How to Turn a Former Water Treatment Site Into a Safe, Accessible Public Park

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A former water-treatment property can become a public park, but construction is the last stage of a process that starts with environmental investigation and regulatory approval. The safe sequence is to document the site’s ownership and operating history, identify contaminants and exposure pathways, define the intended park uses, select a cleanup and control strategy for those uses, involve the community, and design accessibility, drainage, habitat and long-term maintenance into the same plan. A site is not safe merely because a treatment plant has closed or a park has been built.

The term “water treatment site” covers different facilities. A former wastewater plant may contain different residues, infrastructure and exposure concerns than a drinking-water treatment facility. The Glenwood Springs, Colorado, example discussed below involved a former wastewater treatment plant; it is a planning precedent, not a universal cleanup recipe.

1. Establish what the property is and who controls it

Begin with facts about the parcel before drawing a playground, lawn or trail. Assemble a project record that can be reviewed by the municipality, community partners, designers and the applicable environmental regulator.

Confirm the legal and physical boundaries

  • Identify every parcel, easement, right-of-way and water or floodplain interface that could be part of the park.
  • Confirm current ownership, proposed transfer arrangements and responsibility for existing buildings, tanks, pipelines, wells, outfalls and buried utilities.
  • Check whether a state or federal brownfields, hazardous-waste, leaking-tank, water-quality or other cleanup program governs the property.
  • Collect permits, closure documents, inspection records, spill reports, waste manifests, maps and previous environmental assessments.

A plant may have occupied only part of a larger parcel, while sludge storage, chemical delivery areas or former drainage paths extended beyond the obvious buildings. A boundary survey and historical site plan prevent those areas from disappearing from the investigation.

Reconstruct the operating history

Ask what processes were used, when they operated, and where chemicals, fuels, sludge and maintenance materials were stored. The history should identify treatment basins, clarifiers, laboratories, workshops, lagoons, pipelines and discharge points. Do not infer contaminants from the word “water” alone; the actual process and records determine what must be tested.

2. Investigate contamination and exposure pathways

Qualified environmental professionals should review the records, develop a sampling plan, collect and analyze appropriate samples, and complete a risk assessment. The work must address the ways future visitors could contact contamination, not simply whether a chemical is detectable.

Consider the routes of exposure

  • Soil contact: Bare soil, construction excavation, gardening and children’s play can create direct contact or dust exposure.
  • Groundwater: A contaminated plume may affect wells, trenches, dewatering or contact with surface water. The remedy may prohibit groundwater use even when visitors cannot see the plume.
  • Vapors and indoor air: Volatile compounds can migrate into buildings, utility vaults or enclosed structures.
  • Surface water and sediment: A river, drainage channel or former outfall can carry contaminants or create sediment-contact concerns.
  • Construction activities: Excavation, grading, pile driving and utility work can spread contaminated media or damage an existing barrier.

The assessment should map where each pathway exists and which park activities could activate it. Regulators and the project team then set cleanup objectives for the actual parcel. There is no universal “park cleanup level” that can be applied without considering contaminants, land use, geology, hydrology and applicable law.

Define the proposed use early, but do not let the concept outrun the evidence

Risk-based cleanup evaluates the planned reuse and seeks to reduce exposure to an acceptable level. Therefore, a path-only concept, a passive lawn, a sports field, a playground, a community garden and a building may require different sampling, remedies and controls. Prepare an initial range of uses for investigation, then revise it when the findings show that a use is incompatible with site conditions or would require disproportionate controls.

Potential park element Questions the investigation and design must answer
Paths and passive overlooks Can visitors remain on a maintained surface without contacting soil, sediment, groundwater or unsafe structures? Can construction avoid disturbing a remedy?
Lawns and open gathering areas What soil depth and cover are needed, and how will mowing, irrigation, erosion and future planting be controlled?
Play areas Will children have contact with soil or loose-fill material? Can the play zone be isolated from contaminated media and inspected reliably?
Gardens or food production Are soil, irrigation water and amendments suitable for edible crops, and do restrictions prohibit gardening or groundwater use?
Buildings, restrooms or maintenance facilities Could vapors enter the structure? What foundation, ventilation, utility and worker-protection measures are needed?
River access, fishing or water contact What do surface-water and sediment data show, and what railings, warnings, routes and operational rules are required?

3. Select a cleanup remedy and manage residual contamination

After investigation and risk assessment, the responsible regulator and qualified professionals select a remedy that meets cleanup and redevelopment objectives. The remedy may remove contaminated material, treat it in place, isolate it, restrict access to it, or combine these approaches. The decision should be documented before final park construction drawings are issued.

Understand what a risk-based remedy means

Risk-based cleanup does not necessarily remove every trace of contamination. A cap, clean-soil cover, pavement, building slab or other engineering control can block exposure. An institutional control, such as a deed notice or land-use restriction, can prohibit groundwater use, excavation, residential use or other activities. These controls are part of the park’s safety system, not paperwork that can be ignored after opening.

