The safest overnight lock-up uses layers: remove high-value items when practical, control every entry point, lock portable tools in a properly secured container, immobilize larger equipment, store materials so they cannot slide or collapse, and use lighting, cameras or alarms that someone can actually monitor. Finish with an inventory and a morning handoff so missing equipment is identified quickly.
Security measures must never create a safety problem. Keep access routes, fire controls, hazardous-material rules, lifting plans and manufacturer instructions in force while you secure the site.

Start with a site-specific overnight risk check
Walk the site before deciding what to lock and where. The right controls depend on the inventory, the perimeter, the layout, visibility from neighboring properties, available power or network service, weather exposure and how quickly an intruder could load a vehicle.

Make a short list of items that are portable, valuable, easy to resell or needed to keep work moving. South Australia Police identifies appliances, hot-water systems, raw materials, copper, cable and tools as common construction-site theft targets. Add fuel, batteries, generators, compact plant and any specialist equipment that would be expensive or slow to replace.

- Separate high-value items from bulky, low-value stock that is expensive to move but less attractive to thieves.
- Note materials that create a secondary hazard if disturbed, such as gas cylinders, chemicals, fuels or unstable stacks.
- Record which equipment must remain onsite for security, weather protection or the next morning’s work.
Decide what should not remain onsite
The strongest overnight measure is often removal. Take portable tools and high-value components to a secure workshop or other authorized storage whenever the schedule allows. For materials that must be delivered to the project, coordinate delivery close to installation rather than allowing valuable stock to accumulate for days.
Just-in-time delivery is not always possible, particularly for remote sites or weather-sensitive work. When materials must remain, consolidate them inside the site perimeter, preferably in a secure compound and away from perimeter fencing. A stack beside a fence can give an intruder concealment and a convenient hand-off point.
Control the perimeter and every route into the site
Secure gates, doors and temporary openings
Close and lock vehicle gates, pedestrian gates, site offices, workshops, sheds, plant rooms and storage containers at the end of the shift. Check temporary openings created for deliveries, excavation access or utility work; a fence is not effective if a gap remains open after the crew leaves.
South Australia Police describes a site fence as a clear physical barrier for managing risk and preventing theft. Fencing does not make a site impenetrable, but it defines the boundary, channels movement toward controlled gates and makes casual access more difficult.
Control keys, codes and access rights
Keep a current list of who has keys, access cards or alarm codes. Recover keys when a worker, subcontractor or supplier no longer needs access. Change combination locks or use construction keying when the project phase or workforce changes; South Australia Police specifically recommends considering those measures.
- Do not leave keys in vehicles, plant cabs, site offices or unlocked drawers.
- Give each person only the access needed for their role.
- Record temporary access for deliveries, inspections and emergency work.
- Revoke codes promptly when personnel leave the project.
Make the boundary visible
Lighting at gates, storage areas and likely approach routes can deter opportunistic entry and help cameras capture usable images. Aim lights to cover access points without blinding drivers, neighboring properties or workers. Keep vegetation, waste and stored materials from creating hiding places along the fence line.

Lock portable tools in a suitable safe or container
Choose storage that matches the inventory
Portable tools should go into a locked tool safe, jobsite tool chest, secure shed or storage container rather than being left in an open room or vehicle. The container is only one part of the system: it needs a suitable lock and, where practical, an anchor or location that prevents the entire unit from being carried away.

