To tender for a public-sector construction framework, find the live notice on Find a Tender, read every associated document, pass the stated participation conditions, and submit a scored tender that matches the published criteria, methodology, pricing schedule and deadline. Appointment gives you access to a route for future call-off contracts; it does not guarantee that your business will receive work.
This guide is written for contractors, consultants and specialist suppliers considering UK public-sector construction frameworks. It reflects Cabinet Office guidance current in October 2026. The Procurement Act 2023 rules took effect on 24 February 2025 according to the Cabinet Office supplier guide, but the applicable regime can depend on the authority, sector, jurisdiction and the live notice. Always check the tender documents and any regime-specific instructions before bidding.

What a construction framework is—and what it is not
A route to later contracts
Under section 45(2) of the Procurement Act 2023, a framework is a “contract between a contracting authority and one or more suppliers that provides for the future award of contracts by a contracting authority to the supplier or suppliers.” The later contracts are called call-off contracts. A framework therefore establishes the terms, suppliers and selection rules that an authority will use for future projects; it is not itself a construction project.
Depending on the framework terms, a call-off may be competed among appointed suppliers or awarded without a further competition through an objective mechanism stated in the framework. The authority must follow the selection process and core terms it published.

Appointment does not promise revenue
Being appointed means your firm is eligible for opportunities covered by the framework. It does not oblige an authority to buy from you, guarantee a minimum volume or ensure that every appointed supplier receives a call-off. Treat the award as access to a route to market, not as secured workload. Your business case should include the cost of the framework bid and the resources needed for later competitions.
Check the framework type and term
The notice should identify whether the opportunity is an ordinary framework or an open framework, its duration, eligible buyers, lots and call-off process. General guidance gives ordinary frameworks a maximum term of four years. Defence and security or utilities frameworks generally have an eight-year maximum. A longer term can be justified for works such as major construction or infrastructure delivered through phased call-offs, but the authority must publish its rationale. Open frameworks can be reopened to admit additional suppliers and generally run for up to eight years, subject to statutory reopening and special rules for a single-supplier framework. The actual notice and framework agreement control.
Where to find framework opportunities
Use Find a Tender for discovery
Find a Tender is the central digital platform identified in the Cabinet Office supplier guide. It provides free opportunity searching and alerts, supplier registration, storage of core business information and a way to share that information with contracting authorities. Create searches for construction, civil engineering, building maintenance, design-and-build, refurbishment and the specialist lots relevant to your work, then set alerts for new notices and planned frameworks.

The notice will explain how to obtain the tender pack and how to submit. Some authorities use a separate e-tendering portal, a portal named in the instructions or a secure document-exchange process. Confirm the response portal, account requirements, file-size limits, permitted formats, encryption or signing requirements and the exact closing time. Register early: account verification and access to restricted documents can take longer than expected.
Build an opportunity calendar
Record the notice reference, authority, lots, estimated value (if stated), anticipated call-off dates, clarification deadline, tender deadline and any briefing event. Track whether a framework is due to reopen and whether existing arrangements are nearing expiry. A calendar lets you reserve estimating, commercial, technical, health-and-safety and supply-chain capacity before a short tender period begins.
Read the notice and tender pack before deciding to bid
Identify the buyers and geographical reach
List the contracting authority and every other authority entitled to use the framework. A framework may cover a region, a group of public bodies or a national buyer network. Check whether your licences, offices, mobilisation arrangements and subcontractor network cover each relevant area. A wide buyer list can create opportunity, but it can also require broader capacity, reporting and travel than a single-authority contract.

Understand the scope and lot structure
Map the construction scope, project types, value bands, regions, contract forms and specialist categories. Check whether a supplier may bid for one lot, several lots or all lots, and whether the authority will cap the number of appointments. Read the specification, pricing schedule, proposed framework agreement, call-off forms and any service-level, reporting or social-value schedules together. A capability that fits one lot may not satisfy another.

Note the framework term, any reopening dates, estimated call-off volume, maximum value or duration limits, permitted contract forms and the selection method for call-offs. The authority must state how call-offs will be selected. It may charge a supplier fee only where the fee is disclosed in the notice and framework, and the statutory framework-fee rule describes a fixed percentage of the estimated value of a call-off awarded to the supplier. This is not a fee for merely accessing or joining the framework.
Create a question and evidence register
Before writing, copy every requirement into a controlled register. Include its document and page reference, whether it is pass/fail or scored, the response owner, evidence needed, word or page limit, internal review date and final submission location. Include attachments, declarations, certificates, pricing tabs, signatures, file names and portal fields. This register becomes the single checklist for compliance review.
Separate participation conditions from award criteria
Conditions of participation: can you perform?
Conditions of participation test whether a supplier has the legal and financial capacity and technical ability to perform the contract. They must be clear in the notice or tender documents and proportionate to the nature, complexity and cost of the work. Examples may include minimum turnover or insurance, relevant experience, competent personnel, licences, financial standing and technical resources where the documents require them. Failure to meet a mandatory condition can make your tender ineligible, regardless of how strong the narrative or price is.
Award criteria: how good is your tender?
Award criteria assess the merits of your proposal. The authority must publish the criteria and its assessment methodology, including the relative importance of multiple criteria. Criteria must relate to the subject matter and be sufficiently clear, measurable, specific and proportionate. They may cover quality, programme, risk, technical approach, carbon, social value, health and safety, whole-life value and price, subject to the stated method.

