1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesReport a road-work sign to the agency that owns the road. Use the state department of transportation (DOT) for an interstate, U.S. route, or state highway; use the city or county 311, street department, highway department, or public-works service for a local road. If the setup creates an immediate collision hazard, contact the agency’s urgent transportation line when one is available. Call 911 when a sign or other work-zone equipment is in a travel lane or an emergency is unfolding.
Start with the road owner
The correct contact depends on jurisdiction, not on the contractor’s logo or the location of the construction office. A state route that passes through a city may still be maintained through the state DOT, while a neighborhood street may belong to the city even when a state-funded project is taking place there.

| Road or situation | Usual first contact | What to look for |
|---|---|---|
| Interstate, U.S. route, or state highway | State DOT customer-service, road-condition, or traffic-management channel | “Report a concern,” “road conditions,” “traffic sign,” or “work zone” on the state DOT’s official site |
| City street | City 311, transportation department, street department, or public works | 311 phone service, online service request, or a traffic-sign reporting form |
| County road | County highway department, roads department, or public works | County road-condition or maintenance request page |
| Immediate danger on any road | Agency urgent line or transportation management center; 911 for an emergency | Use the emergency route when a sign is in a lane, traffic is being directed into a hazard, or a crash is imminent |
Indiana’s transportation agency, for example, distinguishes state routes from locally maintained roads and directs users to the appropriate government channel. That state-versus-local split is a useful model nationwide, but the exact agency, phone number, service hours, and response target vary by location.
Recognize what should be reported
A temporary traffic-control sign is not merely a suggestion to drivers. Construction, utility, and maintenance work normally requires a temporary traffic-control plan, including warning signs and other devices that explain a changed roadway. Report a condition that could hide the message, give the wrong instruction, or leave drivers without enough time to respond.

- Missing: a planned warning, lane-closure, detour, speed, or end-of-work-zone sign is absent.
- Knocked down or twisted: the sign is on the ground, faces traffic at the wrong angle, or points away from approaching drivers.
- Blocked: vegetation, equipment, parked vehicles, snow, dirt, or another sign obscures the legend or arrow.
- Faded or dirty: the lettering, symbol, border, or orange background cannot be read at normal approach distance.
- Contradictory: two signs give different arrows, destinations, lane instructions, or speed information.
- Outdated: a detour or closure sign remains after the route has reopened or the work phase has changed.
- Incomplete: the sign omits a distance, destination, lane, or direction that drivers need to understand the instruction.
Describe the visible condition rather than trying to prove a particular legal violation. You do not need to identify a section of the Manual on Uniform Traffic Control Devices (MUTCD) to make a useful report.
Report the problem safely
Never stop in a live lane, walk into a work zone, move a barricade, or handle a sign to photograph it. If you are driving, have a passenger record details or wait until you are legally and safely parked away from traffic. A report made without creating a second hazard is more useful than a close-up photo obtained at personal risk.
- Keep both hands available for driving and obey the temporary speed limit.
- Do not enter a closed shoulder, median, or construction access point.
- If you already passed the location, use a safe stopping place before writing anything down.
- Do not confront a flagger, crew, or another driver about the sign; send the observation to the responsible agency.
How to submit a complete report
Use the agency’s official intake channel and provide enough information for a crew to find the exact sign without guessing. The following sequence works for a phone call, web form, mobile app, or email accepted by the agency.
The Tool Desk
Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →1. Identify the route and owner
Record the route number and roadway name. Say whether it is an interstate, U.S. route, state highway, city street, or county road if you know. When ownership is unclear, submit to the state DOT and the local 311 or public-works channel rather than delaying a dangerous report; the receiving agency can redirect it.
2. Choose the intake channel
Search the responsible government site for “report a concern,” “road condition,” “traffic sign,” “construction-zone signage,” or “service request.” Municipal 311 systems may accept both phone and online requests. South Bend’s 311 instructions, for instance, provide both options. Some state agencies also publish a separate urgent road-condition or transportation-management-center number.

