Report suspected illegal construction to the building, construction, planning, or code-enforcement authority that governs the property—not to a contractor or a general social-media channel. Document the location and observable work, choose the closest official complaint category, submit through the authority’s website or telephone service, and save the service-request number. Use the same authority’s tracker or contact route to follow the case. If there is an immediate threat to life or property, call your local emergency number instead of waiting for routine complaint processing.
What counts as a reportable construction concern?
“Illegal construction” is a conclusion that only the responsible authority can establish. Your role is to report observable facts that may justify an inspection or records check. Examples include active work with no visible permit where one would normally be required, work that appears to differ materially from posted plans, construction that creates an obvious safety hazard, an apparent change from an approved use, or a conversion that may violate occupancy rules.

A missing permit card is not conclusive proof of a violation. Some work may be exempt, a permit may be posted in a location you cannot see, or the permit information may be available only in the authority’s records. Describe what you can see and let inspectors determine compliance.
- The exact street address, unit, lot, or another precise location.
- What work is occurring or has occurred: demolition, excavation, structural changes, additions, utility work, interior conversion, or another specific activity.
- When you observed it and whether the work is active, intermittent, or finished.
- Why it concerns you, such as blocked exits, exposed wiring, falling material, unusual occupancy, or apparent work without a posted permit.
- Any permit, job, or complaint number visible from a lawful vantage point.
Do not trespass to obtain evidence, enter a construction site, remove a permit notice, or confront workers or occupants. Photographs or notes made from a place where you are lawfully present can help, but do not put yourself at risk to collect them.

Find the authority with jurisdiction over the property
Complaint systems are local. The right agency may be a city department of buildings, a county building office, a planning or zoning department, a code-enforcement division, or another authority designated by the municipality. Start with the government website for the property’s address and search for terms such as “report construction without a permit,” “unsafe construction,” “building-code complaint,” “work outside approved plans,” “illegal conversion,” or “occupancy complaint.”
Do not assume that a neighboring city’s form or telephone number will accept your report. A city may operate its own 311 system while an unincorporated area routes reports through a county or regional authority. Some jurisdictions also divide responsibility between building safety, zoning, fire prevention, housing, and environmental agencies.
Active work and past alterations may use different forms
The timing and nature of the issue affect the category you should choose. New York City’s official guidance directs active or ongoing construction concerns to its Building Construction Complaint process. Past unauthorized conversions or use issues are handled through a separate Building Conversion or Occupancy Complaint process. That distinction is useful beyond New York: choose the closest local category instead of sending every suspicion through a generic form.

Check whether the authority accepts anonymous reports
Anonymity, required contact information, and disclosure rules vary by jurisdiction. The available examples do not establish a universal rule. Read the local reporting page before submitting if you need to understand whether your name or telephone number is required, whether the subject of the complaint can obtain records, or how follow-up questions will be handled. Never provide inaccurate contact information to avoid a requirement.
Prepare the facts before you file
A clear, chronological description is more useful than an accusation. Write a short timeline while the details are fresh. Record the first date you noticed work, what changed, whether workers are currently present, and whether conditions are worsening.
Use an address that an inspector can locate
Give the full street address whenever possible. For a large site, add the side of the building, rear structure, floor, unit, lot, intersection, or another landmark. If no street number is visible, provide the nearest address and a precise description of the location. An imprecise report can delay dispatch or cause an inspector to visit the wrong structure.

Describe the work, not just the suspected violation
Instead of writing “the owner is building illegally,” state what you observed: “A second-floor rear wall is being removed; workers have been present on weekdays since [date]; no permit notice is visible from the sidewalk.” Explain why it appears concerning without presenting an unverified conclusion. If you believe the work affects occupancy, say whether people appear to be living in the building during construction.

Repair common Windows errors and clear accumulated junk for a smoother, more stable PC - no reinstall needed.Free scan · no reinstallNew York City’s complaint guidance specifically asks for details such as whether a permit is posted and whether people are living in the building during construction for relevant categories. Those are useful examples, not requirements that apply everywhere. Your local form may request different information.
Separate facts from assumptions
Use phrases such as “I observed,” “the posted notice states,” and “I could not see a permit from the sidewalk.” Avoid claims about ownership, intent, criminal conduct, or code sections unless an official record supports them. If you are unsure whether a permit is required, say that you want the authority to verify it.
Submit through the official channel
Once you have identified the responsible authority and category, use the online portal or telephone number listed on its official website. Keep the agency’s page open while you file so you can confirm that the form is genuine and that you are using the current category.
- Open the local government’s reporting page. Confirm the municipality, department, and property jurisdiction.
- Select the closest complaint type. Distinguish active construction, unsafe conditions, zoning or use concerns, and past conversion issues when the system separates them.
- Enter the exact location. Include unit, floor, rear structure, lot, or intersection details where relevant.
- Describe the observed work and timing. State what you saw, when you saw it, whether work is continuing, and why an inspection or records check may be warranted.
- Answer the form’s factual questions. If it asks whether a permit is posted or whether the building is occupied during work, answer only what you can personally establish.
- Attach permitted supporting material. Use photographs or documents only if the portal allows them and the material was obtained lawfully. Do not enter a site or put yourself in danger.
- Review and submit. Save a copy or screenshot of the confirmation page if the system provides one.
Phone systems may ask the same questions as an online form. Read your notes aloud, spell the address, and ask the operator to repeat the complaint category and reference number before ending the call.
Save the service-request or complaint number
The reference number is the key to tracking and correcting your report. Record it with the filing date, agency, category, property address, and any stated next step. If you file by telephone, ask the operator to repeat the number and explain how status updates are delivered.