Run a bid/no-bid gate
- Can you meet every mandatory condition for the chosen lot, including geography, financial thresholds, insurance and technical evidence?
- Do you have the construction capability, people, plant and supply chain to deliver the stated scope and likely call-off timetable?
- Can you produce the required project examples, policies, certifications and financial information in the requested format?
- Can you price the scope, risk allocation and contract obligations sustainably without relying on unpromised framework volume?
- Can the team complete quality responses, approvals and portal submission before the deadline?
- Do the likely call-off rules and buyer coverage justify the bid cost and ongoing framework management?
These questions turn the published distinction between capability conditions and award criteria into a practical decision. Record the decision and its assumptions so that directors understand why the firm is bidding or declining.

Build a compliant, high-scoring tender
1. Translate the evaluation method into a response plan
For each scored question, write the exact criterion, weighting or relative importance, scoring scale, pass threshold and required evidence at the top of the working document. If the authority uses a pass/fail element, treat it as a gate rather than an opportunity to compensate with excellence elsewhere. Allocate an accountable author and a subject-matter reviewer, then schedule a final independent compliance check.
2. Answer the question that was asked
Use the lot and specification language, but do not copy generic corporate text. Explain what your team will do, in what sequence, with which roles, controls and outputs. Where the question asks for evidence, provide a relevant project example with client sector, scope, value band if permitted, your role, delivery method, programme, constraints, risks, controls and measurable outcome. Name roles rather than relying on an undifferentiated “experienced team,” and state whether proposed people are employees, partners or subcontractors when the form asks.
3. Make evidence verifiable and proportionate
Use completion certificates, client references, performance data, inspection records, safety statistics, programme reports, environmental measurements or other documents only where the tender permits them and you can substantiate them. Do not insert unsupported percentages, invented savings, unverified carbon claims or results from projects that are not comparable to the lot. Explain lessons learned and how they change the proposed delivery method.
4. Coordinate every contributing discipline
Construction, estimating, commercial, design, planning, health and safety, environmental, social-value and supply-chain contributors should work from one controlled requirement register. Check that a social-value promise has an owner, budget and reporting method; that a programme is consistent with labour and procurement lead times; and that proposed controls align with the contract terms. Include only commitments you can resource and evidence throughout the framework.
5. Reconcile the narrative and the price
Cross-check staffing numbers, preliminaries, plant, temporary works, design responsibility, inflation assumptions, exclusions, subcontractor allowances, programme durations and risk pricing against the pricing schedule. Price the actual scope and risk allocation in the tender pack. Do not assume that being on a framework will produce enough volume to recover an unsustainable rate. If the authority asks for rates, explain assumptions exactly where the schedule permits and follow its rounding and tax instructions.
6. Control the final submission
Have someone who did not write the response check pass/fail items, word and page limits, mandatory forms, declarations, signatures, file names, version numbers, virus checks, pricing formulas and portal upload status. Upload early enough to resolve validation errors. Save the portal receipt, confirmation email, submitted files and final pricing workbook in a read-only bid record.

How evaluation and “most advantageous tender” work
Lowest price is not automatically the winner
The authority assesses the most advantageous tender (MAT) using the published award method. Official guidance states that tenders do not have to be awarded on the basis of lowest price or cost, and price does not have to take precedence over non-price factors. A tender must still meet the requirements, but a higher price can be competitive when its quality, risk, delivery, whole-life and other scored benefits justify it under the published weightings.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsUnderstand lifecycle value
Value for money can include the lifecycle of the works rather than only the initial tender sum. Depending on the criteria, this may involve durability, maintenance, energy performance, operational disruption, replacement cycles, carbon or social outcomes. Do not add benefits that are outside the published criteria: assessors can award marks only under the stated methodology.
Respect the scoring mechanics
Use the authority’s definitions for scores and thresholds. A response that is excellent in general terms can score poorly if it does not provide the evidence, detail or measurable method required by the rubric. Treat every weighting as a decision about where to spend drafting time, but never omit a low-weight mandatory requirement.

