1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsTest a low-carbon concrete mix as a project-specific performance profile, not as a label. Measure compressive strength at the ages the structure needs, then select durability tests for its actual exposure: chloride transport for chlorides, freeze-thaw and salt scaling for freezing and deicing, and shrinkage or length change where dimensional stability matters. Use identical sampling, specimen preparation, curing, conditioning and test ages when comparing mixes. A low-carbon binder designation by itself does not establish structural or durability performance.
What low-carbon concrete mix testing must establish
Low-carbon concrete can use supplementary cementitious materials (SCMs), alternative binders, reduced clinker content or other changes intended to lower embodied emissions. Those changes can alter setting, early-age strength, later-age strength, permeability, shrinkage, air-void behavior and resistance to environmental damage. Testing therefore has two separate jobs:
As an Amazon Associate I earn from qualifying purchases.
- Show that the proposed mixture develops the specified mechanical performance.
- Show that it has the durability characteristics required for the structure’s exposure and service conditions.
Compressive strength is a central acceptance measure, but it is not a complete durability verdict. A mixture can reach a specified strength while still having transport, cracking or freeze-thaw behavior that is unsuitable for its environment. Conversely, a mix with slower early strength development may provide the required later-age performance if the construction schedule and specification allow it.
ASTM’s current catalogue lists ASTM C39/C39M-26 for compressive strength of cylindrical concrete specimens. That method should be paired with exposure-relevant durability measurements rather than used as a proxy for every performance property.

Start with the exposure and the project decision
Before selecting a test, write down the decision the result must support. The same low-carbon mixture may be suitable for an interior slab and unsuitable for a bridge deck exposed to deicing salts. FHWA’s performance framework treats characteristics separately and assigns desired levels to the needs of a particular project; its historical high-performance-concrete grades are not universal acceptance limits.
Record the service conditions
- Structural role and specified compressive strength.
- Required age of strength attainment and the construction sequence.
- Climate, moisture condition and expected temperature cycling.
- Exposure to chlorides from seawater, brackish water, spray or deicing salts.
- Freezing and thawing, including whether deicing chemicals will be present.
- Sulfate exposure, abrasion, alkali-silica reaction (ASR) risk or other project-specific mechanisms.
- Crack sensitivity, restraint, member dimensions and dimensional tolerances.
- Placement constraints that make slump, setting time, air content or fresh density important.
Do not order every available test automatically. Select methods that answer these exposure questions and match the governing contract, jurisdiction and design basis.
Build a controlled low-carbon concrete test program
A defensible program compares the proposed mixture with a reference mixture under matched conditions. The reference can be the currently accepted concrete or another agreed baseline. Keep the following controlled:
- Raw-material identification and mixture proportions.
- Batching, mixing sequence and elapsed time before casting.
- Sampling location and method.
- Specimen dimensions, molds, consolidation and finishing.
- Curing temperature, humidity, moisture condition and duration.
- Conditioning before durability exposure.
- Test age, loading or exposure protocol and number of replicates.
Strength and transport results can change when any of these conditions change. Report deviations rather than treating results from differently prepared specimens as directly comparable.
Use a reference mix intelligently
A reference is useful only when its history and preparation are documented. Compare the low-carbon mixture with the reference at the same stated ages and under the same curing regime. If the proposed mix is expected to gain strength more slowly, include later ages needed for the design decision instead of forcing both mixtures into a single early-age comparison.
Characterize fresh concrete before casting specimens
Fresh properties help explain whether a test result represents the intended mixture and whether that mixture can be placed and consolidated in the work. A directly relevant FHWA investigation of 18 distinct concrete mixtures measured slump, setting time, air content and fresh density along with strength, salt scaling resistance and chloride ion diffusion.
Fresh-property checks
- Slump: record consistency at sampling and any permitted adjustment, such as added water or admixture.
- Setting time: note when finishing, form removal or cold-joint risk could affect construction.
- Air content: measure the entrained or entrapped air relevant to freeze-thaw performance and consolidation.
- Fresh density: use it to check batching consistency and yield.
Capture batch identification, ambient and concrete temperatures, elapsed time, admixture additions and observed segregation or bleeding. These records allow a later strength or durability outlier to be traced to fresh-concrete variation rather than blamed on the binder system without evidence.

Compressive strength is normally measured on cylindrical specimens using ASTM C39/C39M-26, the current edition listed in the ASTM catalogue consulted for this guidance. The result is meaningful only when the specimen’s making, curing and test age are stated.
Make and cure comparable cylinders
- Sample the concrete using the applicable project and ASTM sampling practice, and identify the batch and mixture code.
- Make field specimens under ASTM C31/C31M-26b when the project requires specimens representing field placement. Use ASTM C192/C192M-26a for laboratory-made specimens when that is the governing practice.
- Record cylinder diameter and height, casting orientation, consolidation method, finishing, curing start and curing environment.
- Assign test ages before testing begins. Include the specified acceptance age and any later ages needed to understand strength development.
- Test cylinders in accordance with ASTM C39/C39M-26, recording individual results, average, spread and any rejected or damaged specimen with the reason.
Confirm the governing contract’s required ASTM or AASHTO edition before specifying or executing the work. The catalogue lists editions, but the full paid standards contain the detailed procedural requirements.

