The most reliable way to follow construction near you is to work outward from the official city or county record: identify the correct jurisdiction and parcel, search by address, save every case and permit number, then connect planning decisions, permits, inspections, maps and archived documents. There is no single national construction database, and an empty search result never proves that no project exists.
Use the workflow below to establish what has been proposed, approved, permitted, inspected or completed—and to distinguish those stages instead of treating a short portal label as the whole story.

What “tracking a project” actually means
A construction site can generate several records owned by different offices. A planning application may request a rezoning, subdivision, variance or design approval. A building permit authorizes a defined scope of work. Trade or site-work permits can be issued separately. Inspections show activity against a permit, while a certificate of occupancy or completion record addresses a later milestone. Code-enforcement complaints and public-works approvals may be separate again.

- Application submitted: the government has received a request; review or approval may still be pending.
- Land-use decision: a hearing body or planning staff has approved, denied or conditionally approved a proposal. Conditions can limit what may be built.
- Permit issued: a specific permit has been approved for the scope shown in that record. It does not by itself prove that work has started.
- Inspection activity: inspections have been scheduled, passed, failed or otherwise recorded. The meaning of each status is local.
- Completion or occupancy: the jurisdiction has recorded a final milestone when its rules require one. It is not interchangeable with an earlier permit status.
Use the dated record and the jurisdiction’s own status definitions when reporting what you find. Do not infer funding, compliance, active work or completion from a single line of text.

Step 1: Identify the right government and the exact site
Determine which jurisdiction controls the parcel
First decide whether the property lies inside an incorporated city, in an unincorporated county area or near a boundary. A city may handle building permits while a county, regional agency or utility controls another approval. Start on the official planning, building, development-services or land-development page for the government that has authority over the parcel.
Have the complete street address ready, including directional prefixes, unit numbers and postal code. Newly assigned addresses, corner lots and large developments often appear under more than one address. If the site is outside a city boundary, search the county even when the mailing address uses the nearby city name.
Capture identifiers as soon as you find them
Save every identifier shown in a result: project, case, application, permit, plan-file, parcel or assessor’s parcel number (APN). San Diego’s records guidance specifically identifies an address, plan-file number, approval number, permit number, legal description and APN as useful ways to locate material. One identifier may retrieve a different set of records than another, so keep all of them in your log.

Use the local application or case search
Look for labels such as planning case search, zoning application, development review, site plan, subdivision, variance, conditional use, design review or rezoning. Terminology varies, so read the jurisdiction’s help text rather than assuming that two similarly named records mean the same thing.
Search the address, then repeat the search with the applicant name, parcel/APN and any project or case number. Record the applicant, project description, submission date, hearing body, hearing date, decision and every stated condition. Download the staff report, exhibits, decision letter and approved plan set when the portal offers them; a one-word status rarely explains height limits, phasing, required setbacks or mitigation measures.
Check public meeting material
If a hearing is involved, search the planning commission, design-review board, zoning board or council agenda archive for the case number and hearing date. Minutes can confirm the action taken, while staff reports and resolutions usually contain the operative conditions. Keep the original documents with the date retrieved so you can compare later amendments.

Step 3: Find building permits and related permits
Search by address, then by linked case number
Open the building or development-services permit portal and search the address. Once a permit appears, search its project, case or application number as well. Review the record description, applicant team, status, issue and expiration information when displayed, inspection history, related permits and attached files.
Seattle’s permit-tracking documentation describes records from 2005 to the present and lists project descriptions, applicant teams, permit and inspection status, related permits and project documents among the available details. That is an example of the level of information a portal may expose, not a promise that every jurisdiction provides the same fields.
Look for the permits that are split out
Do not stop at the first building permit. Depending on local practice, a project may also have separate records for demolition, grading or site work, electrical, plumbing, mechanical, utility connections, right-of-way work, signs or public improvements. Search the same address and project identifier across each category the local system offers. A related-permit link is useful, but manually repeating the search can reveal records that were not linked correctly.
Step 4: Use GIS and development maps to resolve location problems
Find the parcel when the address is uncertain
Open the jurisdiction’s GIS parcel viewer, development map or active-construction map. Search the address, zoom to the block and select the parcel or project symbol. Compare parcel boundaries with the site shown in planning documents. A single development can cover several tax parcels or use a temporary construction address, while a large parcel can contain multiple projects.
Seattle provides map-oriented project research, and Fairfax County’s Development Tracker lets users search active construction and several classes of recent planning and permit records by address. Use the map to discover candidates, then open the detailed record and verify the address, parcel and project description before treating it as a match.