- One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips
3. Classify the defect
Use plain, specific words: missing, down, twisted, blocked, dirty, faded, illegible, facing the wrong way, contradictory, or still displayed after the detour ended. Quote the visible wording when possible. New York City’s 311 system illustrates the level of detail agencies can handle by accepting reports for missing, broken, blocked, dirty, and incorrect highway signs.
4. Pin down the location
Give the roadway, direction of travel, nearest address or intersection, and a mile marker if one is available. Add a landmark such as an exit, bridge, business, overpass, or work-zone entrance. DelDOT’s reporting form asks for an approximate address and the closest intersection or feature; South Bend asks for the exact location. The more fixed reference points you provide, the less time a crew spends searching.
5. Add timing and traffic context
State when you observed the problem and whether it was present during a particular work shift or weather condition. Say if workers, flaggers, open lanes, queues, pedestrians, or cyclists were present. A sign that is harmless after a lane reopens may be critical during the morning closure, so the observation time matters.
6. Attach evidence only when safe
A photo can show the sign, its orientation, the lane pattern, and nearby landmarks. Take it from a safe stopped location, not from a travel lane or by stepping over a barrier. DelDOT accepts photo attachments, but an image is supplemental: a precise written location is still necessary.
7. Save the service-request number
Record the confirmation or case number, submission date, agency, and any promised follow-up. If the defect remains, quote that number when you contact the agency again. A second report should explain what changed, if anything, rather than starting with an unrelated new description.

Write a report that crews can act on
A useful report states the observable defect, the exact place, the direction of travel, and the consequence for road users. Avoid conclusions such as “the contractor is violating the law” unless an official investigator has made that finding. Explain what a driver sees and why it is difficult or unsafe to respond.
For example:
“Eastbound Route 24, about 0.2 miles before the Maple Street exit: the orange ROAD WORK AHEAD sign is missing, and the next sign directs traffic toward a lane closed by barrels. Observed at 7:40 a.m. on October 15, 2026. Photo attached from a safe stopped location.”
This wording identifies the route, direction, relative distance, missing message, conflicting instruction, time, and evidence without asking the agency to infer any of them.
Explain why a sign is confusing
“Confusing” is a valid concern, but the agency needs the specific conflict. Effective signs should fulfill a need, command attention, convey a clear and simple meaning, command respect, and give road users adequate time to respond. Use one or more of these descriptions:
- Two arrows point in different directions for the same detour.
- A detour sign directs traffic toward a road that is closed by the work zone.
- A lane-closure sign appears after the closure, so drivers cannot merge in time.
- A temporary sign is hidden by a tree, equipment, a portable message board, or another sign.
- The lettering or symbol is too faded or dirty to read at normal speed.
- The face is turned away from approaching traffic or is visible only from the opposite direction.
- A destination or distance is missing, leaving two plausible routes.
- A sign from an earlier work phase remains while barrels, lanes, or access points have changed.
Quote both messages when two signs conflict and describe their order. “The first arrow points left; 100 feet later, the next arrow points right” is more actionable than “the detour is confusing.”

Know when to use 911 or an urgent transportation line
Routine service requests are appropriate for a faded, dirty, blocked, or outdated sign that does not create an immediate collision risk. Escalate when the condition can harm someone before a normal maintenance queue is reached.
Call the agency’s urgent transportation channel when available
Some DOTs operate a transportation management center or 24-hour road-condition line. Use it for an unstable work-zone setup, missing channelization, a sign blown into a shoulder that may enter traffic, or a rapidly changing hazard. DelDOT lists a 24/7 transportation-management-center line for immediate road conditions.
Call 911 for an emergency
Call 911 when a sign or barricade is lying in a highway driving lane, traffic is being directed into an occupied or blocked lane, a crash has occurred, or drivers face an immediate risk of collision. New York City’s 311 guidance specifically directs callers to 911 for a sign down in a highway driving lane. Tell the dispatcher the roadway, direction, nearest exit or intersection, and the hazard’s exact position. Do not delay the emergency call to complete a service-request form.

