How to track a planning application from submission to decision in England

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Keep the submission confirmation and its reference number, then track the case on the local planning authority’s (LPA’s) own planning register. The register should show when the application is validated, consultation and document updates, committee information where relevant, and the decision notice. A Planning Portal receipt proves that your electronic submission reached the Portal; it is not the council’s formal acceptance. The timetable for deciding the case starts after validation, not simply when you press Submit.

This guide covers planning applications in England. Wales, Scotland and Northern Ireland use different systems and rules. First identify the LPA responsible for the site, because that authority’s register is the authoritative place to follow the case.

What you are tracking, and who controls each stage

A planning application moves through two connected systems. The Planning Portal (when you submit online) handles the electronic hand-off and gives you a Portal reference. The LPA then checks the submission, creates or confirms its planning-register record, consults as required, assesses the proposal and issues the formal decision. Only the LPA can validate the application, determine it or formally notify you of the result.

Keep these identifiers separate:

  • Portal submission reference: the unique number in the confirmation email and in the Portal’s “My planning applications” area and application overview.
  • Council application reference: the LPA’s reference shown on its register once the case has been entered and determination is under way. Some councils also display a case number, ward, or other internal identifier.

Quote the relevant reference in every email or telephone call. It lets staff find the record even when an address search produces several results.

The complete tracking workflow

Stage What the authority does What you should check
Submission The Portal transmits the form, plans, supporting documents and fee information. Save the confirmation email, Portal reference, submitted files and payment details.
Validation The LPA checks the standard form, national information requirements and its local list. Look for a validation date, a request for missing information, or an invalid notice.
Register publication Once the case is deemed valid and determination begins, the application is placed on the public register and assigned an LPA reference. Search the council site by reference, then by site address if necessary.
Consultation and assessment The council publishes documents and comments, seeks consultee views and prepares its assessment. Monitor plans, supporting statements, consultation closing dates, comments, officer reports and committee dates where published.
Decision The LPA issues a written decision notice. Read the decision and every condition; an online status alone is not formal notification.

Step 1: Save the submission evidence immediately

For an online application, the Planning Portal confirmation email contains a unique reference number. You can also find it under “My planning applications” and in the application overview. Save the email as a PDF or in a dedicated project folder, and retain the exact version of every plan and supporting document that was submitted.

The confirmation means the Portal received the electronic submission. It does not mean the LPA has accepted the application as valid. Planning Portal guidance states: “The confirmation email from Planning Portal does not constitute the formal acceptance of your electronic submission by your local planning authority.”

Record the following while the details are easy to retrieve:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Portal reference and submission date and time.
  • Site address and a short description of the proposal.
  • Name and contact details of the applicant and agent, if an agent submitted it.
  • List of uploaded plans and documents, including revision numbers.
  • Fee payment confirmation and any delivery or transmission message.
  • The LPA you believe is responsible for the site.

If the Portal reports a successful submission but you receive no confirmation, check your spam or quarantine folder and sign in to “My planning applications”. If the reference is still unavailable, contact the Portal using the details associated with the submission, then contact the LPA once you know which authority handles the site.

Step 2: Wait for the LPA’s validation check

Validation is the first meaningful council milestone. The LPA checks the standard application form, the national information requirements and its own local list. It may also check that the correct fee and supporting material have been supplied. A case is not ready for determination until the authority considers it valid.

If the application is valid

The council should provide or display a validation date. That date is the anchor for the statutory decision period. From this point, the register may show a council application reference and public-facing documents.

If information is missing

The LPA should contact the applicant and explain what is required. Reply through the channel specified by the authority, identify each requested item, and use the same file names or drawing references so staff can match the response to the case. Keep a copy of what you sent and the date it was delivered.

  • One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips

If the status says “invalid”

An invalid application should ordinarily be accompanied by written reasons. Read the notice carefully: it may identify a missing ownership certificate, plan, form field, fee or locally required document. Correct the specific defect rather than uploading an unrelated replacement set. If you disagree with a request, ask the case officer to explain how it relates to the national information requirements or the LPA’s local list. Applicants and authorities are expected to try to resolve validation disagreements; England also has an Article 12 procedure for disputes about validation.