Interpret strength development, not just one number
Report the specified strength, the age at which it is evaluated and the age at which the mixture first meets the project requirement. A low-carbon mixture may have a different strength-development curve from the reference because of SCM reaction rates, curing sensitivity or temperature history. One early result cannot establish later strength, durability or constructability.
| Strength comparison item | What to report | Why it matters |
|---|---|---|
| Specified strength | Project value and governing specification | Defines the acceptance question |
| Test age | Exact age and tolerance | Strength is time-dependent |
| Specimen source | Field-made or laboratory-made; batch and mixture code | Shows whether results represent production concrete |
| Curing | Temperature, moisture condition and duration | Alternative binders can be curing-sensitive |
| Variability | Individual results, average and available spread | Reveals consistency that an average can hide |
Select durability tests by exposure
Durability testing is a menu tied to damage mechanisms. ASTM methods often measure an indicator of performance rather than a direct prediction of service life, so the selected method and its interpretation must match the project question.
Chloride resistance: transport into hardened concrete
For marine, deicing-salt or other chloride exposure, measure how readily chlorides can move through the proposed concrete. The ASTM catalogue lists two commonly used methods:
| Method | Listed purpose | Interpretation caution |
|---|---|---|
| ASTM C1556-25 | Apparent chloride diffusion | Provides a diffusion-related transport indicator under the method’s exposure and calculation conditions |
| ASTM C1202-25 | Electrical indication of resistance to chloride ion penetration | Electrical charge is an indirect indicator and is not interchangeable with diffusion results without technical justification |
State specimen age, curing, preconditioning, exposure solution, test duration and calculation approach. C1202 and C1556 answer different questions; do not rank mixes by treating their outputs as the same unit or as a universal service-life prediction.
Freeze-thaw durability and deicing salt scaling
Concrete exposed to repeated freezing and thawing needs a test program that addresses both internal freeze-thaw damage and surface deterioration from freezing and deicing chemicals. The catalogue lists ASTM C666/C666M-26 for rapid freeze-thaw resistance. Where deicing salts contact the surface, include a scaling-resistance evaluation required by the project. FHWA’s performance framework discusses freeze-thaw resistance and salt scaling as separate categories.
Document air content and the conditioning history because the air-void system, saturation and prior curing affect results. A freeze-thaw result should not be presented as proof of salt-scaling resistance unless the test specifically evaluates scaling under the relevant exposure.

Water absorption and capillary transport
When the question concerns pore structure, water uptake or comparative transport, select the method that fits the decision:
- ASTM C642-21: density, absorption and voids in hardened concrete.
- ASTM C1585: rate of water absorption (sorptivity).
These measurements can help compare mixtures or support a transport assessment, but they do not automatically establish chloride resistance, freeze-thaw durability or resistance to every chemical exposure.
Shrinkage and dimensional stability
Use ASTM C157/C157M-24e1 for length change of hardened hydraulic-cement mortar and concrete when drying or autogenous dimensional change is relevant. Record mixture, specimen geometry, curing transition and measurement ages. Shrinkage data can inform restraint-cracking risk and joint planning, but it does not by itself predict every field crack. Member geometry, reinforcement, restraint, temperature gradients and construction practice still influence cracking.

Other project-specific mechanisms
Depending on the exposure assessment, add separate evaluations for sulfate resistance, ASR, abrasion or modulus. FHWA’s framework treats these as distinct characteristics. A low-carbon mixture should not be declared durable merely because it performs well in one transport or strength test.

Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →Evaluate alternative SCMs in the actual concrete mixture
Ingredient-level data are not enough when an alternative SCM has limited concrete performance history. ASTM C1709-22 covers evaluation of alternative supplementary cementitious materials outside the scope of specified SCM standards. Its description states: “Performance of SCM in specific concrete mixtures is commonly verified through preconstruction testing.”
Apply that principle to the proposed proportions, cement, aggregates, admixtures, water, curing and exposure. Where an alternative material lacks a significant performance record, ASTM advises a comprehensive evaluation and selection of tests appropriate to the intended use.
What C1709-22 does and does not establish
- It provides a framework for evaluating an alternative SCM in concrete applications.
- It does not mean that passing the guide automatically demonstrates compliance with every other ASTM material specification.
- It does not replace project-specific strength, durability, constructability or environmental requirements.
Keep the material source and processing history fixed during qualification. A change in source, fineness, chemistry or replacement level can require renewed testing because mixture performance is not guaranteed to transfer unchanged.
Preconstruction testing: a practical sequence
Preconstruction testing should produce decisions before production work is locked in. Use the following sequence and tailor the methods to the contract.
- Define acceptance questions. Write the required strength, strength age, exposure classes, durability indicators, construction schedule and fresh-property limits.
- Choose candidate and reference mixtures. Identify all binders, SCM replacement levels, admixtures, water-to-binder information and aggregate sources.
- Plan matched batches. Schedule enough batches to observe consistency, and use the same sampling and specimen practices for candidate and reference concrete.
- Measure fresh properties. Record slump, setting time, air content, fresh density, temperature and any adjustment made before casting.
- Cast and cure specimens. Use ASTM C31/C31M or C192/C192M as applicable, and document curing and conditioning in detail.
- Test compressive strength at decision ages. Use ASTM C39/C39M and include later ages when strength development is important.
- Run exposure-relevant durability tests. Select chloride transport, freeze-thaw, scaling, absorption, shrinkage or other tests according to the exposure assessment.
- Review variability and anomalies. Investigate inconsistent air, density, setting, curing, specimen damage or transport results before accepting a mixture.
- Compare with the reference under matched conditions. Keep separate the questions of performance, constructability and carbon reduction.
- Document the acceptance basis. State the method edition, project limit, test age, conditioning, replicates and decision for each characteristic.
Use a test matrix instead of a single “durability score”
A score that combines unrelated measurements can hide a critical weakness. Present each characteristic separately and connect it to the exposure or construction decision.

How to compare low-carbon mixes fairly
Use the same comparison axes for every candidate:
- Specified compressive strength and age of attainment.
- Chloride transport or resistance when chlorides are expected.
- Freeze-thaw and salt-scaling response in cold or deicing environments.
- Shrinkage or other dimensional-stability measures where cracking matters.
- Fresh properties and constructability.
Keep curing, specimen preparation and test conditions aligned. If one mix is tested at a different age or after a different conditioning history, label the comparison as limited rather than drawing a ranking.
Assess carbon reduction separately from performance results unless a verified environmental assessment is available. A lower binder-related carbon estimate does not compensate for failure to meet the project’s structural or durability requirements, and a performance result does not by itself quantify embodied carbon.

Common failure modes and how to correct them
Using compressive strength as the only durability evidence
Problem: The mix meets the strength requirement, so the team assumes it will resist chlorides or freeze-thaw cycles.
Correction: Add tests tied to the actual exposure and interpret each result independently.
Testing ingredients instead of the proposed mixture
Problem: An SCM has favorable laboratory or supplier data, but the project proportions and curing regime are different.
Correction: Perform mixture-specific preconstruction testing, particularly when the alternative SCM lacks a significant concrete performance record.
Comparing specimens made or cured differently
Problem: A candidate and reference mix use different specimen sources, curing temperatures or conditioning periods.
Correction: Repeat or qualify the comparison with aligned preparation and explicitly report unavoidable differences.
Treating ASTM C1202 and C1556 as interchangeable
Problem: Results from electrical indication and diffusion testing are placed in one ranking without technical justification.

Applying a historical grade as a universal limit
Problem: An older FHWA performance grade is copied into a specification for a different exposure or jurisdiction.
Correction: Set limits for the project’s structure, exposure, design life and governing standards. Treat historical FHWA values as framework examples, not universal requirements.
Ignoring fresh-concrete behavior
Problem: A hardened-concrete result looks acceptable, but the mix cannot be placed, consolidated or finished consistently.

What current published programs indicate
FHWA has reported a program involving 18 distinct concrete mixtures that examined fresh properties, compressive strength, salt scaling resistance and chloride ion diffusion. The inspected record identifies Colin Reed as an author, but does not establish a reliable publication year; the mix count should therefore be cited without assigning a year unless the report title page is verified.
NIST launched its Advanced Cements and Concretes Consortium in 2022. The consortium’s stated work includes evaluating whether current codes and standards suit advanced cements and concretes, developing methods where needed and validating robustness and repeatability through interlaboratory comparisons. Its program description states: “Validated test methods and trusted data are needed to support the codes and standards infrastructure and enable new material acceptance in the marketplace.”
That emphasis on validated, repeatable methods explains why a project should document specimen history, conditioning and test edition rather than report an unexplained number.

Set acceptance limits for the project, not for the label
No universal pass/fail limits apply to every low-carbon concrete mix. Limits depend on application, exposure, jurisdiction and governing specifications. Define the required level for each selected characteristic before testing, then decide whether the candidate satisfies that specific requirement.
Check the contract and current ASTM or AASHTO text before execution. The ASTM catalogue consulted lists these editions: C39/C39M-26, C31/C31M-26b, C192/C192M-26a, C1202-25, C1556-25, C666/C666M-26, C642-21 and C157/C157M-24e1. Editions can change, and the catalogue listing does not expose the complete paid standard text.
The acceptance record should answer, for every test: what property was measured, why it represents the exposure or construction need, which method and edition were used, how specimens were made and cured, what age and conditioning applied, what limit governed, and what action follows if the result is outside that limit.
