How to Strengthen a Home Against Hurricane Winds: A Prioritized, Practical Guide

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The most effective hurricane-wind improvements are not all equal. Start by inspecting and repairing the roof; if it is due for replacement, ask a qualified roofer about the FORTIFIED Roof standard. Then protect windows and doors with an appropriately rated shutter or reinforced-window system, verify that the garage door is rated for your local wind conditions, and have a professional assess the connections tying the roof, walls and foundation together. Before every storm, secure outdoor objects, trim dangerous trees, clear drainage paths and follow evacuation orders.

These measures reduce the chance of wind and debris damage, but no retrofit makes a house storm-proof. Design wind speeds, exposure, building codes, construction methods and product approvals vary by location in the United States. Use local building officials and qualified contractors for decisions that depend on your address and the way your house was built.

What to do first: a hurricane-hardening priority list

If time or budget is limited, work in this order. The sequence addresses the ways wind most often enters and then spreads damage through a house.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Inspect and repair the roof. Replace missing, loose or damaged components before storm season. If the roof needs replacement, discuss a FORTIFIED Roof installation with a qualified roofer.
  2. Protect every exterior opening. Use a tested, locally approved shutter system or reinforced windows and doors. Correctly installed plywood can provide temporary protection when a permanent system is not available.
  3. Check the garage door. It is often the largest opening in the house. Confirm the complete assembly has a wind rating suitable for your location.
  4. Evaluate the structural load path. An experienced contractor or engineer can look for weak connections from roof to walls and from walls to the foundation.
  5. Remove avoidable hazards. Bring in or anchor loose objects, trim trees that could strike the house, and clear gutters, downspouts and drains.
  6. Make a life-safety plan. Evacuate when officials order it. If you shelter in place, stay indoors away from windows and doors and monitor current local instructions.

FEMA summarizes the goal this way: “The best way to reduce the risk of damage to a structure from hurricane winds is to reinforce or strengthen the building including doors, windows, walls, and roofs.”

How hurricane wind damages a house

Wind damage is a chain reaction. Gusts push on the roof, walls, windows, doors and attached structures. If a window, door or garage door fails, wind can enter the building. Internal pressure then combines with external suction on the roof and walls, increasing the forces on connections and cladding. Flying branches and other debris can break openings even when the basic structure is sound.

A continuous load path gives those forces a route to the ground. In the terminology used by the Insurance Institute for Business & Home Safety (IBHS), the path runs from the roof through the walls to the foundation. Every link matters: roof sheathing fasteners, truss or rafter connections, wall-to-floor connections, anchor bolts and the foundation itself. A house can have a strong roof covering and still be vulnerable if the connections beneath it are weak.

Strengthen the roof before hurricane season

Start with an inspection

Have the roof inspected before the period when hurricanes are most likely in your region. Look for missing, cracked, lifted or loose shingles; damaged tiles or metal panels; exposed fasteners; deteriorated flashing; loose soffits and fascia; and signs of water entry in the attic. A roof that already leaks or has loose components is more likely to suffer additional damage under wind pressure.

Do not wait for a storm warning to make structural repairs. Roofing work often requires dry weather, permits, material lead time and an inspection after installation. Ask the roofer to document the condition of the roof deck, underlayment, edge details, vents and flashings rather than quoting only a replacement of the visible covering.

Ask about a FORTIFIED Roof when reroofing

IBHS describes FORTIFIED Roof as a beyond-code option that strengthens several parts of the roof assembly. Its June 2025 guidance highlights stronger roof-deck attachment, a sealed roof deck and locked-down roof edges. The aim is to reduce the chance that wind peels back the covering or creates a large opening through which rain can enter.

This is not a generic do-it-yourself hardware upgrade. The correct fastener pattern, decking condition, edge treatment and sealed-deck method depend on the roof design and local requirements. Ask a qualified contractor whether the existing roof can be upgraded during replacement and what documentation, inspections and product approvals apply in your jurisdiction.

Roof details that deserve special attention

  • Edges and corners: Wind uplift is often greatest at roof edges and corners. Verify that drip edges, fascia, starter courses and edge fasteners are installed as specified for the system.
  • Roof-to-wall connections: Inspect the connections between trusses or rafters and the walls. Retrofitting these connections may require access in the attic and engineering judgment.
  • Penetrations: Vents, skylights, chimneys and plumbing penetrations need secure attachment and durable flashing.
  • Attached roofs: Porches, carports, awnings and additions can have different connection details from the main house and may become weak points.

IBHS reported that a study from the Center for Risk and Insurance Research at the University of Alabama found FORTIFIED homes were 70% less likely to file an insurance claim after Hurricane Sally than homes built to typical construction standards. That figure is a study result reported by IBHS for that event and comparison; the available release does not establish that the same percentage applies to every home or storm.