Design around the controls

  • Show the cap or barrier limits on civil, landscape and utility drawings.
  • Specify approved depths, materials and procedures for planting, sign foundations, lighting, drainage and future repairs.
  • Provide a procedure for notifying the environmental authority before excavation or soil movement.
  • Protect monitoring wells, vents, gas-control systems and inspection points from vehicles and landscaping.
  • Assign who will inspect the control, repair damage, keep records and report problems.
  • Transfer all restrictions and maintenance obligations when ownership or management changes.

Do not present a cap as permission to dig. Roots, irrigation, play equipment footings and utility trenches can puncture it. A land-use restriction is not optional simply because the park appears clean.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

4. Plan with residents and future users

Community engagement should shape the park program while environmental and engineering constraints are still adjustable. Start by explaining known facts, uncertainties, proposed controls and activities that may be restricted. Invite nearby residents, people with disabilities, youth, older adults, river users, maintenance staff, transit users and adjacent property owners.

Use a practical engagement sequence

  1. Share the site story. Present the former operations, investigation status, cleanup alternatives and decisions that are not yet made.
  2. Gather needs. Ask how people arrive, where they feel unsafe, which activities matter, and what seasonal or cultural uses should be supported.
  3. Test alternatives. Show several concepts with their access, exposure-control, stormwater, habitat, cost and maintenance implications.
  4. Report decisions. Explain which requests were adopted, modified or ruled out by contamination, law, budget or long-term stewardship requirements.
  5. Keep engagement active. Provide construction updates, temporary-access information and a channel for reporting damaged barriers, drainage failures or unsafe conditions.

Glenwood Springs as a planning precedent

In Glenwood Springs, Colorado, the city used an EPA Brownfields Area-Wide Planning Grant for a former wastewater treatment plant at the confluence of the Roaring Fork and Colorado rivers. EPA’s Land Revitalization program later provided contractor assistance for conceptual designs in 2019. Workshops with city leaders, stakeholders and community members informed a vision emphasizing river connectivity, pedestrian priority, interactive community spaces, passive recreation, social interaction, stormwater management and care for natural resources.

EPA’s case summary states: “The key objectives of the plan were to enhance connectivity to the Roaring Fork River, prioritize the needs of pedestrians, and create interactive community spaces.” The publication documents planning and conceptual design; it does not establish that the park was constructed or opened. Use the case as a model for process, not as proof that another site is safe or eligible for the same funding.

Decision axis What to compare
Exposure control Compatibility with the remedy, amount of soil disturbance, visitor contact, worker exposure and ability to inspect controls.
Inclusive access Accessible arrival, routes, rest areas, viewpoints and recreation features for varied mobility, sensory and communication needs.
Construction and operations Earthwork, utility relocation, specialist oversight, routine labor, replacement cycles and emergency access.
Stormwater performance Runoff reduction without mobilizing contaminants, undermining a cap or creating standing water near visitors.
Neighborhood value Connections to streets, transit, homes, schools and riverfront destinations, plus visibility and perceived safety.
Habitat and natural resources Native planting, shade, river or wetland protection and maintenance practices that do not disturb contaminated media.

6. Coordinate stormwater, habitat and infrastructure

Green infrastructure can improve runoff quality, shade and habitat, but infiltration is not automatically appropriate at a brownfield. EPA guidance on infiltration at vacant parcels and brownfields stresses site-specific evaluation. Infiltration can mobilize contaminants, intercept a plume, alter groundwater flow or conflict with a cap and monitoring system.

Questions for the stormwater design

  • Where does runoff originate, and could it contact contaminated soil, sediment or building materials?
  • Would infiltration move water through contaminated media or toward a river, groundwater plume or foundation?
  • Can amended soil, lined bioretention, underdrains, tanks or surface conveyance achieve the objective without compromising the remedy?
  • How will sediment, overflow, ice, drought and extreme storms be managed?
  • Can crews reach inlets, underdrains, inspection ports and vegetation without driving over protected areas?

Coordinate drainage with grading, accessible slopes, flood exposure, utilities, habitat restoration and maintenance routes. Native planting can reduce irrigation and support habitat, but root depth, soil import requirements and planting restrictions must be checked against the remedy.

7. Build accessibility into the program and details

For a public entity, consult the applicable ADA Title II requirements and the 2010 ADA Standards at the beginning of programming and design. The standards establish minimum scoping and technical requirements for newly designed, constructed or altered state and local government facilities, including recreation features such as play areas and fishing piers. Confirm which provisions apply to the specific park elements and to any state or local requirements.

Plan an accessible sequence, not an isolated route

  • Provide an accessible arrival from sidewalks, transit, parking and drop-off areas.
  • Connect the entrance to restrooms, seating, shade, viewpoints, play areas, picnic spaces and other selected amenities.
  • Coordinate route slopes, cross slopes, surfaces, drainage grates, edge protection and passing or resting opportunities.
  • Place accessible seating and viewing locations where companions can remain together rather than at a segregated edge.
  • Address sensory and communication needs through legible signs, predictable circulation, shade, acoustics and refuge choices where appropriate.
  • Apply recreation-feature requirements to the actual equipment and surfaces, then verify the completed work in the field.

