Report illegal construction-waste dumping to the authority responsible for the location, and give it a precise, safety-conscious account of what you saw. The correct channel depends on the country, state, local council, waste type and scale: in England, ordinary small fly-tipping usually goes to the local council, while large-scale or hazardous waste goes to the Environment Agency; in Victoria, Australia, construction and demolition dumping is reported to EPA Victoria, with some household and residential-land cases handled by council.
Record the location, time, visible waste, approximate quantity and any people or vehicles you directly observed from a safe, lawful position. Preserve existing photographs, video, CCTV or doorbell footage, but do not approach a dumper, enter private land, touch the waste or move anything to obtain better evidence. Readers elsewhere should use their local council or environmental regulator because reporting routes and cleanup responsibilities vary.

Choose the reporting authority before you document anything
Illegal construction-waste dumping is often called fly-tipping in the UK. The term means disposing of waste unlawfully rather than using an authorised facility. A report is most useful when it reaches the agency with legal responsibility for that site and type of waste.
| Location and situation | First reporting route | What the route covers |
|---|---|---|
| England: small or ordinary local fly-tipping | The local council, commonly its environmental health or fly-tipping service | Most routine incidents dealt with by local authorities |
| England: large-scale, hazardous, industrial or organised waste crime | Environment Agency incident service | Serious incidents and organised operations; the agency describes its incident hotline as operating 24 hours |
| England: anonymous report about large-scale dumping | Crimestoppers | An anonymous route identified by GOV.UK for large-scale waste dumping |
| Victoria: construction or demolition material | EPA Victoria, through its online reporting form or pollution hotline | Illegal dumping that includes construction and demolition waste |
| Victoria: household waste or dumping on residential or council-owned land | The relevant local council | Cases EPA Victoria directs to council |
That division is an England and Victoria example, not a worldwide rule. Scotland, Wales, other Australian states and other countries use different agencies and forms. Check the official page for the place where the waste lies, not the place where you live or where the vehicle is registered. Private-land cleanup duties can also differ; in some UK cases a landowner may have to arrange and pay for disposal.