Protect windows, doors and other openings

Choose a protection system that fits the opening

FEMA recommends hurricane shutters or reinforced windows. A protection product must be compatible with the opening, the surrounding wall and the way it is attached. Its tested wind and debris performance, approval for your location and installation instructions matter as much as the material itself.

Permanent tested shutters can be rolled, accordion, panel or other systems, depending on the product and local approval. They are stored or attached at the house and can be deployed repeatedly. Reinforced windows and impact-rated doors remain in place but are a larger capital project. Ask a qualified installer for the approval number or test information, the design wind pressure used, the allowable opening size and the required fastener pattern.

When plywood is appropriate

FEMA Community Emergency Response Team guidance recognizes correctly installed plywood as a temporary protection method, along with manufactured wood or metal shutters. Plywood is not automatically equivalent to a tested permanent shutter. A sheet that is too thin, too small, poorly supported or attached to weak trim can fail or pull away from the wall.

If plywood is your plan, measure and label each panel before hurricane season. Store panels, fasteners, washers, tools and a safe ladder in a dry, accessible place. Follow local emergency guidance and the opening-specific installation method recommended by your building department or a qualified professional. Install before winds rise; working outside during a warning can be dangerous.

Permanent shutters versus temporary plywood

Factor Permanent tested shutters Temporary plywood protection
Wind and debris performance Documented through the product’s test and approval information; verify that it applies to your location and opening. Performance depends on panel thickness, framing, span and attachment; it is not automatically a tested assembly.
Compatibility Must match the window or door size and the strength of the surrounding wall. Must cover the opening with adequate edge support and approved fasteners.
Installation time Usually quick to deploy after the system is installed. Requires measuring, carrying, positioning and fastening every panel before dangerous conditions begin.
Storage May remain attached, roll up or store in tracks, depending on design. Requires labeled panels, fasteners and dry storage space.
Homeowner installation Only if the manufacturer and local rules permit it and the installer can meet every requirement. Possible for some homes, but incorrect attachment can make the protection ineffective.

Do not protect only the windows you can see from the street. Include entry doors, side and rear doors, sliding glass doors, garage windows, skylights and any opening in an attached structure that could allow wind inside.

Make the garage door a deliberate safety project

The garage door is frequently the largest opening in a house. IBHS warns that a failed door can allow wind pressure to build inside, adding stress to the roof and walls and increasing the chance of damage elsewhere.

What to check

  1. Look for a label, certificate or installation document identifying the door’s wind rating and the complete assembly covered by that rating.
  2. Check the condition of the panels, tracks, rollers, hinges, springs, brackets and the connection between the tracks and framing.
  3. Ask a qualified local installer what rating is required for your address, considering the adopted building code, design wind speed, exposure and the shape and height of the building.
  4. Confirm that any replacement includes the door, tracks, hardware and attachment details as one rated system. A stronger panel does not correct weak track or wall connections.

IBHS’s 2025 release advises looking for a rating of 130 mph or higher while also emphasizing that the rating must be appropriate for the home’s area. Treat 130 mph as guidance from that release, not a universal specification. Your local requirement may be lower or higher, and some jurisdictions use pressure ratings or other design criteria rather than a single speed label.

Have the structural connections assessed

Structural connection work is where professional evaluation is most valuable. Ask a licensed contractor or engineer familiar with local wind requirements to assess older homes, homes with complex or vulnerable roof geometry, and houses with attached porches, carports, additions or visible movement.

Questions the assessment should address

  • How are rafters or trusses connected to the roof deck and exterior walls?
  • How are exterior walls tied to floors and the foundation?
  • Are anchor bolts, sill plates, straps and hold-downs present, accessible and in good condition?
  • Do additions, porches, carports or enclosed patios have a continuous connection path of their own?
  • Are there signs of corrosion, rot, termite damage, cracking, settlement or previous storm damage?
  • Would a proposed retrofit require engineering, a permit or an inspection?

There is no responsible universal retrofit detail for every house. A connector that is suitable for one framing system, wall type or foundation may be ineffective or unsafe in another. Obtain a written scope describing the components to be reinforced, the required products, the fastening schedule, permits and the inspection process.

Low-cost preparation that complements structural work

Secure objects that can become debris

Before a storm, bring patio furniture, grills, planters, umbrellas, toys, tools, trash cans and decorations indoors. Anchor items that cannot be moved, following the manufacturer’s instructions. Remove temporary signs, loose screens and lightweight awnings. A small object can break a window or injure someone when carried by hurricane-force wind.

Manage trees and branches

Trim dead, diseased or overhanging branches, especially those close enough to strike the roof, windows, power lines or vehicles. For large trees, work with a qualified arborist rather than climbing or cutting near utilities. Tree work should be completed well before a storm warning.

