How to Report a Pothole and Track a Road Repair Request

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Report a pothole through the government agency that maintains that road, then keep the confirmation or service-request number so you can check its status. There is no single U.S. pothole portal or nationwide repair deadline: a city street may use 311, a web form or chat, while a county road, state highway, ramp or private road may require a different owner. The most useful report identifies the exact location, direction and lane, describes the defect, includes a safe photo when accepted, and preserves every confirmation message.

Start by identifying who owns the road

The agency responsible for maintenance is the right first stop. A city’s pothole form may cover only city-owned streets; submitting a request to the wrong department can delay routing or leave the report unresolved. Before opening a form, note the road name, block or address, nearest intersection, travel direction and whether the road is a city street, county road, state-maintained route, highway entrance or exit ramp, or private road.

City streets

Use the municipal 311 system or the city’s official service-request page when the defect is on a city-owned street. South Bend’s 311 guidance, for example, is specifically about potholes on city streets. Cincinnati’s city pothole service likewise distinguishes city streets from roads maintained by another authority.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

County roads

County maintenance departments often have their own forms or phone numbers. Minneapolis provides separate guidance for potholes on county roads, so a report that appears to be in the city may still need to be directed to the county if that county owns the roadway.

State highways and ramps

Highways, entrance ramps and exit ramps are commonly maintained by a state transportation agency rather than the municipality. Cincinnati directs potholes on highways and ramps to the Ohio Department of Transportation (ODOT). Philadelphia says it forwards reports on state-maintained streets to the Pennsylvania Department of Transportation (PennDOT). Follow the local page’s routing instructions rather than assuming the city will forward every report.

Private roads

Public works departments generally do not repair privately owned streets. Cincinnati expressly says its department does not repair private streets. Check the property owner, homeowners’ association, commercial landlord or private road manager for the appropriate process.

Use the official channel offered by that agency

Local governments use different combinations of phone, online forms, 311 portals and chat. A city may offer several routes, but the official service-request category matters because it determines where the ticket is sent and what tracking information is generated.

311 by phone

Call 311 when the jurisdiction provides it and you need help identifying the road owner, cannot use the web form, or need to speak with an operator. Washington, DC and Philadelphia provide phone and online reporting routes. Have the same location details ready for either route. Ask the operator for the service-request number and write it down before ending the call.

Online service request

Choose the official category labeled for potholes, street damage or road issues. Memphis, South Bend, Washington, DC, Cincinnati, Philadelphia and Orlando each publish municipal reporting instructions. Read the jurisdiction notes on the page before submitting: some forms accept only locations inside the agency’s maintenance area, while others explain when a report will be forwarded.

Chat or other digital channels

Cincinnati 311 accepts chat or web requests for a pothole on a city street. A chat transcript or confirmation message can be as important as an email, so save the reference number and any tracking link before closing the session.

Prepare a report crews can act on

A vague description such as “large pothole near downtown” may force staff to investigate a wide area. Give the dispatcher a location that a crew can find without guessing.

  • Street address or block: provide the address beside the defect when one exists, or identify the block between two named intersections.
  • Nearest intersection or landmark: include a cross street, bridge, business entrance, mile marker or other fixed reference.
  • Direction of travel: state northbound, southbound, eastbound or westbound, and identify the lane or shoulder when that distinction helps.
  • Distance from the curb: South Bend specifically asks for this information. Estimate the distance when the hole is several feet from the curb or sits near a centerline.
  • Defect description: describe the approximate size and depth, the number of holes, and whether the surrounding pavement is cracked or rough. DDOT asks for location and severity; South Bend asks for the defect type.
  • Traffic or safety context: explain if drivers must swerve, if the hole is in a travel lane, or if debris or standing water makes it harder to see. Do not exaggerate severity; describe what you observed.
  • Photo: attach one only when the portal accepts images and you can take it from a safe place. Memphis says photos can help confirm the location and speed resolution.

These fields are practical guidance drawn from local instructions, not a universal national form. If a portal asks for a nearby landmark or offers a photo field, use those fields rather than placing essential details only in a general comment box.

