To track a San Francisco Unified School District (SFUSD) construction proposal, start with the district’s Bond Programs active-project list, open the project’s bond-year page, and record the dated phase, budget and schedule. Use the Board of Education when you want action on project scope, design or policy; use the Citizens’ Bond Oversight Committee (CBOC) for bond spending, audits, variances and transparency. For a Board agenda item, submit a speaker card before the item is called or email a written comment identifying the item to [email protected] by 2:00 p.m. on the meeting day. For CBOC, attend its quarterly public meeting or email a summary of up to 150 words to [email protected] so it can be reflected in the minutes.
Start with the official project record
The Bond Programs section of the SFUSD website is the best starting point because its active-project list combines project budgets and schedules and is updated monthly. Treat every date and amount as a status snapshot, not a guaranteed outcome: SFUSD cautions that some figures are projections or assumptions.

- Open the Bond Programs active-project list.
- Locate the school and project using SFUSD’s exact project name.
- Open the corresponding bond-year page. SFUSD organizes projects under the 2024, 2016, 2011 and 2006 bond programs.
- Save or print the page and note its publication or update date.
- Copy the project name, current phase, budget and schedule exactly as shown.
- Compare the current page with the previous monthly version when available. Record what changed, rather than relying on a remembered date or amount.
Your saved record should let another person identify the same project without guessing. Include the school name, project title, bond year, page date, phase, budget figure, milestone dates and any explanatory note about assumptions. If the page uses a projected completion date, preserve the word “projected” in your notes and in any public comment.

SFUSD describes a typical school-construction sequence. A project can move back and forth between activities, but identifying the latest completed step helps you ask a realistic question.
#1 Best Overall
- Valued Carpenter Pencil Set: You will get 2 pcs solid carpenter pencils with 26 piece 2.8 mm refills, 1 replaceable sharpener, 1 plastic storage box.The complete carpenter pencils combination allows you to finish your work faster and more easily
- Deep Hole Marker Pencil: The deep-hole construction pencils adopts 45mm elongated tip design, which is more convenient to mark in the small hole or in other tight areas that other carpenter markers cannot reach
- Carpenter Pencils with Sharpener: The sharpener is screwed into the top of the work pencil, which won't get lost either. Built-in pencil sharpener that keep the lead with pointed and smooth to Improves line of sight in fine work
- Stronger Solid Lead: This work pencil is matched with a 2.8 mm thick lead , which is much thicker and stronger during the drawing process of construction work, it will not break or damage easily
- Marks on Various Surfaces: 3 colors solid construction pencil can marks on various surfaces, such as metal, plastic, wood, paper etc. Ideals for woodworkers, contractors, craftsmen, builders, merchants and masons
- Assemble the project team. SFUSD organizes the people and consultants responsible for planning, design, approvals and delivery.
- Assess existing conditions and scope. The team studies the site, building conditions and the work the project is intended to accomplish.
- Schematic design. Early design alternatives establish the basic arrangement and intended scope.
- Design development. The preferred concept is developed in greater technical detail, including systems and materials.
- Construction documents and Division of the State Architect approval. Detailed drawings and specifications are prepared and submitted for the required state review.
- Bidding and construction. Contractors are solicited, a construction contract is awarded and physical work proceeds.
- Build-out. The finished spaces, equipment and systems are completed and prepared for use.
Use the phase shown on the dated project page, not a phase inferred from a contractor rumor or an old presentation. A request to change room layouts belongs in a design or scope discussion; a question about a payment, audit finding or unexplained variance belongs in bond oversight.
Follow the money and the schedule together
A project page tells you what SFUSD currently expects. Financial and oversight documents help test whether spending and progress match that expectation.
Documents to check
- Quarterly bond reports: Use the latest project and financial reports to review expenditures, commitments, schedules and reported variances.
- Annual financial and performance audits: These provide a broader review of financial controls and program performance.
- CBOC materials: Meeting packets, presentations and minutes show what the independent citizen oversight body has reviewed and what questions it has raised.
SFUSD publishes project and financial reports quarterly. The district identifies FY26 Q4 as April 1 through June 30, 2026. Put the reporting period beside every figure you quote; a quarterly number is not automatically a year-to-date or lifetime total.