Specifications must be read with the contract
Technical specifications should not unnecessarily narrow competition or treat suppliers unequally. The live documents may also impose health-and-safety, environmental, accessibility, quality-management, building-regulation, industry-specific or information-management obligations. Identify which duties apply to the principal contractor, designer, specialist contractor and supply chain, then show how interfaces will be controlled.
Plan mobilisation and call-off readiness
If appointed, maintain current rates, personnel availability, project examples, policies, insurances, certifications and supply-chain information. Prepare a standard call-off response team and an approval route for short deadlines. Keep assumptions and exclusions transparent so that a call-off price can be produced quickly without contradicting the framework agreement.

What happens after framework appointment?
Read the call-off mechanism before accepting
Call-offs may be competed among some or all appointed suppliers, or awarded without competition where the framework contains an objective selection mechanism and the applicable core terms. In a competition, the authority may assess only some or all framework award criteria and may refine them where the framework permits. Keep a decision tree showing which opportunities require a response, which are direct awards and what evidence or rates must be refreshed.
Budget for repeated competitions
Appointment can create a continuing workload: framework reporting, supplier meetings, rate updates, clarifications, mini-competition submissions, mobilisation plans and contract-performance information. Decide in advance who qualifies an opportunity, who approves a price, how conflicts are managed and when the firm will decline a call-off that cannot be delivered profitably or safely.
Measure performance against the promise
Use the commitments in your framework tender as the baseline for delivery reviews. Track programme, quality, safety, environmental and social-value outputs in the form required by the authority. Poor performance can affect future call-offs, references and eligibility under the framework’s terms, while reliable records help substantiate future tenders.

Common mistakes and how to prevent them
- Confusing appointment with guaranteed work: model the framework as an opportunity pipeline, not contracted revenue.
- Missing a participation condition: run a separate pass/fail checklist before spending time on polished prose.
- Using irrelevant case studies: match each example to the lot, complexity, client environment and question.
- Submitting a generic method statement: refer to the actual specification, risks, interfaces, programme and evaluation criterion.
- Promising unresourced outcomes: assign owners, budgets, measures and supply-chain support to every commitment.
- Pricing a different job: reconcile quantities, assumptions, exclusions, contract terms and programme with the issued schedule.
- Ignoring the call-off rules: assess whether future competitions, direct awards or refined criteria fit your commercial model.
- Leaving portal submission until the deadline: upload a complete draft early, resolve validation errors and retain proof of submission.
- Relying on an old template: historic packs may reflect superseded legislation or procedures; use the current notice and agreement.
A practical tender timetable
| Stage | What to do | Output |
|---|---|---|
| Opportunity scan | Review alert, buyer coverage, lots, scope and deadline. | Initial bid/no-bid recommendation. |
| Compliance review | Read notice, specification, conditions, criteria, methodology, pricing and contract. | Requirement and evidence register. |
| Bid mobilisation | Confirm authors, reviewers, estimators, specialists and supply-chain inputs. | Responsibility matrix and production schedule. |
| Drafting | Write criterion-led answers and assemble permitted evidence. | Controlled response and pricing draft. |
| Challenge review | Test claims, programme, resources, risk, price and compliance against the rubric. | Approved final response. |
| Submission | Complete portal checks, upload early and retain receipt. | Submission record. |
| Post-award readiness | Store agreement, update rates and prepare for call-offs. | Framework management plan. |
Questions to ask the authority
Use the clarification process named in the notice and submit questions before its deadline. Ask only questions that affect a fair, compliant tender, such as how an ambiguous scope item is measured, whether a certificate must be current at submission or contract award, how a lot boundary is applied, which pricing assumptions are mandatory, or how a stated pass/fail threshold is interpreted. Do not include confidential commercial information unless the instructions permit it. Read published clarifications and amendments, then update every affected response and pricing file.
What to retain in your bid file
- The notice, all issued documents, clarifications, amendments and final framework agreement.
- Your requirement register, compliance matrix, approvals and bid/no-bid decision.
- Submitted answers, evidence, declarations, certificates, pricing schedules and file hashes or version records.
- Portal receipts, confirmation emails and the identity of the submitting user.
- Assumptions, risk register, approved rates and the evidence plan for call-offs.
- Post-award correspondence, performance data and lessons learned for the next tender.
Good records protect the firm if a submission is challenged, make future call-offs faster and stop teams from relying on an outdated version of a policy, rate or case study.
Final decision: when a framework bid is worth pursuing
A framework bid is usually worth serious consideration when the lots match your profitable capability, the participation conditions are achievable, your evidence answers the scoring criteria directly, your delivery capacity is credible and the likely call-off process suits your business. Decline or defer when a mandatory requirement cannot be met, the geographic or technical scope is outside your operating model, the price would be unsustainable, or the bid would consume more resource than the realistic opportunity justifies. Check the live notice every time: buyers, fees, term, lots, criteria and call-off rules vary by framework.