New York City Department of Buildings states: “After you file a complaint by calling 311 or using 311ONLINE, you will be given a Service Request number.” The department says that number can be used to follow the complaint’s status through 311ONLINE. Treat the number as a case identifier, not as proof that a violation has been confirmed.
What to keep in your personal record
- The confirmation page, email, text message, or screenshot.
- The service-request number and the date and time of filing.
- The exact wording of your description and any files submitted.
- The name or identifier of a telephone operator, if provided.
- Dates of later calls, messages, inspections you personally observe, and new conditions.
Keep the record secure. Do not publish a resident’s personal information, interior photographs, or allegations on public forums merely to draw attention to the complaint.
Track the complaint through the same government system
Status tools differ. Start with the tracker named in your confirmation or on the authority’s official reporting page. Enter the reference number exactly as issued; some systems also require the address, ZIP code, or a filing date.

New York City example
New York City says most 311 service requests can be checked through its Service Request Lookup. Department of Buildings requests can also be checked in the Buildings Information System. The appropriate system depends on how the complaint was entered and which agency owns the record.
Philadelphia example
Philadelphia accepts building-related reports through its 311 online service or by telephone and provides a separate 311 service-request tracker. Use the city’s current official page to confirm the available category and lookup method before filing.
What a status does—and does not—tell you
A status such as received, assigned, inspected, or closed describes administrative progress. It does not by itself prove that construction was legal or illegal. A case may be closed because an inspector found no violation, because another agency has jurisdiction, because the condition was corrected, or because the report lacked enough information. If the portal displays a disposition or violation number, use the agency’s explanation rather than inferring the outcome from the label alone.

When and how to follow up
If the request does not appear in the tracker, first check that you entered the number correctly and that you are using the tracker for the agency that accepted the report. If the authority’s stated follow-up period has passed, contact the intake service or responsible department through the official contact details and provide the reference number.
- State the service-request number, property address, and filing date.
- Explain that the request is missing, unchanged, or showing a status you do not understand.
- Describe any material change since the original report, such as continued excavation, newly occupied space, or a new hazard.
- Ask whether another department has jurisdiction or whether a separate complaint category is required.
- Record the follow-up date, the department contacted, and any instructions you receive.
Submit a new report only when the authority tells you to do so or when a distinct, new condition warrants a separate case. Multiple duplicate submissions can make the record harder to interpret. If the work continues and the original report did not capture an important fact, provide that update through the existing case route where possible.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Routine complaint or emergency?
Ordinary complaint portals are not emergency dispatch systems. Call your local emergency number for an immediate threat to life or property, such as falling debris, a collapsing structure, a suspected gas leak, exposed live electrical equipment, a blocked emergency exit during an active danger, or another condition requiring urgent response.
New York City complaint guidance directs people to 911 for immediate danger. Philadelphia’s building-report guidance likewise directs emergencies to 911. These are U.S.-specific examples; readers elsewhere should use the emergency number designated for their location. After making the emergency call, you may file a routine building or code complaint if the authority requests a formal record, but do not delay the emergency response to complete an online form.
Jurisdiction examples at a glance
| Location | Initial reporting route | Tracking route | Important distinction |
|---|---|---|---|
| New York City | 311 or 311ONLINE for the appropriate Department of Buildings or related complaint category | Service Request Lookup; Department of Buildings requests can also be checked in the Buildings Information System | Active construction and past conversion or occupancy concerns may use different complaint processes |
| Philadelphia | 311 online or telephone service | Philadelphia’s 311 service-request tracker | Emergency conditions are directed to 911 rather than routine 311 processing |
| Other jurisdictions | Use the official building, planning, zoning, housing, or code-enforcement channel for the property | Use the tracker or contact route named by that authority | Forms, required information, anonymity rules, response expectations, and agency boundaries are local |
These examples show the process, not a nationwide rule. A property outside New York City or Philadelphia may use different terminology, a county portal, a fire or housing department, or a system that does not publish public status details.

Submitting only an accusation
“Illegal” without a location, timeline, or description gives an intake team little to route. Replace the conclusion with observable work, dates, occupancy information, and the specific concern.
Confusing a missing visible permit with proof of no permit
Say that no permit was visible from your lawful vantage point. Let the authority check its records and determine whether a permit is required.
Failing to preserve the reference number
Without the case identifier, follow-up staff may not be able to locate the report quickly. Save the confirmation before closing the browser or ending the call.

Use emergency services for immediate danger. A standard complaint queue may not be monitored quickly enough to protect people or property.
Entering a site or confronting occupants
Trespassing, threats, and unsafe photography can create new risks and undermine the report. Observe from a lawful location and leave enforcement to the responsible authority.
A concise report template
You can adapt this wording to the fields on your local form:
“I am reporting possible unpermitted or unsafe construction at [exact address and location]. On [date and time], I observed [specific work]. The work appears to be [active or completed]. From [lawful vantage point], I [could/could not] see a posted permit. [People do/do not appear to be living in the building during the work, if known.] My concern is [specific safety, use, or permit-related concern]. Please verify the applicable permit and code requirements.”

Remove statements you cannot support. If the form asks for your contact details, provide accurate information or follow the authority’s published instructions about anonymous reporting.
What a complete process looks like
A well-handled report has five traceable parts: a precise location, a factual description, the correct local category, a saved reference number, and a documented status check. The authority—not the reporter—decides whether to inspect, issue a notice, require corrective work, refer the matter, or close the case. Your most useful contribution is accurate information supplied through the channel that has jurisdiction, followed by a calm, reference-number-based follow-up.
