For a nonurgent crack, settlement, missing piece, exposed component, or other concern, report the observation to the agency or owner responsible for the bridge—usually a city or county public-works department for a local road, or the state department of transportation (DOT) for a state route. Do not climb onto the bridge, enter a restricted area, diagnose its structural safety, or attempt a repair.
First decide whether the situation is an emergency
A photograph or quick look cannot establish whether a crack is cosmetic, hazardous, or evidence of a serious structural problem. Treat the situation according to the immediate risk to people and traffic, not according to your own diagnosis.

Call 911 for an immediate threat
In the United States, call 911 when the condition presents an immediate danger—for example, a bridge appears to be failing, a roadway or walkway has dropped suddenly, large pieces are falling, traffic is entering a dangerous opening, or people are trapped or exposed to an active hazard. USAGov identifies 911 as the emergency number in the United States. Get to a safe location before making the call, and tell the dispatcher the exact bridge location and what people or vehicles are at risk.
- Do not stand underneath a damaged span to watch it or take a closer photograph.
- Do not cross a barricade, climb onto a deck, enter a bridge chamber, or approach a fallen component.
- If you are driving, stop only where you can do so safely; do not create a second collision hazard while reporting the first one.
- Follow instructions from police, fire, transportation staff, or other emergency personnel.
Use a nonemergency report for an observation without immediate danger
A visible crack, gradual settlement, corrosion, damaged railing, debris, or unusual vibration still deserves prompt notice, but it does not automatically require 911. Report it to the bridge owner or maintenance agency as soon as practical. The agency can arrange an inspection and decide whether restrictions, repairs, or monitoring are needed.

There is no single nationwide nonemergency telephone number or guaranteed response time for every bridge. The correct contact depends on the bridge’s owner, route, and location.
How to report a crack or settlement: the safe six-step process
1. Protect yourself before gathering information
Observe from a public, stable location such as a sidewalk, shoulder, nearby road, or overlook, provided that stopping there is legal and safe. Never enter the structure to obtain better evidence. The public’s role is to report what was observed; inspection, measurements, traffic control, and engineering decisions belong to the responsible agency or a qualified bridge inspector.
2. Pinpoint the bridge
Give the agency enough information to find the exact structure without searching. Record as many of these details as you can safely obtain:
- Road, street, route, or highway number.
- Nearest intersection, exit, address, landmark, waterway, or railroad crossing.
- Direction of travel and the side of the bridge involved.
- Whether the observation is on the roadway, sidewalk, bicycle path, railing, pier, abutment, underside, or approach embankment.
- A nearby mile marker, bridge name, posted identification number, or GPS location if available without entering a dangerous area.
For railroad structures, street names, nearby intersections, and the crossed waterway are also useful identifiers. The Federal Railroad Administration (FRA) uses those kinds of details when officials request railroad inspection information.
3. Describe observations, not conclusions
Use neutral, specific language. Say where the crack begins and ends, whether concrete or metal is missing, whether debris is present, whether the deck has dropped relative to the approach, and when you noticed the condition. If it is changing—for example, pieces are falling or water is flowing through a new opening—describe that change and its timing.

Avoid declaring that the bridge is “safe,” “unsafe,” “structurally deficient,” or “about to collapse.” Those are determinations for the owner and qualified inspectors. A passerby cannot reliably classify a crack or settlement from appearance alone.
4. Take a photograph only when it is safe
A photo taken from a legal public location can help an agency identify the feature and its position. Do not delay an emergency call to obtain an image, and do not approach traffic, water, unstable ground, or a restricted area for a better angle. Tell the agency when and where the image was taken and whether it shows the condition from above, below, or beside the bridge.

