How to Set a Construction Contingency When Plans Are Incomplete (2027)

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not assign a blanket percentage to incomplete plans. Build a contingency from the specific information still uncertain: document the estimate basis, separate known allowances from uncertain outcomes, record risks in a register, select a method that fits estimate maturity, and control every drawdown under the contract. The result is a traceable reserve rather than an unexplained cushion.

No cited source establishes a universal percentage for incomplete construction drawings. The often-mentioned 10 percent figure comes from a specific U.S. General Services Administration context and is not a recommendation for other projects.

What construction contingency means when drawings are incomplete

AACE International defines contingency as “an amount added to an estimate to allow for items, conditions, or events for which the state, occurrence, or effect is uncertain and that experience shows will likely result, in aggregate, in additional costs.” The terminology entry also notes that “Contingency is generally included in most estimates and is expected to be expended.” Both statements are from AACE International’s 10S-90 terminology entry, revised December 7, 2023 (AACE 10S-90).

For an incomplete design, contingency is therefore an estimate allowance for uncertainty that remains inside the defined project scope. It is not permission to leave the scope undefined. The estimate should still identify the building, systems, quantities, performance requirements and exclusions that the team intends to deliver.

AACE’s definition includes planning and estimating errors and omissions and within-scope design development. It does not include major scope changes, extraordinary events, management reserve, or escalation and currency effects. Those boundaries must be visible in the estimate because owners, contractors, cost engineers and contracts often use the word contingency differently.

Why incomplete information creates real cost and schedule exposure

Missing drawings, specifications and existing-condition information can hide work that becomes visible only after procurement, demolition or construction starts. The U.S. Government Accountability Office reviewed 18 General Services Administration repair and alteration projects and found unforeseen conditions on 11 of them. Nine projects had increased costs, and four experienced delays of 23 to 105 days. Those findings describe the reviewed projects, not an industry-wide probability.

GAO-16-273 finding What it means for estimating
11 of 18 projects had unforeseen conditions Incomplete information can create conditions that were not priced at award; it does not establish a universal rate for other work.
9 of 18 projects had increased costs Cost growth occurred in half of the reviewed set, but the causes and contract treatment differed by project.
4 of 18 projects had delays of 23–105 days Unknown conditions can affect the schedule as well as direct construction cost.
GSA typically added a 10 percent construction contingency in the reviewed context This is a GSA practice reported by GAO, not a recommended percentage for private, state, local or other federal projects.

Use the GAO evidence as a reason to investigate and document uncertainty, not as a shortcut to a percentage. Site surveys, selective demolition, design clarifications and trade input may reduce uncertainty before the budget is approved; a reserve is only one part of that response.

How much contingency should I carry for incomplete plans?

Carry the amount supported by the project’s identified uncertainty, evidence quality, estimate maturity and selected confidence level. There is no defensible universal percentage in the cited guidance. Two projects with the same apparent drawing completion can have very different exposure because of building age, access, operational constraints, geotechnical information, procurement strategy, design responsibility and contract terms.

Before calculating an amount, the decision-maker should state the budget objective. A high-confidence budget accepts a greater chance of unused funds; a lower-confidence budget accepts a greater chance of an overrun. Neither confidence level guarantees an outcome. Record who selected it and why it is appropriate for the approval stage.

  • Scope maturity: Identify which systems, quantities and performance requirements are defined and which remain provisional.
  • Evidence quality: Rate the reliability of drawings, specifications, surveys, investigations, quantity takeoffs, supplier quotations and expert judgments.
  • Uncertainty type: Distinguish aggregate estimating uncertainty from a specific event such as an unknown utility or a required redesign.
  • Risk tolerance: Decide how much overrun risk the owner or funding body can accept at the stated confidence level.
  • Ownership and contract: Determine who holds the reserve and which party is responsible for design development, differing site conditions and changes.
  • Excluded items: Keep escalation, currency, owner-directed scope, extraordinary events and management reserve separate when they are not part of the contingency definition.

How do I estimate contingency when drawings are incomplete?

1. State the estimate basis

Create a dated basis-of-estimate record before selecting a reserve. Include:

  3. Measurement rules, quantity sources and any provisional quantities.
  4. Design decisions still awaiting an owner, architect, engineer, authority or trade response.
  5. Site, survey, geotechnical, utility and existing-condition information that was available to the estimator.
  6. Pricing date, labor and material assumptions, procurement assumptions and the treatment of escalation.
  7. Estimate class or maturity, the intended use of the budget and the person approving the basis.

When a quantity cannot yet be measured, label it as provisional rather than burying it in a lump-sum contingency. A future design decision should have an owner and a due date.

2. Separate priced work, allowances and uncertain outcomes

Price work that is sufficiently defined in the base estimate. Use a clearly identified allowance for a known item whose quantity or final selection is not complete. Use contingency for uncertain outcomes that are expected, in aggregate, to create additional cost within the established scope. Showing these categories separately prevents a contingency from disguising missing scope.

