To request traffic calming, identify the agency that controls your street, find its current traffic-calming or neighborhood-traffic-management program, check the street’s eligibility, and submit a location-specific request. The agency—not an individual resident—decides whether to study the problem and which response fits the block. A resident’s “speed bump” request may instead lead to speed cushions, a raised table, signing, targeted enforcement, or another design change.
There is no national application process. Road ownership, speed limits, street width, road classification, petition thresholds, review schedules, and resident costs vary by municipality. Use the local authority’s current instructions rather than copying a requirement from another city.

1. Identify who controls the street
Start with your city’s transportation, public works, traffic engineering, or 311 service. Ask whether the street is maintained by the city, county, state, a private association, or another road authority. A city may route a report but lack authority to change a county or state route’s geometry, signs, or speed management.

Give the agency the exact street name, block, nearest intersections, and direction of travel. If control is unclear, ask the receiving agency to identify the correct owner and transfer or redirect the request. Keep the service ticket or referral number.

Use emergency channels for immediate danger
Traffic-calming applications address longer-term design concerns. Call the appropriate emergency service for an active collision, immediate threat to life, blocked emergency access, or a dangerous obstruction. Use the police or transportation authority’s non-emergency reporting channel for an urgent but non-life-threatening enforcement concern. Do not wait for a traffic-calming review when someone is in immediate danger.
2. Find the official program and current application
Search the controlling agency’s website for “traffic calming,” “neighborhood traffic management,” “residential speeding,” or “transportation improvement request.” Look for a program map, eligibility page, application form, public tracker, and instructions for residents who cannot apply online.
Use the current page immediately before submitting. Municipal programs change their forms, review windows, thresholds, and prices. If the site has a map, search the specific block and read any existing-request or project status before filing a duplicate.
Check for an existing request
Some systems decline repeated requests for the same location. Philadelphia’s program map, for example, shows eligibility and existing requests; its service guidance warns that duplicate requests will be declined. If a request already exists, ask whether you can add information to it instead of opening another case.
3. Check whether your street is eligible
Eligibility is local and may rule out a street before technical review. Read the criteria for:
- Road classification, such as local street, collector, arterial, commercial street, or state route.
- Posted speed limit and whether the city requires a particular limit before accepting a project request.
- Minimum or maximum street length, width, grade, curvature, or spacing between intersections.
- Existing projects, prior applications, or a current construction schedule.
- Land use, homes fronting the street, transit routes, emergency access, drainage, parking, and pedestrian destinations.
Do not assume that a criterion in one city applies in another. Philadelphia, Raleigh, Tukwila, Albuquerque, and Phoenix use materially different screens.
Examples of local eligibility screens
- Philadelphia: Its published rules include at least 400 feet between stop signs or signals and minimum widths of 26 feet for a one-way street or 34 feet for a two-way street. Certain road classes, steep grades, and curving streets are excluded.
- Tukwila: The neighborhood program is for primarily residential local or collector streets, not commercial streets or principal or minor arterials.
- Raleigh: A project request requires a posted 25 or 30 mph speed limit. If the street does not have one, residents may need to use the city’s separate speed-limit ballot process first.
- Albuquerque: The application requires seven supporting residents from separate homes on the street. The city also lists automatic exclusions for some road classifications and a homes-frontage criterion.
These are examples, not a checklist for every municipality. Ask the local program staff to confirm eligibility before spending time collecting signatures.

4. Prepare a precise request
A useful application identifies a defined problem on a defined segment. “Cars speed on our street” is less actionable than “Vehicles traveling eastbound between Oak Avenue and Pine Street regularly pass the school entrance at approximately 7:30–8:15 a.m.; pedestrians cross at the marked crossing, and cut-through traffic increases during the afternoon commute.”
Include the information agencies commonly request
- Your name, email, telephone number, and preferred contact method.
- The street segment, nearest intersections, direction of travel, and any specific crossing or frontage affected.
- The observed behavior: speeding, cut-through traffic, failure to yield, recurring congestion, or a time-of-day pattern.
- Dates, approximate times, frequency, and whether the behavior changes on weekdays, weekends, or during school events.
- Pedestrian, bicycle, transit, school, park, greenway, business, or senior-facility activity near the problem.
- Photos or other permitted attachments showing context, sight lines, crossings, or recurring conditions.
Resident observations provide context but do not replace the agency’s technical review. Do not stand in the roadway, confront drivers, or collect information in a way that creates a safety risk.
Describe the outcome you need without dictating one device
You can say that you want lower speeds, safer crossings, or less cut-through traffic. You may mention speed cushions as a possible treatment, but ask the agency to evaluate the block rather than demand a specific installation. Engineers may find that a raised table, curb extension, lane narrowing, signs, a speed radar trailer, enforcement, or no physical measure is more appropriate.
5. Ask what evidence and resident support are required
Before canvassing neighbors, ask the program coordinator which evidence is collected by staff and which must come from residents. Agencies may examine measured speeds, traffic volumes, crash records, road geometry, land use, equity factors, and proximity to pedestrian destinations. Some programs prioritize requests with objective data; others first screen for minimum thresholds.