Deal with immediate danger without confronting anyone
If dumping is happening now and creates an immediate threat to people, traffic, buildings or the environment, use the local emergency or police channel appropriate to your location. There is no single emergency number that can safely be given for every country.
Do not challenge the dumper, block a vehicle, follow it or stand near a loading area. If you see drums, unknown liquids, chemical containers, asbestos-like sheeting, heavy dust, smoke, fire, sharp metal or other suspicious material, move away and keep others away. Tell the environmental or emergency authority exactly what is visible; do not handle it or try to identify it by opening, smelling or testing it.
Stay on safe, lawful ground while gathering evidence
- Observe from a public place or land where you have permission. Do not trespass, climb fences or enter a construction site, farm or private yard to improve a photograph.
- Never sort through rubble for names, invoices, addresses or other paperwork. If a label is already visible from where you are standing, describe its location and let investigators decide whether to inspect it.
- Do not touch, kick, lift, cover or move waste. Council guidance warns that dumped material may be contaminated, and moving it can expose you or destroy useful evidence.
- Do not buy specialist equipment or personal protective equipment as a reason to approach unknown waste. Existing phone photos, ordinary notes and footage already available from a CCTV or doorbell system are sufficient ways to provide supporting information when used safely.
- Keep children, pets, livestock and bystanders away from the material and from any vehicle involved.
Record the facts investigators can use
Separate what you directly saw from estimates and assumptions. A neutral statement such as “I saw a white tipper truck unload material at about 7:15 p.m.” is more useful than claiming who owned the waste or declaring a person guilty.
| Evidence item | What to record | How to qualify it |
|---|---|---|
| Location | Street address if known, nearest road or landmark, access point and where on the site the waste is lying | Use the clearest description available without trespassing to obtain more detail |
| Time | When you saw the dumping, or when you discovered the waste | State whether it is the time of the act or the time of discovery; include the date and time zone if relevant |
| Waste | Visible materials, such as bricks, plasterboard, soil, timber, insulation or mixed rubble, plus an approximate volume or dimensions | Label quantities as estimates; do not infer hazardous content from appearance alone |
| People and vehicles | Registration, make or model, colour, distinctive marks, direction of travel and a neutral description of people | Include only details directly observed from a safe position; never pursue or approach for more |
| Images and recordings | Wide scene views, closer detail taken safely, and existing CCTV or doorbell footage | Keep original files and note their source; do not edit the only copy |
| Potential impact | Proximity to drains, streams, homes, paths, livestock or sensitive areas; visible smoke, spill, dust or obstruction | Describe effects you can see rather than diagnosing contamination |
| Repeat activity | Whether dumping has happened before or appears to be a recurring site | Say how you know, such as earlier observations or a previous report reference |
| Contact preference | Whether you want to identify yourself or use an anonymous option | Check the route’s rules; anonymity can limit updates and follow-up questions |
A practical documentation sequence
- Pause at a safe distance. Check for traffic, unstable piles, dust, smoke, liquids, sharp objects and anyone still involved. Leave if the scene is unsafe.
- Fix the location. Note the nearest address, road, landmark, gate, access track or map reference visible from lawful ground. Record which side of a road or boundary contains the waste.
- Write the time. Record when you witnessed unloading or, if you arrived later, when you discovered the material. Use separate entries if the dumping and discovery times are different.
- Describe the material. List only visible categories and estimate the amount using understandable terms such as a pile’s approximate length, width and height. Mark every measurement as approximate.
- Capture safe context photographs. If lawful and safe, take a wide image showing the setting and access route, followed by detail images from the same safe position. Do not step into the pile, road or private property.
- Preserve recordings. Save the original phone files and any CCTV or doorbell export. Note the camera location, date and time displayed, and who supplied the file. Keep an unchanged copy before making any format conversion.
- Log direct observations. Write vehicle and person details, direction of travel, sounds, smoke, spills or repeat activity. Use “I saw” or “I heard” for firsthand facts and identify anything reported to you by someone else.
- Report promptly. Use the council, environmental regulator or emergency route selected for the location and scale. Attach files only through the official form or instructions.
- Save the submission record. Keep the date and time reported, agency, reference number, files supplied and any stated contact preference in your log.
What to include in an England report
Small-scale or routine fly-tipping
GOV.UK directs most small-scale fly-tipping in England to the local council. The council will normally need the exact location or a landmark, date and time, the items dumped, an approximate amount and any safely observed vehicle information. A local council may ask for photographs and can use CCTV or doorbell footage.
For example, Bristol City Council’s local process requests the location, date and time, item details and photographs where available, plus a vehicle registration and description when observed safely. It also identifies CCTV and doorbell footage as potentially useful. That form and its questions apply to Bristol; another council may use different labels or attachments.

Large, hazardous or organised dumping
GOV.UK distinguishes larger, more serious incidents from ordinary local fly-tipping. In England, large-scale dumping, hazardous or industrial waste and organised criminal waste operations are directed to the Environment Agency. Give the agency the same factual information, but emphasise scale, repeated activity, suspected hazardous material, multiple vehicles or evidence of a commercial operation.
If you want to report large-scale dumping anonymously, GOV.UK identifies Crimestoppers as an option. An anonymous report may protect your identity, but it can prevent investigators from asking clarifying questions or confirming what happened. Check the current official instructions before submitting because channels and contact details can change.
What to include in a Victoria report
EPA Victoria accepts reports of illegal construction and demolition dumping online and through its pollution hotline. Its form asks for the location, waste type and amount, when the event occurred or was discovered, whether it has happened before and any information that could identify the dumper.
EPA Victoria directs household waste and dumping on residential or council-owned land to the local council. Confirm which land category applies before choosing the form. If the same site contains mixed material, describe the visible construction component and the other material separately rather than labelling the whole pile as construction waste.
Victoria allows anonymous reports. EPA Victoria explains that anonymity means you cannot receive updates or answer follow-up questions, so decide whether privacy or ongoing communication matters more in your case. For an identified online report, EPA Victoria says it sends a confirmation email and reference number.

Photographs, video and CCTV: useful but secondary to safety
A photograph should help an investigator find the site and understand its scale. A wide view can show the relationship to a road, drain, fence or building; detail views can show material types without requiring you to approach the pile. If a safe image is impossible, a precise written description is better than a risky picture.