The Federal Highway Administration’s Manual on Uniform Traffic Control Devices sets national standards used for traffic-control devices on streets, highways, pedestrian and bicycle facilities, and site roadways open to public travel. The current official edition identified by FHWA is the 11th Edition with Revision 1.

Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteFHWA’s maintenance guidance explains that construction, utility, and maintenance work generally requires temporary traffic control, usually including temporary warning signs. These signs generally use a black legend and border on an orange background. Because a work zone creates unusual or changing conditions, the devices must remain visible, legible, correctly positioned, and relevant to the current work phase. FHWA states: “These signs should not be allowed to deteriorate much below their original condition.”

The federal Temporary Traffic Control Devices Rule establishes minimum requirements and guidance for installing and maintaining temporary traffic-control devices on Federal-aid highway projects. State and local agencies may add procedures, inspection routines, or response standards, so a report should focus on the condition you observed rather than assuming every project follows the same internal process.
How quickly should the agency respond?
FHWA presents relative maintenance priorities, not a nationwide promise. The following timeframes are general guidance and remain subject to the hazard’s criticality and the responsible agency’s policy.
| Deficiency | Relative FHWA maintenance priority | How to interpret it |
|---|---|---|
| Damaged or missing regulatory sign | Within hours after notice | Regulatory instructions affect immediate driver compliance; use an urgent channel if the condition is creating danger. |
| Warning-sign deficiency | Generally within three days | A warning problem may not require an emergency response, but it should not remain in a changing work zone. |
| Damaged or missing guide sign | Approximately within seven working days | Guide signs affect route choice and navigation; the timing is approximate, not a guarantee. |
A sign that is technically a warning sign can still justify emergency escalation if its absence exposes drivers to an immediate crash risk. Conversely, a routine response target does not mean you should wait if the work-zone arrangement changes or the hazard worsens.

Follow up when the problem remains
Check the site only from a safe position and only if your normal trip takes you there. If the sign is still missing, provide the original case number, the new observation time, and any change in traffic conditions. State whether the hazard has become more severe, such as a lane closure expanding or a detour route becoming inaccessible.
If the first intake channel cannot locate the road, submit the same facts to the agency that owns the route. A state DOT may redirect a city-road report, and a city 311 system may redirect a state-highway report. Keep the two case numbers together so you can show that the concern was routed rather than ignored.
Common reporting mistakes
- Using the wrong jurisdiction: A city address does not automatically mean the city owns the highway. Identify the route number first.
- Giving only a landmark: “Near the mall” is not enough. Add direction, intersection, exit, or mile marker.
- Calling every issue an emergency: Reserve 911 for an immediate hazard; use ordinary service channels for maintenance defects.
- Providing an opinion without an observation: Replace “illegal sign” with the visible message, position, and conflict.
- Taking unsafe photos: Never stop in a live lane or enter the work zone for evidence.
- Leaving out timing: Work zones can change by shift. Include the date and approximate time.
- Failing to save confirmation: Without the request number, follow-up staff may not find the original report.
Quick checklist before you submit
- Road name and route number
- State, county, or city ownership if known
- Direction of travel
- Nearest address, intersection, exit, mile marker, or landmark
- Defect type: missing, down, twisted, blocked, faded, dirty, illegible, outdated, or contradictory
- Exact sign wording or arrow direction
- How the condition affects drivers, pedestrians, or cyclists
- Date and approximate observation time
- Presence of workers, traffic, queues, or an active closure
- Photo taken only from a safe location
- Confirmation number and submission date
Bottom line
Send routine road-work sign reports to the road owner: state DOT for interstate, U.S., and state routes; local 311 or public works for city and county roads. Describe the exact defect and location, document the timing, and attach evidence only when safe. Use an urgent transportation line for a dangerous work-zone setup and call 911 when a sign or barricade creates an immediate emergency in a travel lane.