- Is a resident-initiated speed or traffic study required, or will staff collect the data?
- Are signatures required at intake, after technical selection, or only before construction?
- Who counts as a resident: owners, renters, households, or properties?
- Is one signature allowed per household, and how is a multi-unit building counted?
- How are emergency response, transit, drainage, parking, snow clearance, street sweeping, and bicycle access evaluated?
- What is the next review date, and is there a public tracker?
- If the request is not selected, does it remain in a queue, qualify for another service, or need to be resubmitted?
6. Submit through the official channel and keep a record
- Open the current application or 311 form from the controlling agency.
- Select the exact map location or enter the street segment and intersections.
- Describe the behavior and safety context using dates, times, and nearby destinations.
- Attach only the photographs or documents the form permits.
- Submit the form and save the confirmation screen, email, or service-request number.
- Record the submission date, map location, staff contact, stated eligibility result, and next review date.
Minneapolis allows residents, businesses, and neighborhood or business organizations to use its map and form for an eligible street; it also provides printed, email, or mail options when online submission is not possible. Tukwila’s form asks for contact details, location, and a specific problem description. Other cities may require a different route.
7. Understand what happens after submission
Screening and technical review
Staff first determine whether the request meets program rules. A technically eligible request is not a promise of construction. The agency may collect or review speed and volume data, examine crashes and street geometry, compare the location with other requests, and assess pedestrian destinations and equity considerations.
Prioritization
When funding or staff capacity is limited, agencies rank eligible locations. Philadelphia says high-scoring requests are reviewed three times each year, using factors including crash data, area equity, and nearby pedestrian destinations. Raleigh considers speeds, the number of drivers speeding, speed-related crashes, and nearby schools, parks, bike routes, greenways, or transit stops.

Plan development
If a location advances, staff may work with residents to identify treatment locations and prepare an action plan. Tukwila describes this collaborative stage explicitly. The agency may recommend a treatment different from the one residents initially requested, because the design must fit emergency access, transit operations, drainage, parking, maintenance, and pedestrian needs.

8. Know when petitions or ballots apply
Support requirements differ in both timing and calculation. Some cities seek a small number of signatures to request a study; others require broad support only after staff select and verify a project. A percentage from one municipality cannot be treated as a universal standard.
Philadelphia: support after selection
Philadelphia requires a petition signed by 60% of residents on the affected block after a request is selected and verified. Renters are included, and the city allows one signature per household.
Albuquerque: support at application
Albuquerque requires seven supporting residents from separate homes on the street as part of the application. Its process then screens the request against minimum guidance thresholds and prioritizes applications.
Phoenix: staged support
Phoenix asks residents to obtain signatures representing ten households on the street to request a study. At a later stage, the affected area must show 70% support, and every residence within 100 feet of a proposed speed cushion must support it.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsNashville: mailed ballot for specified treatments
Nashville accepts applications year-round under the program page’s listed 2026 update. For certain treatments in existing travel lanes, mailed homeowner ballots remain active for six weeks; two-thirds of votes cast must favor proceeding. This ballot rule applies to the specified treatment process, not to every traffic-calming request.
9. Compare possible treatments by their site effects
Ask staff to explain the trade-offs for your exact block. The same device can work differently on a narrow local street, a transit route, a street with heavy drainage flow, or a block where parking is already constrained.

| Approach | What it can address | Questions to ask the agency |
|---|---|---|
| Speed cushions or raised features | Vehicle speeds on a defined segment | Will emergency vehicles, buses, bicycles, drainage, snow removal, parking, sweeping, and repaving be affected? |
| Raised crossing or table | Speed near a crossing and pedestrian visibility | Where will it sit relative to crossings, driveways, accessible routes, and stormwater flow? |
| Curb extensions or lane narrowing | Excessive width, crossing distance, or high approach speeds | Will turning movements, deliveries, fire access, bike space, and parking remain workable? |
| Signs, radar feedback, or targeted enforcement | Short-term compliance or a problem concentrated at certain times | How long will the measure operate, who maintains it, and what happens if behavior returns? |
Do not install a road device yourself. Changes in a public right-of-way require the responsible authority’s design, approval, construction, and maintenance process.

