Use a laboratory test for water-soluble chloride ion under EN 1744-1 Clause 7 when sea-dredged or other marine aggregate has been exposed to saline water. Take a representative sample in the batch’s supplied moisture condition, identify it as marine aggregate, and ask the laboratory to report chloride ion as a percentage by mass of aggregate. Then compare that result with the exact project specification, adopted aggregate standard, and authority requirement. A handheld salinity meter or an arbitrary washed-and-dried sample is not a substitute for an accepted compliance test.
Why marine aggregate needs a chloride-specific test
Marine aggregate can carry chloride from contact with or immersion in seawater. The relevant question for concrete acceptance is not simply whether the material contains “salt,” but how much water-soluble chloride ion is present on the specified mass basis and whether that value satisfies the governing requirement.

EN 1744-1 Clause 7 is the directly relevant reference route for this situation. Its stated scope includes chloride derived directly from saline-water contact or immersion, including typical sea-dredged aggregates. The procedure extracts chloride with water and determines it using the Volhard titration method. The reported measurand is chloride ion, expressed as a percentage by mass of aggregate.

Set the acceptance rule before anyone samples the stockpile
There is no single numerical chloride limit that applies to every concrete project worldwide. The permissible value depends on the jurisdiction, the adopted aggregate standard, the concrete use, the exposure and durability requirements, and any client or engineer specification.
Confirm the governing documents
- Identify the concrete specification and the aggregate standard named in the contract.
- Check whether the project authority sets a limit for chloride in fine aggregate, coarse aggregate, combined aggregate, or the concrete mix as a whole.
- Confirm whether the requirement is for water-soluble chloride, acid-soluble chloride, or another defined fraction.
- Ask the specifying engineer or regulator to resolve any conflict between the project specification and a supplier’s routine test certificate.
- Verify the edition currently adopted for the project. Standard editions and local acceptance rules can change.
Example: Singapore imported-aggregate requirement
Singapore’s Building and Construction Authority published an aggregate requirements document in 2022 that directs imported concrete aggregate to comply with SS EN 12620 and calls for EN 1744-1 Clause 7 testing. Its stated criterion is chloride ion content of no greater than 0.01% by mass of the combined aggregate. That is a Singapore-specific requirement, not a universal threshold. The document also advises checking current requirements and client-specific testing needs before acceptance.
Write the decision rule into the test request
A useful request identifies the material, the intended concrete use, the applicable specification, the required method, and the reporting basis. For example: “Determine water-soluble chloride ion in marine aggregate in accordance with EN 1744-1 Clause 7; report chloride ion as a percentage by mass of aggregate; identify the sample moisture condition and the laboratory method.” Add the project’s acceptance limit separately rather than asking the laboratory to apply an unspecified generic pass/fail value.

Take a representative marine-aggregate sample
A precise laboratory result cannot rescue a biased sample. Sampling must follow the applicable aggregate sampling procedures and must represent the batch that will actually enter the concrete. The EN 1744-1 guidance specifically notes that marine-aggregate samples should represent the batch’s moisture condition.
Sampling procedure
- Define the batch. Record the supplier, source, vessel or delivery reference, aggregate size and grading, stockpile or bin location, delivery date, and the quantity represented. Do not combine unrelated deliveries merely to obtain a larger sample.
- Plan increments across the material. Use the project’s referenced aggregate-sampling standard and take increments from locations that represent the batch, rather than scooping only from the surface or from one convenient point.
- Preserve the supplied condition. Keep the sample’s moisture condition as received. Do not rinse away surface salts, air-dry the material, or oven-dry it before the laboratory receives it unless the specified method expressly requires a preparation step performed by the laboratory.
- Prevent cross-contamination. Use clean sampling tools and containers. Keep the aggregate away from fresh water, salt-contaminated equipment, cement dust, and other materials that could change the chloride result.
- Seal and identify the sample. Use a clean, durable container and record the source, batch, sampling date and time, sampler, moisture observations, and intended test. Seal the container so any disturbance is visible.
- Send the sample promptly. Tell the laboratory that the material is marine aggregate and that the sample is intended to represent the batch as supplied. Include the project specification and the required reporting basis.
Why drying or rinsing invalidates the question
Rinsing can remove the very water-soluble chloride that the test is intended to measure. Uncontrolled drying can alter the relationship between the sample mass and its supplied moisture condition and can make the laboratory specimen unlike the delivered batch. If a specification requires a defined moisture correction or preparation, that work belongs in the documented laboratory procedure, not in an improvised site treatment.
Ask for the correct laboratory measurand and report
Use a competent laboratory for acceptance testing. EN 1744-1 Clause 7 involves controlled water extraction and Volhard titration; the credibility of the result depends on representative sampling, suitable equipment, trained personnel, and documented quality control.
Information the test certificate should show
- Unique sample identification and the batch or delivery represented.
- Material description identifying the aggregate as marine or sea-dredged where applicable.
- Sampling date, receipt date, and any recorded moisture-condition information.
- The exact method designation, including EN 1744-1 Clause 7 if that is the specified route.
- The measurand: chloride ion, not a generic “salt” or conductivity value.
- The result expressed as a percentage by mass of aggregate, with units and any stated reporting precision.
- The laboratory’s deviations, preparation details, and statement of whether the result is for information or specification acceptance.
- Identification of the standard edition or laboratory procedure used.
If the certificate only gives a chloride concentration in the extracted liquid, ask the laboratory to provide the required aggregate-mass basis before comparing it with a project limit. Do not convert units yourself unless the laboratory confirms the calculation and the specification defines the same basis.