Step 3: Find the correct council planning register

Every LPA in England must maintain a planning register and provide for online access. Use the LPA for the application site, not necessarily the authority where you live or where your builder’s office is located. The council’s planning pages normally link to a search portal, but the design and labels differ between authorities.

  1. Open the LPA’s current planning-register or planning-application search page.
  2. Enter the Portal reference or the council reference if you already have it. Search by the site address if no reference produces a result.
  3. Check the address, proposal description and applicant name against your submission before relying on the record.
  4. Bookmark the individual case page, not just the council’s generic search page.

The Portal reference identifies your submission, while the council reference identifies the LPA’s planning case. A council may not publish the record until it has completed validation and started determination.

When the record is not visible yet

Publication is not instantaneous or uniform. Some authorities update their register in batches, and documents can appear after the basic case entry. Bristol, for example, says new documents are normally visible within five working days after validation and advises waiting a few days and checking again when documents are absent. That timing is an example, not a national deadline. If the record remains missing, verify the LPA and address, try both reference and address searches, then contact the authority with the Portal reference and submission date.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Step 4: Read the register as the case develops

Council portals do not use one national status vocabulary or expose identical information. Depending on the authority, the case page may include:

  • Application status, validation date and target decision date.
  • The submitted form, plans, design and access statement, photographs and other supporting documents.
  • Consultation start and end dates, statutory-consultee responses and public comments.
  • Amended drawings or additional information submitted during assessment.
  • An officer report, delegated decision record or planning committee agenda and meeting date.
  • The decision notice and any reasons or conditions.
  • An email-alert or “track this application” option.

Use the document list’s dates and revision numbers to distinguish the original proposal from later material. A newly uploaded drawing may be an amendment, a clarification or a replacement; the register’s description and the case officer can tell you which. Do not assume that a blank section means no consultation or report exists: it may mean the council has not published it or uses a separate committee system.

Register alerts

If the council offers an email alert, register using an address you monitor and keep the confirmation message. Alerts are a convenience, not a guarantee that every upload or status change will trigger an email. Continue checking the case page around known consultation and committee dates.

Step 5: Use the statutory period as a planning guide

GOV.UK describes the following statutory periods for England. They apply after validation. They are target periods, not promises that every case will be decided by the listed week.

Application category Statutory period after validation
All other types of development 8 weeks
Major development 13 weeks
Technical details consent 10 weeks
Public service infrastructure development 10 weeks
Application subject to Environmental Impact Assessment 16 weeks

The figures are from current GOV.UK guidance whose statutory-period paragraph was revised in 2023. Confirm how the LPA has classified your particular application; the category controls the applicable period. Ask the authority for the validation date and target date if they are not shown on the register.

Written extensions

A longer timetable can be agreed in writing with the applicant. Keep the email or letter that records the revised date and check that the register reflects it. An informal comment such as “the case will take longer” is not the same as a clearly recorded agreement.

Why a target date can pass

Complex proposals, late information, consultation issues, committee scheduling and agreed extensions can move the practical decision date. A passed target date does not itself grant permission or refusal. It is a prompt to check the validation date, read the latest correspondence and ask the LPA what timetable now applies.

Step 6: Confirm the formal decision

The LPA must formally notify the applicant with a written decision notice. A register label such as “approved”, “refused” or “pending committee” is useful for monitoring but is not the formal notification.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If permission is granted

Download the notice and read every condition. Some conditions require drawings, materials, landscaping, drainage details or other information to be approved before a specified stage of work. Permission may therefore exist while pre-commencement conditions still prevent lawful work from starting. Note the deadline for any appeal or reserved-matter action stated in the notice.

If permission is refused

Read the stated reasons, which identify the planning issues the decision-maker considered decisive. Keep the notice with the approved or refused plans and the officer report. Those documents determine what can be changed, challenged or resubmitted.

If the register and notice differ

Rely on the written decision notice for the formal result and ask the LPA to correct any obvious register error. Bristol explicitly warns that online planning history can be incomplete and that its online information is not formal decision notification; the same caution is sensible when using any council portal.

What to do when the application seems stuck

No application appears online

  1. Confirm the site is in the LPA you searched.
  2. Search with the Portal reference, then the council reference, then the full address and postcode or other fields offered by that council.
  3. Allow for the authority’s publication delay, especially immediately after validation.
  4. Contact the LPA, quote the reference and submission date, and ask whether validation is complete and where the record will appear.