How to submit the pothole request

  1. Confirm the road owner. Check the municipality’s pothole page and its road-ownership notes. If the page identifies a county or state road, switch to that authority’s channel unless the city explicitly says it forwards the report.
  2. Open the official service category. Select pothole repair, street damage or road issue, not a general question category. The category determines which maintenance team receives the ticket.
  3. Enter the precise location. Add the address or block, nearest intersection, travel direction, lane or side of road, and distance from the curb or landmark when relevant.
  4. Describe the condition. Give an approximate size and depth, number of holes, pavement cracking or roughness, and any visibility or traffic concern.
  5. Add a safe photograph. Take it from the sidewalk, shoulder, parked vehicle or another lawful safe position. Never stand in a travel lane or stop where doing so creates a hazard merely to obtain an image.
  6. Review contact details. An accurate email address or mobile number helps the agency send a confirmation or status update. If you report by phone, ask the operator to repeat the request number.
  7. Submit and wait for confirmation. Keep the confirmation email, text, chat transcript or on-screen reference. If no message arrives, take a screenshot of the completed request and note the submission date and time.

Preserve the service-request number

The reference number is the link between your original description and later status questions. Save it in more than one place: retain the email or text, copy the number into a notes app, and capture the confirmation screen if the portal displays the number only once.

Memphis says the request ID appears in the confirmation message and can be used to track or update a request. Washington, DC’s District Department of Transportation (DDOT) asks callers to reference the service-request number when following up. Do not submit a second report simply because you have not yet seen a crew; duplicate tickets can make it harder to tell which request is current.

Track the request and follow up correctly

Use the original tracking route first

Open the tracking link in the confirmation message or return to the agency’s official request-status page and enter the ID. Memphis permits request tracking and updates through the tracking link or ID. If the portal allows an update, add a corrected address, clearer landmark, updated photo or note that the condition has changed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Check what the status actually means

A status such as received, assigned, inspected, scheduled or completed describes a different stage. “Received” confirms intake, not a crew visit. “Inspected” may mean the location was evaluated without immediate repair. “Completed” should be checked against the actual roadway; if the hole remains, report that through the existing ticket or the agency’s stated follow-up route.

Follow up after the local target passes

When the agency’s stated response or completion date has passed, provide the original request number, submission date and exact location. Ask whether the ticket is assigned to the correct road owner and whether weather, repair season, traffic control or workload changed the schedule. DDOT directs people to call 311 or its listed number if a pothole has not been repaired by the specified completion date.

Update a changed hazard

If the hole has expanded, multiple holes have appeared, a temporary patch failed or traffic conditions changed, add that information to the existing request. A new image can help only if it can be taken safely. If the portal does not allow updates, call the agency and quote the original ID rather than creating an unrelated duplicate.

Local timing examples: read the qualification with the number

The following figures are local service standards or estimates, not national guarantees. They also measure different things: a response, a repair standard or a typical resolution. The agencies’ pages do not state publication years for these figures.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Jurisdiction and agency Published timing What the timing means
Washington, DC — District Department of Transportation Repair within three business days (72 hours) of the report DDOT’s stated repair standard; follow up with the service-request number if the specified completion date passes
Orlando, Florida — City of Orlando Response within two business days Response expectation, not a promise that the repair will be completed within two business days
Cincinnati, Ohio — City of Cincinnati 311 Crews respond within two weeks, often within a few days Local response estimate; high volume and inclement weather can affect timing
Memphis, Tennessee — City of Memphis Typically 3–7 business days Typical pothole-resolution estimate; timing varies by type, location, weather and workload
South Bend, Indiana — South Bend 311 Outside pothole repair season, crews respond within 72 hours if weather permits Seasonal response guidance; during repair season, the page describes evaluation and repair within a reasonable time frame
Philadelphia, Pennsylvania — City of Philadelphia 45 business days from July 1 through November 30 Seasonal response time stated on the city page; verify the live page because the detail is location- and season-specific

DDOT states: "DDOT’s standard is to repair potholes within three business days (72 hours) of the time they are reported." That is Washington, DC’s local standard, not a rule for other cities. Do not average these figures or present them as a national service level.

What to do when the pothole is still there

  1. Check the ticket history. Confirm that the status belongs to your location and that the record is not marked completed because a nearby but different defect was repaired.
  2. Compare the date with the agency’s wording. A response target does not necessarily mean completion, and a seasonal estimate may pause or change with weather and workload.
  3. Contact the same agency. Quote the request ID, original location, date submitted and any status shown online. Ask whether the street is inside that agency’s jurisdiction.
  4. Correct the owner if necessary. If staff identify a state, county or private road, use the responsible owner’s channel and keep the original record for reference. Philadelphia’s process may forward state-maintained street reports to PennDOT; other jurisdictions may require a fresh report.
  5. Escalate only through the published route. Use 311, the agency’s listed phone number or its status-update function. Avoid sending the same complaint to unrelated departments, which can create duplicate records without moving the repair.

