1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsDo not add recycled mineral fines to cement on the strength of a chemical assay alone. Qualify them through a source-specific sequence: define the intended cement use and acceptance criteria, sample the feedstock representatively, characterize chemistry and mineralogy, test physical quality and cement compatibility, prove performance in trial mortar or concrete, and pass a separate contaminant and leaching review. Approve only the tested source and processing condition, with lot controls that detect change.
ASTM C1709-22 provides a framework for alternative supplementary cementitious materials (ASCMs) that are outside established specifications, but it makes the end use, not a universal recipe, the basis for selecting tests. A laboratory pass is evidence for a defined application; it is not blanket compliance with ASTM C618, C989/C989M, C1240, or C1866/C1866M.

Start with the use, cement and acceptance basis
The same recycled mineral feedstock can be acceptable in one cement formulation and unsuitable in another. Before taking samples, write a qualification brief that names the cement type, intended replacement rate, water-to-binder ratio, admixtures, exposure environment, construction product, jurisdiction and governing specification. State whether the material will act as a supplementary binder, filler, aggregate, or a blend, because that choice changes the specimen, mixture and durability tests.
Use ASTM C1709-22 when the material is an alternative SCM outside a familiar product specification. The guide says mixtures should represent the material’s target application and that the intended end use should determine test methods. It also warns that meeting its limits does not establish compliance with C618, C989/C989M, C1240 or C1866/C1866M. If a project specification or regulator names another method, that requirement controls.

Define acceptance before testing
Set numerical or descriptive limits in advance for the properties that matter to the application. Typical categories are oxide chemistry, mineral phases, soluble salts, moisture, fineness, density, organic or metallic contamination, change in setting time, expansion, strength contribution, durability and leachability. A limit can be a maximum, minimum, permitted change from a control mixture, or a requirement for a specified performance class. Do not invent one cross-feedstock replacement percentage: authoritative guidance does not establish a universal success rate.
Identify exposure and regulatory obligations
Record whether the concrete will be interior, exterior, wet, freeze-thaw exposed, in contact with sulfates or chlorides, or used where abrasion and carbonation matter. List the applicable national, state, provincial or local environmental rules. Environmental acceptance is a separate decision gate from cement performance; a material can make strong mortar and still fail a leaching requirement.
Build a representative sample from a variable source
Document the feedstock before opening the laboratory work order. Record the quarry, demolition project, industrial process or recycling facility; upstream materials; crushing, screening, washing, magnetic separation or other processing; storage duration; weather exposure; age; and known changes in the source. ASTM C1709-22 treats each specific source as a separate evaluation. A certificate from one pile does not qualify a new demolition stream or a changed process.
Use increments, not a convenient handful
Take multiple increments across the stockpile, bins, conveyor or production period, using a written sampling plan. Combine or test increments according to the relevant standard so that coarse and fine fractions, moisture gradients and visible foreign matter are represented. Note the location and time of every increment. Retain sealed reference samples from each composite and keep enough material for confirmatory testing.
Capture variability explicitly
If the source changes materially over time, create low, typical and high lots rather than testing only an average. For a demolition-derived stream, separate visibly different buildings, floors or material types when practical. For a continuous industrial process, sample different production dates and operating conditions. Report the spread between lots; an average that conceals a high-salt or high-organic lot is not a useful acceptance basis.
Control storage and preparation
Label every container with source, lot, increment dates, processing state and moisture condition. Prevent rain, cross-contamination and loss of fines. State whether the laboratory tests the as-received material, an oven-dried fraction, a washed product or a beneficiated product. Those are different products and must not be treated as interchangeable.
Run a chemistry and mineralogy panel that answers the use case
Begin with a fit-for-purpose characterization panel, not a fixed checklist applied blindly. The National Academies workflow separates material characterization, application testing, chemical analysis and environmental analysis; all four are needed for an approval decision.

Elemental oxide analysis, commonly by X-ray fluorescence (XRF), identifies major constituents and flags source changes. Include the oxides relevant to the cement system and specification, together with soluble salts and any elements indicated by the source history. Report sample preparation, dry or as-received basis, detection limits and replicate precision. A total concentration does not by itself show whether an element is mobile, reactive or safely bound.

