How to Track Approvals and Changes to Wisconsin State-Funded Building Projects

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The most reliable way to track a Wisconsin state-funded building project is to reconcile four official records: the biennial capital-budget authorization, State Building Commission agendas and minutes, project-delivery records in eBuilder or WisBuild, and (when you have registration) Capital Projects Accounting reports. Start at the Wisconsin Department of Administration (DOA) State Building Program hub, identify the project and its original authorization, then follow every later Commission action, scope or budget change, contract event, and financial update in a dated change log.

What a complete project trail should show

A defensible project history answers five questions without relying on a news story or an undated spreadsheet:

As an Amazon Associate I earn from qualifying purchases.

  • What was authorized? The capital-budget documents establish the project name or number, agency, location, funding source, approved amount, and authorization language.
  • What did the Building Commission approve? Dated agendas and minutes show whether the Commission approved a plan, design report, construction, razing, grant, or an adjustment, as well as the motion and result.
  • What changed during development? The record should identify changes to budget, scope, location, function, schedule, contracts, or funding.
  • What is happening operationally? eBuilder, WisBuild, bidding records, construction forms, and related portals show procurement and delivery activity, subject to user access.
  • What money has moved or been committed? Capital Projects Accounting reports show budget, expenditures, encumbrances or contracts, balance, status, and the date the underlying database was updated.

Keep the records in that order. A budget authorization is the baseline; a Commission minute is a dated approval decision; a portal record is an operational event; and an accounting report is a financial snapshot. They are related, but none is a substitute for the others.

Start at the Wisconsin DOA State Building Program hub

The DOA State Building Program page is the best entry point because it connects the State Building Commission, historical capital budgets, eBuilder, WisBuild read-only resources, the document library, bidding opportunities, and construction forms. The Division of Facilities Development (DFD), within DOA, develops and implements the biennial State Building Program and provides project management and field oversight for state agencies and the University of Wisconsin System.

Record your starting point

  1. Write down the date and time you began the search.
  2. Save the project’s exact name, any project number, the agency or UW campus, and the city or facility.
  3. Note which DOA page or portal you used and whether you were signed in, using a public read-only view, or requesting access.
  4. Save downloaded documents with a consistent filename such as project-number_record-type_YYYY-MM-DD. Do not overwrite an older version.

Access is not uniform. eBuilder internal and external portals, WisBuild, construction forms, and accounting reports may expose different information to an agency employee, consultant, contractor, registered financial user, or member of the public. Record the access level and date so another reviewer can tell whether a missing item is genuinely absent or simply restricted.

Find the original authorization in the capital-budget record

Use the historical capital-budget index to open the biennium that contains the project. Retrieve the authorized building program, the agency request, and the governor recommendation when all three are available. These documents let you distinguish the amount and scope initially proposed from the amount and scope ultimately authorized.

Capture the baseline fields

Field What to record Why it matters later
Project name and number Use the wording and identifier in the authorization. Names often change in later agendas; the number helps match records.
Agency or UW campus Record the requesting and responsible organization. Separates similarly named projects and identifies the likely project portal.
Location Campus, facility, municipality, and site description. A location change can require Commission action.
Funding source For example, a Building Trust Fund, Capital Improvement Fund, or another authorized source. Allows financial reports and encumbrances to be reconciled to the authorization.
Approved amount Copy the authorized amount and state whether it is a project total or a component amount. Creates the original-budget comparison point.
Authorization language Preserve the paragraph describing purpose, scope, and any conditions. Provides the wording against which later scope or function changes are judged.

Keep the agency request and governor recommendation as separate records even when the final authorization is different. A difference is useful evidence of how the project entered the enacted program; it is not, by itself, a later change order.

Use State Building Commission agendas and minutes as the decision record

The State Building Commission’s dated past-meetings index is the authoritative place to check Commission action. Open the agenda and the minutes for each meeting in which the project appears. An agenda shows what was presented; the minutes show the action taken and the result.

