For a non-emergency pothole or other road defect in Renfrewshire, use Renfrewshire Council’s online road issue reporting service. If the defect creates an immediate danger, or if traffic lights are faulty, call 0300 300 0300. Trunk roads and motorways are handled through the Scottish South West Trunk Roads route rather than assumed to be council-maintained; the council’s insurance guidance identifies AMEY as the network manager for that network.
This guide explains which route to use, what information to provide, how to separate a first report from a complaint or compensation claim, and what the council’s published information does—and does not—promise about inspection and repair.

Choose the right Renfrewshire reporting route
| What you need to do | Correct route | Important qualification |
|---|---|---|
| Report a non-emergency pothole or road defect | Renfrewshire Council’s online road issue report | The published service does not state a pothole inspection deadline, repair deadline or guaranteed response time. |
| Report an emergency road or street-light problem | Phone 0300 300 0300 | This is an emergency contact, not a published response-time guarantee. |
| Report a traffic-signal fault | Phone 0300 300 0300 | The council classifies signal faults as a road-safety issue. |
| Report a defect on a trunk road or motorway | Use the South West Trunk Roads reporting route identified by the council | Confirm who maintains the route; do not assume every A-road is a trunk road. |
| Challenge a service failure or delay | Renfrewshire Council’s complaints process | A complaint is not the route for a first-time pothole report. The five-working-day figure applies to complaint responses, not repairs. |
| Seek compensation after damage or injury | The relevant public-liability claims process | You must document the incident and explain why you believe the responsible authority is legally liable. Payment is not automatic. |
What Renfrewshire Council’s road service covers
Potholes are explicitly included in the council’s road-fault service. The same service covers a wider range of defects, so you can use it when the problem is not a pothole in the narrow sense.

The council’s roads overview says it maintains more than 800 kilometres of roads and 1,200 kilometres of pavements in the area. The reviewed information does not state a publication year for those totals, so they should be treated as an undated description of the network rather than a current annual performance figure.

How to report a non-emergency pothole online
Use the council’s online road issue report for a defect that is hazardous or inconvenient but does not require an immediate emergency response. The council’s MyAccount service also lists reporting an issue with roads or street lighting among its online services. The available information does not establish that an account is mandatory for every road report, so do not delay a report solely because you are unsure about registration.
1. Decide whether the online route is safe and appropriate
Do not use an online form as a substitute for an urgent call. If the defect is creating an immediate danger to road users, follow the emergency instruction and phone 0300 300 0300. Use the same number for a faulty traffic signal because the council treats signal faults as a road-safety issue.
2. Identify the exact location
Give the most precise location you can. Include the road name, nearest house number or junction, direction of travel, lane or side of the carriageway, and a nearby landmark. For a footway defect, identify the side of the road and the nearest property or crossing. A location that can be found quickly is more useful than a general description such as “near the town centre”.
3. Describe the defect and its effect
State what is damaged and how it affects people. For a pothole, describe its approximate position in the lane, whether it is hidden by standing water, and whether vehicles, cyclists, pedestrians or mobility-aid users have to swerve or leave the normal path. For flooding or drainage, say where water is collecting and whether it is blocking a route. For signs or street furniture, identify what is missing, loose, obscured or facing the wrong direction.
4. Explain any immediate risk without overstating it
Use observable facts: a defect is on a bend, at a junction, close to a crossing, in a cycle lane, or difficult to see at night. Avoid guessing a legal classification or claiming that a repair is guaranteed. Clear, factual risk information helps the receiving team assess the report.
5. Add photographs only when it is safe
Take a wide image showing the surrounding road layout and a closer image showing the defect, but never stop in a live traffic lane or stand in a dangerous position to obtain them. If you are driving, wait until you are safely parked or ask a passenger to record the details. Images should support the location and description, not replace them.

The published material does not establish that every road report can be tracked through MyAccount, so do not assume that logging in will show a live repair status.

Emergency road and street-light faults
Renfrewshire Council directs residents to phone 0300 300 0300 when a road or street-light issue is an emergency. Use the call to explain the immediate hazard, its exact position and any steps you have taken to remain safe. The number is an emergency reporting route; the council does not publish a guaranteed arrival or repair time in the reviewed service information.
Traffic-signal faults
Report traffic-signal faults by phone at the same number. A signal that is dark, stuck on one phase, showing conflicting indications or otherwise failing can create a road-safety risk even when the carriageway itself is intact. Tell the operator which approach or junction is affected and whether the problem is intermittent.
Check whether the road is a council route, trunk road or motorway
Responsibility changes when the defect is on a trunk road or motorway. Renfrewshire Council states that Scottish South West Trunk Roads are responsible for trunk roads and motorways in the Renfrewshire area and provides a separate reporting route for them. Its insurance information says that a claim or issue relating to one of those routes should be directed to AMEY, identified there as the operator or network manager for the South-West Trunk Roads Network.
Do not classify a road by its letter alone
An A-road is not automatically a trunk road. Road status depends on the official network designation. If you are unsure, check the council’s trunk-road information and reporting link before deciding which authority to contact. If the classification cannot be confirmed quickly and the defect presents an immediate danger, use the emergency phone route and describe the location rather than waiting beside the hazard.
What to include when responsibility is uncertain
- The complete road name and any route number shown on signs
- The nearest junction, settlement, roundabout or motorway access
- The direction of travel and carriageway
- Whether the problem is on the main carriageway, slip road, verge, footway or bridge
- Any photographs that can be taken safely
Providing these details allows the receiving authority to redirect the report if necessary. Do not submit duplicate reports to several bodies simply to obtain a faster response; keep the original reference and ask which authority owns the route.

