How to Turn a Defunct Mall Into a Connected Community

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A dead mall becomes a community when its inward-facing retail box and parking field are rebuilt as a connected, mixed-use neighborhood. That means adding homes, jobs, services, civic facilities, parks, walkable streets and transit links—while solving ownership, contamination, infrastructure, financing and market-demand problems first. The right plan is site-specific: Toronto’s mall-transformation guidance calls for a “complete community” integrated with surrounding streets, parks, open spaces and transit, not simply a replacement shopping center.

Start with a neighborhood, not a new shopping center

Most enclosed malls were designed as superblocks. Their blank edges, oversized parking lots and limited entrances separate them from adjacent neighborhoods. Redevelopment succeeds when those barriers are reversed. New public streets divide the superblock into walkable blocks; sidewalks and crossings connect to existing routes; parks and plazas become everyday destinations; and transit stops are easy to reach without crossing a sea of parking.

Toronto’s official guidance describes the long-term objective as a complete community with mixed uses, compact form, transit support and the physical and social infrastructure needed by residents, employees and visitors. It identifies potential benefits including new and expanded parks and open spaces, community services and facilities, affordable housing, a broader range of employment opportunities and sustainability measures. Those outcomes should be treated as a coordinated system: housing without services can create a dormitory district, while retail without residents or jobs can reproduce the original mall’s weakness.

Repair the surrounding street network

Begin by mapping every edge of the property: existing sidewalks, bus routes, bicycle facilities, schools, employment areas, homes, civic destinations and barriers such as highways or drainage channels. Then design several public connections rather than one grand entrance. A fine-grained block pattern gives residents multiple routes, supports small parcels and allows buildings to face streets instead of parking aisles.

Internal connections should continue the surrounding neighborhood’s street and park patterns. Safe crossings, shade, lighting, active ground floors and accessible routes matter as much as the street geometry. A project can contain attractive buildings and still fail to be walkable if people must detour around loading areas or cross high-speed driveways.

Make public space useful every day

Reserve land for parks, planted streets, civic plazas and indoor community facilities before residual space is consumed by buildings or parking. Program those places for different ages and times of day: play, informal gathering, events, exercise, markets and quiet seating. Public space is infrastructure, not decoration; its location determines whether it links homes, transit, jobs and services.

Choose the right mix of homes, jobs and services

A former mall can support housing, offices, light industrial space, shops, restaurants, entertainment, schools, health services and community facilities. The mix should reflect local demand and the capacity of roads, utilities, transit and public services. A “mall to mixed-use community” plan is stronger when it offers reasons to visit in the morning, afternoon and evening, rather than relying on a single retail peak.

Housing strategy

Test several housing scenarios instead of assuming that maximum unit count is the best result. Compare apartments, townhouses, senior housing and family-sized units, then set targets for tenure and affordability. The Massachusetts Technology Collaborative (MTC) Mall & Office Transformation Guide specifically treats maximizing affordable housing as a workstream: the team should evaluate how much affordable housing the reuse project can support within its market and financial constraints.

Place homes near parks, transit and daily services. Include entrances and shared spaces that face public streets, and plan for deliveries, waste, childcare, schools and accessible routes. If a structure is retained, verify floor-to-floor heights, daylight, structural grids, fire separation, mechanical capacity and window locations before counting conversion units.

Jobs and services

Employment space can include offices, medical uses, education, maker or light-industrial operations and locally serving businesses. A former department-store shell may suit large-format civic or employment uses, while smaller retail bays can be subdivided or replaced. The feasibility test is not simply whether a use fits physically; it is whether the market, parking strategy, loading, utilities and operating costs support it.

Community facilities should be identified early with local agencies and residents. Libraries, clinics, recreation, childcare and cultural venues can anchor public life and help justify infrastructure investment. Entertainment and restaurants can add evening activity, but they should complement—not substitute for—homes, services and employment.

Use a staged planning process that can be financed

MTC organizes mall and office transformation into four practical workstreams. Together they keep the vision connected to what can actually be approved, built and operated.

1. Urban planning and design

Select the planning process, establish a baseline of existing conditions and conduct inclusive engagement before fixing the plan. Balance an ambitious public vision with implementation tools such as zoning, subdivision, design standards, public-realm plans and phasing. Toronto’s guidance emphasizes that every mall site needs a context-driven solution; there is no universal building type or land-use formula.

2. Affordable housing capacity

Model affordable housing at the same time as market housing. Test the effect of density, parking reductions, public land, subsidies, inclusionary requirements, tax incentives and cross-subsidy from other uses. State whether affordability is permanent or time-limited, which households are served and how units will be delivered across phases.

3. Objective design standards

Write clear, measurable standards tailored to the plan or project. Address block dimensions, building placement, frontage, height transitions, setbacks, entrances, active ground floors, loading, landscape, stormwater, accessibility, lighting and public-space design. Objective standards reduce uncertainty for future developers while protecting the neighborhood outcomes established through engagement.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

4. Finance and implementation

Build a funding and delivery plan that identifies land, infrastructure, remediation, public facilities and affordable housing costs. Development agreements should specify who delivers streets, utilities, parks and civic facilities, when they are delivered and what happens if phases change. Public benefits need to remain financially feasible or the plan will not survive implementation.

Decide what to retain, remove or rebuild

Demolition and adaptive reuse are not ideological choices. Compare them with a building-by-building and infrastructure-level assessment.

Decision factor Questions to answer
Existing structures Can the structure provide daylight, efficient floor plates, code-compliant egress, accessible entries and economical mechanical systems?
Street and block pattern Can retained buildings support new public streets, parks and active frontages, or do they lock in the superblock?
Housing delivery How many units, what sizes and what affordability levels can each option deliver?
Jobs and services Which option provides viable office, medical, civic, retail or light-industrial space with workable loading and utilities?
Environmental work What asbestos, hazardous materials, soil, groundwater or demolition issues change the schedule and cost?
Phasing Can the site operate safely while construction proceeds, and can early phases create value for later infrastructure?