Extract each action consistently

  • Meeting date: Use the date printed on the agenda or minutes, not the date you downloaded it.
  • Action type: Identify whether the item concerns a plan, design report, construction, razing, grant, or adjustment.
  • Motion and result: Record the motion wording, whether it passed, and any conditions or delegated authority.
  • Project description: Copy enough of the item title and location to prove it is the same project.
  • Document reference: Save the agenda and minutes as separate files and note the page or item number.

Do not treat a project’s appearance on an agenda as approval. If the minutes show that an item was postponed, withdrawn, referred, or approved with conditions, record that outcome precisely and wait for the later decision record before marking the action complete.

Know when a budget or scope change needs Commission approval

The Building Commission Policy and Procedure Manual states: “Prior approval of the Building Commission shall be obtained for any project budget increase or any significant change in the scope, location or function of a project from that previously approved by the Commission.” Apply this as a search rule: whenever a later record shows a higher project budget or a material change in scope, location, or function, look for a subsequent agenda and minutes item.

The major-project threshold

Under the Wisconsin DOA Building Commission Policy and Procedure Manual, a project with a total budget above $760,000 is a “major project” subject to the Building Commission approval rules. The retrieved manual does not expose its publication year, so retain the threshold together with the manual edition you consulted and verify that edition when applying it to a new transaction.

Separate approval events from operational changes

  • A Commission-approved budget adjustment is an approval event.
  • A contractor change order, purchase order revision, or schedule update is an operational or contract event; it may also be evidence of a change that should have a Commission approval record.
  • A clarification that does not alter approved scope, location, function, or budget should be labeled as a clarification rather than a new approval.

When the documents are ambiguous, do not infer approval from the fact that work continued. Mark the item as “approval not located,” identify the exact record searched, and ask the responsible agency or DFD records contact for the missing decision document.

Build a development timeline from project-request fields

For University of Wisconsin projects, the request should describe intent, scope, justification, background, budget, schedule, and previous Commission action. Those fields make a useful standard timeline even when the project is not at UW.

Use one row for each material event

Timeline field Entry to capture
Intent The problem the project is meant to solve or the service it will provide.
Scope Buildings, systems, rooms, site work, capacity, and exclusions.
Justification and background Condition, program, code, safety, enrollment, operational, or other stated reason.
Budget Original amount, later approved amount, source of funds, and date of each revision.
Schedule Design, bid, construction, occupancy, and other milestones, with the date source.
Previous Commission action Meeting date, action type, motion/result, and document reference.

For each later request, compare the new text with the prior approved text rather than merely appending the new amount. That makes a scope drift—such as a changed facility function or site—visible even when the dollar increase is small.

Follow procurement and construction activity

DOA identifies eBuilder internal and external portals, Trimble Unity Construct support, WisBuild read-only resources, bidding opportunities, and construction forms. Use the portal that corresponds to your role and record the access date. A public view may show a project shell or bid information without exposing internal approvals, submittals, or contract administration.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What to collect from delivery systems

  • Solicitation or bid number, advertisement date, and bid opening date.
  • Selected contractor or consultant, contract amount, and notice-to-proceed milestone when published.
  • Current project status, designer or construction manager, and scheduled completion or occupancy dates.
  • Change-order or contract-modification references, including date, amount, description, and approving authority if shown.
  • Construction forms, pay-application support, inspections, or closeout records that explain a financial or schedule movement.

A portal status such as “active” or “in construction” is not evidence that the latest budget was approved. Tie each operational event to the appropriate Commission record and accounting snapshot.

Reconcile the financial picture in Capital Projects Accounting

Registered users can use Capital Projects Accounting for projects funded wholly or partly by the Building Trust Fund or Capital Improvement Fund. Its reports can show the budget, expended amount, encumbrances or contracts, remaining balance, project status, and the date the database was updated. The system updates from WiSMART.