A first report is not a complaint
Renfrewshire Council’s complaints guidance specifically excludes “a first-time report of a fault, for example, potholes or street lighting” from the complaints process. Start with the road issue report when you are notifying the council of a defect that has not previously been raised.
When a complaint may be appropriate
A complaint can become relevant when the issue is a service failure, refusal to provide a service, poor service quality or an unreasonable delay after you have made the initial report. Include the original report date, its reference, the location and what response you received. Explain the service problem you are complaining about rather than resubmitting the same pothole description as if it were a new report.
The published complaint guidance says Stage 1 complaints are answered within five working days when they cannot be resolved straight away. That is a complaint-response target. It is not a promise that a pothole will be inspected or repaired within five working days.

A claim for injury or damage is a separate process
If a pothole or other road defect has damaged your vehicle or property, or you believe it caused an injury, reporting the defect and seeking compensation are different actions. A report alerts the authority to a maintenance problem. A claim asks the authority or its insurer to accept legal responsibility for a specific loss. Submitting either document does not establish liability or guarantee payment.
Information required for a public-liability claim
Renfrewshire Council’s public-liability claim pack asks for the incident date and time, the exact location, a description of what happened and why you believe the council is legally liable. It also asks for supporting records. The pack suggests a sketch or a photograph of the defect and surrounding area when it is safe to stop and take one.
The claim pack is identified as version 6.0, dated 1 May 2024. Check that the form is still the current version before using it, because forms and submission instructions can change.

- Photographs showing the defect and its context, taken safely
- A sketch or map marking where the incident occurred
- A factual account of what you saw, did and experienced

- Witness names and contact details, where available
- Medical or other relevant records for an injury claim
- The reference for any road-fault report you made

Describe the facts that connect the defect to the loss and explain why you believe the responsible authority failed in a legal duty. Do not state that the council is liable simply because a pothole existed or because you made a report. The authority will assess its records, inspection history, road status and the evidence supplied.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How to document a pothole without putting yourself at risk
Safety comes before evidence. Never photograph from a traffic lane, stand on a motorway or trunk-road carriageway, or ask another person to enter moving traffic. If you are walking, remain on a footway or other safe area and use a zoomed image rather than stepping into the road. At night or in poor weather, record what can be seen without creating a new hazard.
For a vehicle incident, move to a safe location if the vehicle can be driven. Turn on hazard lights only as a warning while you arrange a safe stop; they do not make it safe to remain in a live lane. Record the surroundings once parked, and note conditions such as darkness, rain, standing water or glare because they may explain why the defect was difficult to see.
What the published service does not promise
The council’s road-reporting information does not state a pothole-specific inspection threshold, repair deadline or guaranteed response time. It also does not establish that every report receives a progress-tracking entry in MyAccount. Avoid telling residents that a particular defect will be repaired by a particular date or that a report guarantees a site visit.
Recommended Free Tools
Those limits do not make a report pointless. A precise location, useful description and safe photograph give the authority actionable information and create a record of when the issue was notified. Keep that record if the defect remains, causes a later incident or leads to a service complaint.

A practical checklist before you submit
- Have you confirmed whether the issue is an emergency?
- Have you called 0300 300 0300 for an emergency road, street-light or traffic-signal fault?
- Have you checked whether the route may be a South West Trunk Road or motorway?
- Can you give a road name, direction, lane or footway side and nearby landmark?
- Have you described the defect and its observable safety effect?
- Are photographs being taken from a genuinely safe position?
- Are you making a first report rather than using the complaints form?
- If you are seeking compensation, have you kept incident records and supporting evidence?
- Have you saved the report confirmation or reference?
Examples of the right route
Pothole on a residential street
Use the council’s online road issue report. State the street, nearest property, direction of travel and the pothole’s position in the lane. Add a safe contextual photograph and keep the confirmation.
Collapsed drain causing flooding
Use the same road-fault service, selecting or describing flooding or street drainage. Explain how far water extends, whether it reaches a footway or junction and whether visibility is reduced.
Traffic lights not changing
Phone 0300 300 0300 because the council identifies traffic-signal faults as a road-safety issue. Give the junction, affected approach and direction of travel.

Damage on a motorway or designated trunk road
Use the South West Trunk Roads route identified by the council and confirm the route’s status. The council’s insurance guidance directs claims or issues on those roads to AMEY as network manager.
Vehicle damage after an earlier report
Preserve the original report reference, incident details, photographs, repair evidence and insurer information. Use the public-liability claims process rather than treating the compensation request as a new pothole report or a complaint.
Quick Recap
Key distinctions to remember
- Report: tells the appropriate authority about a road or street-light defect.
- Emergency call: alerts the council to an immediate road, street-light or signal danger.
- Complaint: addresses a service failure or delay after the appropriate service has been contacted.
- Claim: seeks compensation for a particular injury or loss and requires evidence of the incident and alleged legal liability.