The authority requests more information

Reply by the deadline in the request, identify the application reference in the subject line, and list each attachment. If the request changes the proposal, ask whether the new material will be published and whether consultation will be reopened.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The application remains invalid

Ask for the reason in writing if it was not supplied. Compare the request with the LPA’s local list and the national information requirements. If a disagreement cannot be resolved with the case officer, ask the authority how it handles an Article 12 validation dispute. Do not treat an invalid case as being within the decision timetable.

The target date has passed without a decision

First confirm the validation date and whether you agreed an extension in writing. If the valid application is not decided within the statutory period or the written extension, GOV.UK guidance says the applicant may have a right to appeal against non-determination. This is a consequential step: check the current official appeal guidance and obtain planning advice for the facts of your case before starting an appeal.

Changes while the application is under consideration

An applicant can suggest changes before determination, but the LPA decides whether to accept them. It may decide that further consultation is needed, or that the changes are so substantial that a new application should be submitted. Ask the case officer to confirm in writing:

  • Whether the authority will treat the material as an amendment to the existing application.
  • Which revised drawings or documents it will publish.
  • Whether consultees and neighbours will receive a further consultation period.
  • Whether the target date or committee route will change.

Do not assume that uploading a revised plan automatically replaces the plan that was originally publicised.

How to compare council tracking portals

There is no single national tracking interface. The useful option is the LPA’s own register, and its completeness varies. When assessing how well a portal supports your case, check for these practical features:

Best Value
Milwaukee 48-22-3104 Inkzall Point Marker, Fine, Black, 4-Pack
  • Milwaukee Ink all Fine Point Marker, Black, 4 Per Pack
  • 4 per pack Features Clog Resistant Marker Tip Writes through Dusty, Wet and Oily Surfaces Durable Marker Tip for Writing on Concrete, OSB and Rough Surfaces
  • Clog resistant tip writes on dusty, wet and oily surfaces and is optimized for rough surfaces such as OSB, cinderblock and concrete
  • Hard hat clip- attaches for easy access
  • Quick dry time with reduced smearing and marking
Feature Why it matters
Reference and address searches Reference searches are precise; address searches help when the council number has not yet been issued.
Validation and consultation milestones These dates show whether the decision period has started and when public input is expected.
Full document history Plans, amendments and officer reports let you see what the decision-maker is considering.
Committee dates and agendas Useful where the application is referred to a planning committee rather than decided under delegated powers.
Decision notices Provides the formal written outcome and conditions in a downloadable record.
Email alerts Can reduce manual checking, although alert coverage and timing are council-specific.

These features are not guaranteed across England. A council may publish only selected documents, update them on a delay, or use a separate system for committee papers. Treat the register as the primary online tracking location, while using direct contact with the LPA to resolve missing or contradictory information.

A practical record-keeping checklist

Create one folder for the application and keep a dated log. Include:

  • Portal confirmation and both Portal and council references.
  • The submitted form, plans and supporting documents, with revision numbers.
  • Fee evidence and all validation correspondence.
  • Requests for information and your responses, including transmission dates.
  • Copies or exports of consultation comments and amended documents that affect the proposal.
  • Emails recording any extension of time or agreement about amendments.
  • Officer reports, committee papers and the final written decision notice.

When calling the LPA, note the staff member’s name, the date, the question asked and any promised follow-up. This record prevents a status change or telephone explanation from being confused with the formal decision.

Questions readers commonly ask

Does a Planning Portal confirmation mean my application is accepted?

No. It confirms successful receipt through the Portal. The LPA still has to validate the submission and formally process it.

When does the decision clock start?

The statutory period is tied to a valid application. Use the LPA’s validation date, not merely the date you submitted online.

Can I track an application without the council reference?

Usually, yes. Start with the Portal reference, then try the site address and other search fields on the LPA register. Ask the council for its reference if the record cannot be found.

Is an online “approved” status the legal decision?

No. Wait for and read the written decision notice, including its conditions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What if the application is still not decided after the deadline?

Check the validation date and any written extension. If the applicable period has expired without a decision, you may have a right to appeal against non-determination; verify the current official procedure and obtain advice before acting.