| City | Initial route and local requirements | Evaluation or next step |
|---|---|---|
| Philadelphia | Residents first check the program map and submit an online request. Rules include a 400-foot minimum between stop signs or signals, minimum widths of 26 feet one-way or 34 feet two-way, and exclusions for certain road classes, steep grades, and curving streets. | Eligible requests are scored using crash data, area equity, and nearby pedestrian destinations. Staff review top requests three times per year. A selected block then needs 60% petition support, including renters and one signature per household. |
| Minneapolis | Residents, businesses, and neighborhood or business organizations can use the map and form for an eligible street. The form requests contact information and concern details and permits an optional image; printed, email, or mail submission is available if online use is not possible. | Applicants should confirm current map eligibility and use the city’s contact channel for questions. |
| Tukwila | A resident or association can enroll a primarily residential local or collector street. Commercial streets and principal or minor arterials are outside the program. The form requests contact details, location, and a specific problem description. | Staff investigate concerns, work with residents, and develop an action plan. The city notes that the answer for one street is rarely the same as for another because conditions and goals differ. |
| Albuquerque | Residents apply through a web form or request paper materials. The application includes seven supporting residents from separate homes, plus the city’s classification and homes-frontage screens. | Traffic Engineering checks minimum guidance thresholds and prioritizes applications. Options can include lane narrowing and curb bulb-outs, as well as radar signs and targeted enforcement. |
| Raleigh | The street must have a posted 25 or 30 mph speed limit before a project request. Residents submit a Transportation Improvement Request form and can check the tracker; a separate speed-limit ballot process may be needed first. | Selection considers speeds, how many drivers speed, speed-related crashes, and nearby pedestrian generators. Treatment type depends on street characteristics. |
| Phoenix | Residents first gauge support and submit a study request with signatures representing ten households on that street; each street needs its own form. | Staff inspect eligibility, study speeds, and work with residents on locations. A later petition requires 70% support in the affected area and 100% support from residences within 100 feet of a proposed cushion. The page lists an approximate $5,500 installation cost per cushion and resident shares of $2,800, $500, or $200 depending on measured speed; Phoenix says prices can change without notice, so confirm current amounts. |
| Nashville | Applications are accepted year-round under the program page’s listed 2026 update. The city uses objective data for local-street selection. | Prioritization weights vulnerable-user crash survivability or probability at 70% and vulnerable-user experience at 30%. For specified in-lane treatments, mailed homeowner ballots run six weeks and require two-thirds of votes cast to favor proceeding. |
11. Plan for costs, maintenance, and practical impacts
Some municipal programs are publicly funded; others may list a resident share or project-specific charge. Do not budget from an old webpage or another city’s figure. Phoenix’s published figures are approximate and expressly subject to change.
Ask who pays for design, signs, construction, pavement restoration, drainage changes, future maintenance, removal, and replacement. Also ask whether installation changes parking, street sweeping, snow operations, waste collection, deliveries, transit, emergency response, or bicycle movement. These effects can determine whether a technically feasible treatment is approved.
12. Follow up without losing your place
Use the official channel and your request number for status checks. If a public tracker exists, compare its status with the date staff gave you. Keep copies of correspondence, maps, petitions, ballot notices, and any technical findings.
If the request is not selected, ask a specific follow-up question: Does it remain queued, can new crash or speed information be added, may it be resubmitted in the next window, or is another program available? Nashville says streets not selected may receive speed radar trailers and automatic enrollment in a later application window. That is a local option, not a general entitlement. Other agencies may offer enforcement, a temporary speed display, or no immediate action.
Frequently asked questions
Can I request a speed bump even if I do not know the road owner?
Yes, start with 311, transportation, public works, or traffic engineering and ask them to identify the controlling authority. Do not submit a right-of-way change request to an agency that does not maintain the road.
Should residents collect their own speed measurements?
Ask the program whether it accepts resident measurements and whether staff conduct the official study. Your observations can document dates, times, and patterns, but the agency’s technical data controls eligibility and prioritization.

Do all traffic-calming requests require a petition?
No. Some programs require support at intake, some seek it only after technical selection, and some use ballots for particular treatments. Confirm who must sign, when, and how households are counted in your municipality.
What if my street is rejected because it is an arterial or has the wrong speed limit?
Ask whether another route handles that road type, whether a speed-limit process is available, or whether enforcement, signage, a radar trailer, or a different safety program fits. A rejection from one traffic-calming program does not establish that no safety response is available.
Frequently Asked Questions