| Factor | Questions to answer | Why it matters overnight |
|---|---|---|
| Capacity | Does it hold the actual hand tools, batteries and accessories without forcing the lid or doors? | Overfilled storage encourages tools to be left outside the lock-up. |
| Portability | Can two people move it safely, and could an intruder remove it with a trolley or vehicle? | A lighter chest is convenient but may need anchoring or a more secure room. |
| Lock design | Does it accept a heavy-duty padlock or chain, and are hasps protected from easy access? | Police guidance specifically calls for heavy-duty padlocks or chains on containers. |
| Weather exposure | Will rain, dust or condensation reach tools, batteries or electrical connections? | Weather protection preserves equipment and avoids leaving valuable items in a vulnerable temporary shelter. |
| Anchoring | Can the chest, shed or container be fixed to the structure or ground in a way allowed by the site plan? | Anchoring can prevent removal of the whole storage unit, but must not damage services or create a trip hazard. |
| Operational access | Can the crew open it quickly while keeping keys and codes controlled? | Security fails when workers bypass a difficult lock-up process. |
Use the lock correctly
Close every door, hatch and drawer before applying the lock. Use a heavy-duty padlock or chain appropriate to the hasp and the container; a small lock on a weak hasp protects little. Inspect the lock, hasp and mounting points for damage during the morning check. Do not hide a spare key near the container or leave the key in an unattended site office.
Keep batteries and accessories accounted for
Rechargeable batteries, chargers, lasers and compact accessories are easy to overlook because they occupy little space. Store them with the main tool inventory, record quantities and include them in the handoff check. Remove charging equipment from improvised overnight locations unless it is installed and operated according to the manufacturer’s instructions.
Secure larger equipment, plant and vehicles
Large equipment can be difficult to remove but still vulnerable to unauthorized use, parts theft or fuel theft. Lock cabs and fuel caps where the equipment allows it. Use the built-in immobilizer, steering lock, key-removal procedure or other anti-theft feature specified by the manufacturer.
Recommended Free Tools
Park mobile plant so it cannot be driven directly to a gate or loaded onto a trailer. Where appropriate, position larger items together in a visible, well-lit area and use site-approved chains, wheel locks or other immobilizing devices. Do not block fire lanes, emergency access, ramps or pedestrian routes while consolidating equipment.

Consider tracking for selected equipment
An asset tracker can support recovery of expensive or frequently targeted equipment, but it is not a substitute for physical security. Install it where the device is designed to operate, protect it from weather and damage, and make sure the responsible person knows how to activate alerts, check location data and respond lawfully. A tracker that has no power, poor network coverage or no one assigned to monitor it may provide little practical benefit.
Store building materials so they cannot become a safety hazard
Keep stacks stable and away from the perimeter
Organize materials inside the fenced area, preferably in a secure compound or away from perimeter fencing. Keep enough clearance for inspections, handling and emergency access. Separate materials by type and weight so that removing one item does not destabilize a stack.
For U.S. work subject to OSHA, 29 CFR 1926.250(a)(1) states: “All materials stored in tiers shall be stacked, racked, blocked, interlocked, or otherwise secured to prevent sliding, falling or collapse.” This is a material-storage safety requirement, not a claim that any particular lock or storage product satisfies it.

- Keep round, slippery or unusually shaped items restrained against rolling.
- Store long materials so they cannot project into walkways or be struck by vehicles.
- Keep heavy items low and place lighter items above only when the storage system is designed for it.
- Inspect stacks after weather, impact or movement of adjacent stock.
Do not use scaffolds or runways as general storage
OSHA guidance says materials should not be stored on scaffolds or runways beyond supplies needed for immediate operations. Keep surplus stock on a planned storage surface rather than transferring a theft concern into an overload, falling-object or access hazard. The underlying current regulation and the project’s competent-person requirements should be checked for the specific job.
Protect high-value and hazardous materials separately
Lock copper, cable, appliances and other targeted materials in a container or compound when feasible. Store fuels, gases, chemicals and other hazardous materials under the applicable fire, environmental and manufacturer rules; theft prevention does not authorize an unsafe combination of substances or an unapproved enclosure.
Add deterrence and monitoring that the site can support
Official police guidance names lighting, CCTV, audible alarms and guard services as possible controls. Select them according to the site’s risk and the team’s ability to respond rather than treating any single measure as a guarantee.

Lighting
Use steady or motion-activated lighting at gates, containers, offices, fuel points and equipment parking. Check that lights remain powered through the overnight period and that their placement does not create glare, shadows or a hazard for neighbors and passing traffic.