Existing security footage can be valuable: preserve the native file, note the camera’s position and keep the original time information. Tell the authority if a recording came from a neighbour, business or public camera rather than implying that you personally witnessed the event.
Write an accurate, non-accusatory account
Authorities assess witness claims alongside the scene, CCTV, local knowledge and other evidence. Give them raw observations and let them determine responsibility.
Stronger wording: “At approximately 7:15 p.m. on 14 October, from the public footpath beside the access road, I saw a white tipper truck reverse to the eastern gate and unload what appeared to be mixed brick, plasterboard and soil. The truck left northbound. I did not approach the vehicle or touch the material.”
Wording to avoid: “The builder at that address illegally dumped toxic waste.” That sentence assumes ownership, illegality, toxicity and responsibility that you may not have observed. If a smell, liquid, dust or label is visible, report the observation without diagnosing the substance.

What happens after a report
Victoria’s stated investigation process
EPA Victoria says an investigation may involve securing the site, scientific sampling or testing, local witness evidence and information from other investigations. Where evidence is sufficient, it may fine or charge the dumper and seek to have the waste cleared. Cleanup can also be coordinated when the dumper is not identified. These are Victoria-specific possibilities, not a promise that every report will lead to prosecution, immediate removal or personal updates.
England and other jurisdictions
In England, the council or Environment Agency decides whether the incident fits its remit and what evidence is needed. A report is not a guarantee of prosecution, cleanup or a progress update. Keep your reference number and respond if the authority asks a follow-up question.
A major Environment Agency case illustrates the possible scale of a serious investigation: the agency reported that about 30,000 tonnes of household and construction waste had been discovered at Hoads Wood, that its criminal investigation began in 2023 and that three men were later arrested. This is an enforcement example, not a typical outcome or a measure of how often construction waste is dumped.
Put national statistics in the right context
England recorded 1.26 million local-authority fly-tipping incidents in 2024/25, compared with 1.15 million in 2023/24, a 9% increase. The Department for Environment, Food & Rural Affairs published those figures on 25 February 2026 for the period April 2024 to March 2025. They cover all fly-tipping waste categories, not construction waste alone.

Defra also cautions that local reporting practices changed in some areas. Therefore, the total cannot be used to estimate the number of construction-waste dumping reports or the risk at a particular site.

Common mistakes and safer corrections
| Mistake | Why it weakens safety or the report | Better approach |
|---|---|---|
| Confronting the driver or blocking the vehicle | Creates a personal safety risk and can escalate an active incident | Observe from distance and use the appropriate authority or emergency channel |
| Entering private land for a closer photograph | May be unlawful and can expose you to unstable or contaminated waste | Use a lawful viewpoint and give landmarks or access details |
| Touching, moving or searching the pile | May expose you to contamination and disturb material investigators need to examine | Describe what is visible and leave the site undisturbed |
| Guessing that material is asbestos, toxic or stolen | An unsupported diagnosis can misdirect the response | Report visible dust, containers, labels, smoke or liquid and state that the substance is unknown |
| Submitting edited or cropped files as the only evidence | Removes context and may obscure original timing or metadata | Retain originals and submit copies or exports as the reporting route allows |
| Using the wrong authority | The report may be delayed or redirected | Match location, land type, waste type and scale to the local council or environmental regulator |
| Claiming certainty about ownership or guilt | Turns observation into an allegation the evidence may not support | State exactly what you saw, heard or received from another witness |
A simple report log you can keep
An ordinary note or phone document is enough. Record the date and time observed, date and time reported, location, waste description, approximate quantity, direct observations, evidence files retained, agency contacted and reference number. This is a personal tracking aid, not a guaranteed legal chain-of-custody format; the receiving portal sets its own requirements.
Before submitting, check that your description answers five questions: where is the waste, when was it seen or discovered, what is visible, how much is there approximately, and what did you directly observe about people or vehicles? Add safe photographs or recordings, identify repeat activity and explain any immediate environmental or public-safety concern.
Reporting beyond England and Victoria
If you are elsewhere, start with the local council, municipal waste service or environmental regulator responsible for the dumping site. Ask which body handles ordinary construction debris, hazardous or industrial waste, dumping on public land and dumping on private land. Confirm whether an active incident should go to police or an emergency service, whether anonymous submissions are accepted and how evidence files should be uploaded.
