scopes. | Slow on repetitive work; scale, transcription and version errors require disciplined check sheets. | Small, stable scopes with few revisions. |
| Spreadsheet estimating | Flexible formulas, transparent assumptions and easy custom reporting. | Formula and cell-reference errors are common; lock revision identifiers and have another estimator inspect formulas. | Teams with consistent templates and moderate complexity. |
| Commercial estimating software | Item libraries, hard-coded formulas, permissions, revision history and standardized reports. | Setup and training cost; incorrect libraries or mappings can propagate errors. | Many trades, repeated assemblies or multiple estimators. |
| Integrated takeoff and pricing | Links measured quantities to rates and can speed revision comparisons. | Automation can hide unit or scope mistakes; retain marked plans and inspect mapping. | Frequent addenda and a need for bid-to-bid comparison. |
| BIM quantity extraction | Fast extraction of coded objects and repeatable assemblies. | Model completeness, object coding and representation of as-built conditions control usefulness; validate against drawings and specifications. | Well-maintained, information-rich models with stable coding. |
RICS describes detailed bills of quantities measured to a published standard, spreadsheet estimating, commercial software with hard-coded formulas and item libraries, integrated takeoff and pricing, and BIM auto-extraction as distinct approaches. It notes that a detailed bill measured to a published standard makes it “obvious to any professional stakeholder what is included in each item.” That clarity matters more than the brand or tool: automation is only as reliable as the source documents, coding and review process.
Common failure modes and recovery steps
Using the latest-looking PDF instead of the latest authorized state
Symptom: The file name says “final,” but an addendum or approved change is missing. Recovery: Rebuild the register from transmission records, identify the controlling issue and repeat the affected takeoff.
Applying one scale to an entire sheet
Symptom: The plan checks correctly but an enlarged detail is consistently wrong. Recovery: Calibrate each viewport and retain two known-dimension checks.
Mixing waste with measured quantity
Symptom: A reviewer cannot reproduce the base area or remove a waste factor. Recovery: Restore the raw measurement, then show waste, yield, laps and package rounding as separate lines.

Counting both plan and schedule
Symptom: Door, fixture or equipment quantities are duplicated. Recovery: Designate one governing source for the count, use the other as an independent check and document discrepancies.
Ignoring interfaces after a relocation
Symptom: The primary item is correct but adjacent trades are short. Recovery: Use the change classification table and trace the relocated work through openings, supports, finishes, testing and phasing.
Relying on a BIM model without checking record conditions
Symptom: Extraction is quick but omits unmodeled field work or contains obsolete objects. Recovery: Compare model quantities with the record drawing, specification and field documentation; flag unverified objects before pricing.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteRounding too early
Symptom: Small rounding differences multiply across rooms or floors. Recovery: Retain full precision in intermediate calculations and round only where the specification, unit price or purchasing package requires it.
Bid sign-off checklist
- The document register identifies the current record and design state, issue dates, revisions and superseded sheets.
- Addenda, approved changes, RFIs, clarifications, shop drawings, schedules and relevant field records are accounted for.
- Inclusions, exclusions, alternates, owner-furnished items, demolition, temporary work, openings, penetrations and trade interfaces are written down.
- Every relevant PDF viewport or printed sheet has a documented scale calibration and independent spot-check.
- Each quantity line has a bid item, location, source reference, dimensions, formula, unit and raw measured amount.
- Waste, yield, laps, conversion, package rounding and productivity assumptions are separate from the base measurement.
- Plan, elevation, section, detail, schedule and record information conflicts are resolved or carried as named assumptions.
- Revision impacts are classified and affected scope has been remeasured.
- A checker has independently reviewed high-risk quantities and the estimate reconciles to the source schedule.
- Marked plans, calculations, software exports, assumptions, preparer and checker names are retained so the final price can be traced to the first measurement.
What an accurate, defensible bid looks like
An accurate bid is not the one with the most decimals or the fastest automated extraction. It is a price that another competent estimator can reproduce from the same authorized documents, understand by bid item, and adjust when a revision arrives. As-built drawings provide the record of existing or installed conditions; the estimating discipline comes from freezing the source state, measuring to the contract method, separating physical quantities from assumptions, checking independent evidence and preserving every decision.
There is no established industry-wide percentage showing that using as-built drawings improves bid accuracy by a universal amount. The practical benefit is traceability: fewer hidden assumptions, faster impact analysis when documents change and a defensible explanation for each quantity submitted.
