How to report potholes, unsafe work zones, and damaged property during road construction

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Move away from immediate danger first. If a crash is occurring, live traffic is exposed, or a barrier is missing and people face an immediate threat, get to a safe location and call your local emergency number. For a non-emergency pothole, debris, damaged pavement, or displaced work-zone device, report it to the agency that owns the road—usually a city, county, state department of transportation, toll authority, or federal-land agency.

Use that agency’s 311 or service-request portal, maintenance hotline, mobile app, or the project hotline shown on construction signs. Save the confirmation number. If construction damaged your car, driveway, fence, or other property, make a separate notice to the road owner, project office, contractor, and your insurer as appropriate. Preserve original photos and video, the precise location, date and time, witness information, repair estimates, and receipts. Liability, claim forms, and filing deadlines vary by jurisdiction and contract, so reporting a defect does not guarantee reimbursement.

Decide whether the situation is an emergency

The first decision is urgency, not which form to complete. Do not stop in a live lane, cross a barrier, or enter an active work area to investigate. Move yourself and passengers behind a barrier or to another protected location before making a call or taking photographs.

Call emergency services for an immediate threat

Use the local emergency number when a crash is in progress, traffic is traveling through an unprotected opening, a person is trapped or injured, a live lane is suddenly exposed, or a missing barrier creates an imminent collision risk. Give the dispatcher the road, nearest address or intersection, travel direction, lane, and a description of the danger. If you can do so without delaying the call, identify the project or contractor name printed on a nearby sign.

Do not attempt to replace cones, drums, barriers, signs, or arrow boards yourself. Traffic-control equipment can be heavy, unstable, or positioned to protect workers and drivers. Stay clear and let emergency responders or the responsible road agency secure the scene.

Use a routine service request when the hazard is not immediately life-threatening

A pothole, rough pavement, scattered debris, faded temporary marking, or a displaced cone that does not present an immediate emergency belongs in the road owner’s maintenance or 311 system. Include enough detail for a crew to find it without entering traffic. If the condition worsens after your first report, submit a new update that references the original case number rather than assuming the first report was lost.

Find the agency responsible for the road

Construction signs often identify the project office, permit holder, or contractor, but the road owner normally controls maintenance requests. Determine who owns the route before choosing a portal or hotline.

Municipal streets

City streets are commonly handled through the city’s 311 center, service-request website, mobile application, or public-works maintenance line. Look for a city logo, street name, block address, and any project number on the sign. A city boundary can change at an intersection, so use the exact side of the boundary where the hazard appears.

County roads

County public-works or transportation departments generally handle county routes outside incorporated cities. A county service portal or maintenance hotline is the appropriate routine channel. Include the county route name or number and the nearest address so staff can distinguish a county road from a nearby city street.

State highways

State departments of transportation usually maintain numbered state routes and interstate segments, even when those roads pass through a city. Use the state DOT’s maintenance-reporting channel or the project hotline posted in the work zone. Provide the route number, mile marker if visible, direction of travel, and lane.

Toll roads and bridges

A toll authority or concession operator may control maintenance, incident response, and claims for a toll facility. Use the operator’s emergency or roadway-assistance number for an active incident and its customer-service or maintenance channel for a routine defect. Record the facility name, direction, toll-plaza or interchange reference, and any project identification.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Federal-land roads

Roads inside federal lands can be managed by a federal agency rather than a city, county, or state DOT. Use the agency or park’s published maintenance or visitor-safety channel. State the road or park name, gate or facility reference, direction, and the nearest recognizable landmark.

If ownership is unclear, send the report to the most likely 311 or DOT channel and ask the receiving agency to transfer it. Keep the case number and the name of the agency that accepted or redirected it.