Adaptive reuse can preserve embodied carbon and familiar landmarks, but deep mall interiors often have poor daylight and expensive mechanical requirements. Demolition allows a more coherent street and utility plan, yet it creates major waste, abatement and replacement costs. A hybrid approach may retain a structurally sound anchor while removing wings that prevent a walkable block pattern.

Case study: Mizner Park shows the potential of a complete town center

The U.S. Environmental Protection Agency’s 2012 case-study update describes Mizner Park in Boca Raton as a mixed-use town center created by redeveloping the abandoned Boca Raton Mall. The 28.7-acre project includes 272 homes, 262,000 square feet of office space, a public promenade and park, shops, restaurants, a movie theater and a museum. City financing included $50 million in infrastructure improvements and $68 million in bond financing.

The EPA says the project “demonstrates how suburban communities can create lively downtowns by redeveloping abandoned shopping centers.” Its measured downtown change was substantial: 73 housing units existed before redevelopment; there were 689 by 2002, with another 900 under construction. Assessed property values increased 14-fold from 1990 to 2002. Those figures describe this specific Boca Raton project and period, not a guaranteed return for other mall sites.

Mizner Park’s lesson is the relationship between physical form and program. A promenade, park, homes, offices, shops, restaurants and cultural uses create a recognizable center rather than a collection of isolated buildings. The financing and public-realm investment were foundational, not an afterthought added after private construction.

Case study: Milwaukee illustrates the difficult work before construction

The former Northridge Mall in Milwaukee closed in 2003. The city took possession of three properties through tax foreclosure in January 2024, completed demolition in fall 2025 and is planning new development on the former mall’s 58-acre core site.

A community-led design charrette recommended ground-up mixed-use development with residential, retail, light industrial and public green space. City goals include new jobs, mixed housing types, commercial uses and more greenspace and landscaping. The project demonstrates why mall redevelopment is city building: ownership, asbestos and hazardous-material abatement, demolition, utility coordination, infrastructure, public safety, market demand and community expectations all have to be resolved.

Milwaukee’s sequence also shows why a vacant mall cannot be judged only by its future building plan. Tax foreclosure and site control determine who can make decisions. Environmental work determines what can safely be disturbed. Utility and infrastructure studies determine what the new district can support. A community vision must be translated into an implementable plan before vertical construction can deliver a neighborhood.

Finance, approvals and community support

The National Association of Realtors’ case-study report warns that careful planning and market assessment of the best uses of vacant malls are essential because the best use differs by area. It also notes that community support matters: projects often require public bond financing for infrastructure, and support can reduce development delays.

Prepare a transparent financial model with separate lines for acquisition or site control, demolition, hazardous-material work, soil and groundwater remediation, utilities, streets, parks, public facilities, structured or shared parking, building construction, financing, operating reserves and long-term maintenance. Show which costs are paid by private development, public funds, bonds, grants, tax mechanisms or land contributions. Test slower absorption, higher interest rates, lower rents and delayed phases rather than relying on one optimistic scenario.

Engagement should be continuous and representative. Invite residents, nearby businesses, workers, transit users, people with disabilities, youth, older adults and prospective affordable-housing residents. Publish what feedback changed, what constraints prevented a change and how future phases will be reviewed. Early agreement on streets, parks, housing and services is more useful than a late presentation of finished building images.

Use evidence carefully when setting expectations

Outcomes from other projects can inform decisions but should not become promises. In Worcester, Massachusetts, the NAR report says CitySquare combined retail, medical, office, housing and entertainment and was associated with approximately $2 billion in private and public investment in downtown Worcester. That figure is case-specific; it is not a universal return on mall redevelopment and does not establish what another city will achieve.

Set local measures instead: homes delivered by tenure and affordability, jobs created, residents within a short walk of daily services, park and public-space acreage, transit access, tree canopy, stormwater performance, tax-base change, construction milestones and the time between approvals and occupancy. Track whether benefits arrive in the same phases as private development.

A practical delivery sequence

  1. Confirm control and constraints. Resolve ownership, tax status, easements, leases, environmental records, utilities, structural conditions and public-safety risks.
  2. Map the surrounding community. Document streets, transit, homes, jobs, schools, services, parks, barriers and missing connections.
  3. Set a public vision. Use inclusive engagement to define housing, jobs, services, parks, civic facilities and sustainability priorities.
  4. Test alternatives. Compare demolition, adaptive reuse and hybrid plans against connectivity, affordability, market demand, remediation, infrastructure and phasing.
  5. Build the financial and implementation model. Assign costs, funding sources, responsibilities, agreements, approvals and delivery dates.
  6. Adopt objective standards. Codify blocks, streets, buildings, public space, landscape, loading, accessibility and environmental performance.
  7. Deliver enabling infrastructure first. Coordinate remediation, utilities, streets, transit connections, parks and public facilities with the first building phases.
  8. Measure and adjust. Publish progress on housing, jobs, public benefits, safety, environmental work and occupancy, then refine later phases using real demand.

What should replace a defunct shopping mall?

The answer is a connected, mixed-use community shaped by its location—not a predetermined number of apartments or a replica retail center. The strongest plans repair the street network, provide homes with different affordability levels, add jobs and services, create genuine public space, connect to transit and secure the infrastructure and financing needed to make those promises real. Mizner Park demonstrates the value a coordinated town center can create; Milwaukee demonstrates the ownership, remediation and public-planning work required before that value is possible.
