For ordinary small-scale fly-tipping in Kent, report the site to the district or borough council responsible for its location. Kent County Council’s current guidance lists 12 councils covering the county. If the dumping is large-scale, hazardous, industrial, organised or an immediate threat to people or the environment, call the Environment Agency incident hotline on 0800 80 70 60, a 24-hour service.
Do not touch, open, sort, move or remove the waste. From a safe and lawful position, record where it is, what can be seen, when it was found, any safely observed vehicle or witness details, the apparent amount and any danger. Report observations rather than guessing what an unknown substance is or who dumped it.

Choose the correct reporting route
The waste’s scale, type, danger and location determine who should receive the first report. Use this decision table before approaching an online form or telephone.
| Situation | First report | Important qualification |
|---|---|---|
| Ordinary, small-scale fly-tipping | The district or borough council responsible for the location | Kent County Council lists Ashford, Canterbury, Dartford, Dover, Folkestone and Hythe, Gravesham, Maidstone, Sevenoaks, Swale, Thanet, Tonbridge and Malling, and Tunbridge Wells. |
| A lorryload (about 20 tonnes) or more, hazardous or industrial waste, or suspected organised waste crime | Environment Agency incident hotline: 0800 80 70 60 | GOV.UK describes this hotline as available 24 hours. |
| Any dumping posing an immediate environmental or human-health risk | Environment Agency incident hotline: 0800 80 70 60 | Keep away from the material and do not try to identify it by handling or opening it. |
| Waste obstructing a highway | The authority responsible for that road | Kent County Council identifies National Highways as responsible for litter beside roads it looks after. Tunbridge Wells Borough Council directs reports of fly-tipping obstructing a road or highway to Kent County Council on 03000 41 81 81; that is a local instruction, not a guarantee that every Kent road uses the same contact. |
| Waste on private land | The local district or borough council is still a useful reporting contact | Clearance may be the landowner’s responsibility. Tunbridge Wells says it can advise a landowner but cannot clear waste from private property. |
If you are unsure which district covers a site, start with Kent County Council’s fly-tipping page and select the relevant district or borough council. Do not send a large or dangerous incident to a routine council form when the Environment Agency route applies.

Stay safe before collecting evidence
Fly-tipped material can conceal sharp objects or other dangerous items. Kent County Council specifically warns against touching or moving it. Unknown waste may also be unstable, contaminated or capable of harming people, animals or water. Treat safety as a reporting requirement, not as an optional precaution.
- Remain outside the waste and keep children, pets and other bystanders away.
- Do not open bags, containers, drums, appliances or vehicle parts.
- Do not sort through rubbish looking for names, addresses or other clues.
- Do not move items to make a photograph clearer or to clear a path yourself.
- If there is smoke, a spill, a strong chemical smell, an exposed container, injured wildlife or another apparent immediate risk, move to a safe place and use the Environment Agency hotline.
- Only observe from land where you are lawfully entitled to stand. Never enter private property, a railway area, a river, a steep embankment or a live carriageway to gather details.
The official guidance does not require protective equipment, special lighting or measuring equipment. Carrying such equipment does not make handling unidentified waste safe.
What evidence to collect from a safe position
GOV.UK’s council-responsibility guidance asks for as much information as possible in four broad categories. These categories are more reliable than trying to complete a universal form: each Kent council may ask for different fields.
1. Circumstances and timing
- State whether you personally witnessed the dumping or found the material later.
- Give the date and approximate time of the dumping if witnessed, or the date and time you first noticed it.
- Record how long the waste may have been present if you have a reliable earlier observation.
- Write down what happened in sequence, using direct observations rather than conclusions.
For example, “I saw a white tipper truck stop at 21:10 and leave at 21:16” is useful. “A criminal gang dumped toxic waste” is speculation unless you have evidence that establishes those facts.

- Both tools are designed to fit into difficult to reach spaces
- Complete a wide range of applications with a high-performance motor that delivers up to 300 UWO, and an impact driver delivering up to 1,400 in-lbs of torque

- One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips
2. Exact location and type of land
Give the most precise location you can. Include a road name, nearby junction, house number, public footpath, landmark, business, gate, field entrance or map reference. Explain whether the material is on a highway verge, alley, railway embankment, river area, public open space, private land or another setting. A clear location helps the receiving authority identify both the responsible body and a safe access route.
3. Waste type, form and amount
Describe only what is visible. Say whether it appears to be household rubbish, construction material, soil, tyres, furniture, electrical goods, containers or another recognisable category. Note whether it is solid, liquid or gas-like, and give a cautious estimate of its visible size or volume. “Approximately six black bags and a small refrigerator beside the eastern gate” is preferable to an unsupported claim about weight or chemical content.
4. Effects and apparent risks
Report visible effects on people, animals or the environment: for example, a liquid entering a drain, smoke, a blocked route, damaged vegetation, dead fish or an animal trapped nearby. Do not test, sample or approach the material to confirm a suspected effect. Explain why you believe there is a risk, such as a container leaking beside a stream, without asserting an unverified substance identity.

Vehicle and witness details
If you safely observed a vehicle, record its registration only if it was visible without pursuing, confronting or approaching it. Add make, model, colour, body type, company markings, direction of travel and the time seen. Record names or contact details of witnesses only with their consent, and make clear which details came from another person.

