How to Safely Dispose of Food Spoiled During a Power Outage

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Keep the refrigerator and freezer doors shut while the power is off. An unopened refrigerator keeps food cold for about four hours; a full freezer holds its temperature for about 48 hours and a half-full freezer for about 24 hours. After four hours without power, discard refrigerated perishables such as meat, poultry, fish, eggs, milk, soft cheese, leftovers, cooked food and cut produce. Never taste food to test it. When in doubt, throw it out.

Start with the time, temperature and door history

Food safety after an outage depends on more than whether food looks normal. Record when the power failed, whether anyone opened the appliance, and any temperature reading you can obtain. If the outage time is unknown and you cannot establish that food stayed at a safe temperature, use the conservative choice: discard the perishable food.

  • Refrigerator: An unopened refrigerator keeps food safe for about four hours, according to USDA guidance. CDC guidance likewise says to throw out refrigerated perishables after four hours without power.
  • Full freezer: A full freezer generally holds temperature for about 48 hours when the door remains closed.
  • Half-full freezer: A half-full freezer generally holds temperature for about 24 hours when the door remains closed.
  • Temperature limit: A thawed frozen item may be refrozen or cooked only if it still contains ice crystals or the food is at 40°F (4.4°C) or below.

These are time-and-temperature guidelines, not permission to rely on smell or appearance. USDA and CDC both warn that unsafe food can look and smell normal.

What to do while the power is still out

  1. Keep both doors closed. Every opening lets cold air escape and shortens the remaining safe period. Do not repeatedly check food by handling it.
  2. Write down the outage start time. If the utility gives a restoration estimate, record that separately; the safety clock is based on how long the food has gone without reliable cooling.
  3. Check an appliance thermometer without rummaging. A refrigerator/freezer thermometer gives more useful evidence than a package’s appearance. The key threshold for a thawed item is 40°F (4.4°C).
  4. Move food only before it becomes unsafe. If the outage is expected to exceed the refrigerator’s roughly four-hour window, an insulated cooler with reusable gel packs can protect perishables while they are still cold. Keep the cooler closed as much as possible.
  5. Separate questionable food from ready-to-eat food. Keep leaking packages and raw-meat containers from contacting other items. If raw-meat juices have contaminated another food, treat the contacted food as discard material.

Do not use tasting as a check at any point. USDA’s instruction is: “Never taste food to determine its safety! When In Doubt, Throw It Out!”

Refrigerated food: what to discard after four hours

Once a refrigerator has been without power for about four hours, discard refrigerated perishable foods. CDC specifically lists meat, fish, eggs, milk and leftovers; USDA’s list also covers poultry, soft cheeses, cooked foods and cut produce.

Food category Action after about four hours without power Why it belongs in the discard decision
Raw or cooked meat and poultry Discard Perishable animal foods require continuous refrigeration.
Fish and other seafood Discard These are refrigerated perishables identified in federal guidance.
Eggs Discard CDC specifically includes eggs among foods to throw out after four hours.
Milk and other refrigerated dairy Discard Milk is specifically named by CDC; soft cheeses are included by USDA.
Soft cheeses Discard USDA lists soft cheese among refrigerated perishables.
Leftovers and cooked foods Discard USDA and CDC identify leftovers/cooked foods as refrigerated perishables.
Cut produce Discard USDA includes cut produce in the foods to discard after the refrigerator window.

Do not rescue an item because its package is sealed, its color is unchanged, or it has no odor. Appearance and odor are not reliable safety tests, and tasting is unsafe.

Frozen food: keep, refreeze, cook or discard

Frozen food has a longer protection period because the mass of frozen food retains cold. The approximately 48-hour figure applies to a full freezer and the approximately 24-hour figure to a half-full freezer, assuming the door stayed closed. Those periods are not guarantees if the appliance was opened repeatedly, the freezer was already warm, or the outage duration is uncertain.

When refreezing or cooking is allowed

A thawed item can be refrozen or cooked when it still has ice crystals or when the food itself is measured at 40°F (4.4°C) or below. The presence of ice crystals is a practical sign that the item has not fully warmed; a thermometer reading supplies stronger evidence when available.

When to discard

Discard a frozen item that has thawed and warmed above 40°F (4.4°C). Also discard it when you cannot establish its temperature or safe time history. Do not taste it to make the decision.

What you find Decision Record before disposal or storage
Ice crystals remain Refreeze or cook Note the outage duration and keep the item separate from leaking packages.
No ice crystals, but measured at 40°F or below Refreeze or cook Record the temperature and the time it was measured.
Thawed and above 40°F Discard Bag it promptly in a leak-resistant container.
Temperature and time cannot be established Discard as the safer choice Do not substitute smell, appearance or tasting for evidence.

A practical decision procedure after power returns

  1. Confirm the restoration time. Calculate the elapsed time without power rather than relying on when you noticed the outage.
  2. Inspect the appliance without tasting anything. Look for a thermometer reading, ice crystals and leaks. Do not open packages to smell them.
  3. Sort refrigerator contents first. If the refrigerator was without power for about four hours, place meat, poultry, fish, eggs, milk, soft cheese, leftovers, cooked foods and cut produce in the discard group.
  4. Evaluate frozen items individually. Keep or refreeze only items with ice crystals or a measured temperature of 40°F or below. Place items above that temperature in the discard group.
  5. Check for cross-contamination. Raw-meat juices can spread contamination inside a compartment. Any food contacted by those juices should be treated as spoiled rather than returned to storage.
  6. Package the discard group. Use leak-resistant bags or containers. Keep the packages away from children and animals while you wait for collection or transport.
  7. Clean the appliance before restocking. Remove shelves, crispers and ice trays, then follow the sanitation procedure below.

