How to Report Unsafe Traffic Control or Missing Construction Signs

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If a work zone creates an immediate crash or life-safety threat, get to a safe place and call 911. For a non-emergency, report the condition to the agency that owns the road: the state department of transportation (DOT) for a state highway, or the city/county transportation or public-works department for a local street. Many cities use 311; some jurisdictions also accept maintenance reports through 511, but 511 reporting is not available everywhere.

A useful report gives the roadway and direction, a precise location, the affected lane or shoulder, when you saw the problem, what sign or traffic-control device is missing or misleading, and the risk it creates. Add a photograph only from a safe, stopped location and only when the reporting system accepts attachments.

Start with the danger level

Call 911 for an immediate threat

Use 911 when the condition could cause a crash or threatens life right now. Examples include traffic being forced into an occupied lane, a live electrical or signal hazard, a collision already in progress, workers or drivers exposed to an imminent impact, or debris and channelizing devices creating an unavoidable obstruction. Move away from moving traffic before calling if you can do so safely. Tell the dispatcher that the problem is at a construction or work zone and describe the direction of travel and the hazard.

Do not stop in a live lane to make the call or to take a picture. If you are driving, reach a safe stopping location first unless stopping would itself leave you in greater danger. Texas Department of Transportation guidance directs motorists to dial 911 for emergencies. Delaware also directs accidents to 911 while providing a separate 24-hour channel for roadway conditions that need immediate attention.

Use a transportation agency for an urgent but non-emergency condition

A damaged sign, a work zone set up incorrectly, or missing advance warning may need rapid correction even when no crash is occurring. Once you are safe, use the road owner’s transportation or highway-reporting channel. These reports can be routed to maintenance, traffic operations, or a work-zone inspector rather than treated as an emergency call.

Identify who owns the road

Interstate, U.S. route, or state highway

Begin with the state DOT’s customer-service, “report a concern,” or roadway-maintenance system. State agencies commonly maintain signs and traffic-control devices on state routes, including many interstate and U.S. routes. Indiana DOT specifically says its Customer Service Portal, Report a Concern function can be used to request a review of construction-zone signage. Caltrans directs reports of broken or missing signs to its Customer Service Request system.

Route numbers can cross city boundaries, so check the agency named on the route’s official information or on nearby project signs. If a state portal rejects the location, ask the agency which local department has jurisdiction rather than submitting the same report repeatedly.

City and county streets

For a municipal street, contact the city transportation department, public-works department, or 311 center. County roads generally use the county public-works or transportation department. New York City routes construction problems and missing or illegible traffic signs through NYC311. Portland accepts work-zone and construction-hazard reports through the Portland Bureau of Transportation and PDX311.

When ownership is unclear

Use the agency that serves the roadway where you observed the hazard and provide the full route name, number, direction, and nearest cross street. A 311 operator or state DOT service desk can redirect a misrouted request. Do not assume that the contractor’s name on a project sign is the correct reporting channel; the public agency remains the most reliable first contact unless the sign itself gives an emergency project number.

Choose the right reporting channel

Channel Best use Road ownership or scope Photos Availability and outcome
911 Immediate crash or life-safety threat, active collision, or urgent rescue need Any road Never delay the call to take one Emergency dispatch; no nationwide response-time guarantee is stated here
State DOT customer service or report-a-concern portal Missing, damaged, misleading, or improperly placed control on a state route Interstate, U.S. route, or state highway, subject to local jurisdiction Depends on the portal; attach only when offered Maintenance or traffic-operations request; local response times vary
311, city transportation, or public works Construction hazards and sign problems on city or county streets Municipal or county road Often accepted, but confirm in the form Creates a local service request or work item where that system supports one; Portland notes that response times may vary
511 Traveler information and, in some jurisdictions, roadway-issue reporting Only where the state or regional 511 program supports the report type App-dependent Some 511 apps accept construction, hazard, pothole, or missing-sign reports; others provide information only
Agency phone or email listed for roadway operations Urgent non-emergency conditions when an online form is unavailable The agency that operates the road Ask whether attachments are accepted Hours and routing are agency-specific

511 is not a universal substitute for 311 or a DOT maintenance portal. A Caltrans research report found that only some 511 applications accept maintenance reports, including construction hazards, potholes, and missing signs. Check the options presented by your local 511 service before relying on it.