Use neighboring parcels deliberately
If the target address returns nothing, inspect adjacent parcels and alternate street numbers. Search the legal description or APN shown in the map, and note parcels that share the same applicant, project name or plan set. This often explains why a project appears under a corner address or a parent parcel rather than the location printed on a sign.

Step 5: Build a complete record set
| Record family | What it can establish | Questions to check |
|---|---|---|
| Planning or zoning application | What land-use change or development was requested | Was it approved, denied, withdrawn or approved with conditions? |
| Hearing agenda, minutes or resolution | What the reviewing body decided and when | Which conditions, phasing requirements or appeal rights were recorded? |
| Building permit | The permitted scope and permit lifecycle | When was it issued, does it expire, and is the description consistent with the approved plan? |
| Related trade or site permit | Separate portions of construction | Are demolition, grading, utility or trade activities tracked independently? |
| Inspection record | Recorded inspection events and outcomes | Which permit does each inspection belong to, and what does the local status code mean? |
| Completion or occupancy record | A later completion milestone when issued by the jurisdiction | Is it final, partial, temporary or tied to a particular phase? |
| Code or complaint record | Reported concerns or enforcement actions | Is the matter open, closed, appealed or unrelated to the permitted scope? |
Keep the records separate in your notes. A planning approval does not replace a building permit, and an inspection entry does not establish that every part of a multi-permit project is complete.
Step 6: Track changes over time
Maintain a dated project log
Use a spreadsheet or notes file with one row per event. Record the search date, exact record number, source page, status text, document title, next hearing or inspection date and a short explanation of what changed. Save downloaded documents with the record number and retrieval date so later edits in a portal do not erase your history.
| Date checked | Record number | Event or status | Document or evidence | Next action |
|---|---|---|---|---|
| 2026-10-17 | Local case or permit identifier | Use the portal’s exact wording | Staff report, decision, permit or inspection entry | Next hearing, scheduled inspection or follow-up search |
The sample row shows the fields to capture; replace it with the actual dated entry for your project. Avoid rewriting a status in stronger language than the portal uses.
Use official notifications when available
Revisit the case after hearing dates, permit issuance, inspection milestones and stated expiration dates. Fairfax County says its PLUS system supports online status tracking and electronic notifications for customers using the system. That does not establish that every map or portal offers alerts, so check the local account and subscription options rather than assuming an email service exists.
Step 7: Compare the available tracking routes
If a jurisdiction offers a permit portal, planning search, GIS map and archive, choose the route that matches the question you are trying to answer.
| Comparison axis | What to look for |
|---|---|
| Record type and stage | Planning applications, permits, inspections, complaints, completion or occupancy records |
| Time coverage | The online system’s stated start date and any older archive, microfilm or paper-file range |
| Search and geography | Address, record number, APN or parcel, applicant name and map browsing |
| Detail and documents | Status history, applicant, linked cases, staff reports, plans, comments and inspection records |
| Update method | Current display, stated refresh interval, downloadable data or email notification |
| Access friction | Self-service viewing versus an appointment, written request, fee or public-records process |
There is no nationwide ranking or standard. The best route is the one that covers the record type and date you need and lets you verify the underlying document.