Mineral phases
Use phase or mineral analysis, commonly X-ray diffraction (XRD), to identify crystalline phases and to investigate amorphous content where the method permits. Mineralogy helps explain pozzolanic or latent-hydraulic behavior, inert filler behavior, expansion risk and unexpected setting effects. Compare lots rather than relying on a single pattern from a blended pile.
Moisture, ignition and organics
Measure moisture because it changes batching water and effective water-to-binder ratio. Measure loss on ignition where relevant to the specification or feedstock; an elevated result can indicate carbon, organics, bound water or other volatile material. Screen organic contamination when demolition, foundry or mixed waste history makes it plausible. Record the preparation temperature and duration because they affect the result.
Soluble salts and metals
Quantify chlorides, sulfates and other soluble salts using the method required for the intended cement and exposure. Analyze regulated metals and source-specific constituents separately from the cement chemistry panel. Salt results should be interpreted with the concrete’s total allowable inventory, including cement, mixing water, aggregate and admixtures.
Check physical quality and processing burden
Physical properties determine how the feedstock handles in a plant and how much water, grinding or classification it requires. Measure particle-size distribution, fineness, specific gravity, bulk density, moisture, agglomeration and visible foreign matter. Report the sieve series or laser settings, dispersant and sample conditioning so results can be reproduced.
Particle size and fineness
Plot the complete grading rather than reporting only a nominal top size. Excess coarse particles can reduce reactivity or leave unreacted inclusions; excessive ultrafines can increase water demand, dust and agglomeration. If grinding or screening is proposed, test both the incoming and processed products and quantify yield loss.
Density, moisture and flow
Specific gravity is needed for mixture calculations, while bulk density affects silo volume and feeder calibration. Measure moisture at receipt and after controlled conditioning. Record whether the material bridges, cakes or segregates. A feedstock that meets a chemical target but cannot be metered consistently needs process changes before a concrete trial.
Durability of aggregate-like material
If the recycled product is used as aggregate or contains aggregate-sized particles, add degradation or abrasion tests required by the application. EPA’s standards table identifies ASTM C131 for small-size coarse aggregate and lists blast-furnace slag, steel slag and foundry sand among recycled materials. Do not substitute an aggregate test for binder qualification; it answers a different question.

Compatibility testing catches problems that chemistry cannot predict: abnormal water demand, retardation, flash set, workability loss, expansion or early heat release. Use the intended cement and, where relevant, the planned admixtures. Always include a control paste or mortar made with the same cement and water quality but without the recycled feedstock.

Water demand and workability
Measure the water needed to reach the specified paste consistency or mortar flow at the proposed replacement. Record the mixer, sequence, temperature and elapsed time. Compare both initial flow and flow retention. A large water increase can erase the anticipated carbon or materials benefit and may reduce strength if the mixture is adjusted by adding water.
Setting time
Measure initial and final setting against the control and the project’s permitted change. Investigate both retardation and flash set. Water-soluble constituents from recycled aggregate can accelerate or retard initial cement setting; EN 1744-6 addresses this by comparing cement mixed with demineralized water against cement mixed with an extract from a representative portion of the recycled aggregate. Follow the specified extraction, cement, temperature and timing conditions rather than treating a homemade soak test as equivalent.
Soundness, expansion and early reaction
Run soundness or expansion testing when free lime, periclase, reactive silica, steel slag or other expansive phases are possible. Add early heat or reaction monitoring when the feedstock may alter hydration kinetics or when the placement is temperature-sensitive. If a screening result is abnormal, do not hide it by averaging with compliant lots; identify the phase or soluble constituent and decide whether beneficiation can control it.
Prove behavior in trial mortar and concrete
Paste tests are a gate, not the final approval. Prepare trial mixtures with the intended cement, water-to-binder ratio, admixtures, replacement rate, aggregate grading and mixing sequence. Include a control mixture and, when variability is material, low, typical and high feedstock lots. ASTM C1709-22 calls for concrete mixtures with characteristics specific to the ASCM’s intended use.
Lock the mixture variables
Write the proportions by mass and volume, moisture corrections, batching order, mixing time, slump or flow target, air content and temperature. Decide in advance whether admixture dosage may be adjusted to meet workability. If adjustment is allowed, report it as part of the feedstock’s performance burden rather than comparing only the final slump.
Cast and cure standardized specimens
Identify every specimen with source lot, mixture, batch, age and curing condition. ASTM C109/C109M uses 2-inch (50 mm) mortar cube specimens for compressive strength. EPA stabilization guidance identifies 1-, 7-, 14- and 28-day curing ages as typical for cement specimens and explains that unconfined compressive strength also informs water or additive ratios and curing time. Use the ages required by the project specification in addition to these typical checkpoints.
Measure fresh and hardened performance
Record slump or flow, air, temperature, density, bleeding, segregation and setting. Test compressive strength at the specified ages and compare both absolute strength and development relative to the control. A slower early gain may be acceptable for one placement and unacceptable for precast stripping; the decision belongs in the use brief, not in a generic pass/fail statement.