Report immediate dangers safely

A routine pothole ticket is not an emergency response. Do not enter traffic, kneel in a lane or stop in an unsafe place to measure or photograph a hole. If the condition creates an immediate danger, use the local emergency or road-hazard channel. Memphis labels pothole reporting as non-emergency and says to call 911 for emergencies; follow your jurisdiction’s own emergency instructions.

If you are driving, continue to a safe location before making a report. Describe the hazard from memory or from a safe vantage point, and tell the agency if the hole is difficult to see because of water, darkness or debris.

A pothole report is not a vehicle-damage claim

Submitting a repair request alerts the road owner; it does not automatically file a claim, establish fault or guarantee reimbursement for vehicle damage. If a pothole damaged a tire, wheel, suspension or another component, preserve photographs, repair invoices, towing records, date and time, precise location and any witness information. Then find the responsible authority’s separate claims instructions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Cincinnati 311 lists distinct request types for pothole repair and a pothole damage claim. That separation illustrates why a repair ticket should not be treated as a compensation application. Other jurisdictions may use different rules, deadlines and evidence requirements, so use the claims process published by the road owner rather than assuming Cincinnati’s procedure applies elsewhere.

How to choose between reporting channels

When a jurisdiction offers phone, web and chat options, compare them on five practical points:

  • Jurisdiction: Does the channel cover the road, or does it explain how reports are forwarded to a county or state agency?
  • Location detail: Can you enter an address, intersection, direction, lane, curb distance and landmark?
  • Evidence: Does it accept a photograph or allow you to add one later?
  • Tracking: Does it return a request number, confirmation message and online status page?
  • Follow-up: Does it provide an update function, a 311 number or another published escalation route?

A web form is useful when you need to attach a photo and retain a written record. Phone or chat can be better when the road owner is unclear or the form rejects the location. Whichever route you choose, the outcome to preserve is the same: a correctly routed ticket with a reference number.

Practical examples from local programs

A highway ramp in Cincinnati

Do not file a city-street pothole ticket for a highway entrance or exit ramp simply because the ramp begins inside Cincinnati. Cincinnati’s guidance directs highway and ramp potholes to ODOT. Use the state transportation channel identified by the city page and record that agency’s confirmation number.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A state-maintained street in Philadelphia

Philadelphia says it forwards reports for state-maintained streets to PennDOT. Start with the city’s instructions if they identify that forwarding path, then retain the city request ID and any state reference supplied later. The seasonal 45-business-day figure on the Philadelphia page should be read as that local program’s stated response time from July 1 through November 30.

A county road in Minneapolis

Use the separate county-road guidance provided by Minneapolis rather than assuming the city will repair every road within its boundaries. Identify the county route or nearest intersection as precisely as possible before submitting.

A city street in Memphis

Submit through the city’s 311 service-request process, include a nearby landmark and a safe photo when available, then use the request ID from the confirmation to track or update the report. Memphis gives a typical 3–7-business-day resolution estimate, subject to location, weather, workload and the type of pothole.

A pothole in Washington, DC

Use DDOT’s 311 or listed online route, keep the service-request number and compare the result with DDOT’s three-business-day repair standard. If the specified completion date passes, DDOT instructs residents to follow up using 311 or its listed number and the original request ID.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A seasonal repair in South Bend

South Bend asks for direction of travel, distance from the curb and defect information. Outside pothole repair season, its page says crews respond within 72 hours if weather permits; during repair season, it describes evaluation and repair within a reasonable time frame. Seasonal wording is why the date and weather qualification belong in your expectations.

Final checklist before you close the report

  • Road owner checked: city, county, state or private.
  • Official pothole or street-damage channel used.
  • Address or block, nearest intersection and direction supplied.
  • Lane, curb distance or landmark included where useful.
  • Approximate size, depth, number and severity described.
  • Photo attached only when safe and accepted.
  • Confirmation email, text, transcript or screenshot saved.
  • Service-request number recorded in a second location.
  • Tracking page checked before submitting a duplicate report.
  • Separate claims process located if a vehicle was damaged.

The most reliable workflow is therefore simple but jurisdiction-specific: identify the owner, submit a precise official request, save the reference number, track the ticket using the same agency and escalate only through its published route. Local response estimates can help you decide when to follow up, but they should never be treated as a nationwide deadline.