What a site screening test can and cannot do
A conductivity, salinity, or handheld chloride reading may help identify an obvious change between deliveries, but it should not be treated as specification compliance unless a competent authority has validated that method for the particular aggregate and acceptance criterion. Screening can support process control; it does not replace the named compliance method.
What EN 1744-1 Clause 7 measures
At a high level, the laboratory uses water to extract the soluble chloride fraction from the aggregate and determines the chloride by Volhard titration. The reported value is chloride ion mass divided by the specified aggregate mass, expressed as a percentage.
The method is suited to chloride acquired from saline-water contact, which is why it fits typical sea-dredged aggregate. It does not mean that every form of chloride in every rock particle will dissolve in the test water. The result is specifically the water-soluble fraction defined by the method.
The publicly available material describing the 2009+A1:2012 edition is not a complete current standard text. Do not reconstruct reagent recipes, endpoint calculations, or acceptance formulas from an incomplete extract. For compliance work, use the authoritative edition adopted by the project and the laboratory’s controlled procedure.

Do not substitute a different chloride method without approval
Several standards use different extraction principles and sample preparations. Their results answer different questions and are not interchangeable merely because each uses the word “chloride.”
| Method or standard | Fraction or approach | Important distinction for marine aggregate | Use for acceptance |
|---|---|---|---|
| EN 1744-1 Clause 7 | Water-soluble chloride; water extraction followed by Volhard titration | Directly suited to chloride derived from saline-water contact or immersion, including typical sea-dredged aggregate | Use when this is the method named by the project or authority |
| ASTM C1524-20 | Water-extractable chloride using a Soxhlet procedure on nonpulverized material | ASTM reports that some aggregates yield extremely little extracted chloride, with most remaining in the rock and therefore unavailable for corrosion | Do not substitute unless the applicable specification accepts it |
| ASTM C1152/C1152M | Acid-soluble chloride; samples are pulverized | Measures a different fraction and uses different preparation from the Soxhlet route | Use only where the specification calls for acid-soluble chloride |
| ASTM C1218/C1218M | Water-soluble chloride; samples are pulverized | Although it uses water, pulverizing and the defined procedure distinguish it from the EN marine-aggregate route | Acceptance depends on the specified method and basis |
| EN 1744-5 | Acid-soluble chloride salts | Its catalog description distinguishes aggregates whose chloride does not derive directly from saline-water contact or immersion | Not an automatic replacement for testing sea-dredged aggregate |
ASTM’s description of C1524-20 also distinguishes the nonpulverized Soxhlet method from C1152/C1152M and C1218/C1218M, which pulverize their samples. That preparation difference can materially change what is extracted. The C1524-20 catalog entry identifies the standard as active and records a last update of February 4, 2021; confirm the currently adopted edition before procurement or acceptance.

- Chloride fraction: water-soluble, acid-soluble, or another defined extraction.
- Analyte: chloride ion rather than sodium chloride or total dissolved salt.
- Mass basis: percentage by mass of aggregate, combined aggregate, or another basis stated in the requirement.
- Aggregate scope: fine, coarse, individual stockpile, or combined aggregate.
- Edition and jurisdiction: the standard and authority requirement currently adopted for the project.
Keep aggregate chloride separate from any total-chloride limit applied to the concrete mix. Cement, mixing water, admixtures, and other constituents may be covered by separate provisions. An aggregate-only result does not by itself resolve every mix-compliance question.