Cost category Typical treatment Boundary to document
Defined base scope Include measured quantities, labor, materials, equipment and identified indirect costs in the estimate. State the design revision and quantity basis.
Known but not fully quantified item Show a line-item allowance or provisional sum. Name the item, quantity uncertainty and reconciliation method.
Aggregate within-scope uncertainty Carry in contingency based on documented judgment or quantitative analysis. List the uncertainties and the confidence level behind the amount.
Owner-directed scope change Process as a change or separately authorized funding. Do not consume contingency merely because the owner changed the brief.
Escalation or currency movement Model or fund separately when the estimate basis requires it. State price date, escalation assumptions and currency exposure.
Extraordinary event Address through the contract, insurance, force-majeure provisions or separate reserve as applicable. Do not assume ordinary contingency covers it.
Management reserve Keep distinct from cost contingency where the project’s governance model uses it. Define who controls it and what approvals are required.

These categories reflect AACE’s terminology boundaries, but the contract and estimate basis control the final labels and allocation.

3. Build a risk register for unresolved information

Turn each material uncertainty into a traceable entry. A useful register contains:

  • Cause: for example, an unverified existing service, an incomplete fire strategy or an unresolved equipment selection.
  • Potential effect: describe both cost and schedule consequences, including redesign, rework, access, procurement or testing.
  • Likelihood or range: use a supported probability or cost range where evidence exists; use a qualitative rating when precision would be false.
  • Owner: assign the person or organization able to investigate or respond.
  • Response: specify investigation, design completion, survey, procurement action, avoidance, mitigation or acceptance.
  • Trigger: state the observable event that permits a drawdown or requires escalation.
  • Status and date: record when the risk was opened, reviewed, changed or closed.

Include incomplete drawings and unknown existing conditions when they are relevant. Do not force every risk into a precise dollar value; unsupported precision makes the reserve appear more scientific than the information allows.

Use quantitative risk analysis when the register contains evidence capable of supporting ranges, dependencies and a stated confidence level. AACE’s Professional Guidance Document No. 02 describes quantitative risk analysis practices. AACE’s RP 118R-21 announcement says estimate-ranging Monte Carlo is recommended for inherent cost uncertainty when the scope is well defined (Class 3 or better), with no new technology and minimal complexity. It should not be the sole method when significant project-specific event risks exist (AACE RP 118R-21 announcement).

Approach Best fit Required discipline Limit
Documented expert judgment Early or less mature estimates, limited data, or a small number of well-understood uncertainties. Record evidence, assumptions, reviewers and the confidence objective. Results can be inconsistent if the assumptions and analogue projects are not documented.
Quantitative risk analysis Well-defined scope with credible ranges, dependencies and historical or expert inputs. Model distributions, correlations, confidence level and event risks; validate inputs. A simulation cannot correct missing scope or unsupported inputs.
Combined approach Projects with measurable inherent uncertainty plus discrete project-specific events. Model the appropriate components separately and reconcile the total without double counting. Requires clear ownership, careful definitions and review by people who understand the model.

Whether the method is judgmental or quantitative, show which risks are included, which are excluded and how the result relates to the approved budget.

What does construction contingency cover?

It normally covers uncertain, within-scope cost outcomes that experience indicates are likely to occur in aggregate, including planning and estimating errors, omissions and design development within the agreed project. It may cover additional work caused by an incomplete detail when that work is still required to deliver the defined facility.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

It does not automatically cover a larger building, an added floor, a changed performance brief, extraordinary damage, general market escalation, currency movement or an owner’s decision to add work. Those items need a separately identified funding or contractual mechanism. If the estimate uses a different definition, state it in the basis of estimate and contract documents.

Is design contingency the same as construction contingency?

No. The names are not used consistently, so define them for the project. A design contingency may be held during design to address development of an agreed concept, while a construction contingency may be held during procurement or construction for uncertain costs within the construction scope. Some organizations use one combined reserve; others assign separate accounts to the owner, designer and contractor.

What matters is not the label but the boundary, owner, permitted use and approval path. A design change that expands the owner’s requirements should not be charged to a construction contingency simply because it occurs after award.

Set governance before anyone spends the reserve

Define authority and permitted uses

Write a contingency-control statement into the cost plan or project controls manual. It should identify:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • the account or cost code holding the funds;
  • the person or committee authorized to approve a draw;
  • allowable causes, such as documented within-scope uncertainty or design development;
  • the evidence required, including a risk-register entry, estimate revision, quotation, field report or change proposal;
  • approval thresholds and whether separate design, owner and contractor approvals are required;
  • the reporting format showing opening balance, approved draws, pending exposure, transfers and remaining balance; and
  • the rule for returning unused funds or transferring them to another authorized reserve at closeout.

Use a controlled drawdown workflow

  1. Record the trigger and affected risk in the register.
  2. Confirm that the requested work is within the defined scope and eligible under the contingency rules.
  3. Obtain a cost and schedule assessment, with quantities and quotations where available.
  4. Check that the amount is not already covered by an allowance, contract change, escalation account, insurance or management reserve.
  5. Obtain the required approval before committing the funds, unless the contract has an emergency procedure.
  6. Update the estimate, risk exposure, schedule forecast and contingency balance.
  7. Close or re-rate the risk when the design or field information resolves it.