Photographs and video: useful only when lawful and safe
Photographs can help an authority understand the location, scale and visible contents, but the official sources do not prescribe a photography method or require a witness to approach the waste. Take images only from a safe, lawful position.
- Use an overall image that shows the waste in relation to a road, gate, building or other landmark.
- Add closer images only when you can remain well clear of the material.
- Photograph a vehicle from your existing position; do not follow it, block it or confront anyone.
- Keep the original files and note when and where they were taken.
- Do not climb barriers, enter private land, stand in a live traffic lane or cross unstable ground for a better angle.
If a photograph would require you to get closer, leave it out. A precise written location and a safe report are more valuable than a risky image.
How to submit the report
- Classify the incident. Decide whether it is routine small-scale fly-tipping, large-scale or hazardous waste, an organised operation, an immediate risk, a highway obstruction or waste on private land.
- Identify the responsible authority. Use the district or borough council for ordinary incidents. Use the Environment Agency hotline for the serious categories listed by GOV.UK. For a highway, check which body manages that road.
- Write your factual notes first. Assemble the location, land type, date or time, visible waste, approximate amount, vehicle details, witnesses and apparent effects before opening a reporting form or calling.
- Attach or offer safe evidence. Provide photographs or video only if captured lawfully and without approaching the waste. Keep the originals.
- Describe uncertainty clearly. Use terms such as “appears to be,” “approximately” or “I could not identify the substance” where appropriate. Do not name a suspect or chemical without evidence.
- Keep the confirmation. Save the report reference, telephone date, time and the authority contacted. If the authority redirects you, note the new contact and the reason.
- Escalate a changed risk. If the material begins leaking, burning or threatening people, animals or water after your first report, move away and call the Environment Agency hotline again.
There is no single Kent-wide form-field list or guaranteed response time published for all 12 councils. Follow the instructions for the council covering the exact site rather than assuming that one district’s process applies everywhere.

Kent County Council’s county-level guidance identifies district or borough councils as the reporting contact for fly-tipping. A Kent County Council committee report dated 1 April 2026 describes district councils as having primary duties to investigate and clear fly-tipping on public land, while Kent County Council processes material delivered to its sites by district councils.

Land ownership and road control still matter. Tunbridge Wells Borough Council says it clears publicly accessible land that it controls, cannot clear waste from private property, and redirects highway obstructions to Kent County Council. That example shows why a report may be passed to another authority; it should not be treated as an identical service promise for every district.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Private land, highways and boundaries
Private land
Report the incident to the relevant local council even when it appears to be on private property, because the council can advise and may need to record the waste. Expect the landowner’s responsibilities to differ from those for public land. Do not enter the property to investigate or clear it.
Roads and highway verges
State whether the waste blocks traffic, a footway, a cycle route, sight lines, drainage or access. Identify the road as precisely as possible and say whether the obstruction is immediate. The body responsible may depend on the road classification. National Highways is responsible for litter beside roads it manages; local examples may direct a highway report to Kent County Council.
Railway, river and other special sites
Include the type of land in the report and keep away from operational railways, water edges and embankments. The land description helps the receiving authority decide whether another body must attend.

If you hire someone to remove your own waste
Kent County Council’s campaign published on 19 May 2026 addresses a related prevention problem: waste given to an unreliable collector can later be dumped. Before handing over your waste, record the collector’s vehicle registration, check the operator’s waste-carrier registration and ask for a waste transfer note. These details can help if the material is later found fly-tipped. The campaign concerns checking a waste collector; it is not a required evidence form for every report about waste you discover.
The campaign’s stated aim, in the words of Jamie Henderson, Kent County Council’s Cabinet Member for Environment, Coastal Regeneration and Public Health, was to make it easier for people to take simple steps that protect themselves and the environment.
Common reporting mistakes to avoid
- Using the wrong route: a routine council report is not the best first contact for a lorryload, hazardous material, organised waste crime or an immediate environmental-health risk.
- Handling evidence: opening bags or moving rubbish can expose you to hidden sharp or dangerous items and can disturb the scene.
- Guessing: an unidentified liquid is not automatically a named chemical, and a vehicle sighting does not by itself prove who dumped the waste.
- Unsafe photography: entering private land, a railway area or a carriageway creates a new hazard and is not required by the guidance.
- Assuming clearance rules are universal: public land, private property and different road authorities can have different responsibilities.
- Leaving out the land type: the authority needs to know whether the site is a verge, alley, river area, railway embankment, private plot or another location.
Three practical examples
Small household dumping beside a public footpath
Photograph it from the footpath if safe, note the nearest road and landmark, count or estimate the visible bags, record when you found them, and submit the report to the district or borough council covering that location.

A lorryload of mixed waste beside a stream
Do not approach the pile or stream edge. From a safe position, note the vehicle and timing if already observed, describe the visible scale and any apparent seepage, and call the Environment Agency hotline on 0800 80 70 60 because the incident is large-scale and may threaten the environment.
A pile blocking a road in Tunbridge Wells
Remain out of traffic, state that the waste is an obstruction, and follow Tunbridge Wells Borough Council’s local direction to Kent County Council on 03000 41 81 81. If the material also presents a serious environmental or health risk, use the Environment Agency route.
What a strong report contains
Before submitting, check that your account answers these questions without requiring anyone to touch the waste:
- Where exactly is it, and what type of land is involved?
- When was it seen, and did you witness dumping or discover it afterward?
- What is visibly present, in what form and in approximately what amount?
- Was a vehicle involved, and what could you safely observe about it?
- Are witnesses available, and which facts came from them?
- Is there a visible effect or immediate risk to people, animals or the environment?
- Which authority did you contact, and what reference or redirection did you receive?
This combination gives the receiving authority actionable information while protecting you from the hazards of investigating unknown waste yourself.