Add durability tests that match the exposure
Strength does not establish durability. Select tests from the exposure assessment and the governing specification. Potential programs include drying shrinkage, restrained expansion, freeze-thaw resistance, sulfate exposure, carbonation, chloride transport and abrasion. Explain the acceptance metric, specimen geometry, curing history and exposure duration in the test plan.

Interpret durability with the control
Run the control and recycled-feedstock mixture under the same curing and exposure conditions. Look for changes in cracking, mass, dynamic modulus, expansion, transport coefficient or abrasion loss, as applicable. If the recycled product changes pore structure or curing demand, equal 28-day strength may not mean equal service life.
Investigate failures before reformulating
When a durability result fails, examine moisture correction, curing, air content, aggregate grading, soluble salts and expansive phases before simply reducing replacement. Repeat only after identifying a likely cause; an unexplained repeat can reproduce an error without improving confidence.
Evaluate contaminants and leaching as a separate gate
Analyze contaminants indicated by source history, including regulated metals, salts, organics and other constituents required by the authority having jurisdiction. Use the leaching procedure named by that authority. EPA identifies LEAF as a four-method leaching evaluation system with data-management tools; the applicable regulator determines which method, pH conditions, liquid-to-solid ratio and reporting criteria apply. The National Academies workflow also lists TCLP or other agency-required tests and environmental analysis.
Distinguish total content from release
Total metal or salt concentration describes inventory; a leaching test describes release under specified conditions. Keep both results, along with extraction pH, contact time, particle-size preparation and analytical limits. Do not claim that a non-detect in one extract proves no environmental risk under every disposal, placement or weathering scenario.
Connect leaching to the actual product
Where required, test the cementitious mixture or stabilized product as well as the loose feedstock. Binding, carbonation, wetting and drying can change release. Document whether the jurisdiction regulates the raw material, the finished concrete, disposal residues or all of them.

When several sources are available, rank them using the same evidence rather than choosing the one with the highest single strength result.
| Decision axis | What to measure | Why it matters |
|---|---|---|
| Chemical and mineral composition | Oxides, phases, soluble salts, loss on ignition and source-specific constituents | Predicts reaction, expansion, contamination and lot-to-lot change |
| Variability | Results from multiple dates, locations or low/typical/high lots | Determines whether one approval represents production |
| Fineness and processing | Particle-size distribution, grinding energy, screening yield, moisture and agglomeration | Sets plant burden, water demand and dosing reliability |
| Setting and workability | Water demand, flow retention, initial and final set, admixture demand | Controls placement, finishing and scheduling risk |
| Strength contribution | Standardized mortar or concrete strength at required ages | Shows whether the replacement meets structural or product needs |
| Durability | Exposure-specific expansion, shrinkage, freeze-thaw, sulfate, carbonation, chloride or abrasion results | Addresses service life rather than strength alone |
| Contaminants and leaching | Total constituents and regulator-required extraction results | Protects environmental compliance and permits |
| Supply and economics | Continuity, storage, beneficiation, testing and quality-control cost | Prevents a technically good but unreliable source from entering production |
Compare test methods themselves by intended use, specimen type, curing age, precision, regulatory acceptance and laboratory availability. A familiar method is not automatically the correct method if it does not represent the product or exposure.