Report the problem safely, step by step

  1. Leave the travel lane. Continue to a legal, safe stopping place, parking area, or destination before typing, photographing, or completing an online form. In a work zone, slow down and move over when possible.
  2. Classify the urgency. If people face an immediate crash or life-safety threat, call 911. Otherwise, proceed to the road owner’s DOT, 311, public-works, or supported 511 channel.
  3. Record the roadway and direction. Note the road name or route number, travel direction, and whether the issue affects an entrance, exit, ramp, intersection, or frontage road. A direction such as “eastbound” is more useful than “on the highway.”
  4. Pinpoint the location. Give the nearest street address, intersection, mile marker, interchange, bridge, business, or other fixed landmark. If the form uses a map pin, verify that the pin is on the correct carriageway and not on a parallel frontage road.
  5. Describe what is missing or misleading. State whether an advance-warning sign, lane-closure sign, arrow board, cones, drums, barricade, temporary signal, pavement marking, or other device is absent, damaged, blocked, rotated, illegible, or inconsistent with the lanes in use. Explain what a driver sees and what maneuver the setup appears to demand.
  6. State the affected space and timing. Identify the lane, shoulder, ramp, sidewalk, crosswalk, or bike facility involved. Include the date and approximate time you observed it, and say whether the condition is still present if you know.
  7. Explain the immediate risk. Describe the conflict in practical terms: drivers receive no warning before a lane shift, a closed lane appears open, pedestrians are directed toward moving traffic, or a queue backs into a live lane. Avoid guessing at the contractor’s legal fault; report the observable condition.
  8. Add project information when visible. Include the construction project name, permit number, or contractor name if a sign displays it. Portland’s reporting guidance asks for the contractor name when known, but do not delay a safety report while searching for that information.
  9. Attach evidence only if safe and accepted. A clear photograph can show the sign, taper, lane arrangement, or obstruction. Take it only while fully stopped in a safe location, never from a moving vehicle or a live shoulder. Confirm that the portal accepts attachments and avoid including identifiable people when unnecessary.
  10. Submit and preserve the confirmation. Save the request number, email confirmation, or the date, time, and phone channel used. If the system allows updates, add new information to the existing request instead of opening duplicates.

What to put in the report

Agencies can act faster when the report answers the same questions a field crew or traffic operator must answer. Use this checklist before pressing submit:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Where: roadway, route number, travel direction, nearest address or intersection, and a landmark or mile marker.
  • What: the specific missing, damaged, blocked, contradictory, or illegible sign or control device.
  • Which space: lane number or position, shoulder, ramp, sidewalk, crosswalk, or bike lane.
  • When: date and approximate time, plus whether it is ongoing, intermittent, or tied to a particular work shift.
  • Why it is dangerous: the movement a driver, pedestrian, or cyclist is likely to make without adequate warning.
  • Project details: contractor or project name if displayed and known.
  • Evidence: a safe photograph or video only when the channel permits it and recording does not put anyone at risk.
  • Your callback details: provide them when optional follow-up would help, but do not put personal information in a public description field unless the agency requests it.

Delaware’s roadway-condition form asks for an approximate address, the closest intersection or feature, a description, and a photo attachment. Portland likewise asks for a specific location, time of day, description, and contractor name if known. Those fields are a practical model for reports in other jurisdictions.

Examples of official routes in different jurisdictions

Delaware

Delaware DOT separates emergency calls from urgent roadway-condition reports. For a condition that should be addressed immediately—such as a traffic-signal malfunction, sign damage, roadway debris, or an improperly set-up work zone—it lists its Transportation Management Center as operating 24/7/365 at 302-659-4600, #77 from a cell phone, or [email protected]. Accidents should go to 911. Give the operator the location and explain whether the work-zone setup is actively exposing traffic or workers to danger.