Choose the right reporting channel

Situation First channel What to provide
Crash, exposed live traffic, injured person, or missing barrier creating immediate danger Local emergency number; law enforcement may handle an active traffic incident Exact location, direction, lane, immediate hazard, injuries, and whether traffic is blocked
Non-emergency pothole, damaged pavement, debris, or displaced device Road owner’s 311 or service-request portal, maintenance hotline, mobile app, or project hotline Road and nearest address or intersection, direction, lane, date and time, hazard description, and safe photos
Question about work-zone setup or project contact Phone number or project office listed on construction signs Project name, contractor or permit number, sign location, and the specific concern
Damage to a vehicle or other property Separate notice to the road owner, project office, contractor, and insurer as appropriate Original evidence, location and timing, witness details, repair estimates, receipts, and the service-request number

Submit a precise, safe service request

  1. Protect yourself. Stop only in a lawful, protected place. Never walk into a closed lane, climb through a barrier, or handle a traffic-control device to obtain a better view.
  2. Identify the location. Write the street or route, nearest street address or intersection, mile marker when available, travel direction, and lane. For a driveway or frontage property, include the property address and the side of the road.
  3. Describe the defect. State whether it is a pothole, open excavation, broken pavement edge, debris, missing or knocked-down cone, drum, barrier, sign, arrow board, or temporary pavement marking. Explain how it affects drivers, cyclists, pedestrians, workers, or nearby property.
  4. Add project information. Copy the project name, contractor name, permit number, agency logo, and phone number printed on construction signs. These details help the agency route the case to the correct project team.
  5. Record timing and conditions. Give the date and approximate time you observed the problem. Add weather, lighting, visibility, or recent traffic conditions when they help explain why the hazard was difficult to see or especially dangerous.
  6. Attach safe evidence. Take photographs or video from a lawful, protected position. Capture an establishing view showing the route and direction, then closer views that show the defect without stepping into traffic. Do not use evidence-gathering as a reason to delay an emergency call.
  7. Submit and save the case record. Complete the portal or hotline report, read back the location and hazard, and save the confirmation number, screenshots, emails, and submission time. Those records show when the agency received your notice.

Document the hazard without creating another one

Good evidence is specific and collected from a safe position. A photograph should show where the defect is in relation to a lane line, intersection, sign, or fixed landmark. A second image can show the condition itself. If estimating a pothole’s size, do so from outside traffic and identify the estimate as approximate; never place an object or measuring device in the roadway.

Describe common construction-zone hazards clearly

Potholes and damaged pavement

State whether the defect is in a travel lane, shoulder, bicycle space, pedestrian route, driveway entrance, or temporary detour. Explain whether it is difficult to see, filled with water, widening, or forcing traffic to swerve. An approximate size and depth can help prioritize a crew, but an estimate is useful only when made without entering traffic.

Missing or displaced traffic-control devices

Name the device and its position: for example, a knocked-down drum at the taper, a barrier gap at an excavation, or a sign turned away from approaching traffic. Say what drivers see instead and which movement is no longer clearly guided. Include the direction and lane so crews approach from the same perspective as road users.

Obscured or conflicting signs and markings

Explain which instruction is hidden, contradictory, or hard to read, and identify the point at which a driver encounters it. Mention temporary markings that are faded, covered, or inconsistent with the cones and barriers. A concise description is more useful than speculation about which contractor caused the problem.

Debris, mud, water, and equipment

Identify the material, its approximate spread, and whether it is in a lane, shoulder, sidewalk, or drainage path. Note whether vehicles, cyclists, or pedestrians must enter another path to avoid it. Do not move debris yourself if doing so would expose you to traffic or construction equipment.

Why work-zone reports matter

The Federal Highway Administration (FHWA) defines a work zone as an area of a highway with construction, maintenance, or utility work, typically marked by signs, channelizing devices, barriers, pavement markings, or work vehicles. It extends from the first warning sign to the END ROAD WORK sign or the last temporary traffic-control device.

FHWA says, “Work zones directly impact the safety and mobility of road users and highway workers.” Its Work Zone Safety and Mobility Rule “establishes requirements and provides guidance for systematically addressing the safety and mobility impacts of work zones, and developing strategies to help manage the impacts on all Federal-aid highway projects.”