Review the reserve at each design milestone, procurement package, major site discovery and change-control meeting. A falling balance is not automatically good news if unresolved exposure remains; report both money spent and remaining risk.

Who pays for incomplete plans or unforeseen conditions?

The answer depends on the contract, the party responsible for design, the defined scope and the facts of the condition. Possible mechanisms include an owner-held reserve, a contractor contingency included in the bid, a priced allowance, a change order, a differing-site-condition clause, a design responsibility provision or a cost-reimbursement arrangement. Do not infer payment responsibility from the word contingency alone.

For U.S. federal contracts subject to the Federal Acquisition Regulation, FAR 31.205-7 addresses contingencies. It includes foreseeable future-cost contingencies in estimates and says less measurable contingencies should be separately disclosed for contractual coverage (FAR 31.205-7). This is a federal cost principle, not a rule governing every private or public construction contract.

Review change, differing-site-condition, notice, design responsibility, allowance, payment and cost-reimbursement clauses with qualified contract professionals when allocation is unclear. Applicable law and the executed contract control over a generic estimating practice.

Update the contingency as the design matures

Contingency should usually change as uncertainty is investigated, not remain frozen from the first concept estimate. At each update:

  • remove duplicated exposure after an allowance or contract change is established;
  • add newly discovered risks with their owners and triggers;
  • reassess correlations, schedule effects and procurement assumptions; and
  • restate the confidence level and decision purpose of the revised budget.

A lower contingency after design completion can reflect reduced uncertainty, while a higher amount can be justified if investigation reveals conditions that were previously unknown. Neither movement is evidence of poor estimating by itself; the register and estimate revisions should explain it.

Illustrative allocation without a preset percentage

Consider a renovation estimate whose structural drawings are issued but whose existing utilities, equipment selections and fire-stopping details are unresolved. The estimate basis lists measured structural work in the base estimate, a separate allowance for equipment whose model is not selected, and a contingency account for within-scope outcomes associated with the unresolved utilities and details.

The risk register assigns the utilities investigation to the owner’s survey team, the equipment selection to the design team, and the fire-stopping detail to the architect and trade contractor. Each entry has a trigger: survey results, approved equipment schedule or issued detail. A documented judgment method is used because the design is not mature enough for a reliable simulation. When the survey resolves the utility route, its residual exposure is removed; when the equipment is selected, the allowance is reconciled rather than charged to contingency. If an owner later adds a new system, that is processed as a scope change instead of a contingency draw.

This structure demonstrates the decision logic without implying that any fixed percentage or dollar amount fits another project.

Common mistakes and how to correct them

Mistake Why it fails Correction
Applying a standard percentage before listing risks The amount has no connection to the project’s information quality or exposure. Start with the estimate basis and risk register; select a confidence level and method afterward.
Using contingency to hide missing scope Owners cannot tell whether the budget funds the agreed facility. Define scope, use allowances for known items and disclose exclusions.
Calling every change a contingency event Owner enhancements and design errors may be transferred unfairly to the reserve. Apply the contract’s change and design-responsibility provisions.
Running Monte Carlo on undefined work A precise-looking output rests on unsupported inputs. Improve scope definition or use documented judgment until quantitative inputs are credible.
Double counting allowances and risks The budget is overstated and draws become difficult to audit. Cross-reference each allowance, risk and modeled component and remove duplicates.
Leaving ownership and approval unstated People spend the reserve inconsistently or assume another party pays. Publish drawdown authority, evidence requirements and reporting rules.
Treating unused funds as proof the estimate was wrong Reserve is designed for uncertainty, so some exposure may not occur. Report the confidence objective, resolved risks and approved use of the balance.

Practical checklist for approval

  • Is the drawing and specification revision dated and identified?
  • Does the estimate state inclusions, exclusions, assumptions and provisional quantities?
  • Are base work, allowances, contingency, escalation, owner changes and management reserve separated?
  • Does every material uncertainty have a cause, effect, owner, trigger and review date?
  • Does the chosen method match scope maturity and evidence quality?
  • Are confidence level and risk tolerance recorded without presenting them as a guarantee?
  • Does the contract identify who owns each fund and how eligible costs are approved?
  • Is there a documented process for updating the estimate as plans and site information improve?
  • Are federal cost principles being applied only when the contract is actually subject to them?

Frequently Asked Questions

Can I use the GSA 10 percent figure for my project?

No. GAO reported that figure as a typical GSA practice in its review of 18 repair and alteration projects. It is not evidence for a universal rate on another project.

Should a contingency include escalation?

Only if the project’s estimate definition explicitly combines them. AACE’s 10S-90 boundaries treat escalation and currency effects separately, so show those exposures independently unless the contract and basis of estimate say otherwise.

When should a contingency risk be closed?

Close or re-rate it when the triggering investigation, design decision, quotation or field verification resolves the uncertainty. Keep any residual exposure visible rather than deleting the risk without an explanation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Can a contractor spend its contingency without owner approval?

That is controlled by the executed contract. Define whether the amount is contractor-held, owner-held or an allowance, and follow the contract’s notice, change and payment procedures.