Bond context as of the stated dates
| Item | Amount and date | What it represents |
|---|---|---|
| 2024 Proposition A | $790 million approved by San Francisco voters in 2024 | General-obligation capital improvements for SFUSD, including modernization, structural and core functionality, security, outdoor learning, technology and student nutrition |
| First 2024 bond sale | $160 million, April 2025 | First series of 2024 bond funds sold by SFUSD |
| Series B sale | $270 million, closed September 9, 2026 | Series B issuance from the 2024 bond program |
| All approved school bonds | Nearly $2.8 billion authorized, SFUSD statement in 2026 | Five voter-approved bonds from 2003, 2006, 2011, 2016 and 2024 |
These are program-level figures, not the budget for an individual campus. Do not use the $790 million authorization or a bond-sale amount as evidence that a particular project has received that sum.
Choose the body that has authority over your issue
There are two public routes, but they serve different purposes. The Board of Education can act on district policy and matters placed on its agenda. The Citizens’ Bond Oversight Committee reviews bond spending, audits, facilities and public communications. SFUSD expressly says CBOC is not involved in selecting or implementing projects.

| Decision route | Decision authority | Timing pattern | Public record | Best issue fit |
|---|---|---|---|---|
| Board of Education | Board action on an agenda item and district policy | Calendar-based meetings with advance agenda posting and a meeting-day email cutoff | Speaker-card testimony, emailed comment and meeting materials | Project scope, design, accessibility features, policy, community engagement or a request for a Board direction |
| CBOC | Citizen oversight of bond program spending and reporting | Quarterly public meetings | Meeting minutes and written summaries submitted for the minutes | Spending, audits, budget or schedule variances, controls and transparency |
If your proposal asks SFUSD to add an entrance, change a learning space or schedule a community design session, address the Board and the project process. If you want an explanation of a cost variance, audit issue or missing disclosure, address CBOC. You may use both routes when the same concern has a design consequence and a separate oversight question, but write each body a request it can actually answer.
Monitor the Board meeting that will handle the proposal
The Board calendar identifies regular, monitoring and special meetings. The agenda and accompanying staff report control what the Board is actually being asked to consider; a project appearing on a calendar is not proof that a decision will occur.
- Regular and monitoring meeting agendas are posted 72 hours before the meeting.
- Special-meeting agendas are posted 24 hours before the meeting.
- Read the final agenda and staff report, then copy the agenda-item title and number into your notes.
- Check the meeting page for live video, archived video, virtual-access instructions, captioning and ASL information.
Recheck the agenda shortly before the meeting. An item can be continued, amended or removed, and the staff report may contain the most current budget or schedule explanation.
Submit a public comment to the Board
Speaking during the agenda item
- Identify the meeting date and the exact agenda item.
- Complete and submit a speaker card before the item is called. Follow the meeting page’s in-person or virtual instructions for delivering the card.
- Wait for the chair to call the item and follow the time limit announced for that meeting.
- State your requested action first, then give the dated project evidence supporting it.
A speaker card places your testimony in the meeting’s public process. It does not guarantee that the Board will adopt your request, and it does not replace a written record when you need a detailed explanation.
Emailing instead of speaking
If you do not want to speak, email a written comment to [email protected] by 2:00 p.m. on the meeting day. Identify the meeting and agenda item in the subject line and opening sentence. Keep the message focused on one request, attach or quote the dated project information, and ask that the comment be entered into the record. Save the sent message and any automated receipt.

A useful subject line is: Agenda Item [number] — [exact SFUSD project name] — request for [specific action]. Replace the bracketed text with the actual item information; do not send a generic message that forces staff to determine which project you mean.