Clear water paths

Clean gutters, downspouts, roof drains, yard drains and culverts. Confirm that downspouts discharge away from the foundation and that stormwater has a clear route. This does not stop wind damage, but it reduces the chance that blocked drainage adds water intrusion or undermines already stressed components.

Seal appropriate gaps

Repair failed sealant around windows, doors and penetrations where water can enter. Sealing is not a substitute for shutters, reinforced glazing or structural repairs. Do not block required ventilation or drainage openings without professional advice.

What homeowners can do themselves—and what requires a professional

Task Reasonable homeowner work Call a qualified professional when
Roof Visual ground-level checks, attic observations and reporting leaks. Components are loose or damaged, the roof needs repair or replacement, or structural connections are involved.
Windows and doors Measure openings, organize labeled panels and follow an approved installation procedure. You are selecting a permanent system, modifying masonry or framing, or cannot verify the required attachment and rating.
Garage door Locate labels and documentation; observe obvious damage. The rating is unknown, the assembly is damaged or tracks and framing need modification.
Trees Remove small loose items and identify hazardous branches from the ground. Branches are large, near utilities or require climbing or specialized equipment.
Connections Record visible corrosion, rot, cracks or movement for an assessor. Any connector, anchor, truss, wall or foundation retrofit is proposed.

Use licensed and insured contractors where required, ask for references on wind-mitigation work, and verify who will obtain permits and arrange inspections. Keep product approvals, invoices, photographs and inspection records; they help future maintenance and give your insurer or building official evidence of what was installed.

A practical hurricane-hardening schedule

Months before the season

  1. Arrange a roof inspection and complete repairs.
  2. If reroofing is due, obtain proposals that clearly state whether the work follows the FORTIFIED Roof standard and which elements are included.
  3. Assess windows, doors and the garage door; obtain local requirements before buying protection.
  4. Have structural connections and attached structures evaluated if the house is older, altered or visibly vulnerable.
  5. Schedule tree work and clear drainage systems.

At the start of the season

  1. Inventory and label shutter or plywood panels by opening.
  2. Test deployment of permanent shutters and inspect fasteners, tracks and storage hardware.
  3. Check that emergency tools, ladders and personal protective equipment are serviceable.
  4. Photograph the roof, openings, garage door and outdoor equipment for your records.

When a storm threatens

  1. Follow official watches, warnings and evacuation instructions for your area.
  2. Bring in or anchor loose outdoor objects and complete only safe work while conditions are calm.
  3. Deploy shutters or install plywood according to the approved procedure, not improvised fastening.
  4. Clear final debris from gutters and drains without climbing onto a wet or windy roof.
  5. Move vehicles away from trees and flood-prone areas when instructed.

Common mistakes that reduce protection

  • Relying on a roof covering alone: The roof covering, deck attachment, edges and connections function as an assembly.
  • Using an unverified rating: A product marketed as “hurricane” may not be approved for your wind zone, opening size or wall type.
  • Installing plywood at the last minute: Measuring, cutting and finding fasteners during a warning creates avoidable risk.
  • Protecting windows but ignoring the garage: The largest opening can allow internal pressure to build rapidly.
  • Assuming a connector kit fits every house: Framing, foundation and access conditions determine the correct retrofit.
  • Leaving outdoor items in place: Furniture, branches and loose materials can defeat otherwise good opening protection.
  • Treating mitigation as permission to stay: Hardened construction does not replace evacuation orders or emergency advice.

How to judge proposals and claims

Ask each contractor to identify the governing local code, design wind criteria, product approval and installation scope. A useful proposal states what will be removed, repaired or installed; the materials and fasteners; who handles permits and inspections; and what maintenance the homeowner must perform.

Be cautious of guarantees that a house will be “storm-proof,” claims that one wind-speed number applies nationwide, or promises of a specific insurance discount. The evidence summarized here does not establish a universal retrofit cost, grant, eligibility rule or insurance savings. Ask your insurer directly about documentation and potential credits, and ask your building department which improvements qualify under local programs.

Safety during and after the storm

Evacuate when ordered by local officials, regardless of the improvements on your house. If you shelter in place, stay in a small interior room away from windows and doors, keep emergency supplies accessible and monitor official communications. Never inspect the roof, remove shutters or operate a generator in dangerous conditions. After the storm, watch for downed power lines, unstable trees, gas leaks, flooding and concealed structural damage before returning or beginning cleanup.

Sarah Dillingham, IBHS senior meteorologist, said in a June 2, 2025 release: “Storms don’t just impact the coastline – high winds, heavy rain and flooding can cause significant damage far inland. Taking proactive mitigation steps now can make all the difference.” That principle applies to inland homes as well as coastal properties: reduce predictable vulnerabilities before a warning, then follow emergency instructions when a storm arrives.