What the major local examples show
| Jurisdiction | Official route described | Useful coverage or procedure |
|---|---|---|
| Seattle | Seattle Department of Construction and Inspections project, permit, property and map-oriented research tools | Permit-tracking guidance covers records from 2005 onward. A separate neighborhood-records page describes electronic documents from approximately 2006 to the present, historical microfilm and procedures for older material. Most construction plans are not listed in the portal; certain approved plans require an individually written request. |
| Fairfax County | PLUS and the Development Tracker map | PLUS supports applications, fees, status tracking and electronic notifications. The county says PLUS fully launched on October 31, 2022. The Development Tracker covers active construction and recent planning and permit records searchable by address. |
| San Diego | Development Services online searches and records procedures | Online project-status research covers 2003 to the present. Older building records, plans and paper project files can require a different procedure; building plans and paper files may require an appointment. |
| Atlanta | Official Accela services portal, submitted-record lookup, building-permit tracking and city GIS | The portal supports address or other-field record searches and links permit tracking with GIS. The available fields and historical coverage should be confirmed in the specific record. |
These examples demonstrate recurring patterns, not interchangeable systems. Check the current instructions for your own city or county before relying on a date range, document type or notification feature.
Step 8: Recover older or missing records
Try alternate searches before concluding that nothing exists
- Search the full address and a simplified address without the unit or directional prefix.
- Search the parcel or APN from the GIS viewer.
- Search every project, case, plan-file and permit number you have collected.
- Try the applicant, owner or project name if the portal supports it.
- Inspect neighboring parcels and map results for a shared development.
- Check planning agendas, meeting minutes and document libraries separately from the permit search.
Portals may begin coverage at a stated year, use a different address, omit scanned attachments or move older files into an archive. Treat a blank result as a prompt to test these alternatives, not as evidence that construction never occurred.
Use archives, microfilm and records offices
Seattle identifies separate electronic and microfilm resources, with different access procedures for older records and plans. San Diego distinguishes its online status range from appointment-based access to older plans and paper project files. Those dates and procedures are local examples, not general national cutoffs.
Read access rules before requesting sensitive material. Seattle states that some facility plans are not publicly available and that certain approved plans require an individually written request. A jurisdiction may also require identification, an explanation of the request, an appointment or a fee, or may withhold material under local law.
Make a focused public-records request
When self-service searches and archives do not answer the question, identify the custodian and request specific records by address, APN and known case or permit number. A narrowly written request is easier to process than “everything about this property.” You can adapt this structure:
Recommended Free Tools
Subject: Records request for [site address or APN] — [case or permit number]
Request the particular planning application, decision, permit, inspection history, approved plan or completion record; state the date range; and ask the office to identify any archive, appointment or fee requirement. Keep the request confirmation and the agency’s response in your project log.

How to interpret common failure scenarios
The address returns no results
Verify the city-versus-county boundary, remove the unit number, search the parcel/APN, inspect the map and try the applicant or project name. Then check the planning archive and the records office. An old project may predate the portal’s electronic coverage.
A planning approval appears but no permit does
Approval and permit issuance are different events. Check whether conditions, construction documents or later agency approvals remain outstanding, and search related addresses or phases. Report the planning decision without claiming that construction is authorized or underway.
A permit exists but the site looks inactive
Review issue and expiration information, inspection entries and any suspension or cancellation language. A permit can remain open while work is delayed, phased or not visible from the public right of way. The record can establish issuance and recorded inspections, not continuous on-site activity.
The Tool Desk
Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →The map and detail page disagree
Use the detailed record and its parcel, case and document identifiers to resolve the discrepancy. Maps may refresh on a different schedule or aggregate several records. Save both views with their retrieval dates and ask the department which record controls if the conflict affects a decision.
The document is listed but cannot be downloaded
Check whether the portal requires an account, appointment or written request, and whether the item is a plan type subject to restricted access. Ask the records office for the approved alternative rather than attempting to bypass a protection.
Report findings without overstating them
A defensible update names the jurisdiction, record number, document date and exact stage. For example, “The planning commission’s dated resolution conditionally approved the site plan” is stronger and more accurate than “the project is approved” when a building permit is still absent. Likewise, “the permit portal records an inspection on a stated date” does not mean that all work is complete.
When sharing information with neighbors, include the source department, the retrieval date and any unresolved limitation: incomplete historic coverage, a missing attachment, a map that refreshes periodically or a document available only by request. This lets readers reproduce the search and see where the evidence ends.

A repeatable checklist
- Confirm the city, county or other agency with authority over the parcel.
- Search the exact address and save every project, case, permit and APN identifier.
- Search planning, zoning, design-review and hearing records.
- Read the decision, conditions and staff report—not only the status label.
- Search building, demolition, site-work and trade permits separately.
- Review linked permits, inspection entries, expiration information and attached documents.
- Use GIS to test alternate addresses, parcel boundaries and neighboring sites.
- Log each check with a date, record number, status and document.
- Subscribe to official notifications when the jurisdiction offers them.
- For missing or older material, check archives, microfilm, meeting files and the public-records process.
- Describe only what the dated official record establishes.
Final takeaway
Start with the authoritative local portal and a precise location, then build a chain from planning case to decision, permit, inspection and completion record. Maps and parcel identifiers help find records that an address search misses; archives and focused records requests fill the gaps left by online coverage. Keeping those stages separate is what turns scattered government entries into a reliable project history.