FHWA guidance also states that Part 6 of the Manual on Uniform Traffic Control Devices sets basic principles and standards for traffic-control devices used in highway and street construction, maintenance, and utility work. A FHWA technical report records that “approximately 1,000 fatalities occur each year in work zones” (Federal Highway Administration, 2024). That figure describes a national work-zone context; it does not establish the risk of a particular local project.

Handle vehicle and property damage as a separate claim

A maintenance report and a damage claim serve different purposes. The report asks an agency or project team to correct a hazard. A claim seeks review of a loss and may require forms, supporting records, notice to several parties, and a jurisdiction-specific deadline. Filing a service request does not itself start every claims process or establish who is legally responsible.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Preserve the condition and your records

Keep the original photographs and video, the service-request confirmation, and a written timeline. Record the exact location, date and time, direction of travel, lane, weather, and what happened. Obtain names and contact details for witnesses who saw the event or the condition. For a vehicle, retain towing records, inspection notes, repair estimates, invoices, and receipts. For a driveway, fence, wall, landscaping feature, or other property, photograph the damage before cleanup when safe and obtain itemized repair estimates.

Notify the potentially responsible parties

Contact the road owner’s claims or risk-management office, the project office, and the contractor identified on the construction sign when appropriate. Notify your insurer promptly if a policy may respond. Ask each recipient which claim form, supporting documents, and notice deadline apply. Keep copies of every submission and note the date and method of delivery.

Do not assume construction proves liability

Construction nearby does not by itself show that the contractor, agency, or road owner caused the damage. Responsibility can depend on the roadway’s ownership, the contract, maintenance duties, warnings, notice, facts about the incident, and local law. Do not promise reimbursement to yourself or anyone else while the claim is being reviewed.

Separate emergency repairs from evidence preservation

If a vehicle or structure is unsafe, arrange necessary protection or emergency work first. Photograph the condition before work when possible, keep removed parts or damaged materials if practical, and save all invoices. Tell the claims contact what emergency action was required and why waiting would have increased the loss.

Track a report and escalate carefully

Use the confirmation number to check status through the same portal or hotline. If the hazard remains, has worsened, or has created a new immediate danger, submit an updated report and identify the earlier case. For an active threat, use emergency services rather than waiting for a routine ticket to be answered.

If an agency closes a ticket without correcting the condition, ask for the closure reason, the responsible maintenance or project unit, and the next escalation channel. A project hotline may be able to reach a field supervisor faster than a general 311 queue. Keep a dated log of follow-ups, responses, and any changes in the hazard.

Common reporting mistakes to avoid

  • Entering the work area for proof: A closer photograph is not worth the risk of traffic, equipment, or an excavation.
  • Calling the wrong owner without details: Route number, boundary, mile marker, and project signage help an agency transfer the report correctly.
  • Describing only the symptom: “Bad road” is less actionable than “eastbound inside lane, 200 feet west of the intersection, two displaced drums leave an excavation open to traffic.”
  • Omitting direction and lane: Crews need to know which approach exposes road users to the hazard.
  • Relying on a social-media post: A public post may not create a maintenance ticket or preserve a timestamp. Use the official channel and save its confirmation.
  • Combining a hazard report with a damage claim: Submit the maintenance request, then separately notify the offices that handle property claims.
  • Discarding original evidence: Keep unedited files, receipts, estimates, and witness information until the claim or investigation is complete.
  • Assuming one deadline applies everywhere: Ask the relevant road owner, project office, contractor, or insurer which filing and notice periods govern your situation.

A quick checklist before you submit

  • Are you in a safe, protected location?
  • Is this an emergency requiring the local emergency number, or a routine maintenance issue?
  • Who owns the road: city, county, state DOT, toll authority, or federal-land agency?
  • Do you have the route or street, nearest address or intersection, direction, lane, and mile marker if available?
  • Can you describe the exact device, pavement defect, debris, or property impact?
  • Did you record the date, time, weather, visibility, project name, contractor, or permit information?
  • Are photographs or video lawful and safe, without crossing a barrier or entering traffic?
  • Did you save the confirmation number and submission records?
  • If property was damaged, did you preserve originals, witness details, estimates, receipts, and a separate claim notice?