Use the route and location to choose the most practical first contact:
| What you observed | Likely first contact | Important qualification |
|---|---|---|
| Local road bridge owned by a city or county | City or county public works, transportation, or road-maintenance department | Local agencies may perform inspection or maintenance functions under a state’s bridge program. |
| Bridge on a state-numbered route or state highway | State department of transportation (DOT) bridge or maintenance office | The state remains responsible for compliance with federal inspection requirements for covered public highway bridges, even when work is delegated. |
| Railroad bridge | The railroad owner or operator for a nonurgent condition; 911 for an immediate threat | Railroad bridges are outside the federal National Bridge Inspection Standards (NBIS) framework for highway bridges. |
| Pedestrian-only bridge | The city, county, park authority, campus, trail manager, or other posted owner | Pedestrian-only structures are not covered by the NBIS highway-bridge rules. |
| Private, tribal, federal, or unknown ownership | The posted owner or responsible land/transportation authority; local government or law enforcement can route an unclear report | Federal inspection authority and local procedures vary by ownership and bridge use. |
6. Keep a record of the report
Note the date and time, agency or person contacted, method used, and any reference number. If the agency asks follow-up questions, provide the location and observations again rather than attempting your own inspection. Record-keeping is useful for follow-up, but it is not a federally mandated public procedure.
Who should you call about a damaged bridge?
City and county bridges
For a bridge on a locally maintained street or county road, start with the local public-works, transportation, roads, or engineering department. A city or county website may provide a service-request portal, an after-hours number, or a dispatch route. If the condition is immediately dangerous, call 911 instead of waiting for a web form or office-hours response.

State-route bridges
A state DOT is the practical contact for a bridge carrying a state route. Look for the agency’s bridge, maintenance, roadway-hazard, or customer-service reporting channel. Federal Highway Administration (FHWA) rules allow states to delegate some inspection functions to local agencies, so the local government may still receive and process the report; that delegation does not make FHWA the first public contact for an individual observation.

When ownership is unclear
Call the local government office that handles roads or transportation and ask for the responsible bridge owner. Local law enforcement can route a report when an agency cannot be identified, particularly outside normal business hours. Give the location and urgency immediately so the receiving agency can decide whether emergency traffic control is needed.
Do not assume that a federal agency will dispatch a crew simply because a bridge appears on a federal database. Federal systems can help identify a public highway bridge, but the owner or maintaining agency is the operational contact for a damage report.
What the federal bridge-inspection rules do—and do not—cover
FHWA’s National Bridge Inspection Standards (NBIS) apply to publicly owned highway bridges longer than 20 feet on public roads. The threshold and ownership/use requirements matter: a structure that looks like a bridge may fall outside that specific federal program.
- Railroad bridges that do not carry a public highway are not covered by the NBIS highway-bridge rules.
- Pedestrian-only structures are not covered by those rules.
- FHWA does not have NBIS authority to require a private owner to inspect a private bridge.
- Local agencies may carry out inspection functions, while the state retains responsibility for NBIS compliance for covered public highway bridges.
These limits do not make a report unnecessary. Report a suspected problem to the owner or local authority regardless of whether you know which inspection framework applies. The owner still needs the opportunity to evaluate the condition and protect users.

How to report a damaged railroad bridge
For an immediate threat involving a railroad bridge—such as a visibly failing span, a dangerous obstruction, or people at risk—move away and call 911. For a nonurgent concern, contact the railroad owner or operator using its public safety or customer-service channel. If a train, track, roadway, or waterway is at risk, state that clearly in the first sentence of the report.
The FRA has a separate process through which a state or political subdivision may request a public version of the latest railroad bridge inspection report. That process is for an elected or appointed official acting in an official capacity; an individual member of the public should not represent a personal request as that official submission. A report of a visible defect should still go to the railroad or emergency services as appropriate, regardless of whether an inspection report is requested.
Washington example: what an agency procedure looks like
Washington provides a useful example of agency handling, not a nationwide public reporting rule. The Washington State Department of Transportation (WSDOT) Bridge Inspection Manual, January 2026 edition, Chapter 6, addresses significant structural problems. Its flowchart directs agency staff to close affected areas and contact law enforcement when a restriction or closure is needed. For a local-agency bridge, it points to public works, law enforcement, and other local authorities; for a state-bridge emergency, it directs staff to the WSDOT Bridge Preservation Office emergency contact.
The same procedure tells agency personnel to document the damage, take photographs, complete inspection forms, and identify repair needs. Those are professional response steps. A member of the public should not approach a damaged bridge to reproduce them. The practical lesson is to provide a precise location and safe observation so the agency can perform its own controlled assessment.