Check the laboratory’s reported precision, sampling uncertainty, and the specification’s decision rule. Do not round a value to create a pass. If the project documents do not state how borderline results are treated, obtain a written decision from the specifying engineer or authority and, if necessary, arrange a documented confirmatory sample from the same batch.
A practical acceptance workflow
- Place the material on hold. Segregate the marine aggregate so it cannot be incorporated into concrete before the chloride decision is recorded.
- Identify the governing requirement. Record the project specification, adopted aggregate standard, authority, required chloride fraction, and mass basis.
- Sample the defined batch. Follow the referenced sampling procedure, preserve the supplied moisture condition, and document the batch identity.
- Commission the specified test. Request EN 1744-1 Clause 7 water-soluble chloride ion testing when the project requires the marine-aggregate route.
- Review the certificate technically. Confirm method, analyte, units, mass basis, sample identity, and any deviations before looking at the numerical comparison.
- Compare with the exact limit. Apply the project or jurisdictional criterion on the same basis. Do not use a limit from another country or another extraction method.
- Resolve exceptions in writing. If the result, method, or specification is unclear, obtain the engineer’s or regulator’s decision before release.
- Release, reject, or retest the batch. Record the decision, test certificate, sampling record, and disposition. A retest should use a newly documented representative sample, not a selectively chosen portion of the original material.
Common failure modes and their fixes
Using a generic “salt test”
Symptom: The supplier provides conductivity, salinity, total dissolved solids, or sodium chloride data without a chloride-ion mass percentage.
Fix: Request the specified chloride-ion method and reporting basis. Treat the generic result as screening information only unless the authority has explicitly validated it.
Sampling only the clean-looking surface
Symptom: The sample is taken from one accessible point or from material that appears dry and clean.

Fix: Preserve the as-supplied condition. Any method-controlled preparation must be performed and recorded by the laboratory.
Comparing different units or bases
Symptom: A chloride concentration in an extract is compared directly with a percentage by mass of combined aggregate, or a chloride-ion value is treated as sodium chloride.
Fix: Obtain a corrected report or a documented conversion confirmed by the laboratory and allowed by the specification.
Choosing ASTM C1524 because it sounds similar
Symptom: A Soxhlet result is substituted for the marine-aggregate reference method without approval.
Fix: Ask the engineer or authority whether C1524-20 is accepted. Remember that ASTM reports very low extraction for some aggregates, with much chloride remaining in the rock.
Applying Singapore’s value everywhere
Symptom: The 0.01% criterion is used on a project outside Singapore or on a different mass basis.

Procurement and quality records to keep
Put the testing requirement in the purchase order and inspection plan before the aggregate arrives. The requirement should identify the accepted method, sample basis, reporting units, batch documentation, and hold-point procedure.
- Source, dredging or production location, supplier, and delivery reference.
- Aggregate size, grading, stockpile or bin identification, and quantity represented.
- Sampling standard, sampler, date, locations, and observed moisture condition.
- Laboratory name, competence or accreditation information required by the project, and test date.
- Method designation and edition, including EN 1744-1 Clause 7 where specified.
- Chloride-ion result, units, mass basis, reporting precision, and any method deviation.
- Applicable limit and the written acceptance decision.
- Records of segregation, retesting, rejection, corrective action, or release.
For a project using an imported aggregate, also retain the authority correspondence that confirms which edition of the aggregate standard and which client-specific tests apply. This prevents a technically correct result from being rejected later because it was performed on the wrong basis.
Questions to resolve with the engineer or authority
Before ordering or accepting marine aggregate, obtain written answers to these questions if the specification is not explicit:
- Is the required test EN 1744-1 Clause 7, or is another method expressly accepted?
- Must the result represent individual fine or coarse aggregate, or the combined aggregate used in the mix?
- Is the limit stated as chloride ion, and what mass basis applies?
- What sampling frequency and batch definition govern repeated deliveries?
- How should results near the limit be judged, including rounding and retest rules?
- Are there separate total-chloride limits for the concrete constituents or finished mix?
Bottom line for site teams
For sea-dredged aggregate, the defensible route is a representative, moisture-preserved batch sample tested by a competent laboratory for water-soluble chloride ion under EN 1744-1 Clause 7. Read the result as chloride-ion percentage by aggregate mass, not as a generic salt reading. Accept or reject the material only against the exact project and jurisdictional requirement, and never substitute a different extraction method or a washed sample without written approval.