Terrain exceptions are narrow and fact-specific. DOJ regulations describe structural impracticability as limited to rare cases involving unique terrain; even then, access must be provided to the extent feasible. A steep former industrial site therefore calls for early grading and route studies, not a blanket claim that accessibility is impossible.

8. Move from approved concept to construction

Use a gated delivery process so that environmental, accessibility and construction decisions remain connected.

  1. Authorize the project basis. Record the owner, cleanup program, regulator, intended uses, risk assumptions and community-approved goals.
  2. Complete investigation and remedy decisions. Obtain regulator concurrence or other required approvals before finalizing disturbance limits.
  3. Prepare coordinated documents. Overlay environmental controls, accessible routes, utilities, drainage, planting, structures, security and maintenance access.
  4. Write protective specifications. Include soil-handling procedures, worker protection, discovery protocols, approved imported materials, barrier protection and documentation requirements.
  5. Prequalify and brief contractors. Confirm that the team understands contamination controls, unexpected-material stop-work procedures and accessibility tolerances.
  6. Control excavation and material movement. Survey and mark restricted areas, keep manifests and test imported fill when required, and obtain environmental oversight for changes.
  7. Inspect hidden work. Document cap thickness, liners, underdrains, utility crossings, route grades, foundations and control-protection details before they are covered.
  8. Commission the park. Test drainage, lighting, accessible routes, play equipment, signs, barriers and emergency access under realistic conditions.
  9. Deliver the stewardship record. Give the owner as-built drawings, surveys, inspection schedules, restrictions, warranties, contacts and response procedures.

9. Budget for stewardship, not only opening day

Planning and technical assistance can help a community move from an area-wide vision to conceptual design, as the Glenwood Springs example illustrates. Grant availability and eligibility are time-sensitive and depend on the applicant, site, jurisdiction and funding round; that case is not evidence that a new project qualifies.

The capital budget should cover investigation, remediation, environmental oversight, demolition, imported clean material, accessible routes and recreation features, stormwater systems, utilities, habitat work, signs and commissioning. The operating budget should separately cover mowing, irrigation, litter removal, inspections, cap repairs, monitoring, drainage maintenance, vegetation management and recordkeeping.

Assign responsibilities in writing

Name the party responsible for each control and each park asset. The maintenance manual should state inspection frequency, acceptable conditions, triggers for professional review, emergency contacts and reporting obligations. Include procedures for vandalism, erosion, illegal digging, utility work, flooding, sinkholes, damaged fencing and discovery of unexpected material. If the property is sold or management changes, transfer the environmental restrictions and records with it.

10. A decision checklist for public approval

  • Parcel ownership, boundaries and easements are verified.
  • Historical operations, permits, closure records and environmental databases have been reviewed.
  • Sampling and risk assessment address planned uses and exposure pathways.
  • The regulator has approved or accepted the cleanup objectives and remedy.
  • Residual contamination, engineering controls and institutional controls are plainly mapped and assigned to an owner.
  • Community input has influenced the program and alternatives have been explained.
  • Stormwater and infiltration decisions are supported by site-specific evaluation.
  • Accessible arrival, circulation and recreation features are documented in the design.
  • Construction specifications cover soil handling, unexpected conditions and protection of controls.
  • Inspection, maintenance, funding and transfer responsibilities extend beyond opening.

Common failure modes and fixes

“The plant is closed, so the land is clean.”

Closure describes operations, not exposure risk. Fix the assumption by completing a site-specific investigation and obtaining a regulator-approved remedy.

“A clean cap solves every future use.”

A cap can fail if it is excavated, eroded or punctured. Fix the problem with mapped disturbance limits, approved work procedures, inspections and enforceable land-use controls.

“Infiltration is automatically green infrastructure.”

Infiltration may mobilize contamination or interfere with groundwater controls. Fix it by evaluating hydrogeology, contaminant mobility and the remedy before selecting a practice.

“Accessibility can be added after the landscape is drawn.”

Late changes can make routes steep, isolated or expensive. Fix the sequence by setting accessible arrival and circulation requirements during the initial program and checking them through construction.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“The Glenwood Springs concept proves this site will work.”

That case documents planning and conceptual design for a specific former wastewater plant. Fix the comparison by treating it as a process example and making decisions from the local records, data and regulations.

Conclusion

Turning a former treatment property into a park is feasible when reuse, cleanup, design and stewardship are treated as one project. Establish the site’s facts, investigate actual exposure pathways, let the proposed uses inform a regulator-approved remedy, preserve and maintain any remaining controls, and involve users before the layout is fixed. Then coordinate stormwater and habitat work with those controls, apply project-specific accessibility requirements, build with documented environmental oversight and fund the inspections and repairs that keep the park safe for decades.