Database information may not reflect a newly observed crack, settlement, collision, flood, or other event. If the condition is urgent, call 911 first; do not wait for a database entry to change.
Information to include in an online or telephone report
A concise report is easier for a dispatcher or bridge office to act on. Organize it in this order:
- Urgency: State whether anyone is in immediate danger, whether traffic is currently exposed, and whether pieces are falling or the condition is changing.
- Location: Give the route or street, nearest intersection or landmark, direction of travel, and bridge side or feature.
- Observation: Describe the crack, settlement, missing material, debris, exposed reinforcement, damaged railing, unusual movement, or other visible condition without diagnosing it.
- Time: Say when you saw it and whether you know when it began or worsened.
- Evidence: Offer a safely taken photograph and explain where you were standing when it was taken.
- Contact details: Provide a callback number if you want the agency to clarify the location; ask for a reference number.
Example wording: “At approximately 3:15 p.m. today, I observed a new-looking gap and broken concrete on the east side of the pedestrian railing at the bridge carrying Route 18 over Mill Creek, about 200 feet north of Pine Street. I was standing on the public sidewalk. No one appeared injured, and I did not enter the bridge area.” Adjust the description to what you actually saw; do not copy the example as a diagnosis.
What not to do after spotting bridge damage
- Do not measure crack width, probe concrete, remove debris, tighten bolts, patch concrete, or install a temporary barrier yourself.
- Do not stop in a travel lane, shoulder, rail corridor, or bridge deck solely to obtain a close image.
- Do not post an unverified claim that a bridge is collapsing or structurally unsafe; a public warning can cause panic or divert traffic into danger.
- Do not assume that a previous inspection, an online condition rating, or a lack of visible warning signs means the current condition is acceptable.
- Do not wait for a nonemergency portal to respond when people face an immediate hazard; use 911.
Consumer crack gauges, inspection equipment, repair products, and engineering manuals are not necessary for making a responsible public report. Buying or using them can encourage an unsafe approach or imply that a passerby can substitute for a qualified inspection.
After you report: what to expect and how to follow up
The receiving agency may ask for a clearer location, direction of travel, photograph, or description of traffic and weather conditions. It may send maintenance staff, arrange a formal inspection, restrict access, or determine that no immediate action is required. The agency’s response time and communication practices vary by jurisdiction; the reviewed authorities do not establish a universal deadline.
If you later see that the condition has worsened, report the change as a new update and reference the earlier case number. If the original report went to the wrong department, ask that it be forwarded to the bridge owner rather than attempting to enter the structure yourself.
Key decisions at a glance
| Question | Action |
|---|---|
| Could someone be injured now, or is the bridge or traffic area failing? | Move away and call 911 in the United States. |
| No immediate danger, but you see a crack, settlement, debris, or damaged component? | Report the observation promptly to the owner or maintenance agency. |
| Local street or county road? | Start with city or county public works or transportation. |
| State-numbered route? | Start with the state DOT bridge or maintenance office. |
| Railroad or pedestrian-only structure? | Contact the railroad/operator or structure owner; NBIS highway rules may not apply. |
| Owner unknown? | Ask local government or law enforcement to route the report. |
| Unsure whether a crack is serious? | Report the precise observation; do not attempt to classify it or repair it. |
Why reporting matters even when the defect looks minor
Bridge components can be hidden from a passerby’s view, and the significance of a crack depends on its location, pattern, movement, loading, materials, drainage, and connection to other damage. Settlement may originate in an approach, abutment, pier, roadway, or surrounding soil rather than in the visible surface alone. Only the responsible agency or a qualified inspector has the access, records, training, and authority to evaluate those relationships.

A clear public report gives that professional process a useful starting point without putting the observer in danger. The most valuable contribution is accurate location, timing, and description—not a home inspection, repair, or verdict.