CCTV
First decide what the cameras must do: identify a person, identify a vehicle, detect movement or provide general observation. South Australia Police recommends making that purpose explicit. A camera aimed at a wide area may detect activity but produce no usable face or license-plate detail. Test the view at night, protect equipment from weather and confirm that recordings are retained for the period your insurer, contract or local law requires.
Alarms and guarding
An audible alarm can draw attention, while a monitored system can provide real-time information to a designated responder. Define who receives alerts, who can verify a false alarm and who is authorized to attend. Guard services may suit isolated, high-value or long-duration projects, but the contract should specify patrol times, escalation and incident records.
Mark, photograph and record every important asset
Identification improves the chance of recognizing recovered property and supports an insurance claim. Victoria Police and South Australia Police advise marking and documenting tools and equipment.
- Photograph each tool, machine and material group, including distinctive damage or modifications.
- Record make, model, serial number, color, asset number and owner.
- Engrave or paint a unique identifier where it will remain visible and will not compromise the equipment.
- Keep purchase records, invoices and warranty information with the inventory.
- Record movement of materials to and from the site, including date, quantity, vehicle or carrier and receiving person.
- Store the inventory securely offsite or in a backed-up system; do not rely on a single paper copy left in the site office.
For selected expensive or commonly targeted items, add the tracker information, installation date and instructions for checking it. Update the list when equipment is transferred between projects.
Use this end-of-day lock-up sequence
- Review what remains. Remove portable tools and high-value materials when feasible. Confirm that scheduled deliveries are limited to what can be installed or securely stored.
- Walk the perimeter. Close fence gaps, temporary openings and vehicle or pedestrian gates. Check that waste, pallets and ladders cannot be used to climb the boundary.
- Lock buildings and containers. Secure site offices, sheds, workshops, plant rooms and storage containers. Apply heavy-duty padlocks or chains to suitable hasps.
- Consolidate tools. Place hand tools, batteries, chargers and accessories in the locked tool safe, chest or secure shed. Do not leave overflow items in vehicles or open rooms.
- Secure plant. Lock cabs and fuel caps where possible, remove keys, activate immobilizers and park equipment so it cannot be driven straight to an exit.
- Stabilize materials. Check stacks, racks and restraints for sliding, falling or collapse. Move valuable stock away from the fence and keep access routes clear.
- Set deterrence and monitoring. Turn on lighting, alarms and cameras. Confirm power, recording and alert routing; do not set a system no one will monitor.
- Update records. Note what was delivered, removed, moved or left onsite. Photograph unusual high-value stock or a changed storage arrangement.
- Control access. Confirm who is authorized overnight, recover keys that are no longer needed and change codes when the workforce or project phase changes.
- Complete the handoff. The departing supervisor signs the lock-up record and identifies the person responsible for opening the site and checking equipment.

Open the site with a morning verification
The first person onsite should inspect before work starts. Check gates, locks, doors, containers, cameras and alarm status without disturbing anything that may be evidence. Compare the physical inventory with the previous evening’s record, including batteries, chargers, fuel and small accessories. Record missing, damaged or moved items immediately and restrict access to the affected area until the supervisor decides what to do.

If the site is broken into
Protect people first
If a theft is in progress or anyone may be in danger, move to a safe place and follow local emergency procedures. Do not confront, chase or attempt to detain a suspected thief.
Preserve the scene
Once safe, avoid touching doors, locks, tools, vehicles or other potential evidence. Keep workers and visitors away from the area. Victoria Police advises people who discover a burglary not to confront the thief, to get to safety, avoid touching anything and contact their insurer.
Report and document
Use the emergency and non-emergency police routes for your jurisdiction; Victoria’s numbers and reporting process do not apply everywhere. Provide the inventory, photographs, serial numbers, asset markings, access records, camera footage and delivery or movement logs. Notify the insurer promptly and follow its instructions before cleaning, repairing or replacing damaged items.
After authorities and the insurer have recorded the incident, change compromised keys and codes, repair the entry point, review camera and lighting coverage, and update the lock-up plan. Treat the event as a security review, not as a reason to abandon the controls that still work.
Jurisdiction and safety limits
Police guidance cited here comes from Victoria and South Australia in Australia. The National Business Crime Centre guidance is Version 1 from August 2019 and should be treated as supporting advice rather than a current legal standard. OSHA’s 29 CFR 1926.250 requirements apply to U.S. work when the regulation covers the project. UK projects should also account for relevant Health and Safety Executive guidance on end-of-day site security and material placement.
Before implementing a lock-up plan, confirm local requirements for construction safety, fire prevention, hazardous substances, privacy and surveillance, traffic management, employment access and insurance. Security controls must fit the approved site logistics plan and the manufacturer’s instructions for locks, plant, alarms and tracking devices.
The Bottom Line
Lock up tools in a properly secured safe or container, reduce valuable stock left onsite, control every entry point, stabilize materials, document assets and use monitoring that has a real response plan. The combination protects people, preserves safe access and gives investigators useful records if something is stolen.