Submit a bond-oversight comment to CBOC
CBOC meetings are quarterly and open to the public. The public-comment period lasts 10 minutes in total and is divided among speakers, with individual comments generally limited to one to three minutes. Check the meeting notice for the exact speaking procedure and time allocation.
Speaking at a CBOC meeting
- Read the meeting agenda and identify the bond program, project or report at issue.
- Prepare a concise statement that names the school and project exactly as SFUSD does.
- State the variance, audit question or disclosure gap and one action you want CBOC to take, such as requesting an explanation or tracking a corrective update.
- Submit the meeting’s speaker information and deliver the comment within the time assigned.
Putting a written summary in the minutes
Email a written summary of up to 150 words to [email protected]. Ask that it be reflected in the meeting minutes, and send it early enough for staff to process it with the meeting materials. Keep a copy of the message and any confirmation. The 150-word limit applies to the summary intended for the minutes, so edit for clarity rather than attaching a long letter and assuming it will be reproduced in full.
Build a comment that officials can verify
A verifiable comment connects one public record to one specific request. Include these elements in order:
- Exact identity: Name the school and project exactly as SFUSD lists them, including the bond year when it appears on the project page.
- Agenda reference: Quote the Board agenda item or identify the CBOC report, presentation or discussion.
- Date-stamped evidence: Cite the date on the project page or the reporting period of the quarterly report. Include the phase, budget and schedule figure that matters.
- Variance or question: Describe the difference between the earlier and current schedule or budget, or identify the information that is missing.
- One requested action: Ask for a defined response, such as publishing the assumptions behind a projected date, explaining a variance, adding an accessibility element, or scheduling a community update.
- Record request: Ask that the comment be entered into the public record, then retain your email, speaker-card confirmation or other receipt.
For example, a schedule request could say that the dated project page lists the project in design development with a projected milestone, quote that milestone, ask SFUSD to publish the assumptions behind it, and request a community update at the next appropriate Board meeting. A spending request could identify the quarterly report period, state the variance shown there and ask CBOC to track a written explanation in its minutes. The example is a structure, not a claim about any particular school.

Understand how projects are selected
SFUSD says project selection uses the 2023 Facilities Condition Assessment together with site visits, work orders and ongoing assessments. The district’s stated explanation is: “Bond projects are selected based on data collected from the 2023 Facilities Condition Assessment, in addition to other feedback on site conditions gathered during site visits, work orders, and ongoing assessments.”
That selection basis matters when you ask why one campus is scheduled before another. A persuasive question asks SFUSD to identify the condition data or assessment finding behind a priority, rather than assuming that a project’s absence from the active list means it was overlooked. SFUSD also says each project will include community engagement. If engagement has not been explained for your project, ask for the planned format, timing and point of contact.
Common problems and practical fixes
The project page and a meeting presentation show different dates
Save both dates and identify which document is newer. Quote the dated project page and the dated presentation separately, then ask the Board or CBOC to reconcile the discrepancy. Do not average the dates or present a projection as a commitment.
The item is not on the agenda
The Board can address only matters properly placed before it. Continue monitoring the calendar and the project page, and send a general policy or project-process concern through the district’s established contact route while waiting for an agenda item. For a bond-spending question, use the next CBOC meeting rather than asking CBOC to direct construction work.

You need an answer about design, but sent it to CBOC
CBOC does not select or implement projects. Redirect the design or scope request to the Board and the project’s community-engagement process, while reserving CBOC for the related spending, audit or transparency question.
You want your CBOC statement in the minutes
Keep the written summary within 150 words, identify the meeting and project, email it to [email protected] and explicitly request inclusion in the minutes. Retain proof of delivery.
Keep a tracking file for the project
A simple chronological file makes later comments more precise and prevents accidental reliance on an outdated number.
- Project name, school and bond year as SFUSD writes them.
- Date of every project-page snapshot and the phase, budget and schedule shown.
- Quarterly report period, cited variance and any explanatory note.
- Board meeting date, agenda-item number, final agenda and staff report.
- Speaker-card confirmation, emailed comment, CBOC summary and delivery receipts.
- Responses, minutes or follow-up commitments, each labeled with its meeting or publication date.
When you return to the project, update the file instead of overwriting the old entry. A clear sequence of dated records lets neighbors, staff and board members see exactly when a projection changed and which question remains unanswered.
A decision checklist before you submit
- Have you copied the project name and agenda item exactly?
- Is every budget or schedule number tied to a dated SFUSD page or report?
- Have you identified the current project phase?
- Does the recipient have authority over your request?
- Is your requested action specific and limited to one principal outcome?
- For a Board email, will it arrive by 2:00 p.m. on the meeting day?
- For CBOC, is the minutes summary no more than 150 words?
- Have you asked for the comment to be entered into the record and saved proof of submission?
Following this sequence turns a general concern into a traceable public comment: the project record establishes the facts, the meeting agenda establishes the decision point, and the chosen body receives a request within its legal and practical role.