How to package and dispose of spoiled food

Use a leak-resistant container

Place discarded food and any leaking packaging in leak-resistant bags or containers. The objective is to prevent liquid from escaping onto floors, vehicles, collection bins or other food. Keep the packaged waste where children and animals cannot reach it.

Follow your local waste authority

Federal food-safety guidance identifies when food is unsafe but does not prescribe one disposal route for every municipality. Whether spoiled food belongs in curbside trash, a municipal organics program, a private compost service or another stream is jurisdiction-specific.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Check the instructions from your city, county, sanitation district or waste hauler before putting the package out. Ask specifically whether the service accepts spoiled meat, dairy, seafood and other animal products, and whether it requires a particular bag or container. If your area has no organics collection, use the local solid-waste route rather than assuming food can be composted at home.

Reduce handling and odor

  • Sort and seal the food near the refrigerator so you do not carry leaking packages through the home.
  • Keep sealed waste away from children and animals until the scheduled pickup or drop-off.
  • Do not open a sealed discard package to recheck its smell or appearance.
  • Clean any surface touched by leaking raw-meat juices during the refrigerator-cleaning process.

How to clean a refrigerator after food spoils

Cleaning removes residue; sanitizing follows with a measured bleach solution. Use unscented liquid chlorine bleach and drinking water in the concentration specified by USDA: 1 tablespoon of bleach per gallon of water.

  1. Empty the appliance. Remove all food placed in the discard group and package it before beginning cleanup.
  2. Take out removable parts. Remove shelves, crispers and ice trays. Handle glass or cold parts carefully to avoid thermal shock.
  3. Wash removable parts. Wash them with hot water and detergent to remove food residue.
  4. Wash the interior. Clean the refrigerator interior with hot water and baking soda. Work from the top down so loosened residue does not soil an area you have already cleaned.
  5. Sanitize surfaces and parts. Use a solution of 1 tablespoon of unscented liquid chlorine bleach per gallon of drinking water on the removable parts and refrigerator surfaces.
  6. Rinse as directed. After washing the interior, rinse it with the bleach solution. Do not substitute a stronger mixture; the stated concentration is the USDA instruction.
  7. Air the refrigerator. Leave the door open so the interior can air out before the appliance is returned to service.
  8. Clean the ice area. Wash and sanitize ice trays as removable parts. Discard any ice that was exposed during the outage rather than returning it to use.

Keep the appliance empty until the interior is clean, sanitized and aired. Once it is operating again, use an appliance thermometer to verify the temperature instead of relying only on the sound of the compressor.

Temperature tools and outage preparation

Keep an appliance thermometer in each appliance

An appliance thermometer is the most directly useful preparation item because both USDA and FDA guidance rely on temperature readings and the 40°F threshold. A visible reading lets you make a documented decision about a frozen item instead of guessing from its package.

Prepare an insulated cooler and gel packs

A large insulated cooler and reusable gel packs can protect refrigerated food when an outage is expected to last longer than the refrigerator’s roughly four-hour window. This works as an intervention before food spoils; it does not make already-warmed food safe again.

Make the timing easy to verify

  • Keep the appliance doors closed during an outage.
  • Write down the time the power fails and the time it returns.
  • Know whether your freezer is normally full or half full, since the corresponding holding estimates differ.
  • Keep the cooler, gel packs and thermometers accessible rather than buried behind stored food.

Common mistakes that make disposal decisions unsafe

“It smells fine, so it is safe.”

Unsafe food may have no unusual smell or visible change. Appearance and odor cannot replace the four-hour refrigerator rule, a measured temperature or evidence of ice crystals.

“I will taste a little first.”

Do not taste questionable food. CDC and USDA explicitly warn against using tasting to determine safety.

“The freezer was cold earlier, so everything can be refrozen.”

Refreezing is allowed only when ice crystals remain or the food is at 40°F or below. A fully thawed item that warmed above that threshold belongs in the discard group.

“The outage ended, so the refrigerator contents are automatically safe.”

Restored electricity does not erase time spent warm. Apply the elapsed-time and temperature tests to the food that was inside.

“I can choose the disposal bin myself.”

Collection rules vary by jurisdiction. Ask the local waste authority whether its trash or organics service accepts the specific spoiled foods and packaging you have sealed.

Quick reference: keep, refreeze or discard

Food or condition Keep or refreeze Discard
Refrigerated perishables in an unopened refrigerator for no more than about four hours They may remain within the refrigerator’s stated holding window; avoid tasting and check temperature when possible. Discard if the four-hour period has been exceeded or the history is unknown.
Refrigerated meat, poultry, fish, eggs, milk, soft cheese, leftovers, cooked foods or cut produce after about four hours None based solely on normal appearance or odor. Discard.
Frozen item with ice crystals Refreeze or cook. Discard if contamination or leakage makes it unsafe to handle.
Frozen item measured at 40°F (4.4°C) or below Refreeze or cook. Discard if raw-meat juices contaminated it.
Frozen item thawed above 40°F (4.4°C), or with unknown temperature history None. Discard.

When the safest answer is to throw it out

Choose disposal when the refrigerator has exceeded its approximately four-hour window, when a frozen item has thawed above 40°F, when raw-meat juices have contaminated another food, or when the time and temperature cannot be established. Seal the food in a leak-resistant bag or container, keep it away from children and animals, follow your local waste authority’s instructions, and clean and sanitize the appliance before replacing food.