Texas

Texas DOT guidance says emergencies should be reported by dialing 911. Use that instruction for an active crash or immediate life-safety threat; for a non-emergency sign or work-zone concern, use the appropriate Texas transportation reporting channel after reaching safety.

Indiana

Indiana DOT states: “You may use the Customer Service Portal, Report a Concern to submit a request for a review of construction zone signage.” Select the construction or signage category that best matches the observation and include the route, direction, precise location, and affected lane. Indiana DOT also notes that sign problems on local roads belong with the responsible city or county department.

California

Caltrans directs maintenance reports for “a pot hole, broken sprinkler, malfunctioning signal, broken or missing sign, litter, graffiti, landscaping, lines and markers, etc…” to its Customer Service Request system. Choose the broken or missing-sign or related traffic-control description and identify the state route location. A city street may instead belong to the local public-works or 311 service.

New York City

NYC DOT routes construction problems and missing or illegible traffic signs through NYC311. Describe the borough, street, direction, nearest cross street, and the exact device or lane-control conflict so the request is not mistaken for a general complaint about construction.

Portland, Oregon

The Portland Bureau of Transportation accepts work-zone and construction-hazard reports through PBOT and PDX311. Its instructions emphasize a specific location, time of day, description of the observed problem, and the contractor’s name if known. Portland says response times may vary, so retain the request number and update the same case if the hazard changes.

Georgia

Georgia DOT says, “Call 511 for vehicle assistance or to report an issue.” Because 511 functions differ by jurisdiction, confirm that the Georgia service is accepting the type of construction or sign report you need to make. For an emergency, use 911 instead.

When 511 helps—and when it does not

511 programs are primarily traveler-information services. Depending on the state or region, the phone line or app may let motorists report a roadway issue, or it may only provide congestion, incident, weather, and road-condition information. Some apps accept reports of construction, hazards, potholes, and missing signs; others do not create a maintenance request.

If the 511 menu offers a report option, provide the same location and hazard details required by a DOT or 311 form. If it offers only recorded information, switch to the state DOT or local public-works channel. Do not assume that a traveler-information alert means a repair or inspection work order has been opened.

If you receive no response

Check the confirmation and jurisdiction

Review the confirmation message for the responsible agency, case number, and any stated status. If the road was misidentified, contact the agency named for the route or ask 311 to transfer the request. A duplicate submission to several departments can scatter updates and make the status harder to track.

Escalate a continuing hazard

If the condition remains dangerous, report the current status through the same case or the agency’s urgent roadway line. Explain what has changed since the first report, such as a lane queue extending farther or a sign being knocked down completely. For a newly immediate threat, stop using the non-emergency channel and call 911.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not confront the crew

Do not enter the work area, move cones, reposition signs, or confront workers or drivers. Traffic-control layouts can change during a shift, and an untrained adjustment can create a second hazard. Let the agency or authorized contractor correct the setup.

Common reporting mistakes

  • Calling 311 for an active emergency: 311 is not an emergency-dispatch replacement. Use 911 when the threat is immediate.
  • Using 511 automatically: 511 reporting capability is jurisdiction-specific and may not create a maintenance request.
  • Leaving out direction or a precise landmark: “Highway near downtown” may cover many miles and both carriageways.
  • Taking a photo while driving: A picture is never worth stopping in a live lane or handling a phone in traffic.
  • Describing only a conclusion: “Unsafe work zone” is less actionable than explaining which sign is missing and how traffic is being directed.
  • Guessing who is responsible: State the observable condition and let the road owner determine responsibility.
  • Expecting a guaranteed repair time: The reviewed agencies do not publish a nationwide response-time guarantee; Portland specifically says response times may vary.

Stay safe while you travel through the work zone

Until the agency corrects the condition, reduce speed, increase following distance, and scan beyond the nearest sign for lane shifts, queues, workers, and equipment. Georgia DOT advises drivers to slow down and move over when possible in work zones. Follow the devices that are present, yield to workers and flaggers, and avoid sudden lane changes. If the setup becomes immediately dangerous, leave the traffic stream when safe and call 911 rather than trying to manage the work zone yourself.