Read the report without overstating precision

  1. Confirm that the project identifier and funding source match your capital-budget baseline.
  2. Record the report date and the database-update date shown in the report.
  3. Capture budget, expenditures, encumbrances or contracts, and balance as separate fields; do not treat an encumbrance as money already paid.
  4. Compare the report’s budget with the latest Commission-approved amount, not only with the original capital-budget amount.
  5. Investigate any mismatch between summary and detail totals before publishing a conclusion.

The report warns that vouchers awaiting approval can temporarily make summary and detail totals differ. Label such a discrepancy as pending voucher activity, preserve both figures and the report date, and recheck after the next update rather than forcing the numbers to balance.

Maintain a change log that another person can audit

A change log is the practical bridge between disconnected official systems. Use one row per approval, budget revision, scope decision, contract event, milestone change, or financial snapshot.

Compare two project versions systematically

When you have an original authorization and a later request, approval, or status report, compare the versions in the same order every time.

Comparison axis Question to answer Best evidence
Approval stage and body Which stage was approved, by whom, and on what date? Commission agenda and minutes; agency action record.
Budget What was the original amount, what is the revised amount, and what event authorized the difference? Capital budget, adjustment item, accounting report.
Scope, location, function What physical or operational change occurred? Authorization language, project request, Commission item, change description.
Schedule Which milestones moved, and is the movement approved, forecast, or merely reported? Request, portal status, meeting materials, construction record.
Funding and encumbrances Did the funding source or committed amount change? Capital Projects Accounting and contract records.
Contract or bid status Was the work advertised, awarded, modified, or closed? Bid opportunity, eBuilder or WisBuild record, contract form.
Decision versus operation Does the change appear in a Commission decision, only in an operational record, or in both? Minutes plus portal or accounting record.

This comparison prevents a common error: reporting a current accounting balance as if it were the Commission-approved budget, or treating a contractor change order as proof that the Commission approved a scope increase.

Use dated statewide announcements only as context

Governor Tony Evers’ Office reported that the Commission approved approximately $248 million on May 13, 2026, including $50 million for 71 local community-development projects. A separate release dated August 12, 2026, reported approximately $374 million in projects at state-owned facilities and properties statewide. Those figures describe statewide approval rounds; they do not replace a project’s individual authorization, minutes, contract record, or accounting report.

Troubleshoot common tracking problems

The project is not in the meeting index

Search alternate names, the project number, the agency or campus, and nearby meeting dates. Check the capital-budget language for an earlier project title. If it still does not appear, record the search terms and ask the agency or DFD whether the action was delegated, administratively handled, or filed under a program-level item.

The amount differs between documents

First determine whether you are comparing an authorized budget, a revised Commission budget, a contract amount, an encumbrance, expenditures, or a remaining balance. Then align the dates and funding sources. Do not call the difference a change order until a contract record or change-order reference supports that description.

Accounting totals do not reconcile

Check the report’s database-update date and the warning about vouchers awaiting approval. Preserve the summary and detail values, identify the pending-voucher explanation, and recheck after an update.

A portal shows a status but no approval document

Record the status as an operational observation, not as Commission approval. Search the past-meetings index for the related action and request the missing decision record if the change appears material.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

You cannot open a record

Note whether the restriction is caused by user type, internal access, or an unavailable archive. Record the portal name, attempted date, and visible metadata, then obtain the document through the responsible agency or an authorized account.

A repeatable review checklist

  • Project number, name, agency or campus, and location match across records.
  • Biennium and original authorization are saved, including funding and authorization language.
  • Every Commission appearance has an agenda, minutes, date, action type, and result.
  • Any budget increase or significant scope, location, or function change has a corresponding approval search.
  • UW project requests are checked for intent, scope, justification, background, budget, schedule, and prior action.
  • Portal, bid, contract, and construction records are dated and labeled by access level.
  • Accounting figures identify budget, expenditures, encumbrances or contracts, balance, status, and database-update date.
  • Pending-voucher warnings and other reconciliation limits are preserved.
  • Each change-log row points to an official source and distinguishes decision records from operational records.