Define routine and periodic tests
Use routine lot-release checks for properties that can change quickly, such as moisture, grading, fineness, density, visible foreign matter and selected chemistry. Schedule periodic setting, strength, durability and leaching confirmation at a frequency justified by source variability and regulatory conditions. Keep the original qualification tests as reference methods.
Use control charts and retest rules
Trend results by lot and production date. Define what happens when a value approaches a limit, exceeds it once, or shows a sustained shift. A retest should use a new representative sample and a documented reason; it should not replace an out-of-specification result without a disposition decision.
Trigger a new qualification
Require review when the source, supplier, quarry bench, demolition stream, industrial process, crushing circuit, washing step, grinding condition or storage method changes materially. ASTM C1709-22’s source-specific principle means a new source cannot inherit approval merely because its product name is similar.

Approve through a controlled trial, not a paper review
- Write the use brief. Name cement, replacement, exposure, jurisdiction, specification and acceptance limits.
- Sample and retain. Collect representative increments, document variability and preserve reference portions.
- Characterize the material. Complete chemistry, mineralogy, moisture, ignition, salts, grading, density and contamination screening.
- Test compatibility. Measure water demand, workability, setting, soundness or expansion and any needed heat or reaction behavior against a control.
- Run trial mixtures. Use the intended proportions and include control plus low, typical and high lots when warranted.
- Test strength and durability. Cure and test standardized specimens at specified ages, including the project’s exposure tests.
- Complete environmental review. Apply the jurisdiction’s leaching method, such as an applicable LEAF or TCLP procedure, and interpret total content separately.
- Review deviations. Investigate abnormal set, workability, strength, expansion, durability or leaching before changing the mixture or accepting the source.
- Issue a conditional approval. State the source, processing condition, permitted use, replacement range, lot controls and change triggers.
- Monitor production. Trend routine results, retain samples and suspend or requalify the material when defined triggers occur.
Keep a complete laboratory record
For every lot, retain the source and processing history; sampling date and locations; moisture and storage conditions; particle-size and density results; chemistry and mineralogy; contaminant and leaching reports; paste setting and water-demand results; trial-mixture proportions; specimen IDs and curing conditions; strength and durability results; deviations; and the signed acceptance decision. Link each report to the exact lot and processing state tested.
Common failure modes and corrective actions
Only chemistry was tested
Symptom: oxide and metal results look acceptable, but mortar sets abnormally or loses workability. Action: add control-based paste or mortar compatibility tests and a trial mixture; investigate soluble salts, organics, fineness and admixture interaction.
The sample came from one convenient location
Symptom: production lots vary sharply from the qualification report. Action: redesign increment sampling, test multiple dates or zones, and establish low, typical and high lot envelopes.
Replacement was increased to chase strength or cost
Symptom: early strength, finishing or durability deteriorates at the higher dosage. Action: return to the approved range, verify moisture and admixture corrections, and requalify any new dosage as a separate application.
Recommended Free Tools
A leaching result was treated as a strength result
Symptom: a strong concrete is approved despite an environmental failure, or a raw-material extract is used to predict finished-product release without authority approval. Action: keep environmental and engineering gates separate and test the regulated product form under the required method.
A new source was accepted under an old certificate
Symptom: the supplier changes demolition site, process line or beneficiation step without notice. Action: invoke the change-of-source trigger, quarantine the new lot and repeat the source-specific qualification that the change warrants.
What a defensible approval means
A defensible approval says exactly which recycled mineral feedstock, processing condition, cement system, replacement rate, exposure and jurisdiction were tested. It shows representative sampling, chemistry and mineralogy, physical quality, cement compatibility, trial-mixture performance, durability where needed, and a separate contaminant and leaching decision. It also defines ongoing lot tests and the event that forces requalification.
There is no universal pass/fail percentage for recycled mineral feedstocks. Acceptance depends on the feedstock, cement product, use, exposure, regulation and demonstrated control of variability. Treat the laboratory program as qualification evidence for a narrowly defined use, then maintain that evidence with production sampling and documented change control.
